    Trump Lashes Out at His Enemies and Sells Merch to Troops at Fort Bragg


    Members of the military are supposed to be nonpartisan; they serve the nation, not the President or his party. Yet Trump gave an invective-filled speech to the troops at Fort Bragg, denouncing his political enemies, while a pop-up shop sold Trump campaign merchandise to the troops.

    All completely inappropriate. But Trump respects no norms. The Supreme Court gave him “absolute immunity” as president. He will use that license to do and say whatever he wants, no matter how inappropriate.

    Military.com reported on the politicization of the military and how it violates Pentagon policy.

    It was supposed to be a routine appearance, a visit from the commander in chief to rally the troops, boost morale and celebrate the Army‘s 250th-birthday week, which culminates with a Washington, D.C., parade slated for Saturday.

    Instead, what unfolded Tuesday at Fort Bragg, North Carolina, bore little resemblance to the customary visit from a president and defense secretary. There, President Donald Trump unleashed a speech laced with partisan invective, goading jeers from a crowd of soldiers positioned behind his podium — blurring the long-standing and sacrosanct line between the military and partisan politics.

    As Trump viciously attacked his perceived political foes, he whipped up boos from the gathered troops directed at California leaders, including Gov. Gavin Newsom — amid the president’s controversial move to deploy the National Guard and Marines against protesters in Los Angeles — as well as former President Joe Biden and the press. The soldiers roared with laughter and applauded Trump’s diatribe in a shocking and rare public display of troops taking part in naked political partisanship.

    For this story, Military.com reached out to Defense Secretary Pete Hegseth’s office as well as the Army and the 82nd Airborne Division directly with a series of questions that ranged from the optics of the event to social media posts showing the sale of Trump campaign merchandise on the base, to the apparent violation of Pentagon policies on political activity in uniform.

    Internal 82nd Airborne Division communications reviewed by Military.com reveal a tightly orchestrated effort to curate the optics of Trump’s recent visit, including handpicking soldiers for the audience based on political leanings and physical appearance. The troops ultimately selected to be behind Trump and visible to the cameras were almost exclusively male.

    One unit-level message bluntly said “no fat soldiers.”

    Disrespect, low pay, lack of support keep Black teachers out of the profession

    Petrina Miller remembers, as a young teacher in Los Angeles Unified, helping another teacher during district testing and noticing that the teacher was giving Black students and other students of color the answers. Miller asked her why she was doing that.

    “Let them have a productive struggle,” Miller said. “Let them try, and whatever score they get is what they get. And that’s fine.”

    The teacher said, “Poor little babies, they don’t know any better,” in a way that made Miller uncomfortable. On another day, the same teacher used a racist term to refer to Miller, who is Black.

    Black teachers: how to recruit THEM and make them stay

    This is the first part of a special series on the recruitment and retention of Black teachers in California. The recruitment and hiring of Black educators has lagged, even as a teacher shortage has given the task new urgency.

    Our series looks at the obstacles that keep Black people from becoming teachers, and the bias and lack of support some face when they join the profession.

    The second story in the series features the stories of five Black teachers, who will talk about their experiences in the classroom. The final story will look at what California and school districts are doing to recruit and retain Black teachers, and what still needs to be done.

    The incidents were reported to the principal, but the teacher continued to work at the school. Miller isn’t sure if she was ever disciplined.

    California and other states have been trying to recruit and retain Black teachers for years, but the numbers aren’t improving. Among the factors impeding this goal, along with the cost of teacher preparation, is a lack of support and respect for Black teachers once they are in the classroom, according to teachers.

    “Black teachers leave the profession because they don’t feel supported for what they are able to bring to the table in terms of their unique experiences, and they leave because of the fact that they are not seen as equal to their colleagues,” said Brenda Walker, a Black teacher who is president of Associated Chino Teachers. 

    In the 2020-21 school year, the most recent data available, 3.8% of all teachers in California were Black, according to the National Center for Education Statistics. Black students made up 5.2% of the state’s student population that year, according to the California Department of Education. 

    Number of Black teachers declining nationwide

    The state is doing better than the nation as a whole. Just over 6% of U.S. teachers were Black in the 2021-21 school year; 1.3% of U.S. teachers were Black men. Black students made up 15% of the students that year. The number of Black teachers in the U.S. has been declining for years.

    A growing body of research shows that having a teacher of color in the classroom is important to students of color, resulting in higher test scores and a greater likelihood of graduating from college. Research also shows that having Black teachers in the classroom has a positive impact on all students, regardless of their race, said Travis Bristol, an associate professor of education at UC Berkeley, who has done extensive research on the topic.

    “The framing, I think historically, has been that Black teachers are just good for Black students,” Bristol said. “And while that is true, it is also true that Black teachers are lowering the suspension rates of students who are not Black.”

    Roadblocks to teaching begin early 

    The first hurdle for potential Black teachers comes early, while they are still students in K-12 schools, Bristol said. 

    “We suspend and expel a disproportionate number of Black children,” he said. “There is evidence, there’s research that if you are suspended and expelled, it decreases the likelihood that you then move on to pursue a higher education.” 

    The cost of teacher preparation is a major roadblock to a credential. Tuition, the cost of required tests and unpaid student teaching have kept many Black people out of the profession, according to teachers interviewed by EdSource.

    Black teachers owe an average of $43,000 more in college debt than white graduates 12 years after graduation, according to the Learning Policy Institute, a nonprofit education research organization. The low salary of new teachers and the high amount of college debt associated with five years of college can dissuade Black people from becoming teachers. Many also aren’t financially able to quit their jobs to complete the 600 hours of unpaid student teaching required to complete a credential.

    Brooke Sims, a first-grade teacher in Stockton, who also serves as a mentor teacher, says she’s still struggling to repay student loans after 16 years of teaching. 

    “I definitely believe free classes, free courses or free programs … would help recruit and retain more teachers,” she said.

    Lack of funds pushes Black teachers into internships

    To help pay the bills, many Black teachers take an internship instead of the traditional route to a credential, which includes student teaching with a mentor teacher. Interns work as full-time teachers while undergoing teacher preparation. They are paid, but they are put into classrooms with little preparation during the first few years of teaching.

    “They hire you on Friday, you are in a classroom on Monday,” said Miller, who  started her career with LA Unified as an intern 26 years ago. “You have maybe a week. It felt that quick. Along the way, you went to teach, went to training and learned on the job.”

    A lack of mentors meant Miller met with the one appointed by the program about once every three months. Later, a traveling mentor was hired by the program and visited the school monthly, but primarily to drop off materials, she said.

    “As a teacher of color, it was a struggle,” Miller said. “I had to try to find my own support from someone else.”

    Turnover rates in K–12 schools for teachers of color are higher than their white counterparts. In 2022 the turnover rate for Black teachers was 22%. The turnover rate for white teachers is 15%, according to the National Center for Education Statistics. Black teachers interviewed for the 2023 State of the American Teacher Survey reported significantly higher rates of burnout than white teachers and were more likely to report low salaries as a source of stress.

    Teachers sometimes feel undervalued, disrespected  

    Teachers interviewed by EdSource said their work has been scrutinized more closely than their peers, and they have felt disrespected or undervalued because they are Black.

    “What we know is that, because Black teachers are positioned, in particular Black men teachers, are positioned as enforcers first and teacher second, that they’re not always viewed by their white colleagues as having expertise as it relates to teaching and learning,” Bristol said.

    Krystle Goff, a targeted student population coordinator at 122nd Street Elementary in Los Angeles, says Black teachers are under pressure to be perfect. They feel they have to continually prove themselves to administrators and other teachers. Black teachers aren’t given the same grace as their counterparts, she said.

    “It feels like we’re coming up short. It feels like we’re not meeting the criteria, and so, we exit the field altogether,” said Goff, who is responsible for the redesignation of English learners at the school.

    The heightened scrutiny and lack of support of Black teachers comes from colleagues of all races, including fellow Black teachers and administrators, Goff said.

    “I think that because we work for a system that sort of perpetuates that cycle of power and just white supremacy, we don’t know how to support (one another), Goff said.  … “You don’t even realize that how you’re interacting with each other is just not productive.”

    Black teachers say they sometimes feel dismissed by people who question whether they are teachers while they are carrying out their duties.

    “I’ve shown up to field trips where I was the teacher that had arranged the field trip, and I’ve got my backpack on,” Sims said. “I’ve got a badge on with keys. I have a T-shirt that matches the children’s T-shirt that says I belong to this school. And I’m like, ‘Hi, I’m Ms. Sims. I called. We’re here for our field trip.’ ‘Well, (they ask). ‘Are you the teacher’?”

    “We’re automatically, a lot of times, dismissed, or it’s assumed that we’re not the teacher,” said Preston Jackson, a physical education teacher at California Middle School in Sacramento.  “(They assume) we’re the campus monitor, or we’re the custodian. So right off the bat, you’re having to fight that type of bias that is still out there because there aren’t that many Black teachers.”

    Being a teacher is hard, but being a Black teacher is harder, Jackson said.

    “Ninety percent you probably are going to be on a site where you’re the only one there,” Jackson said. “And so, you’re not going to have someone there that has gone through a similar process, because being a Black teacher is a completely different situation.” 

    Inadequate support, feelings of isolation

    A recent survey of 128 former and current Black teachers by the Black Educator Advocates Network titled “What Schools must Do to Retain Black Educators,” found that these teachers face challenges in expressing their cultural identity, ranging from discomfort with colleagues’ comments, to a lack of support in addressing racism within their schools. Some teachers mentioned feeling isolated or encountering resistance when discussing anti-Blackness or organizing cultural events. 

    “Just as all students benefit from the experience of having  classroom teachers from diverse backgrounds, school districts benefit from educators who bring their expansive experiences of many cultures to their school communities,” Chino Valley’s Walker told EdSource. “But, showing up as our true and authentic selves is not always understood and appreciated. School districts should make implicit bias training mandatory for all employees, not just once, but on an annual basis.”

    Sims agrees that implicit bias training is important, but she remembers attending a training session that left her feeling uncomfortable and angry. She remembers a discussion about students who couldn’t afford to buy clothes that complied with the school’s dress code. One teacher at the training said: “These kids” can’t come to school prepared, but they come to school with brand-new Jordans, Sims said.

    “Well, I know what that coded language means when you’re talking about children wearing Jordans,” Sims said. “I know you’re talking about Black children. Obviously, everybody wears Jordans. But that was the time that I got really heated. And I said to myself, ‘Brooke, walk out the room, get some air because part of you wants to correct that person.’ And I probably should have.”

    Since that incident, Sims has become part of her union’s executive board and has taken training from the California Teachers Association on how to deal with racist comments and microaggression.

    “I’m just learning to be OK to do that at 41 years old,” she said.

    Cultural brokering often expected

    Black teachers say they are often saddled with extra responsibilities, including serving as liaisons to Black families and disciplining Black students because of their race. 

    More than half of the respondents to the Black Educator Advocates Network survey said that because of their race, they are expected to educate others about racism and are expected to lead professional development sessions, teach classes on Black identity and address racism in various ways at their schools.

    Collectively, the experiences of Black educators, coupled with being tasked with working with Black families disproportionately impacted by the pandemic, have left Black teachers exhausted, Alicia Simba, a transitional kindergarten teacher in Oakland Unified, told EdSource. 

    “It’s difficult when kids are carrying so much and parents are carrying so much, and wanting to be there to help them can be physically exhausting, as well as emotionally exhausting,” Simba said. “I think a lot of conversation around (teacher) burnout comes from that.”

    Black teachers may feel they have to leave the profession to preserve their emotional well-being, even if they love the kids and the community and love to teach, Simba said, adding that teachers who work in schools with a large population of Black students also put in extra work because those schools are usually under-resourced.

    “I’m working longer hours because we don’t have the cleaning staff that other schools might have, or a regular custodian like other schools might have,” Simba said. “So, I’m spending extra time having to clean up, or maybe I’m spending extra money on getting books for the kids because our budget isn’t as big as other schools or, with other schools, they might fundraise.”

    3 out of 10 California adults struggle with basic reading

    Nine years ago, Analilia Gutierrez gave birth to her son, a micro preemie who needed intensive care.

    At the time, Gutierrez, an immigrant from Mexico, spoke and read little English. Filling out health forms and trying to keep up with her son’s care was an overwhelming experience. Interpreters, if available, sometimes created problems with misinterpretation.

    “There were so many barriers,” said Gutierrez, a resident of Tulare, in the Central San Joaquin Valley.

    In California, an estimated 28% of adults have such poor literacy in English that they struggle to do anything more complicated than filling out a basic form or reading a short text, according to a survey, the Program for the International Assessment of Adult Competencies (PIAAC). California’s rate is worse than any other state except New Mexico, where the estimated rate is 29%.

    The U.S. version of the survey was conducted only in English, and many immigrants, unsurprisingly, tend to struggle more with what is often not their home language: 19% of adults in California say they speak English “less than very well,” according to 2022 American Community Survey data.

    Not being able to read English well doesn’t just make life difficult — it can be dangerous.

    As the CEO of the Central San Joaquin Valley-based Clinica Sierra Vista, Dr. Olga Meave routinely sees patients who struggle to read in any language. Sometimes it’s a patient who doesn’t know how to sign their name. Other times, patients can’t read the directions. One patient ended up in the emergency room after taking the wrong dose of blood thinners, which caused their stomach to bleed.

    Low literacy is particularly acute in heavily agricultural regions, such as the Central San Joaquin Valley and the Central Coast, that rely on a largely immigrant labor force that may have little formal education, even in their home languages. More than 4 out of 10 residents in Imperial, Tulare, Merced, Madera, Kings and Monterey counties struggle with basic English literacy.

    But signs of adults who struggle to read are in every community in California: job seekers unable to get jobs or promotions; business owners who cannot complete paperwork for loans and grants; prisons with a disproportionate number of struggling readers and parents who cannot help their children with homework or even read bedtime stories.

    No state has more immigrants than California: Over a third of adults over 25 are immigrants, according to 2022 American Community Survey data. Most are from Mexico and other Latin American countries, but an increasing number hail from Asian countries. Nearly half of children in the state have at least one parent who is an immigrant.

    Immigrants make up a huge share of workers in key industries in California. While highly educated immigrants bring their in-demand skills to the tech industry, those who work in agriculture may have little or no formal education.

    Experts say programs aimed at addressing poor literacy reach only a fraction of those who need help, such as courses that improve English skills, help students get a GED or their citizenship or even a basic education. In California, that is largely adult immigrants. In 2021-22, adult schools served over 480,000 students in California, while the state says more than 10,000 adults were served through library tutoring programs in 2022-23.

    Those numbers are dwarfed by the need for adult education from immigrants alone: 5.9 million Californians don’t speak English “very well” and 2.9 million immigrants lack a high school education, according to 2022 American Community Survey data.

    Programs that serve adult students are often plagued by long wait lists, a lack of funding or a lack of accessibility. Advocates say that one of the biggest problems is simply that adult education seems to fly under the radar in a way that TK-12 schools and colleges don’t.

    “We are the best-kept secret in education,” said Carolyn Zachry, education administrator and state director of the Adult Education Office for the California Department of Education.

    As a new immigrant, Gutierrez didn’t have time to take classes while she was focused on raising young children. Now that her children are school-aged, she has been able to attend Tulare Adult School, and her world has opened up. 

    Gutierrez has since become an American citizen and she has earned a GED. Her newfound English skills recently helped her land a job at Chipotle. She is now able to help her son and daughter with their homework and read to them in the evenings, a ritual she treasures. She thinks about how much easier it would have been to navigate the hospital during her son’s traumatic birth with the education she has now.

    “I would now have the knowledge,” Gutierrez said. “It’s so much different.”

    ‘Their circles are small’

    Research has found that an adult’s literacy skills are strongly connected to their income and civic engagement, as well as their health. The effects of low literacy are felt not just by individuals and their families but by local and national economies. That’s why researchers say adult education is a worthy investment.

    Going Deeper

    Unlike the data measuring students in TK-12 schools or college, surveys of adult skills in reading and math occur only sporadically in the U.S.

    The most recent data comes from the Program for the International Assessment of Adult Competencies (PIAAC), an international survey of adults’ basic skills of literacy, as well as numeracy and digital problem-solving. In the U.S., the survey was offered only in English, although background questions were offered in Spanish.

    Between 2012 and 2017, the National Center for Education Statistics administered the first cycle of the PIAAC survey to 12,330 U.S adults ages 16 to 74 in all 50 states.

    The second cycle of PIAAC surveys was conducted in 2022-23, and results are expected later this year.

    Level 1 is the lowest literacy level in the PIAAC survey. Adults at this level struggle to understand written material or may be functionally illiterate. Level 2 means that an adult is approaching proficiency in literacy, while Level 3 signals the minimal proficiency an adult needs to function well. It means being able to understand and interpret information across complex written texts. Levels 4 and 5 represent advanced literacy skills.

    A 2020 Gallup study, conducted by economist Jonathan Rothwell, estimated that if everyone in the U.S. was minimally proficient in English literacy, according to the standards of the international PIAAC survey, it would increase the gross domestic product by 10%. This study looked at the literacy levels of both immigrants and native residents.

    The Gallup study noted that areas with concentrated low literacy would see the biggest financial gains from this kind of improvement. One of those places is the Merced Metro Area, in the Central Valley. It would stand to gain an estimated 26% of its GDP, largely because 72% of its adults are not proficient readers, the report said.

    The study estimated that those at the lowest level of literacy made on average $34,127 in 2020 dollars, while those who scored proficient made on average $62,997.

    Immigrants tend to earn less than natives, but a Migration Policy Institute analysis of PIAAC survey data found that immigrants and native workers with similar literacy and math skills tend to earn the same amount. This report says that immigrants “need higher levels of English competency to be paid well — and on par with natives — for their work in the U.S. labor market.”

    Struggling to read as an adult can be a shameful, lonely experience for those who grew up speaking English. But for immigrants, the experience of not being able to read well can be even more isolating when they cannot speak English or are not a citizen. Christine Spencer, a Tulare Adult School instructor, wishes that many more immigrants in her community were taking advantage of these classes.

    “My students tell me that they have no friends,” said Spencer. “Their circles are small.”

    Bringing literacy into workplaces is a ‘secret sauce’ 

    When Marcelina Chamu emigrated from Mexico decades ago, she longed to do more than just get by. She hoped to become a citizen, learn English, all while creating a better life for her family in the U.S.

    But getting the education to achieve those goals wasn’t easy. Chamu, 58, is part of a vast, largely immigrant, labor force of custodians who begin their work shifts in office buildings just as the sun is going down. For the last 25 years, she has clocked in at 6 every night. Because of her work schedule and raising four children, she put off her own education for decades.

    “It is very difficult for someone who works through dawn to get up and start studying,” Chamu said, in Spanish. “But it’s not impossible.”

    Advocates say that the best way to target immigrants is by reaching them wherever they are in the community — whether that’s at their child’s school or workplace.

    Immigrants with low English literacy skills tend to have jobs — more so than U.S. natives with low literacy and more so than immigrants in other nations, according to the Migration Policy Institute. That means they’re busy, but it also means they are easy to reach at work.

    One program in California is doing just that, and it helped Chamu.

    A few years ago, Chamu learned that her union, SEIU-United Service Workers West, had a partnership with a nonprofit called the Building Skills Partnership, which aims to improve the lives of property service workers in low-wage jobs along with their families. 

    Chamu has done her best to take advantage of all the programs she could: citizenship, English courses, free tax preparation and nutrition courses. She has become more confident going to the grocery store and filling out forms in the doctor’s office.

    The California-based Building Skills Partnership estimates that it reaches 5,500 workers and community members each year through in-person courses, and another 20,000 through online classes throughout the state. 

    “Part of the secret sauce of why we’re so effective is that we’re able to take our programming into where workers are at,” said Building Skills Partnership executive director Luis Sandoval.

    Property workers, who tend to be clustered around large metro areas in the Bay Area and Southern California, can take part in programming before they head into work or during their lunch hour, which might be at 10 p.m.

    Reaching immigrants at their workplaces isn’t just convenient, it allows these programs to cater to workers’ language and job needs, said Jeanne Batalova, senior policy analyst at the Migration Policy Institute. 

    She points to the Welcome Back Initiative, which focuses on tapping the talents of internationally trained health care workers who need help with specialized English skills or acclimating to a different type of health system to fill staffing shortages in California’s health care sector.

    But work-based programs are rare in the U.S., where employers often view workers in low-skilled positions as easily replaceable. The Migration Policy Institute report says these work-based programs could be expanded through subsidies or other incentives, which exist in Canada and other European countries.

    Building Skills Partnership offers English paired with vocational training. Many workers in the program take English classes with an eye on switching to a more desirable daytime shift. Custodians who work during the daytime are expected to interact more with office workers, so their English skills matter more.

    Rosa Lopez, 55, a custodian in a downtown San Diego building, is taking vocational English classes. That allows her to more easily communicate with security guards, a supervisor who only speaks English or just to direct a guest to the elevator.

    Lopez said, “I’m more confident and secure in my position.”

    Adult schools run on ‘dust’

    Sometimes Beatrice Sanchez, 35, a stay-at-home mother of six, comes home from the store with the wrong items because she can’t read the labels in English. She is eager to take the English courses offered at her local school district, Madera Unified, but the program doesn’t currently offer child care. She said she will have to wait to take the courses until her youngest two children are in kindergarten.

    Many of those most in need of adult education, like Sanchez, don’t have the time or resources to attend. Adults find it hard to squeeze in time between raising children and working. Even if they have time, transportation can be tricky — particularly in rural areas that lack an extensive public transportation system.

    Some Americans used to view poor literacy as an individual’s failure to study during childhood, said Sarah Cacicio, the director of the Adult Literacy and Learning Impact Network (ALL IN), a national nonprofit focused on adult literacy. Now, she said, there is an increasing understanding that systemic factors — never-addressed learning disabilities, a chaotic home life, obligations to care for family or simply a poor education system here or abroad — may mean reaching adulthood without knowing how to read English well.

    Most states rely entirely on skeletal funding from the federal government. In 2021-22, the federal government spent less than $800 per student on adult education classes aimed at English language, civics skills, and basic or high-school level education.

    California provides robust additional funding. During the 2021–22 years, the state spent roughly $1,200 on each student who enrolled in adult education classes — primarily adult schools or community colleges. But adult educators say it’s not enough to meet the great needs of its students.

    Adult schools, said John Werner, president-elect of the California Council for Adult Education “do it on dust. I don’t know how we pull it off.”

    In California, adult education receives a fraction of the funding per pupil that TK-12 schools do. Werner said that more funding would allow programs serving adults to get rid of wait lists, improve their technology and facilities, and increase access by offering the child care so many of its potential students need.

    Adult educators see the work of their field as an investment not just in individual adult students but in their families and greater communities. 

    “If we can pull (adult students) in,” Zachry said, “we can raise the economics of that family.”

    Werner, director of the Sequoia Adult Education Consortium, said he’s proud of the work being done by the consortium that serves Tulare and Kings counties, which he calls the “Appalachia of the West.” But he is frustrated to see that adult schools are reaching just an estimated 8% of the adults in the region who need it.

    “If we could just invest in this,” Werner said. “The greatness that would come out of this.”

    As education policy and issues at school boards across California continue to grab headlines, it’s more important than ever that K-12 students — especially those in a state as diverse as ours — have a representative at the table who can voice concerns and have their opinions and input heard.

    That’s why, as the current student member of the State Board of Education, I strongly encourage all eligible high school students to apply to be the student member for the 2025-26 school year. The application window is now open.

    As student member, you can represent the voice and perspectives of millions of students across California. Your input ensures that student concerns and interests are considered in educational policymaking and decisions made by the State Board of Education. Your insights and experiences as a student can shape policies related to curriculum, standards, assessments and other aspects of education in California.

    During my term, I have advocated for increased student involvement in decision-making processes like adopting instructional materials, designing local control and accountability plans and determining actionable goals based on school climate surveys. I have also forged connections with student leaders across California’s various regions, including the Central Valley and Northern California, that have been traditionally underrepresented.

    These channels of communication allow for coordinated student-led initiatives and diverse input on items discussed by the state board. Based on my conversations with students, I have supported the integration of artificial intelligence in classrooms and increased project-based learning opportunities.

    Recently, I joined the Statewide Model Curriculum Coordinating Council to review lesson plans on Native American history and culture, ensuring they capture authentic, diverse voices. I will be continuing this work beyond my term.

    In addition to providing me with the opportunity to serve my state, this role has given me a deeper understanding of California’s education system. Seeing the incredible work that is being done, along with all the work that remains to be done, has had a profound impact on me, sparking my desire to continue exploring education policy in college.

    Serving on the board provides you with a unique learning experience regarding governance, policymaking, and the educational system. You’ll gain valuable insights into how decisions are made at the state level and how they impact students and schools.

    The application is the first step. The selection process starts with the board’s Screening Committee reviewing all applications and selecting 12 semifinalists. Of those 12, California law requires that student members of a school district governing board select six for further consideration by the State Board of Education. The state board uses the annual Student Advisory Board on Education conference — which takes place Nov. 10-13 in Sacramento — to perform this function. 

    At this conference, the semifinalists make individual presentations to all other advisory board participants about why they should be the next student member — an incredible opportunity to gain valuable experience and make personal connections. Following a secret ballot by the advisory board participants, six candidates will be submitted for further consideration by the state board’s Screening Committee.

    Each of the final six candidates will be interviewed by the committee, after which committee will recommend three finalists to the State Board of Education. Following the board’s action to select the three finalists, the names of the three finalists will be sent to the governor for the final decision.

    Hopefully, after reading this, many students will be inspired to apply. If you or someone you know qualifies for the student member position and wish to apply, you have from now through Sept. 20 to do so. And with summer coming soon, we encourage you to apply soon.

    If appointed by the governor, you’ll have the opportunity to network with other board members, educators, policymakers and stakeholders in the education field. This networking can open doors to future opportunities and collaborations.

    Serving on the board can enhance your leadership, communication and advocacy skills. It’s a chance to develop as a leader and make a meaningful impact on education in your state while also enhancing your resume and future academic or career opportunities.

    Merely going through the process allows you the chance to gain valuable experience and provides many opportunities to help your community. It also helps you think more critically about the education system and how your help can impact students across our state.

    Ten Los Angeles Unified School District (LAUSD) community schools will be given an opportunity to pilot new approaches to assessments in the 2025-26 academic year. 

    And once the schools adopt alternative assessments, they won’t have to participate in standardized tests, other than those mandated by state and federal governments, the district school board decided in a 4-3 vote on Tuesday. 

    The policy, which comes as part of the Supporting Meaningful Teaching and Learning in the LAUSD Community Schools Initiative, was authored by LAUSD school board President Jackie Goldberg and board members Rocio Rivas and Kelly Gonez. 

    Goldberg said that over the past several decades, corporate entities have turned education’s focus away from cultivating a love for learning — and toward test taking, which she believes has become the “be-all and judge-all of schools.” 

    She emphasized that multiple choice, standardized assessments are not the only way to gauge students’ learning. 

    “I knew where my students were, what they could read, what they understood, what they didn’t — because that’s what you do when you teach,” Goldberg said, adding that class discussions and projects can also be used to observe progress. “You’re continuously assessing.”

    Once the 10 community schools establish new “innovative, authentic, rigorous and relevant” methods of assessment, they will not be required to administer the district’s iReady diagnostic tests, which teachers have criticized for taking up large chunks of instructional time. 

    Rivas said students would be relieved of some of the anxiety and stress that comes from ongoing standardized testing. She read several messages she had received from students in the district during Tuesday’s meeting.

    “If we already take five state tests … in the end of the year, why do we take the end of the year iReady?” one student wrote in a letter to Rivas. “They both are the same reason: to show you what we know.” 

    “I was really stressed out — worrying about all of these tests. I also gained a lot of anxiety since testing started, and I could not focus on my own life because I was so stressed.” 

    LAUSD board member George McKenna, however, opposed the measure, questioning how students are supposed to learn without being given tests to work toward. He added that the initiative has “promise” but that he did not trust the policy would be implemented properly. 

    Board members Tanya Ortiz Franklin and Nick Melvoin also voted against the resolution — which will require LAUSD to establish a Supporting Meaningful Teaching and Learning Initiative that community schools can apply to be part of. 

    Schools that are part of the initiative would have to select a community school “lead tacher” who is grant funded and would receive additional professional development from both Community School Coaches and UCLA Center for Community Schooling, among others. 

    The 10 schools in the cohort, according to the resolution, will also have to adapt their instructional programs to “integrate culturally relevant curriculum, community- and project-based learning, and civic engagement.”

    “This is just one step,” Gonez said during Tuesday’s meeting. “But I really look forward to the way this resolution will be implemented — to see what innovative ideas that I know our teachers have and see how we may be able to pilot a more joyful education, a transformative education, which really brings the community schools model to full fruition.”

    How stepping out of my comfort zone enhanced my college experience

    When I told a friend that I would be hosting a radio show every Monday at 11 a.m. on KSUN, Sonoma State University’s student-run radio station, he looked at me almost in disbelief and said, “Are college radio stations even, like, a thing anymore?” 

    Admittedly, I thought that, too. Before signing up for the course, I considered radio stations to be another thing of the past. 

    But it turns out, college radio stations are very much still around. While many of the CSU campuses such as San Francisco State, Sacramento State and Cal State Los Angeles have switched to an entirely online format, other campuses like Cal Poly San Luis Obispo, San Jose State and Cal Poly Humboldt provide listeners with an option to tune in online or on the airwaves. 

    As a communication major, my sole focus was on written journalism, specifically writing and editing for the school newspaper. The idea of venturing outside my “area of expertise” was a daunting one. Because of that, I put off choosing any electives for three years. 

    And I know I wasn’t the only one who felt tentative about stepping out of my comfort zone.

    Jalen Jenkins, the new general manager of KSUN radio, originally took COMS 385: Media Lab (Radio) to fulfill his elective requirement. 

    “I did not know much about radio before getting into KSUN and was mainly drawn to it because of my interest in music. Since then, I’ve found so many things that have encouraged me to stay. From group work that keeps the station running smoothly to improving my show each week, the involvement I’ve had in KSUN has kept it in my schedule since I first enrolled,” Jenkins said. 

    Like Jenkins, when Daniel Oliva, a television, film and media studies major, decided to sign up for an introduction to digital art course during his senior year in 2022 at California State University Los Angeles, it was to fulfill a course requirement.

    Oliva said that he initially felt a bit unsure because he did not know how to draw or shade properly. Nonetheless, he decided to “throw the hat in the ring” and try it. 

    “When you’ve been taking classes that are related to your major, a lot of it is shared information between classes. Sometimes it doesn’t feel like you’re learning more. I went into that class not really knowing how to use Adobe Illustrator or art in general,” Oliva said. “I feel comfortable with a program that I didn’t otherwise have any experience in. I’m glad I didn’t listen to that voice in my head that said ‘You don’t know anything about art, so why take an art class?’”

    I would be lying if I said it wasn’t uncomfortable taking a radio course at first. And it wasn’t as if all my anxiety melted away when I slipped on the headphones and spoke into the microphone for the first time. I was self-conscious about not having any experience with operating a sound board, writing segments for a show or audio mixing. 

    But throughout the semester, I gained confidence behind the mic, even though the thought of public speaking terrified me in the beginning. The support from my peers and professor helped me to gradually break out of my shell.

    I learned how to write scripts for show segments and promotions, production techniques like audio-mixing and editing, and effective voice delivery for clear pronunciation in front of a microphone.  

    Similarly, Marivella Torres, a fourth-year communications major at Sonoma State university, was apprehensive when she first joined the Phi Sigma Sigma sorority, but later found it empowering

    Torres said her primary concern was not knowing what to expect from the experience. 

    “I never thought I would be a person to be affiliated with a sorority, and I had some concerns about whether sororities were inclusive. However, before accepting my bid, I met with the girls in a casual setting and those worries quickly went away as they were more than happy to answer all my questions and concerns,” Torres said.

    “Being in a sorority has taught me many things. I have had the pleasure of getting involved by being our bursar, which is a treasurer, and I am currently holding the vice archon (vice president) position.”

    Torres said that since joining, she has learned leadership and how to delegate and work in a team, meet strict deadlines, deal with budgets and make executive decisions. 

    If I gave in to my anxiety and avoided radio simply because I didn’t have the experience, I would never have experienced personal growth or gained the confidence that I have now. Joining KSUN radio enriched my college journey, and that wouldn’t have been the case if I hadn’t decided to take the first initial step out of my comfort zone.

    Turning out California student voters with quizzes, coffee sleeves and door-knocking

    Every Monday for the past few weeks, Cal Poly Pomona student Melvyn Hernandez has been manning a table outside the Bronco Student Center to register fellow students to vote. He comes prepared with snacks, prizes and a quiz testing students’ election year know-how.

    “When it comes to things like Super Tuesday, or what a swing state is, or even who the major candidates are for the elections, a lot of students don’t really have the time to be aware of that,” said Hernandez, an architecture major. “A lot of students — even with how publicized the different debates and everything are– they’re too busy to be following it.” 

    Hernandez and volunteers across California’s colleges and universities are trying to add something important to the endless to-do list of the typical college student this fall: A crash course in Elections 101. In a year when barriers to students voting in states like North Carolina and Arizona have made headlines, California students are getting out the word about key election deadlines and directing their peers to nearby polling places. They’re also raising awareness about down-ballot contests that directly affect students’ lives — such as a proposed minimum wage increase — but which could get lost in the noise of a contentious presidential race.

    Students and administrators involved in nonpartisan voter-turnout efforts at California State University campuses said their task this election cycle is to provide reliable information to a population that’s simultaneously pressed for time and overwhelmed by the volume of biased political messages. Students said another challenge is to galvanize potential voters disappointed by their options in the presidential race — and perhaps turned off from voting altogether.

    “That’s the point of why we’re here,” Hernandez tells students if they’re embarrassed to admit they don’t know much about nominees and ballot measures. “So that you are aware and you can go ahead and further pursue finding out more about the candidates.”

    Similar efforts are underway at many University of California (UC) campuses, community colleges and private schools.

    Youth voter turnout has historically lagged the rates among older voters. But recent elections have seen larger shares of young voters. The Center for Information & Research on Civic Learning and Engagement (CIRCLE) at Tufts University estimates that 50% of voters age 18 to 29 voted in the 2020 election, up 11 points from 2016. That rate still trailed voter participation among older voters, though; 69% of voters 35 to 64 and 74% of voters 65 and older turned out in 2020. 

    But young voters are not a monolith. Those with a bachelor’s degree or more tend to vote at higher rates than peers with a high school education or equivalent, according to a CIRCLE analysis. Which college a student attends matters, too, though not as much. A 2024 working paper by a group of higher education researchers reports that enrolling at a top-rated research university or a liberal arts college increases students’ probability of voting relative to students enrolled at a two-year college. 

    A recognition that colleges should play a role in supporting young voters is part of the impetus behind the California Secretary of State’s California University and College Ballot Bowl Competition, a program that seeks to harness intercollegiate rivalry to encourage voter registration. 

    Going Deeper

    On-campus voting locations are another way to ease what could be students’ first time filling out a ballot. This year, for example, all Cal State campuses are home to one or more ballot drop-off locations, and many also serve as vote centers.

    College students attending school outside their home county or state usually have a choice of where to register to vote. In California, students can register in the county where they’ve relocated for school or in the home county where their family lives.

    Jackie Wu, a former Orange County election official who has worked with Cal State Fullerton on civic engagement, said that university administrators shouldn’t settle for low voter participation on campus just as they wouldn’t pass up a chance to increase slumping graduation rates.

    College “is our last opportunity, in a structured system, to encourage voting and civic participation,” she said.

    Offering students ‘little hints and pebbles’ 

    Striking the right tone in an election awareness campaign can be a delicate balance for college administrators and student volunteers. 

    They’ve got to educate low-information would-be voters — the students who don’t know the answers to Hernandez’s questionnaire. Yet, they have to be mindful that omnipresent political advertising can leave students unsure of what to believe. And, of course, universities have to offer fastidiously nonpartisan messages, even in a polarized political climate saturated with sensationalist campaigning in the mad dash before Election Day.

    “There’s so much pressure put on everyone. You know, ‘The election is really important. Make sure you turn out to vote. The future depends on it,” said Wu. “A lot of times (students) may not feel like they know where to ask for help and who they can go to for help that isn’t trying to pressure them to vote a certain way.”

    The solution: Lots of voter education events and some casual nudges.

    Besides voter registration booths, Cal State students this fall have helped organize panels about ballot propositions and forums where students can mingle with candidates for local office. Cal State Fullerton student government even had a table at the weekly on-campus farmer’s market to register voters, Wu said.

    Small reminders help, too. Jeanne Tran-Martin, Cal State’s interim director of student affairs programs, said some schools encourage students to confirm whether they are registered to vote by placing a link in their online student dashboards. This year, Cal Poly Pomona ordered custom coffee cup sleeves with a QR code linking to TurboVote, a website where students can register to vote. 

    “We’re not trying to get in anyone’s face and saying, ‘This is so important. Why aren’t you doing this?’” said Michelle Ellis Viorato, the campus’s civic and voter empowerment coordinator. “We’re just trying to drop little hints and pebbles to get people to think about, ‘Oh right, this is coming up. I need to remember to do this.’”

    The low-key messaging could help Cal Poly Pomona to reach this fall’s voter turnout goal of 72%. That would be a slight increase from the school’s 70% voting rate in the last presidential election, according to a report by Tufts University’s Institute for Democracy & Higher Education, which estimates voter participation by merging student records and voting files.     For students already registered, breaking down the steps to cast a ballot can help to relieve some election-season jitters. 

    At Cal Poly San Luis Obispo, where about 94% of students were from outside the county and roughly 15% were from outside California as of last fall, voter registration volunteers have been fielding lots of questions about when and where students can find their ballots. 

    Tanner Schinderle, the secretary of executive staff at Associated Students, the school’s student government, said volunteers help students to think through their options, like getting absentee ballots, asking a parent to mail them their ballot or registering in San Luis Obispo County.

    Encouraging students to ‘look down your ballot’

    Voter registration has been a sprint at Cal Poly San Luis Obispo, which kicked off the fall term on Sept. 16, a late start compared with universities that operate on semesters rather than quarters.  

    Associated Students has averaged two to three voter registration drives per week, Schinderle estimates, thanks to more than 80 students trained on the process. Those students have been running a voter registration booth in the University Union Plaza. Volunteers also knocked on the doors of virtually every first-year student living on campus, Schinderle said, offering voter registration help. 

    The overall reaction has been positive, he added. But several students interviewed for this story said they’ve encountered peers frustrated with national politics.

    “There’s a common attitude of, ‘Pick the lesser of two evils,’” said Cade Wheeler, a mechanical engineering student who is Cal Poly Pomona’s student body president.

    Alejandra Lopez Sanchez, who serves as secretary of external affairs at Cal Poly Pomona Associated Students, said a few of the students she met at an on-campus voter outreach event in October remarked they weren’t sure if they would vote in this election. 

    “Especially for the presidential candidates, they’re like, ‘Who am I supposed to vote for if I don’t like either of them?’” she said.

    But voters who look past the race for the presidency will find statewide contests that could make a concrete difference in students’ lives. Proposition 2, for example, would authorize a $10 billion state construction bond for TK-12 schools and community colleges. And for students working minimum wage jobs, Proposition 32 would set higher wage floors.

    Weston Patrick, the secretary of external affairs at the Cal Poly San Luis Obispo’s Associated Students, finds the best tactic is to refocus students on local races in San Luis Obispo that influence public transit systems, housing and other areas important to students.

    “That was kind of a guiding principle, telling students, ‘Hey, if you’re not feeling thrilled about your choices at the top of the ballot’ — which we certainly did get some of that sentiment from some students — ‘look down your ballot,’” he said.

    That’s why Patrick was excited to see students strike up conversations with candidates for San Luis Obispo City Council at an event Associated Students hosted on campus. (It probably didn’t hurt that students could grab a free doughnut if they talked to one or more candidates.)

    Iese Esera, president of the systemwide Cal State Student Association, said he hopes strong campus voter turnout will influence legislators shaping legislation relevant to students, like how much the state invests in higher education. 

    “We are tax-paying citizens who also pay tuition, for example, who also have to afford the same cost of living that you do and that our parents do,” Esera said.

    Weighing the election’s impact on jobs and cost of living

    Students said their peers are most concerned about how the election could impact students’ tuition, cost of living and career outlook.  

    “In my generation, a lot of us talk about how expensive everything is, especially in California,” said Megan Shadrick, Cal Poly Pomona Associated Students vice president. “It can be pretty discouraging as we’re trying to move forward into our careers.”

    A national survey of more than 1,000 college students by Inside Higher Ed and Generation Lab in September found that 52% of respondents ranked the economy and cost of living as their top issue at the ballot box this year. 

    Efforts to make voting easier could benefit students who are short on time because they’re working multiple jobs or managing a long commute.

    One thing to know is that California voters can mail their ballots, drop them at any ballot box or deliver them to any polling place in the state. Similarly, Tran-Martin likes to remind students who plan to vote in person that if you are waiting in line to vote when the polls close at 8 p.m., you will still get to cast your ballot.

    And when all else fails, a little positive peer pressure can help.

    Bahar Ahmadi, a student studying environmental engineering at Cal Poly Pomona, volunteered at an election fair held on Oct. 10. Reached about a week later, Ahmadi, a first-time voter, said she might join a group of friends for moral support as they drop off ballots together. 

    “I feel like the first time doing it might feel intimidating alone,” she said.

    Joyce Vance: Stand Up and Speak Out for the Rule of Law!


    Joyce Vance was the U.S. Attorney for the Northern District of Alabama. She writes a smart blog called Civil Discourse, in which she writes about court cases and the law, in language accessible to non-lawyers. In this post, she explains how massive protests can change the course of history.

    She writes:

    This coming Tuesday marks Donald Trump’s 100th day in office, a tenure that has led to a steady decline in the economy. If we use that measure, which many voters said led them to vote for Trump, these first 100 days have been a failure. Even as Trump has successfully seized power from Congress and some organizations have bent the knee to his every request, lawyers are winning in court, and some law firms, businesses, universities, and individuals are standing up to the president who would rather be a king. Trump may not have lost the first 100 days, but he hasn’t exactly won them either. Our democracy has been weakened, but it can still be saved.

    Thursday is May Day, May 1st. There will be renewed protest marches across the country, many of them focused on Americans’ increasing awareness that the fundamentals of democracy, which we’ve taken for granted for so long, are in danger. It’s not just due process concerns, although that is an enormous part of it, as the deportations continue. Last week we learned that included some involved American citizen children and children with cancer, with Secretary Rubio offering a sorry rejoinder on Meet the Press this morning, blaming the mothers who took young children back to their countries of origin with them, rather than being forced to abandon them. There are plenty of reasons to march.

    This will not be the first time Americans have engaged in mass protests on May Day. In 1971, tens of thousands of people took to the streets in Washington, D.C., to protest the Vietnam War. They began on May 3 and continued for two more days. By the time the protest ended, more than 12,000 protestors had been arrested. The protesters’ goal was to cause a traffic jam that would keep government employees from getting to work; their slogan was “If the government won’t stop the war, we’ll stop the government.”

    Mass protests that are large and sustained have an impact on even an entrenched presidency. They did with Nixon. The White House Historical Association’s official version of events concludes that “the enormity of the protest pushed Nixon to accelerate the nation’s exit from Vietnam.” 

    Even though it’s a different era, protests are bound to get to the thin-skinned president whose staffers, during his first term in office, had to prepare folders of positive stories about Trump for him to review twice each day. Imagine having thousands of people protesting within earshot of the White House. It must be even more galling because these protests are nonviolent and aim to support democracy through a legitimate exercise of First Amendment rights. They make a powerful statement, in contrast to a president who has abandoned the rule of law. 

    In 1970, two-thirds of Americans had come to believe U.S. involvement in the Vietnam War was a mistake. We are not quite there yet when it comes to people’s view of the Trump administration. The most recent NBC News Stay Tuned Poll shows only 45% of Americans approve of the job Trump is doing. But, when asked about how strongly they hold their beliefs about the president, “the vehemence of the opposition outweighs the intensity of support from the president’s MAGA base.” Twenty-three percent of Americans said they were “furious” about what Trump is doing.

    Thursday is also Law Day, an annual celebration of the rule of law. Although it has been in effect since 1958, it doesn’t usually receive much attention. This year, lawyers across the country have big plans for the day—make sure you look to see what’s going on in your area. President Dwight Eisenhower established Law Day as a day of national dedication to the principles of government under law. State Bar Associations hold essay competitions for school children, and there are state and national dinners most years. In 2025, Law Day takes on special significance as Americans’ concerns about due process come to the forefront. How fitting that the May Day protests sync with the Law Day commemoration. 

    I’ve been doing a lot of research and writing about the origins of Law Day for my book (Giving Up Is Unforgivable, due out October 21), so I’ll leave that for another time, but I want to make sure everyone knows about Law Day. This year, many lawyers across the country will retake their oath to show their support for the rule of law. There is no reason the rest of the country can’t participate too!

    The president issues a proclamation every year for Law Day. Trump did during his first term in office, too. In 2019, the proclamation began, “On Law Day, we renew our commitment to the rule of law and our Constitution. The rule of law requires that no one be above the obligations of the law or beneath its protections, and it stands as a bulwark against the arbitrary use of government power.” Unfortunately, he never lived up to those sentiments. On Thursday, we can look for the proclamation and point out the inconsistencies between what we expect from our presidents and how this one is behaving. The hypocrisy is always full force, and we shouldn’t shy away from pointing it out.

    Due process is the sleeper issue of the second Trump presidency. No one really expected democracy issues, let alone concepts like the rule of law and due process to animate a country’s protests. But it’s increasingly clear that Americans are smart, and when we are well-informed, we have no difficulty assessing what matters and what is true. We see more and more of that as Americans carry signs that say “No Kings” and “Due Process” at local rallies. All of us can be advocates for democracy, not just the lawyers among us.

    Here at Civil Discourse, we all understand the importance of this. We need to make sure the rest of the country does too. Until the Trump administration is over, it has to be Law Day every day. 

    In 2024, the Law Day theme was “Voices of Democracy,” recognizing that the people are the rulers in a democracy. Americans express their views without fear of retribution because of the First Amendment and vote in elections to select their leaders. It’s up to us to make sure it stays that way.

    This week will bring more briefings in the Abrego-Garcia case and others. There will be outrages, like the fact that Trump has a website hawking merchandise, literally selling the presidency. It’s not just the $50 price tag on the hat; there’s also the slogan, “Trump 2028,” a reference to Trump’s not-so-subtle hints that he’d like to serve a Constitution-busting third term in office. It’s not a joke. It never is with him.

    So, make sure you take some time this week to celebrate Law Day. Invite people over. Go for a walk with friends or neighbors and share your views. Talk with your kids. Democracy is not automatic; it’s a participatory sport we must all play in together, one with critically important outcomes. Democracy is important. Let’s make sure we play for keeps.

    California education issues to watch in 2025, plus predictions on how they may play out

    It’s that time again when I line up my predictions for the year only to see events conspire to knock them down like bowling pins. 

    As you recall, I lay down my wager in fensters. You can, too, on a scale of 1 fenster — no way it’ll happen — to 5  – it’s bird-brain obvious (at least to you). Fensters are a cryptocurrency redeemable only in Russian rubles; currently trading at about 110 per U.S. dollar. Predict right, and you’ll be rich in no time!

    2025 will be rife with conflict; you know that. It will start Jan. 20, when President Donald Trump will announce that POTUS 47 v. California will be the main attraction on his UFC fight card. Trump’s tag team of both a Republican Congress, though barely a majority, and a conservative Supreme Court will be formidable.

    Since it’s often difficult to know from day to day whether Trump’s acts are grounded in personal vendettas or conservative principles, that will complicate predictions. Insiders also say his decisions change based on the last person he speaks with. Safe to say it won’t be me.  

    With that caution, grab your spreadsheet.

    Trump’s agenda

    Mass deportations could turn hundreds of thousands of kids’ lives upside down, and massive shifts in education policies could jeopardize billions of dollars in federal funding for low-income kids.

    Public reaction will determine whether Trump deports tens of thousands of undocumented immigrants with criminal records or indiscriminately sends back millions of people, as he implied. Most Americans found Trump’s policy early in his first term of separating children from parent border crossers abhorrent. Scenes on social media of ICE agents’ midnight raids, leaving kids without a working parent and potentially homeless, could have the same effect. And Central Valley farmers dependent on immigrants to harvest crops will warn Trump of financial disaster; other factories dependent on immigrants to do jobs other Americans don’t want will, too.

    Trump will rely on shock and awe instead: swift raids of meat-packing plants and of visible sites targeting immigrant neighborhoods in California’s sanctuary cities — to send a message: You’re not welcome here.

    And it will work, as measured by fear among children, violations of habeas corpus (laws pertaining to detention and imprisonment), and, in the end, declines in illegal crossings at the border, a trend that already started, under widespread pressure, in the final year of the Biden presidency. 

    The likelihood that Trump’s deportations will number closer to 100,000 than a million

    The likelihood that Immigration and Customs Enforcement (ICE) will open immigrant detention centers, one each in Northern California and Southern California

    The likelihood that chronic absence rates in California school districts with large undocumented immigrant populations will soar to higher than 40%

    The likelihood that the number of California high school seniors in those same districts who will not fill out the federal application for college financial aid known as FAFSA because of worry about outing an undocumented parent will increase significantly

    The likelihood that the Trump administration will challenge the 1981 Supreme Court decision that children present in the United States have a right to attend public school, regardless of their immigration status and that of their parents

    Eliminating the U.S. Department of Education

    One of the late President Jimmy Carter’s accomplishments was the creation of the Department of Education. Forty-five years later, Trump wants to dissolve it and divide responsibilities among other federal bureaucracies: Title I funding for children in poverty to the Department of Health and Human Services; federal student loans and Pell grants to the Department of Treasury. That would take congressional approval, and past efforts over the years to eliminate it — a popular Republican idea — never came close to passing.

    The likelihood that Trump could get majorities in Congress to eliminate the department

    With or without a department, Trump could make radical changes that could impact billions of federal education dollars for California. He could turn Title I’s $18.8 billion funding for low-income children into a block grant and let states decide how to spend it. California, which had spats with the Obama administration over how to mesh state and federal funding, might welcome that. But poor kids in other states will be at the whim of governors and legislators who won’t be held accountable.

    The likelihood Trump will cut 10% to 20% from Title I funding but leave funding for special education, the Individual Disabilities Education Act, traditionally an area of bipartisan agreement, intact

    The likelihood Trump will call cuts in money for Title I and the Department of Education bureaucracy a down payment for a federal K-12 voucher program

    Mini-fight over state budget

    Later this week, Gov. Newsom will release his 2025-26 budget. If the Legislative Aalyst’s Office was right in its revenue projections, there will be a small cost-of-living adjustment for education programs and at least $3 billion for new spending — petty change compared with Newsom’s big initiatives for community schools and after-school programs when money flowed.

    A piece of it could go toward improving math. It’s been ignored for too long.

    California students perform abysmally in math: Only 31% were proficient on state tests in 2024, compared with 47% in English language arts — nothing to brag about either. In the last National Assessment of Educational Progress results, California fourth graders’ scores were behind 30 other states.

    The State Board of Education approved new, ambitious math standards, amid much controversy, two years ago. The state has not jump-started statewide training for them since. But the board will adopt a new list of approved curriculum materials this summer, signaling it’s time to get rolling.

    The likelihood that Newsom will include hundreds of millions of dollars for buying textbooks, training math coaches and encouraging collaboration time among teachers.

    Ethnic studies tensions

    Conflicts over ethnic studies, which have been simmering since the Legislature passed Assembly Bill 101 in 2021 requiring high schools to teach it will come to a head this year.

    At the center of the controversy is the Liberated Ethnic Studies Model Curriculum Consortium and affiliated groups pushing an alternative version of the ethnic studies framework that the State Board of Education approved in 2021. The state framework, a guide, not a mandated curriculum, places ethnic studies in the context of an evolving American story, with a focus on struggles, progress and cultural influences of Black, Hispanic, Asian, and Native Americans.

    The liberated version stresses the ongoing repression of those groups through a critique of white supremacy, capitalism and colonialism, plus, for good measure, instruction in anti-Zionism and Palestinian liberation. UC and CSU ethnic studies faculty members have led efforts to promote it, with substantial consulting contracts with several dozen districts.

    AB 101’s mandate for teaching ethnic studies, starting in the fall of 2025 and requiring it for a high school diploma in 2029-30, is contingent on state funding. And that hasn’t happened, according to the Department of Finance. Meanwhile, the Legislative Jewish Caucus will reintroduce legislation to require more public disclosure before districts adopt an ethnic studies curriculum. In his Golden State Plan to Counter Antisemitism, Newsom promised to work with the caucus to strengthen AB 101 to “ensure all ethnic studies courses are free from bias, bigotry, and discriminatory content.”

    Some scenarios:

    The likelihood Newsom will press for amendments to AB 101 as a requirement for funding the AB 101 mandate

    The likelihood that Newsom and the Legislature fund the AB 101 mandate, at least to keep it on schedule, for now

    The likelihood the Jewish Caucus-led bill to strengthen transparency and AB 101’s anti-bias protections will pass with Newsom’s support

    Amending the funding formula

    Revising the Local Control Funding Formula, which parcels out 80% of state funding for TK-12, may get some juice this year — if not to actually amend the 12-year-old law, then at least to formally study the idea.

    At an Assembly hearing last fall, the state’s leading education researchers and education advocates agreed that the landmark finance reform remains fundamentally sound, and the heart of the formula — steering more money to low-income, foster, and homeless students, as well as English learners — should be kept. However, with performance gaps stubbornly high between low-income and non-low-income students and among racial and ethnic groups, researchers also suggested significant changes to the law. The challenge is that some ideas are in conflict, and some could be expensive.

    In his budgets, Gov. Gavin Newsom has directed more money to the most impoverished, low-performing schools. However, some school groups want to focus more money on raising the formula’s base funding for all students. Others want to focus attention on districts in the middle, with 35% to 55% low-income and English learners, who get less aid per student than in districts like Oakland, with higher concentrations of eligible students.

    The outcome will affect how much money your school district gets, so keep an eye on what’s happening.

    The likelihood there will be a two-year study with intent to pass legislation next year

    What about tutoring?

    At his preview Monday on the 2025-26 state budget, Newsom barely mentioned education. But a one-word reference to “tutoring” woke me up.

    In my 2023 predictions column, I wagered three fensters that Newsom would expand a promising effort for state-driven and funded early-grades tutoring in a big way. Last year, looking back, I wrote, “It was wise advice couched as a prediction, which Gov. Newsom ignored. (It’s still a good idea.)”

    So it is. Newsom created the structure for tutoring at scale when he created California College Corps.  It recruits 10,000 college students and pays them $10,000 toward their college expenses in exchange for 450 community public service hours. Newsom, in setting it up, made tutoring an option. What he didn’t do is make it a priority and ask school districts, which received $6.3 billion in learning recovery money over multiple years, to make intensive, small-group “high-dosage” tutoring their priority, too. Other states, like Tennessee, have, and Maryland this year became the latest.

    TK for all (who choose)

    Starting this fall, any child who turns 4 by Sept. 1 can attend publicly funded transitional kindergarten in California. The date will mark the successful end of a four-year transition period and a $2.4 billion state investment.

    “Done,” said Newsom pointing to the word stamped on a slide during a preview of the budget on Monday.

    Well, not quite.

    The hope of TK, the year between preschool and kindergarten, is to prepare young children for school through play and learning, thus preventing an opportunity gap from developing in a year of peak brain growth. For school districts, adding this 14th year of school offers the only hope for a source of revenue when enrollment in all grades in many districts is declining.

    But in its first and initial years of full operation, TK will likely be under-enrolled statewide. There are a number of reasons. By design, the Newsom administration and Legislature are offering multiple options for parents of 4-year-olds. There are transitional kindergarten, state-funded preschools, private preschools, and state-funded vouchers for several care options, plus federal Head Start.

    The state has provided financial incentives for providers to shift to serving 2- and 3-year-olds, but it will take time. The state had assumed that transitional kindergarten would draw parents attracted to classes taught by credentialed teachers in a neighborhood elementary school. Some parents prefer their preschool with an adult-child ratio of 8-to-1, instead of 12-to-1 in transitional kindergarten (a credentialed teacher and an aide in a class of up to 24) and a preschool teacher who speaks Spanish or another native language, said Bruce Fuller, a professor of education and public policy at UC Berkeley, who has been researching transitional kindergarten in California.

    And many elementary schools don’t have the bigger classrooms to accommodate TK and kindergarten, or they can’t find enough credentialed teachers and aides to staff them.

    In coming years, transitional kindergarten enrollment will reach closer to serving all 4-year-olds, an estimated 400,000 next year.

    For now, the likelihood that transitional kindergarten will serve more than 60% of a target population

    Keep on your radar

    Equity in funding: Voters approved a $10 billion state construction bond, providing critical matching funding to districts that passed local bonds. But despite small fixes in Proposition 2, the first-come, first-served system favors school districts with the highest property values — whether commercial downtowns or expensive homes. The higher tax burden for low-wealth districts is why some schools are pristine and fancy, while those in neighboring districts are antiquated and decrepit. The nonprofit law firm Public Advocates threatened to file a lawsuit last fall, and hasn’t said whether it will follow through. But it would be a landmark case.

    In the 1971 landmark decision in Serrano v. Priest, the California Supreme Court ruled that a school funding system tied to local property taxes violated students’ constitutional rights. Challenging the state’s reliance on districts’ disparate local property wealth to fund school facilities could be the equivalent.

    Rethinking high school: Anaheim Union High School District is among the districts thinking about how the high school day could be more relevant to students’ personal and career aspirations. Anaheim Union is exploring how an expanded block schedule, team teaching, interdisciplinary courses, artificial intelligence, online learning, and job apprenticeships could transform learning.

    The six-period day, education code rules in instructional minutes, and seat time may be obstacles to change and perpetuate mindsets. For now, discussions have been more conceptual than specific.  The State Board of Education has a broad power to grant waivers from the state education code; State Board President Linda Darling-Hammond said the board is open to considering them. This may be the year a district or group of districts take up her offer.
