    WCCUSD’s literacy task force to explore best ways to teach students how to read

    West Contra Costa Unified School District has set up a new literacy task force to answer long-held questions about the best ways to teach students how to read.

    The task force, which had its first meeting in September, is looking at academic research to examine literacy and the best ways to foster highly-literate students, according to former district spokesperson Liz Sanders.

    “It’s really important to us that our efforts to support students’ literacy are really rooted in building and generating community-wide best practices, and that we are looking at literacy instruction through a really holistic lens to make sure that we’re understanding what best practices are,” Sanders said.

    The task force is a small, internal team of 13 leaders who are developing initial recommendations for a comprehensive literacy plan, the district communications team said in an email. The main goal of the task force is to create a framework and make recommendations for WCCUSD that will guide the district’s Local Control and Accountability Plan and School Plan for Student Achievement. 

    The hope is that this will lead to improved student outcomes, especially for marginalized communities — specifically Multilingual English Language Learners, Black and neurodiverse students, who are currently being underserved, according to the district.

    WCCUSD has struggled with stagnant literacy scores for over a decade. Since 2014, no more than 17% of students read above grade level, according to Smarter Balanced results. But Superintendent Chris Hurst has named improving elementary reading test scores as a top priority. The district has primarily used a balanced literacy approach, which focuses on whole language instruction.

    One of the district’s schools, Nystrom Elementary, however, received funding in 2021 from the state’s Early Literacy Support Block Grant and replaced balanced literacy with the “science of reading” approach, which focuses on systematic phonics instruction.

    Sandrine Demathieu, a kindergarten teacher at Nystrom, is in her second year of using the science of reading approach. As a student teacher, she used the balanced literacy method, which, according to her, made her feel like there was “a missing chunk in our instruction.”

    Demathieu explained that balanced literacy focuses more on experiential learning and getting students excited about reading, leaving less time for data tracking on student progress. Meanwhile, the science of reading specializes in progress tracking, and offers a predictable curriculum with specific instructions for both students and teachers. 

    “They don’t have to even think twice about what they need to do,” Demathieu said. “They don’t have to put any energy into it. They can focus on the academic piece.” 

    For students with gaps in their learning in particular, Demathieu said the science of reading approach is “life changing” because of its predictability and organized structure. 

    In 2022, WCCUSD also introduced Systematic Instruction in Phonological Awareness, Phonics and Sight Words, or SIPPS, in all of its elementary schools. SIPPS is a “research-based foundational skills program” which provides a structured-literacy approach through explicit routines. 

    Gabby Micheletti, who taught at Verde Elementary for seven years and is now on-release to work full time for the United Teachers of Richmond, said it was “simultaneously remarkable and distressing” to see how quickly kids picked up on reading when using SIPPS as opposed to the previous curriculum. 

    “Just like the difference in the reading growth I had using SIPPS versus trying to use Teachers College — it’s one of those things where you’re just like, man, I feel bad about those days and those kids, when I was trying to follow the curriculum faithfully,” Michelletti said. “They were trying really hard and it just wasn’t working.”

    Michelletti said she hopes the task force re-evaluates the curriculum and pushes the use of SIPPS. She said the current curriculum is “extra non-responsive” to students, especially for English Language Learners. This is particularly important for WCCUSD, where 34% of students are English Language Learners. 

    The literacy task force will be using data and effective research to make recommendations to the district. The development of the framework is guided by a set of principles and beliefs:

    • “Schooling should help all students achieve their highest potential.
    • The responsibility for learners’ literacy and language development is shared. 
    • ELA/literacy and ELD curricula should be well designed, comprehensive, and integrated.
    • Effective teaching is essential to student success. 
    • Motivation and engagement play crucial roles in learning.”

    The implementation of the task force’s framework and recommendations is currently projected for the 2024-2025 school year.

    President Trump says he is defending Los Angeles from a “foreign invasion,” but the only invasion we see is the one being led by Trump. 

    Roughly a quarter of all students in the Los Angeles Unified School District are undocumented. The student body at the high school where I teach consists almost entirely of immigrants, many of them undocumented, and the children of immigrants, many of whose parents and family members are undocumented. This week we held our graduation ceremony under the specter of Trump’s campaign against our city.

    Outside, school police patrolled to guard against potential Immigration and Customs Enforcement raids. Amidst rumors of various actions, LAUSD decided that some schools’ graduations would be broadcast on Zoom. 

    For many immigrant parents, graduation day is the culmination of decades of hard work and sacrifice, and many braved the threat of an ICE raid and came to our campus anyway. Others, perhaps wisely, decided to watch from home.

    They deserve better.

    Trump’s Homeland Security Secretary Kristi Noem calls us a “city of criminals,” and many Americans are cheering on the Trump administration and vilifying immigrants. What we see in LAUSD is an often heroic generation of immigrant parents working hard to provide for their children here while also sending remittance money to their families in their native countries. We see students who (usually) are a pleasure to teach, and parents who are grateful for teachers’ efforts.

    Watching the students at the graduation ceremony, I saw so many who have had to overcome so much. Like the student in my AP U.S. government class who from age 12 worked weekends for his family’s business but made it into UCLA and earned a scholarship. There’s the girl who had faced homelessness this year. The boy with learning issues who powered through my AP class via an obsessive effort that his friends would kid him about, but which he committed to anyway. He got an “A,” which some of the students ribbing him did not.

    Many students have harrowing, horrific stories of how they got to the U.S. — stories you can usually learn only by coaxing it out of them.

    There’s the student who grew up in an apartment complex in San Salvador, where once girls reached a certain age they were obligated to become the “girlfriend” of a member of whatever gang controlled that area. When she was 14 they came for her, but she was ready, and shot a gang member before slipping out of the country, going all the way up through Guatemala and Mexico, desperate to find her father in Los Angeles. 

    As she told me this story at parent conference night, tears welled up in her father’s eyes. It’s also touching to watch their loving, long-running argument — he wants her to manage and eventually take over the small business he built, and she wants to become an artist instead. To this day she does not know whether the gang member she shot lived or died. 

    At the graduation ceremony, our principal asks all those who will be joining the armed forces to stand up to be recognized. These students are a windfall for the U.S. military. I teach seniors, and in an average class, three or four of my students join the military, most often the Marines, either right out of high school or within a couple years. 

    Were these bright, hard-working young people born into different circumstances, they would have gone to college. Instead, they often feel compelled to join the military for the economic opportunity — the so-called “economic draft.” 

    Some also enlist because it helps them gain citizenship and/or helps family members adjust their immigration status. A couple years ago, an accomplished student told me he was joining the Marines instead of going to college. I was a little surprised and asked him why, and he replied, “Because it’s the best way to fix my parents’ papers.”

    Immigrants are the backbone of many of our industries, including construction and homebuilding, restaurants, hospitality and agriculture. They are an indispensable part of the senior care industry, particularly in assisted living and in-home care. Of the couple dozen people who cared for my ailing parents during a decade of navigating them through various facilities, I can’t remember one who was not an immigrant. There is something especially disturbing about disparaging the people who care for us when we’re old, sick, and at our most vulnerable. 

    Immigrants are woven into the fabric of our economy and our society. They are our neighbors, our co-workers, our friends, and an integral part of our community. The average person in Los Angeles interacts with them continually in myriad ways — and without a thought to their immigration status. 

    Immigrants are also maligned for allegedly leeching off public benefits without paying taxes to finance them. This week conservative commentator Matt Walsh called to ”ban all third world immigration″ whether it’s “legal or illegal,” explaining, “We cannot be the world’s soup kitchen anymore.”

    One can’t teach a U.S. government and politics class in Los Angeles without detailing the phenomenon of taxpayers blaming immigrants for the cost of Medicaid, food stamps and other social programs. My students are hurt when they come to understand that many Americans look at their parents, who they’ve watched sacrifice so much for them, as “takers.”

    Nor is it true. 

    Californians pay America’s highest state sales tax. It is particularly egregious in Los Angeles, where between this and the local surcharge, we pay 9.75%. As I teach my economics students, this is a regressive tax where LAUSD students and their parents must pay the same tax rate on everything they buy as billionaires do.

    Moreover, most immigrants are renters, and they informally pay property taxes through their rent. California ranks 7th highest in the nation in average property taxes paid. 

    Our state government estimates that immigrants pay over $50 billion in state and local taxes and over $80 billion more in federal taxes. Add this to the enormous value of their labor, and America is getting a bargain. 

    Part of what is driving the current protests is the sense that once somebody is taken by ICE, their families won’t know their fate. Where will they be sent? Will they get due process? Will they end up in a Salvadoran megaprisonwhere, even if it’s ordered that they be returned home, the president may pretend he can’t get them back? It is fitting that the flashpoint for much of the protests has been the federal Metropolitan Detention Center downtown. 

    We also question the point of all this, particularly since the Trump administration can’t seem to get its story straight as to why ICE is even here. 

    Trump’s border czar Tom Homan says the raids are about enforcing the laws against hiring undocumented workers and threatens “more worksite enforcement than you’ve ever seen in the history of this nation.” By contrast, Homeland Security Assistant Secretary Tricia McLaughlin, citing “murderers, pedophiles, and drug traffickers,” says the purpose of the raids is to “arrest criminal illegal aliens.” 

    And now, having provoked protests, the Trump administration uses them as a justification for escalating his measures against Los Angeles.

    Amid this, our graduating students struggle to focus on their goals. One Salvadoran student who came to this country less than four years ago knowing little English managed the impressive feat of getting an “A” in my AP class. He’d sometimes come before school to ask questions or seek help parsing through the latest immigration document he’d received. Usually, whatever document I read over did not provide him much encouragement.

    He earned admission to a University of California school, where he’ll be studying biomedical engineering. Perhaps one day he’ll help develop a medicine that will benefit some of the people who don’t want him here. 

    When we said goodbye after the graduation ceremony, I didn’t know what to say beyond what I’ve often told him in the past — “Just keep your head down and keep marching forward.”

    “I will,” he replied.

    California needs to do more to ensure teachers can teach kids to read, national study says

    Despite a newfound national focus on the science of reading, states, including California, aren’t doing enough to support and train teachers to effectively teach literacy, according to a report released Tuesday by the National Council on Teacher Quality

    Thirty-two states have passed laws or implemented policies related to evidence-based reading instruction in the last decade. Despite that, nearly every state could do more to support literacy instruction, according to the report, “Five Policy Actions to Strengthen Implementation of the Science of Reading.

    “While states are rightly prioritizing literacy, they are not focusing enough attention on teacher effectiveness and teacher capacity to teach reading aligned to the science,” council President Heather Peske told EdSource. “If these efforts are to succeed … the state needs to ensure that teachers are prepared and supported from the time that they are in teacher preparation programs to the time that they enter classrooms.”

    The report rated states as strong, moderate, weak or unacceptable, based on whether they have policies to ensure students receive science-based reading instruction that includes teaching them to sound out words, a process known as phonics. Only 12 states, Arkansas, Colorado, Florida, Louisiana, Minnesota, Mississippi, Ohio, Rhode Island, Tennessee, Texas, Utah and Virginia, were rated as strong.

    California received a moderate rating.

    The state gets high marks for setting reading standards for teacher preparation programs, adopting a strong reading licensure test for teachers, and requiring districts to select high-quality reading curricula. California scored lower on whether it requires ongoing literacy training for teachers and on its oversight of teacher preparation programs to ensure they are teaching the science of reading.

    Not all teachers are trained in the science of reading

    While California provides funds to school districts to offer literacy training to teachers, it does not require all elementary school teachers to be trained in the science of reading, as other states do, Peske said, adding that without proper training, teachers often flounder when teaching literacy, despite having access to high-quality instructional materials.

    Effective teaching is critical to improving students’ reading skills. More than 90% of students would learn to read with effective reading instruction, according to the report.

    About 40% of students entering fourth grade in the United States can read at a basic level, according to the research. The latest California test scores show fewer than half of the students who were tested were proficient in reading. These results have not changed much in the past decade. 

    “Why do we see staggering numbers of children, especially children of color and from low-income backgrounds, without fundamental literacy skills? said Denise Forte, president and CEO of The Education Trust. “Because in many districts and schools nationwide, outdated teaching methods and curricula that have been proven ineffective, and even harmful, are still being used.” 

    The report comes as California and other states are renewing their focus on the science of reading, which is based on over 50 years of research that provides a clear picture of how effective literacy instruction can produce a skilled reader, Peske said. 

    Only two of the 41 teacher preparation programs reviewed in California adequately cover all five components of the science of reading, according to the report. The five components include phonics, phonemic awareness, fluency, vocabulary and comprehension.

    California puts renewed emphasis on reading

    But that could change soon. By July 1, California will require teacher preparation programs to provide literacy training based on the science of reading and the state’s new literacy standards. The new standards include support for struggling readers, English learners and pupils with exceptional needs, incorporating dyslexia guidelines for the first time.

    The state is also eliminating the unpopular Reading Instruction Competence Assessment in 2025. It will be replaced with a performance assessment based on literacy standards and a new set of Teaching Performance Expectations.

    “This latest set of standards and TPEs are probably the strongest statements we’ve had about reading and literacy in teacher preparation,” said Mary Vixie Sandy, executive director of the California Commission on Teacher Credentialing. “We are going gangbusters to get them in the field.”

    More than half of the states use outside accreditors to review teacher preparation programs, which researchers say is not ideal. The report includes California as one of those states, but Sandy says that is not the case. Teacher preparation programs in California must be reviewed every seven years by a commission-approved institutional review board made up of university faculty and practitioners across all credential areas, Sandy said. Members are trained on the standards, or have a background or credential in the subject being reviewed, she said.

    Teacher preparation programs that want a national accreditation can choose to use an outside accreditor, but it is not required for state accreditation, Sandy said.

    California should also include data it collects on teacher pass rates on the state reading licensure test as part of the review of teacher preparation programs, Peske said.

    California’s changes to teacher preparation and emphasis on the science of reading were taken into consideration by National Council on Teacher Quality’s researchers when evaluating the state, Peske said. The research was also sent to the California Department of Education at least twice for review. No one at the department said the research was in error, according to the council.

    The council has provided a guide to help states implement and sustain strong reading instruction.

    “Helping all children learn to read is possible when you have teachers who’ve been prepared in the science of reading,” Peske said. “Much like an orchestra needs each section of instruments to come together to successfully create music, states need to implement multiple teacher-focused reading policies that work together to improve student outcomes.”

    Vocational training programs for special education students teach work, life skills

    As guests check out of El Capitan Hotel in downtown Merced, a group of students wearing Merced County Office of Education (MCOE) shirts or lanyards enter recently vacated rooms to strip the beds, empty the trash bins and vacuum the floors. 

    For more than a year, students like Alondra Fierros, who always has a smile on her face, have separated and washed the hotel’s dirty linens while Jayden Flores has neatly folded the clean hotel towels into stacks of eight without looking up from the task.

    Most of the students, ages 18-22, are diagnosed with varying degrees of autism and/or other disabilities, are in special education in the county office’s adult transition program and learning how to do laundry and clean for the first time. 

    Despite their limits, the students obtain skills as part of the county office and hotel’s housekeeping program. 

    “I clean the place, and I take a bunch of dirty bed sheets and towels and put them in the laundry room and wash them,” Flores said about tasks he learned by shadowing and observing housekeepers. 

    Through hands-on experience at the hotel, students gain skills to work in the housekeeping and hospitality industry — whether at El Capitan or elsewhere — after they graduate. And they develop life skills for adulthood.

    “At this age, we’re really trying to (give them) more experience in the community,” said Laura Fong, an assistant superintendent in the Merced County Office of Education. 

    Vocational training programs have traditionally tailored jobs around special education students’ needs, such as a Fresno restaurant with modified cash registers to accommodate students who can’t read. 

    This is not the case with Merced County’s program which, instead, integrates students into the housekeeping career, making it one of a few in California and across the nation to do so. The program now serves as a model for other districts aspiring to integrate students with disabilities into careers and society.  

    From model room to real world experience 

    The office of education launched the housekeeping training program in October 2022 for its special education students to gain work and life skills in a real world setting, Fong said. 

    Before the program’s creation, students practiced their skills in an “isolated” mock hotel room, which worked for a while, Fong said. 

    But it wasn’t enough. The students couldn’t apply what they learned to their life because those skills weren’t being used in a real-world environment. They weren’t observing housekeepers’ work, and therefore couldn’t comprehend the logic behind the tasks they were being instructed to do. They weren’t working alongside employees, so they weren’t learning how to interact with others or the proper ways to behave in a work setting. 

    The county office sought a collaboration with the hotel, which had built the hotel room replica. 

    Fong said the yearlong program is critical for the students “to be in the actual field,” get on-the-job training and be able to model employees’ behavior, which in turn provides them with real-world experience while allowing them to interact with others.

    How county office’s training programs work

    Once Merced County special education students finish their shift at a training site, they return to the classroom or visit another training program for the remainder of the day. In class, one of their tasks is to formulate their resume to include their on-the-job training experience. 

    Working in the actual hotel “really teaches them responsibility,” said vocational trainer Lorie Gonzales, who accompanies the students to their training programs to supervise and assist them, if needed. 

    With Gonzales checking their uniforms and attire before a shift, students learn that they must dress appropriately for a job. They learn about the importance of being on time because they’re expected at the hotel for their respective shifts and must clock in once they’re there.

    Hotel staff are primarily responsible for training students for the housekeeping tasks, said Robin Donovan, managing director of the hotel.

    The students remove dirty sheets and linens, vacuum and straighten rooms, so a housekeeper only has to make the bed and clean the bathroom. Once the housekeeper takes over, students sort, wash and dry the laundry, then vacuum the hallways and stairways and wipe down art and other fixtures mounted on the wall. 

    The work skills, such as changing sheets and cleaning, become independent living skills that students need in their personal lives, Fong said.

    “We want them to be prepared. Not only can they go out and find a job in this industry, doing this work, they can also transfer those skills to living on their own, independently,” she said.

    Meg Metz, director of people and culture at El Capitan, said the hotel staff were at first worried about how they’d adapt to working with the students. Now, however, the staff looks forward to working alongside students, Metz and Donovan both said. 

    Donovan added that hotel staff enjoy their shifts with the students who they say are reliable and hardworking and bring positivity to the workplace. 

    “They do quality work,” she said, “and with the biggest smiles.” 

    But the social interactions extend beyond connecting with hotel employees. The partnership with the hotel allows students to engage with hotel guests as well, including those who may still be in their rooms. 

    “When I come to work here in the hotel, I say, ‘Knock, knock. Housekeeping,’” Flores said as he knocked on a third floor hotel room door. 

    Gonzales, the vocational trainer, has coached the students on being courteous whenever they run into guests in the hallways and stairways. The students, for instance, tell guests to use the elevator first, Gonzales said. 

    Expanding opportunities for students with special needs 

    The housekeeping program isn’t the only vocational training program for individuals with disabilities in Merced County or the surrounding Central Valley communities. Since opening in the 1980s, Wired Café has been a coffee shop where adults with disabilities gain skills that prepare them for the workforce, according to Fong. It is owned and operated by Merced County’s education office as well. Students learn and grow as they take orders and fix and serve smoothies, lattes or sandwiches. 

    Mimicking Wired Café, the Fresno County education office established Kids Café in 2017 as a work-based learning environment for special education students, county office leaders Christina Borges and Liza Stack said.

    In their uniforms and aprons, students working at Kids Café complete a variety of tasks, including: preparing and serving food, such as pizza, sandwiches and salads; sweeping or mopping the floors of the restaurant; clearing and wiping the tables after customers leave; stocking inventory; laundering; baking and packaging cookies or scones; weighing and bagging chips; and working the cash register.  

    The Fresno County office adjusted aspects of the restaurant to accommodate students’ needs and abilities, thereby fostering independence and ensuring student success, Stack said. Restaurant modifications include visual task cards with pictures as well as step-by-step instructions, color-coordinated towels for different cleaning tasks, and a modified register in which 4C means four slices of cheese.

    How Kids Café operates

    The café provides two-hour shifts for most special education classes during the school year, with longer shifts offered over the summer and winter breaks. Students with special needs living in one of Fresno County’s 30 regional areas for special education services and enrolled in a county-operated program can participate. Participating students may have autism, be deaf or hard of hearing or have emotional disabilities, to name a few. Thirty-three Fresno County special education students, up from 19 last school year, have worked at the restaurant so far this school year. 

    Starting around July 1, the Fresno County education office will partner with local businesses throughout the county to provide other types of vocational training for students with disabilities and offer employment opportunities in maintenance, facilities and technology at the county office. 

    “We’re really looking to expand into those areas to give students something more than just restaurant work,” Borges said about integrating students into existing businesses rather than only designing programs for them. “We want to go beyond our students being in one restaurant at one location.” 

    Much like the Merced County housekeeping training program, Fresno County’s planned expansion would create more vocational training that integrates special education students into careers, rather than tailoring jobs for students — a move that, Borges hopes, will show businesses the value of these students. 

    Even the California Department of Rehabilitation has worked to close the employment gap for people with disabilities and, in 2022, launched an initiative with the Institute for Workplace Skills & Innovation), a workforce development organization, to employ people with disabilities in allied health care, clerical and manufacturing jobs as part of the Ready, Willing and ABLE program. 

    In August, the department and organization again partnered to establish Career Launchpad, a vocational skills and career transition program for students with disabilities — an often “overlooked and undervalued” community, a media release at the time said.

    Students with disabilities are valuable to the workforce

    Overall, vocational training programs such as those in Merced and Fresno exemplify how valuable students with disabilities can be to the workforce, leaders of Merced and Fresno counties said. 

    “Our students being seen as active, valued members of society is one of the most important things that comes out of this,” Stack said. 

    Flores, one of the Merced County students, aged out of the housekeeping training program in December when he turned 23. Gonzales, his vocational trainer, said she had hoped his employment with El Capitan Hotel would continue, especially because he could work independently in the training program. The hotel was unable to hire him because they had no open positions. He now participates in the Haven Program, a community-based center serving adults with disabilities. 

    “I hope in the future, there’s more businesses that will hire them after they graduate,” Gonzales said. “… They’ve proved to us that they are capable.” 

    As Merced and Fresno counties implement and expand programs throughout their communities, Borges hopes the community’s attitude will change toward students and individuals with disabilities. 

    “Our students with disabilities,” she said, “have a role in the workforce.”

    A veteran legislator who taught elementary school for 16 years introduced comprehensive early-literacy legislation Wednesday that would impose requirements on reading instruction and add urgency to the state’s patchwork of reading reforms.

    Evidence-based practices, collectively known as “the science of reading,” would become the mandated approach to reading instruction for TK-5, if Assembly Bill 2222, authored by Assemblymember Blanca Rubio, D-Baldwin Park, becomes law.

    The bill would shift the state’s decade-old policy of encouraging districts to incorporate fundamental reading skills in the early grades, including phonics, to demanding that they do so. This would depart from the state policy of giving school districts discretion to choose curriculums and teaching methods that meet state academic standards.

    By 2028, all TK to fifth-grade teachers, literacy coaches and specialists would be required to take a 30-hour-minium course in reading instruction from an approved list.

    School districts and charter schools purchasing textbooks would select from approved materials endorsed by the State Board of Education in a new round of textbook adoption.  

    The California Commission on Teacher Credentialing would receive money to add several experts for accreditation of teacher preparation programs in the science of reading. The bill would strengthen accountability for those programs that have not taught effective reading strategies, as required under recent state law.

    Rubio and the advocacy nonprofits EdVoiceDecoding Dyslexia CA, and Families in Schools, the bill’s co-sponsors, argue that another generation of California children cannot wait for districts teaching ineffective techniques using inadequate materials to come around.

    “California is facing a literacy crisis,” the first sentence of the bill states. “There are far too many children who are not reading on grade level by the end of third grade and who will not complete elementary school with the literacy skills and language development they need to be successful academically in middle school and high school.”

    Only 43% of California third graders met the academic standards in the state’s standardized test in 2023. Only 27.2% of Black students, 32% of Hispanic students, and 35% of low-income children were proficient, compared with 57.5% of white, 69% of Asian and 66% of non-low-income students.

    “There’s always this delicate balance between local control versus let’s move forward collectively,” said Marshall Tuck, CEO of EdVoice and former candidate for State Superintendent of Public Instruction. “But when we have an issue that the vast majority of lower-income kids, who are disproportionately Black and Latino, are not reading at grade level, it requires urgency to do what we know works as fast as possible.”

    Rubio, who recalled being handed coloring books instead of reading lessons in first grade as a non-English-speaking Mexican immigrant, said that data on the effectiveness of the science of reading convinced her to author the bill. However, her own experience as a fourth-grade teacher who previously taught kindergarten and first grade reinforced it. 

    “When I have fourth graders that are at first- or second-grade reading, something’s wrong. I can tell you right then and there, if a kid doesn’t know phonics in the fourth grade, we screwed them up somewhere. If they’re not reading in the third grade, they may never recover,” said Rubio, who was first elected to the Assembly in 2016.

    A piecemeal approach to literacy changes

    The science of reading refers to research from neurology, psychology, and the cognitive and developmental sciences about how children learn to read. In the last decade, 47 states and Washington, D.C., have enacted laws to incorporate elements of the science of reading strategies. Fewer — Mississippi, Connecticut, Tennessee, and Virginia among them — have adopted and funded policies that coordinate multiple key elements: preparing and training teachers, supplying them with aligned instructional materials, testing for learning difficulties like dyslexia and engaging parents.

    California is among the 47 states. Within the past three years, Gov. Gavin Newsom and the Legislature enacted discrete pieces of a state policy.

    They funded $40 million to the University of California San Francisco to create a screening test for the risk of dyslexia and other learning difficulties; universal screening of K-2 students will begin in 2025-26.

    They included $500 million in the last two state budgets for hiring and training of literacy coaches in the 5% of schools with the most low-income students. The Sacramento and Napa county offices of education, strong advocates of the science of reading, are overseeing the effort.   They passed legislation to create a teaching credential for PK-3 that includes new literacy standards grounded in the science of reading; teacher preparation programs must introduce them starting next fall, and teachers will take a performance assessment as part of their new credential.

    The Commission on Teacher Credentialing created a pre-kindergarten to grade 3 credential and passed new literacy standards grounded in the science of reading; those new standards will apply to the PK-3 credential as well as existing multiple subject, single subject, and education specialist teacher preparation programs. Teachers will take a performance assessment as part of their new credential.

    At the encouragement of State Board of Education President Linda Darling-Hammond, a professor emerita at the Stanford University School of Education, Newsom included $1 million in the current budget for a “literacy road map,” which will serve as a guide, with online resources, for districts to implement evidence-based reading strategies. Leading that effort are two respected literacy experts, Bonnie Garcia and Nancy Brynelson, whom State Superintendent of Public Instruction Tony Thurmond named the state’s first state literacy co-directors.

    Tuck credits the steps taken by the Legislature and Newsom, “who has been an anchor on early education.” But guidelines won’t ensure that students in all districts will receive effective reading instruction —especially high-poverty schools that may be “slower to make adjustments when they’re dealing with so many challenges and so much complexity.”

    Megan Potente, co-state director of Decoding Dyslexia CA, points to her 20 years as a teacher, who, as a new teacher frustrated by the ineffectiveness of her reading training, took a course on phonics and fundamental reading skills. “You feel like you’re not good at your job, and you weren’t equipped. And that’s a terrible feeling for new teachers,” she said. “So I went back to school, and I learned what I needed.”

    Years later, she became a coach, supporting teachers in districts using balanced literacy that de-emphasizes evidence-based practices. She found it difficult to apply what she knew, she said, “because the curriculum materials didn’t follow the science; the teaching methods didn’t follow the science.”

    A piecemeal approach to reading reforms inevitably leads to a game of “whack-a-mole,” former Tennessee Education Commissioner Penny Schwinn, who is credited with implementing successful comprehensive policies in her state during the pandemic, told EdSource.

    Newsom did not require nor explicitly encourage districts to use the $20-plus billion they received in federal and state Covid-relief funding on teaching training in the science of reading nor on updating reading texts and materials. Now that the state is heading into a lean budget year, a scarcity of funding, particularly for teacher training, could set back a timeline to implement the bill. Newsom’s proposed budget for 2024-25 includes no significant money for new TK-12 programs.

    A spokesperson for the Newsom administration, which usually declines to discuss pending legislation, offered no further comment.

    What’s in Assembly Bill 2222

    AB 2222 would define evidence-based literacy instruction as “evidence-based explicit and systematic instruction in phonological and phonemic awareness, phonics, vocabulary and oral language development, fluency, comprehension, and writing …  that adheres to the science of reading.” (Phonics are rules that relate letters in words to the sounds of spoken language. A phoneme is the smallest element of a sound within spoken language. Phonemic awareness reflects the ability to understand that words combine multiple phonemes when pronounced.)

    The bill sets requirements for three principal elements of literacy instruction:

    Teacher training

    Starting in March 2026 and no later than June 30, 2028, all teachers in grades TK to 5 must complete an approved professional development and training program satisfactorily. The California Department of Education would appoint one or more county offices of education with expertise in the science of reading and evidence-based literacy instruction to serve as the state literacy expert lead that would select the list of eligible training programs. Districts would have to notify parents if fewer than 90% of the required teachers failed to complete the course. 

    Instructional materials

    The last state textbook adoption for English language arts and English language development was 2015. The bill would require the State Board of Education to complete the next adoption cycle by Jan. 1, 2026, for TK through eighth grade. The materials would have to adhere to the science of reading. School districts would not be required to replace materials they’re currently using, but they would need a waiver to buy basic instructional materials that aren’t approved. A district whose waiver is denied for existing instructional materials that they are using will be required to adopt materials from the state-approved list. For the first time, all districts would have to report which textbooks they are using to the Department of Education.

    Textbooks like “Units of Study,” by noted literacy author Lucy Calkins, whose instruction relies on visual cues, including the three-cuing method of reading, would not be eligible for the approved list.

    Teacher preparation

    The bill would strengthen the accountability requirements of landmark Senate Bill 488, the 2022 law that requires candidates for a PK-3, elementary, or multiple subject credential to receive evidence-based reading instruction. 

    It would require the Commission on Teacher Credentialing to establish a probationary accreditation process for teacher prep programs that aren’t meeting the literacy instruction requirements. Faculty in those programs would have to complete professional development in the science of reading for the program to avoid a loss of accreditation.  

    The bill would provide funding for the credentialing commission to hire experts in the science of reading to help with program accreditation. One of the dozen members of the Committee of Accreditation would have to be an expert in the science of reading.

    Imagine a cross-country road trip using outdated maps. What are the chances you’ll take the best routes or even get to your destination?

    This is what’s happening in California classrooms. Teachers receive outdated tools to teach reading; consequently far too few students become motivated, competent readers and writers.

    Our most disadvantaged students pay the steepest price. Only 2 in 10 low-income Black students in third grade are at least on grade level in English language arts. The same is true for 3 in 10 low-income Latino students, 2 in 10 English learners, and 2 in 10 students with disabilities. Overall, only 4 in 10 California third graders read on grade level.

     Many factors, in and out of school, influence reading achievement. Schools cannot affect what they cannot control. But they can control how reading is taught. AB 2222, introduced by Assemblymember Blanca Rubio, seeks to update how schools teach reading. It would require that instructional reading materials, teacher preparation reading courses, and in-service teacher professional development all adhere to reading research, which the bill refers to as the “science of reading.”

    English learner advocacy organizations opposing AB 2222 — the California Association for Bilingual Education (CABE), Californians Together and, most recently, the Center for Equity for English Learners at Loyola Marymount University — have voiced extreme objections to the bill with no hint of attempting to find workable solutions.

    This is unfortunate. Because California’s teacher preparation programs provide insufficient attention to teaching reading to English learners, a concerted effort is necessary to address this and other policy shortcomings affecting these students. 

    Yet when Assemblymember Rubio, formerly an English learner and a teacher, called upon CABE and Californians Together to help draft legislation to serve every child in California, including English learners, the groups refused, citing a “philosophical difference.”

    Philosophies aside, existing research could help teachers of English learners do a better job. Why would self-described advocates for these students walk away from developing solutions, choosing instead to deprive teachers and teacher educators of research knowledge to help students attain higher literacy levels? Whose interests are served? Certainly not students’.

    Vague, misleading language and misinformation plague the field, most perniciously about the “science of reading.” The term is cited repeatedly in the bill but poorly defined.

    Moreover, opponents of the bill are fond of labeling science of reading as one-size-fits-all, rigid, or a “magic pill.” It is none of these. Nor does it “isolate” phonics.

    Anyone who knows anything about reading research over the past half-century knows these characterizations are simply wrong.

    Many districts have indeed implemented poor practices such as excessive phonics instruction and insufficient attention to language, comprehension, vocabulary and knowledge development, all in the name of “science of reading.” This can’t be blamed on reading science. The culprit is misinformation, which opponents of the bill perpetuate.

    I’ll try to clarify.

    The science of reading — just as the science of anything — is a body of knowledge that informs how students develop reading skills and how we can most effectively teach reading (and writing) in different languages to monolingual or multilingual students. This science, based on decades of research from different disciplines and different student populations worldwide, shows that:

    • While a first language is typically acquired naturally by being around people who speak it, written language (literacy) must generally be taught, learned and practiced. This is true for a first, second or later language.
    • Literacy is extremely difficult, if not impossible, without foundational skills connecting the sounds of the language with the letters representing those sounds, what is typically called “phonics” or “decoding.”
    • The best way to help children acquire foundational literacy skills is through direct, explicit and systematic instruction to help them develop accurate and automatic word reading skills. The practice known as “three-cueing,” where students are taught to recognize words using some combination of “semantic,” “syntactic” and “grapho-phonic” cues, is far less effective for most students, including English learners: It’s insufficiently explicit about how the sounds of the language are represented in print.
    • Some students will require a great deal of explicit instruction; others will require much less. Instruction building on individual students’ strengths and addressing their needs is necessary.
    • As they develop these foundational skills, and throughout their schooling, students need instruction and other experiences to develop oral language, vocabulary, knowledge and other skills. Accurate and automatic foundational literacy skills merge with these other skills, leading to skilled fluent reading and comprehension, both of which must be supported and improved as students progress through school.
    • Although all this is true for students in general, some require additional considerations. For example, English learners in English-only programs (as most of these students are) must receive additional instruction in English language development, e.g., vocabulary, as they’re learning to read in English. English learners fortunate enough to be in long-term bilingual programs, continuing through middle and high school, can become speakers and readers of two languages — English and their home language.

    Unfortunately, AB 2222 undermines its own cause by failing to articulate clearly what science of reading actually signifies. With some improvements, the bill could acknowledge what we know from research that is relevant to meeting the needs of English learners:

    • How to help English learners having difficulty with beginning and early reading get on track, either in Spanish or English;
    • How to help older English learners make better progress in their reading achievement by providing comprehensive advanced literacy instruction; and;
    • How long-term bilingual education can pay dividends in terms of bilingualism, biliteracy and generally enhanced English language achievement.

    It is difficult to pack all this into a piece of legislation clearly and precisely. But try we must if we’re serious about improving reading achievement rather than winning the latest reading wars skirmish.

    We should get past the squabbling, turf protection and unhelpful language and instead do the right thing for all students. AB 2222’s introduction is an important step forward on the road to universal literacy in California. We must get it on the right track and take it across the finish line.

    Sharp divisions over how California’s aspiring teachers will be taught to teach reading


    CLARIFICATION: The article was revised on April 24 to clarify that the Committee on Accreditation, by law, has the power to accredit programs. The Commission on Teacher Credentialing responds to complaints about the committee’s decisions but does not hear appeals. As a new program, Mills College of Northeastern received a provisional accreditation; it can seek full accreditation in 2026.

    Supporters of bolstering how teacher candidates in California are taught to teach reading cheered in 2021 when the Legislature agreed and mandated change. They remained enthusiastic a year later when the state Commission on Teacher Credentialing adopted new standards that emphasize explicit instruction of fundamental skills, including phonics.

    Now, advocates are charging that the Commission on Teacher Credentialing and its oversight body, the Committee on Accreditation, have failed their first test to stand behind those new standards. Instead, after a one-hour hearing Friday, the commission backed the accreditation of Mills College at Northeastern, which critics argue is ignoring critical new standards.

    This approval, say critics, will set a bad example for other programs facing a fall deadline to overhaul their literacy instruction and begin teaching the revised standards. 

    “Clearly, the commission is unwilling to uphold the state’s own curriculum framework and its guidance for new teacher prep programs, as outlined” in state law, said Yolie Flores, president and CEO of Families in Schools, a Los Angeles-based nonprofit that advocates on behalf of parents. “Given that, what chance is there that literacy instruction will ever change, and what chance is there that our children will be successful in learning to read?”

    The answer may become clearer as other programs come up for review. But the credential commission’s unanimous vote to reaffirm Mills College at Northeastern’s accreditation found support not only among the peer reviewers for the Committee on Accreditation but also from leaders of other teacher prep programs who submitted comments and testimony. 

    The hearing and the commission’s decision revealed ongoing disagreements over how California’s new literacy standards should be interpreted and implemented and raises the question of whether the Legislature’s intent in ordering a different approach to literacy instruction will be followed with fidelity.

    The credentialing commission’s decision was in response to a complaint that Families in Schools and the nonprofits Decoding Dyslexia and California Reading Coalition filed. The organizations hoped that the commission would investigate the accreditation approval for Mills College at Northeastern or order that the program get technical help to bring it into compliance with the new standards. 

    “Commissioners, it is up to you to make sure the letter and intent of the law is followed. If you don’t do it, it won’t be done, and these terrible results won’t change,” testified Todd Collins of the California Reading Coalition, referring to the low reading proficiency rate of California third graders: 43% overall, and less than a third for Black and Latino children.  

    Credentialing commissioners instead took the third option — referring the complaint to the Committee on Accreditation without comment. 

    Under state law, the Committee on Accreditation authorizes program accreditation. The credentialing commission, which appoints the committee’s members, handles complaints about accreditation decisions but not appeals from the public.  Because Mills at Northeastern was technically a new institution, created by the merger of Mills College, a former women’s college in Oakland that closed in 2022, with Northeastern University in Boston, it sought and received provisional accreditation. It can pursue full accreditation in 2026.

    Commissioners made clear they trusted the accreditation committee’s judgment and peer-review process, which relies on an evaluation by professors of teacher prep programs. Credentialing Commission Chair Marquita Grenot-Scheyer and others said they found no basis for further inquiry or technical help.

    Commissioner Ira Lit, a professor at the Stanford University Graduate School of Education, agreed, adding that he sees “no indication that attention to those frameworks, guidelines and standards of review were amiss in this particular case.”

    The Legislature’s mandate in Senate Bill 488 directed the commission to incorporate evidence-based methods of teaching foundational reading skills in its programs for multiple-subject credentials and reading specialists. The literacy skills that teacher candidates would learn to teach include not only phonics, which correlates sounds with letters in the alphabet, but also vocabulary, oral language, fluency, reading comprehension and writing. The commission appointed two dozen reading experts to recommend research-based literacy practices aligned to the state’s existing curriculum frameworks that all teacher preparation programs would adopt.

    Collins, Flores and others praised the final package of teacher performance expectations, known as Standard 7 in the program requirements. They said it would meet the needs of all students, including English learners and students with dyslexia. 

    So did two members of the work group of experts who were skeptical of Mills College at Northeastern’s literacy instruction: Maryanne Wolf, a cognitive neuroscientist who directs the UCLA Center for Dyslexia, Diverse Learners, and Social Justice, and Sue Sears, a professor of special education at CSU Northridge.

    They called Standard 7 “a rigorous and comprehensive set of requirements which reflect current reading research and practice.” After examining Mills College at Northeastern’s course syllabi, reading lists, and materials for literacy instruction, they said the program fell far short of the requirements. 

    In testimony and written comments, they said the school paid “lip service” to foundational skills and failed to document how prospective teachers would teach phonics explicitly and effectively. Among other flaws, the program didn’t mention the importance of screening for dyslexia and how to provide additional help for struggling and multilingual students, Wolf and Sears wrote.

    Structured versus balanced literacy

    In expressing confidence in a thorough accreditation review process, while not commenting on the substance of the complaint, the credentialing commission dodged the underlying  issue. The state had taken a stand in the debate over “structured literacy” versus  “balanced literacy.” Standard 7 incorporates structured literacy. Taught under the banner of “science of reading,” it stresses evidence-proven reading strategies using, in the early grades, direct and sequential instruction of phonics and decodable texts.

    Balanced literacy, an outgrowth of the once-popular “whole language” approach, downplays phonics, which it views as just one of several strategies in teaching reading. Other methods include “three-cueing,” the technique in which readers use pictures in a book, the first letter of a word and other contextual clues to determine words. It’s grounded in the belief that reading more books tied to the skill level of a child’s fluency and comprehension will make them better, more engaged readers.

    Mills College at Northeastern stresses balanced literacy and three-cueing. Its reading assignments include multiple chapters by Fountas and Pinnell, the publisher most identified with balanced literacy. 

    Approving credential programs like Mills “to provide contradictory instructional practices, some of which are supported by research and others that have been debunked by cognitive scientists years ago, will only serve to create confusion for teaching credential candidates,” Decoding Dyslexia CA co-directors Lori DePole and Megan Potente wrote.

    Matthew Burns, a University of Florida reading researcher who said he had studied the effectiveness of Fountas and Pinnell instructional programs and intervention strategies, was blunt. “The three-cueing system should have no place in public education, and should not be part of any preservice training,” he wrote.

    In defense of Mills College

    Other leaders of teacher preparation programs and advocacy groups in California urged the credentialing commission to uphold the approval.

    Stating that a comprehensive literacy curriculum includes background knowledge, multilingualism motivation and diverse text and assessments — not just phonics, Nancy Walker, a professor of literacy education at the University of La Verne, said, “By limiting our focus to the claims made by the popular press and media, we have underrepresented other pieces of reading pedagogy. The Mills College program represents the broad range of literacy as represented in the California literacy frameworks and standards.”

    Karen Escalante, an assistant professor of teacher education and foundations at CSU San Bernardino and  president of the California Council on Teacher Education, warned that “efforts to pick and choose select elements of teacher preparation syllabi undermine the teaching profession and aim to deprofessionalize a professional workforce.”

    Mimi Miller, a professor and literacy teacher educator at CSU Chico, said, “The complaint against Mills privileges one line of research over another. It has inaccurately cited research in order to confirm a set of beliefs about reading instruction.”

    “The science of reading is not settled and will never be settled,” she added.  

    Both the California Teachers Association and Californians Together, which advocates for English and expanding multilingual education, also urged commissioners to uphold the accreditation approval.

    “I call on the commission to not make any decisions that would restrict reading instruction in California,” said Manuel Buenrostro, director of policy at Californians Together.  

    Wolf used her two-minute comment to refute what opponents said regarding the state of research. “Of course, there is the unsettled, but there is far more of the settled neuroscience of reading,” she said.

    Mills College at Northeastern “fails to meet the standards that you asked us to bring to every teacher so that every teacher could be prepared to teach every child,” she said. 

    “I am worrisomely seeing in California that there is becoming more loyalty to past methods that have been shown to be ineffective for our most struggling readers. We can never put loyalty to past methods over loyalty to our children.”

    SB 488 under attack

    Several commissioners indicated they too support a “balanced” approach to reading instruction, tied to research. Others said the key to improved instruction is understanding socioeconomic and cultural differences among children.

    “Culturally responsive teaching practices are what’s going to work to teach those children how to read,” said Commissioner Christopher Davis, pointing to his own experience as a Black child in Los Angeles who did not read an entire book until he was a high school junior. Davis, a middle school language arts teacher in the Berryessa Union School District in San Jose, said, “I want to encourage the public to stop using Black and brown children to prop up their misguided views of what’s happening in schools, because I am one of those people.”

    SB 488 requires that all teacher candidates, starting in the spring of 2025, take a performance assessment demonstrating they can effectively teach the new literacy instruction standards. The law also requires the Committee on Accreditation to visit all teacher prep programs in 2024-25 to verify they are employing the new literacy strategies.

    But a bill that would remove those provisions before they take effect is moving forward in the Legislature. Senate Bill 1263, sponsored by the California Teachers Association, would eliminate the California Teaching Performance Assessment, known as the CalTPA. And that would include the performance assessment in teaching reading now being developed. The bill, authored by Sen. Josh Newman, D-Fullerton, would also drop the on-site visits to verify that teacher prep programs are adhering to the literacy standards. The periodic general accreditation and re-accreditation process, like the one that Mills College passed, would be the one accountability check that California’s new teachers know how to teach structured literacy and the science of reading.

    Another bill, which would have extended the same training in structured literacy for new teachers to all elementary school teachers, also would have strengthened the credentialing commission’s literacy expertise. Assembly Bill 2222 would have required that at least one member of the Committee on Accreditation be an expert in the science of reading. And it would have funded several literacy experts for the commission staff. 

    The same adversaries that fought over Mills College at Northeastern battled over AB 2222. Decoding Dyslexia CA, Families in Schools and California Reading Coalition sponsored the bill. Opposition by CTA, Californians Together and the California Association of Bilingual Educators led Assembly Speaker Robert Rivas to pull the bill without a hearing. 

    Collins of the California Reading Coalition said he wasn’t surprised by the credentialing commission’s decision. The view of those involved in teacher preparation programs, which is not unique to California, is, ” ‘Let us professionals do our job. We are the ones who can arbitrate whether we’re doing a good job or not. No one else can do that,’ ” he said.

    “To the extent that the credentialing commission defers to the process and defers to the people in the higher ed institutions, then change is going to come very, very slowly, if at all,” he said.

    Fierce wars continue to rage around math instruction, but there are many practical changes we should make for mathematics students upon which most of us can probably agree, that could transform their ability to achieve. 

    A promising new initiative for California that we have both been involved with tackles two of the most pressing flaws of traditional math instruction with elegant solutions that should be appealing to many, no matter which camp they occupy in the debates. Ask any teacher of math what they wish they did not have to deal with, and they will tell you the excessive amount of content they need to teach, which leads to the second problem — the shallow coverage of hundreds of methods that students do not learn in meaningful ways.

    U.S. math textbooks are massive and heavy tomes. By contrast, math textbooks in Japan and China are small and slim. The reason for this is that U.S. curriculum repeats content every year. In China and Japan, content is taught less frequently but more deeply and conceptually. As teachers in the U.S. are forced to “cover” an extensive amount of content in every year of school, students only gain a shallow experience of mathematical methods and rules.

    The second problem, linked to the first, is that students are taught hundreds of methods as though they are all equally important, without experiencing the more foundational concepts deeply and conceptually. Some concepts are much more central than others because they link to other areas of content, and they deserve to be learned deeply, over multiple lessons, through applied tasks that relate to students’ lives.  An example of a central concept in grade four is “factors and groups.” Instead of learning about these through short questions and answers, students can learn them through rich tasks in which they are more deeply engaged, as can be seen here.

    Students can learn all foundational concepts, such as fractions or functions, by drawing, building and learning about them through real-world examples. Every important idea in mathematics can be learned visually, physically and conceptually, including algebra and calculus. Instead, most students work through pages of numerical calculations, absent of any connection to the world, and spend hours of algebra class manipulating X’s on a page.

    A solution to both of these problems is to teach the “big ideas in mathematics” for every grade, as set out in the California Mathematics Framework,  such as “being flexible within 10” (kindergarten) or “unit rates in the world” (grade seven), making sure that for each of the eight or so big ideas in every grade, students have a deep and rich experience of their underlying concepts: by drawing them, building them and talking about them. Even if it is only these eight or so ideas that are experienced in this way each year, they will serve as a foundation for everything else students learn as they progress.

    Many California school districts are now waiting for funding to be devoted to the training of teachers to move to the approaches set out in the framework. But in Kern County, leaders have been sharing these ideas for the past three years. Semitropic Elementary school, which serves mainly Latinx, English learners and socioeconomically disadvantaged students, is one example of a school that has moved to the approach of the framework. In the 2018-19 school year, before Covid-19 and the implementation of the new framework, only 5.6% of Semitropic students met or exceeded standards on math Smarter Balanced tests in grades 3-8, with less than 5% in grades four and five, and no students in grades 6 or 8. After the leaders in Kern County supported teachers in learning and implementing the ideas of the framework, through a series of professional development sessions to build capacity, with classroom demonstration lessons to model the new strategies, in action with their students, and coaching to meet teachers where they were, proficiency levels shot up, increasing to 16.3% overall, with the fourth grade showing the most significant increase, to 36.8%. There is more work to be done in this and other districts, but the demonstrable positive changes already unfolding are impressive.

    What changed in the classrooms of the schools in Kern County? The teachers focused on big ideas, such as “being flexible within 10” which starts in kindergarten and extends through the elementary grades. Instead of students learning 10 as a fixed number that they use to calculate, they now spend time learning how 10 is made up, and all the ways they can make 10. A powerful strategy teachers started to use was “number talks,” in which teachers pose a number problem and collect the different ways students approach the problem, representing them visually. They also started using richer, deeper tasks, encouraging students to discuss ideas and learn with visuals and manipulatives. The superintendent and county math coaches were thrilled with the high levels of engagement they saw in the classrooms, as well as the significant changes in state test scores.

    There are several problems with the systems of mathematics education in many states, and proposed solutions often spark disagreement. But perhaps we should all agree on one thing: Students need to learn important mathematical concepts deeply and well. They should not be working through sets of procedural questions that mean nothing to them, but rather should experience rich applied mathematics that inspires them, helps them learn effectively, and shows them that mathematics is important to their lives.

    We can do more to teach about complexity and coexistence


    Sitting in the rear-facing “way back seat” of my family’s station wagon in 1979, we were counting trees tied with yellow ribbons to memorialize 55 Americans held hostage in Iran. As kids, we didn’t understand the conflict, but one thing was clear: Securing the hostages’ freedom was a collective national obsession. Much has changed about the way we express our democratic values in the U.S. and how we think about innocent hostages held today in Gaza.

    My nostalgia makes me wonder how young people make sense of our current political divisions, including at UCLA. As an educator and researcher at UCLA’s School of Education and Information Studies, my colleagues and I have been discussing our role to prepare K-12 teachers to advance social justice as global citizens. Teaching and learning to think critically and consider a multiplicity of perspectives has never been so crucial, nor has it been so controversial. 

    When I mention my friends’ 23-year-old son, Hersh Goldberg-Polin, who was severely wounded when abducted by Hamas terrorists from Israel’s Nova Music Festival on Oct. 7, I have been met with skepticism and distrust among colleagues who share my social justice values. It shouldn’t feel so alienating to speak out for the release of the hostages, who include eight Americans among the 120 multinationals held in Gaza for more than 260 days.

    Recently, when a colleague asked about the numbered piece of masking tape I was wearing, I explained it is in solidarity with Hersh’s mom, Rachel, marking the days of her heartbreak and his captivity. “Well, now you know how the other side feels,” he replied, as if supporting the hostages equates to indifference to Palestinian suffering. I tried to counter his assumption by explaining that advocating for the release of innocent hostages does not diminish my concern for innocent lives lost in Gaza. Our hearts can hold compassion for both. 

    This false binary is detrimental to finding common ground in the pursuit of peace. The deep anguish many of us feel for Jews, Palestinians — and their supporters — has made it difficult to know what to say. Rather than choosing a side, our common humanity should unite us.    

    I learned these lessons years ago as a student at Pitzer College in a seminar that opened my eyes to different perspectives on the Mideast conflict. We debated texts from Palestinian and Israeli authors, appreciating the similarities and differences between the world’s major religions. We learned how our own cultural lens and experiences informed our identities, and we felt inspired to ask more questions, rather than be expected to have the right answer. I’m grateful for this complex picture of the geopolitical, historical and religious perspectives essential to developing a nuanced understanding of current events.

    My classmates and I shared a collective journey of discovery, challenging previously held truths without demonizing others for them. The greatest gift I received from my college education is the ability to know what I don’t know, inspiring me to seek new knowledge and perspectives on making the world more just.   

    I wish more students had this opportunity and more educators had the confidence to teach this way. Good-faith efforts to bridge divides aren’t always easy, and they aren’t fail-proof, but they can deepen ongoing dialogue while building a community with mutual trust and respect.

    I’m afraid these essential foundations of education are being avoided in too many college and high school classrooms, since many educators feel ill-equipped to address them. I understand the reluctance to speak out for fear of saying the wrong thing, not knowing enough about the conflict or the anxiety of becoming a meme on social media, and consequently getting “canceled.” The result of this polarized climate is an unfortunate chilling effect, where not having a discussion is safer than a well-intended one.

    Diversity, equity and inclusion efforts can help navigate barriers to cross-cultural dialogue, but when these principles are unevenly applied, they lose their power. For example, campus statements of solidarity that center one people’s history, while insidiously erasing any mention of the other, serve to further entrench beliefs. Acknowledging the value of others’ “lived experiences” would increase awareness of multiple indigenous claims to land in Israel-Palestine dating back to biblical times.

    Without a rigorous understanding of the roots of the conflict and different historical narratives, we are mis-educating a generation of young people who lack the skills to excavate the depth of complicated problems, and have little agency to generate solutions to them. These omissions lead to oversimplified “either-or” “oppressor vs. oppressed” or “black-white” narratives that have become familiar in the U.S. College is supposed to be the place to cultivate curiosity, critical thinking, and challenge an ethnocentric Western lens that may or may not always apply.

    The deeply divided campus protests have unveiled the harm of a false dichotomy. Rather than picking a side on a protest encampment, we should be creating a space for students to advance a peaceful coexistence, recognizing each party’s rightful presence.

    Thankfully, I recently had the opportunity to participate in a UCLA effort to seek peaceful solutions through its Dialogue Across Difference Initiative. Through this cross-campus collaboration, faculty and staff engaged in dialogue, instilling empathy, while building active listening skills to think critically and compassionately about recent protests and how we can carry these lessons into our respective roles on campus. Education initiatives like this can play a vital role in building a democratic citizenry.

    Beyond simplified slogans, opportunities to dialogue across our differences can help bridge our individual and collective aspirations, including those who support Israelis, Palestinians, and their allies. These critical conversations can help connect our shared values and unite in seeking justice at home and abroad.

    Q&A: How one Cal State professor plans to teach politics during ‘the most important election since 1860’

    David McCuan is no stranger to strong disagreements in his political science classes.

    “Everything is framed as a life or death struggle and decision, in a very serious way,” said McCuan, a professor at Sonoma State University. “So what I do tell students at the beginning of the class is, ‘We’re going to work hard. We’re going to disagree. And everything is going to be OK, because politics is a game for adults.’”

    McCuan should know. Over the past two decades, he’s guided easily 400 budding politicos through an election-year course that teaches them not only how to unearth the money and power structures behind state ballot measures but also asks them to register voters, educate fellow citizens on the election and, quite frequently, work with a student from the opposite end of the political spectrum.

    This fall’s course comes ahead of what McCuan’s syllabus calls “the most important election since 1860” — the election that preceded the Civil War.

    In the 2024 election, roughly 8 million youth nationwide will age into the electorate in a divisive election year that has highlighted deep fissures on issues like immigration and the war in Gaza. 

    It’s also a moment of generational transition. Sonoma students returned to the Rohnert Park campus the same week as the Democratic National Convention, where Vice President Kamala Harris’ brisk rise to the top of the ticket signaled the passing of power to a younger group of Democratic Party politicians. 

    All of that means fall 2024 could be a volatile time to teach politics, a reason why McCuan wants students to work with peers with whom they don’t see eye to eye. Students entering his classroom even fill out a questionnaire to gauge their political views, information McCuan uses to pair students with their ideological foil on class projects.  

    “I try to take two opposite individuals and put them together to work on a team to understand what’s going on,” he said, “because I’ve found over the years that actually lends itself to a lot of help for each other.”

    The idea behind the class dates to the late 1990s, when as a young academic, McCuan began to contemplate the disconnect between the political science literature — where whether political campaigns even matter is an ongoing subject of debate — and the world of politics as it’s practiced on the ground. 

    McCuan’s students work with the League of Women Voters to research state ballot measures. The league compiles arguments in favor and against each measure, while students piece together the story of who is funding the ballot issue, how much money they’re spending, which consultants they’ve hired and how those strategies could swing the campaign.

    The course also has a service learning component. Students lead a public forum in which they present their ballot measure research to the rest of the campus and receive training on how to register voters. Many interactions with the government can feel punitive, McCuan said, like serving on a jury or paying taxes, so the hope is that more positive experiences of democracy will inspire students to stay civically engaged for the rest of their lives. 

    “We know that voting is a habit, so if you get people civically minded and engaged to register people to vote or to analyze what’s on the ballot, it has an educative effect,” McCuan said. “The idea is to create something that’s positive about what it means to be civically minded.”

    Sonoma State also does not shy away from political science programming that can provoke strong emotions, McCuan said. The university has hosted a lecture series on the Holocaust and genocide, he noted, and McCuan himself teaches a course that examines terrorism and political violence.

    McCuan said high-profile events have galvanized youth interest in politics in recent years. The 2016 election of Donald Trump, the 2018 mass shooting at Marjory Stoneman Douglas High School and the Supreme Court’s 2022 Dobbs decision holding that abortion is not a constitutional right each emerged as lightning rods for youth political engagement. 

    Efforts to harness students’ political energy on McCuan’s campus have paid off in the past: 88.3% of registered voters at Sonoma State cast a ballot in 2020, besting the 66% average turnout rate across more than 1,000 colleges and universities in a national study of college voters that year. 

    It’s not just young people at Sonoma State who are eager to cast a ballot. CIRCLE, the Center for Information and Research on Civic Learning and Engagement at Tufts University, found that turnout for voters age 18 to 29 rose from 39% in 2016 to 50% in 2020.

    Will younger voters turn out this year? More than half of voters 18 to 34 told pollsters they were “extremely likely to vote.”

    What those numbers don’t show is the long-standing voting gap between college goers and people without a bachelor’s degree. In 2020, 75% of 18- to 29-year-olds with a college degree voted compared to just 39% with a high school education, a CIRCLE analysis of census data found.  

    McCuan recently discussed why he thinks universities should invest more in civics education and how he prepares students to discuss difficult issues in the classroom.

    The following Q&A was edited, condensed and re-ordered for length and clarity.

    What should K-12 schools be doing to teach students about civics and politics?

    We’re integrating civics rather than holding it separate. We’re trying to integrate things across the curriculum because we have so many things that we want people to learn or that we demand that they know. And I think that’s losing depth of understanding in the guise of trying to provide breadth of coverage.

    (In political science), we pay very close attention to the relationship between economic, social and political variables, (also known as) ESP. They (students) might be able to name off ESP components of American history and American politics. It’s the what they’re really good at. It’s the why that is always the struggle.

    They might be able to note certain things on the history timeline, but how those were moments of change or inflection points — or why they matter, or how they’re consequential — that’s the part that’s often still the same as it was before. All the stuff they’re covering from K through 12 is ticking off boxes that aren’t necessarily providing greater understanding.

    Is there anything that would better prepare students before they reach your classroom?

    Invest in civics. I struggle, because I was a department chair for a long time and, as you know, in higher education, it’s faced a lot of pressure and a lot of financial pressure.

    I have a great passion about learning. I’m a first generation college student. I’m the son of a cop. I’m not supposed to even be here. The neighborhood I grew up in is the ‘hood, man, and if I can do it, others can do it. It takes a great deal of courage to call things out, and I don’t see that with a lot of higher education leaders, so I need an investment in civics that’s greater.–

    And as we’re cutting budgets and we’re cutting requirements, we’re taking things out– like how to write and how to think — because we’re trying to cram other things in there, or graduate people faster, or push things through. 

    Do you ever have to step in as a conciliator between students in your classroom?

    I haven’t generally had to weigh in on severe disagreements. I think your question, though, is appropriate for this fall, where everyone’s made up their mind about how they’re going to vote, except for 5% of people. So I’m going to have people in this class who are on far sides of the political spectrum trying to work together. Can that be combustible? Yeah, sure, maybe.

    I just feel like a professor who hadn’t been teaching this course for as long as you have would run in the opposite direction from starting now.

    I want a lively, engaged classroom, man!

    And also, remember, while we’re looking at the election, paying attention to candidates, we’re also concentrating a lot on non-candidate on ballot measures. Now, those are our proxy for blue and red, for left and right, sure — but we are concentrating on ballot measures, non-candidate elections, so it does remove some of that heavy partisanship.

    Do you hear this sentiment among colleagues, a reluctance to talk about political views with students?

    What I do hear from colleagues, especially younger colleagues or newer colleagues, is a frustration with trying to delve into issues that are hard. They often avoid those because they’re worried that they won’t have a chair or an administration that will back them up if things get heated. 

    Sometimes I have newer, younger colleagues who try to steer around issues if it makes students uncomfortable or will lead to aggression in the classroom. I’m not afraid of that.

    What makes you not afraid of that?

    I trust that we can get to a place of respect, if not understanding. I want a classroom that’s lively, engaged. I think the best thing in a student in my class is intellectual curiosity. That’s what I want. I’m not interested in the politics — and what I mean by that is, I’m not interested that they feel strongly this way or that way. I need them to be intellectually curious, because I can work with that. We can work together on that. And intellectual curiosity is something we see less and less of, so it’s harder.

    You don’t strike me as somebody who’s disillusioned with political processes — or are you?

    I think to be in this profession, to do this job, you have to have an optimistic view of the human condition. Because you don’t do it for the pay. You don’t do it for the benefits. You do it because you have a passion and a mission that the next generation can do it better. 

    When you see that ‘aha’ moment with students, it’s not because they’re mimicking your view. It’s not that at all, and I don’t do this in the classroom. It’s that they are understanding and making connections that I never saw. Or that they are finding and understanding in depth and making those connections that are analytical, not political. And that’s really helpful, because that’s a skill. 

    Is there some way that the students you’re teaching have changed since you started this course in 2003?

    They use social media tools to get an idea of what’s going on. So in other words, as the digital space has grown in campaigns, they’re in that space. 

    I don’t know what the hell a “Swiftie” is. I didn’t know the BeyHive is Beyoncé, and I would have spelled it like a beehive. But they know, so they’re operating in the space where the BeyHive and the Swifties are operating. 

    They’re understanding that space, and therefore, they are understanding the colors that are used by Kamala and her team, that lime green color. They know what that means, right?

    Their understanding of social media, their clarity about what messages are being communicated, would fly over the head of most pointy-headed academics. So I need them.
