    ‘My confidence grew’: LAUSD student board member works to elevate Latino, student voices

    After hours of test taking last May, Karen Ramirez perked up when she saw a district leader and a camera crew walking onto her high school campus. 

    She had a hunch good news awaited. 

    Her instincts were right — then-17-year-old Ramirez was about to learn she had been elected as LAUSD’s student board member.  

    “I turned around, and I was like, ‘Wait, I think this means something happened,’” Ramirez, a senior at the Girls Academic Leadership Academy, said. “Eventually, I walked into my classroom because they brought cameras to film my reaction, and that’s when it hit. I was like, ‘Oh my goodness, I think I got it!’”

    Since launching her campaign last February, Ramirez has made it her mission to promote student leadership across the district and to support the district’s Latino community. 

    “I know this is a position that not every student has in the district,” she said. “And to be able to be the one to experience all this, I feel very privileged.”

    A path to the board 

    Ramirez’s path to LAUSD’s school board began when she was in the eighth grade and on LAUSD’s Superintendent’s Student Advisory Council, a group that meets with the superintendent several times each year to provide student input on the district’s efforts. 

    “I thought it would be a really nice idea to get an insider’s perspective into what’s going on,” Ramirez said. “Being able to see how (the committee has) evolved has definitely been an amazing thing.” 

    Ramirez has remained on the Superintendent’s Student Advisory Council since, tallying up nearly five years of district leadership. Being part of the board, she said, has been a “constant” in her educational journey. 

    One day during her junior year, an older mentor on the advisory council told her about the student position on the Los Angeles Unified School District board, and Ramirez’s campaign began. 

    “I started off just kind of thinking ‘Oh, OK, I just want to see what happens next,’ but then, as I got involved in the campaign process and started seeing how many students I would actually be representing in the district, that’s when it really became such a big passion for me,” she said. 

    “I know that my representation on the school board is something that is pretty big, especially for the Latino community.” 

    Last April, following an application and interview process, the district posted introductions to each of the position’s 10 finalists on its Instagram account, along with a brief speech made by each. Students then had two weeks to vote through an online portal. 

    “Everyone would start reposting on their Instagram stories, and they would all start campaigning for me on their own, and I didn’t even know that it was happening until after the fact, when I would talk to some friends who told me, ‘Oh, I voted for you!’” Ramirez said. 

    Elevating student voices on LAUSD’s school board

    A critical forum for Ramirez to amplify student voices is through LAUSD’s school board meetings, where she speaks on behalf of students and co-sponsors resolutions, including one honoring Latino heritage. 

    Each month — and after a week of reviewing roughly 600 pages worth of materials and a summary in preparation for the board meeting — Ramirez is pulled out of school around 11:00 a.m., after her second period class, and is driven to downtown Los Angeles for the board meeting. 

    “Once I get there, I have lunch. I prepare, I look over all the board resolutions we might be discussing in the boardroom, and I take notes. I circle any things that might be relevant to students and that I might want to comment on,” Ramirez said.  “And I also look for any board resolutions that I might want to co-sponsor.” 

    LAUSD’s student board members’ votes don’t technically count in board decisions, but they can introduce resolutions and can cast advisory votes, which school board member Tanya Ortiz Franklin said is “powerful” when making major decisions for the district. 

    Ramirez said it is vital that students’ voices are heard by school board members and the community at large, noting that district leadership often has to prioritize other challenges and communities. 

    “Sometimes the responsibilities that we (students) hold are big, but it’s not as big as what board members are doing. They have so much more on their plate,” Ramirez said, stressing the importance of providing students one-on-one attention. 

    “We are accessible, and (students) can reach out with any worries or comments, or just things that they want to see in the district. … I will always be attentive to the needs. … That’s the biggest thing.”

    Ramirez also emphasized the importance of individual, one-on-one interactions, where she meets with students and encourages them to attend board meetings and join the various student councils at the district level, including an Asian American Pacific Islander council, individual board members’ councils and the Superintendent’s Student Advisory Council. 

    “Oftentimes, we feel a gap or lack of connectivity with our school board members, especially because our school board members are always on their platform … and so as students, a lot of times, we feel like we can’t really reach out to them,” Ramirez said. “My biggest thing is to really bridge that gap that we might feel.” 

    Bridging gaps 

    Beyond attending regular school board meetings, Ramirez has attended leadership conferences, appeared on television for Latino heritage month, reached out for collaboration with the Mexican Consulate and is working to launch a podcast later this year. 

    The podcast, she said, is in Spanish and will specifically cover topics pertinent to English learners. “That’s a community that’s really close to my heart and I always want to support,” she added.

    Ramirez’s commitment to her heritage makes her stand out, Ortiz Franklin said.

    “What’s so clear from Karen is how proud she is to be Latina, how privileged she feels to be a representative on the board in a district that is almost three-quarters Latino, and just what that means for immigrant families in particular, given how much of Los Angeles has been influenced by immigrant communities over the past generations,” Ortiz Franklin added. 

    Moving forward with confidence 

    Ramirez’s motivation to enter public service goes back to her parents, who encouraged her to take advantage of every opportunity. 

    “Some of the things that we … don’t have access to are things that you do have access to,” she remembers her parents telling her. “So if you have that opportunity, then you definitely have to take it.”

    Ramirez said, “When I was told about the student board member position, and I knew that I had the opportunity to do something for my community as a whole, I thought that that was something that I couldn’t give up.”

    Ramirez said her education at the Girls Academic Leadership Academy — LAUSD’s only all-girls school — has been especially formative in developing her confidence, not only as a board member, but as a leader in her high school’s student body and various clubs. 

    “Being in that environment around so many women, I felt like my confidence grew. In school, we always like to support each other,” Ramirez said. “I bring that confidence and that energy anywhere I go.” 

    Ramirez has accepted a scholarship to Yale University, and this fall she will become the first in her family to attend college. 

    “It’s an honor. I’m so excited to see how I experience that,” Ramirez said. “And anything that I learn there, I’ll bring that to my family and bring back to my community.”

    Heed youth voices to improve school climate

    In June 2023, as I tightly hugged my childhood friends and departed from Saratoga High School, an emotional conflict stirred within me. We had graduated with an intense knowledge of the thrilling and very challenging life of a student in today’s world. As I reflected on the transformative experiences that shaped my high school years, I felt fortunate to have shared and expanded these insights while on the California Center for School Climate’s Youth Advisory Team. This defining moment to partner with peers and experts throughout California to help improve school climate had a resounding impact on me.

    The Youth Advisory Team, which included adult mentors and seven students I collaborated with virtually, examined the challenges that stem from high levels of stress in students and the root causes of it — exploring the daily pressures of academic success, college admissions and competition. As I engaged in discussions and initiatives in and outside my school, it became evident that fostering a positive and inclusive environment is not merely a goal but an urgent necessity.

    Attending schools in both Costa Rica and Saratoga, I witnessed the impact of school climate on students’ emotional and physical well-being. Local and societal prioritizations of social status and wealth led many students, including me, to share a simple mindset: The more we take on, the better we are as people. Rather than using empathy, curiosity and integrity to gauge our worth and that of others, we often rely on a resume to determine a person’s value. While many dedicated school staff and parents attempt to alleviate this taut way of thinking, students often feel compelled to take on as many responsibilities as possible and try to execute them all perfectly, leaving them anxious and exhausted. The need to excel at everything can lead to a negative school climate and internal conflicts where students feel burdened by unrealistic expectations from themselves and others.

    Academic achievement and college admissions should not overwhelm students’ educational experiences. To thrive, students need opportunities and flexibility to discover their own paths. However, students can’t expect adults to properly bring about change if they don’t hear students’ voices — youth need to help guide the direction education leaders take with decision-making, whether this be in advisory committees, one-on-one conversations, school polls/surveys, etc.

    Working closely with the California Center for School Climate and fellow students, our team helped develop resources explaining the importance of school relationships and school safety, designed a toolkit for educators to better support staff and student connection, and attended meetings about topics related to school climate, including school safety, mental health, and well-being, equity and inclusion.

    A key lesson I learned through this work was that in order to co-create school climate resources, adults must actively listen to and engage with students to build trust and meaningful relationships — helping them feel comfortable speaking up in any environment. Breaking down barriers is essential to have these meaningful conversations in which students can begin to see adults beyond their authoritative powers (making rules, handing out punishments, giving rewards) and as real people with struggles. When adults are willing to be vulnerable to the extent that they feel comfortable, it makes students feel like they can open up, too — creating an open and honest space to talk, share and take real steps forward.

    However, a movement toward a healthier future isn’t automatically successful on its first day; it requires us to adapt to our communities’ changing needs constantly. The mental and physical health of youth will only improve through a constant flow of reflection and open-mindedness, tied together by a disciplined will to do something better. I was reminded of this during the center’s annual virtual event in 2023, in which nearly 200 school staff, parents and educators from across California came together in the middle of a workday to listen to our youth panel relay our insights.

    The youth panel members had spent months researching resources (such as toolkits, educational videos, and guides) from a broad range of sources, analyzing our school experiences, and considering different concepts. That day, we shared our recommendations with education leaders on what they could do to help their young people, which included:

    • Integrating mental health discussions/lessons into existing or new curriculums.
    • Revisiting guidelines regarding a balanced amount of take-home work.
    • Ensuring that school clubs and sports are healthy environments.
    • Creating online open channels of communication and in-person events with parents to educate them on the pivotal role home life plays in student well-being and success.

    The members of our audience were willing to take the time to reflect on their own strategies and were open-minded enough to acknowledge and consider new ones.

    Students and adults should aspire to assemble and strengthen bridges of trust and understanding with the overarching goal of committing actionable change. Together, they can forge a path toward a more positive and inclusive school climate where students feel cared for, empowered and ready to embrace their futures.

    Students are heading back to school or starting school for the first time in districts across California. Parent involvement is key to student success, and many get involved by volunteering in the classroom, tutoring or chaperoning field trips. But there are also other ways for parents to get involved. State law requires that schools and districts establish several committees to ensure parent voices are heard when making policy and funding decisions.

    This is a quick guide to the different committees parents can join to have a say in school governance.

    School Site Council

    All schools must establish a School Site Council if they receive “categorical funding” from the federal or state government for programs like Title I (designated for low-income students), Title III (for English learners and immigrant students) and others. This council is made up of parents, teachers, staff members and the principal. High schools also include students on their site councils. 

    The School Site Council assesses needs in the school, including analyzing student test scores, and decides on goals to meet those needs. They also develop the School Plan for Student Achievement, which includes how funding will be spent to meet the goals. A school site council might decide, for example, to hire a reading intervention teacher, if they notice that reading scores are particularly low, or they might decide to focus on professional development for teachers, or instructional aides for English learners. These plans are ultimately submitted for approval by the school district.

    The council meets regularly throughout the school year to ensure the plan is being carried out and evaluates the progress made toward goals.

    English Learner Advisory Committee

    All schools with 21 or more English learners must establish an English Learner Advisory Committee (ELAC). This committee is made up of parents, staff and community members, but parents or guardians of English learners must make up at least the same percentage of the committee as English learners represent within the student body. This committee advises the principal and staff, helps develop a school plan for English learners and reviews how well the school is serving English learners.

    Parents and guardians may also be elected at their school-level ELACs to join the District English Learner Advisory Committee (DELAC) in every district with at least 51 English learners. Parents or guardians must make up at least half of the members of the DELAC. This committee helps develop a district master plan for serving English learners and ensures the district is complying with laws regarding English learners. This committee also reviews and comments on the district’s policies for deciding when students are proficient enough in English to no longer be classified as English learners.

    LCAP Parent Advisory Committee

    California’s local control funding formula directs money to schools based on the number of students enrolled who are low-income, English learners, foster youth or homeless. Under state law, all districts that receive local control funding from the state must get input and advice from the Parent Advisory Committee on how to spend the money for these groups. The committee reviews and gives feedback on the district’s Local Control Accountability Plan, which details how the district plans to spend the funding. 

    Community Advisory Committee (for special education)

    Every Special Education Local Plan Area (SELPA) — which could be one district, a group of districts, or include a county office of education — must have a Community Advisory Committee. They are made up of parents, teachers, students and adults with disabilities, as well as representatives from agencies that work with people with disabilities. These committees are focused on making recommendations and giving feedback on how districts are serving children with disabilities.

    Migrant Parent Advisory Council

    All districts that receive funding for migrant education programs must also establish a Migrant Parent Advisory Council, to plan and evaluate migrant education programs. Migrant education programs serve children whose parents or guardians are migratory workers in agricultural, dairy, lumber, or fishing industries and whose family has moved during the past three years. The goal is to reduce problems caused by repeated moves.

    The council members are elected by parents of children enrolled in the migrant education program, and two thirds of the members must be parents of migrant children.

    In addition, the State Superintendent of Public Instruction also has a State Parent Advisory Council to evaluate the statewide migrant education program. Two thirds of this statewide council must also be made up by parents of migrant children.

    Parent Teacher Association or Organization

    Parent Teacher Associations (PTAs), Parent Teacher Student Associations (PTSAs) and Parent Teacher Organizations (PTOs) are organizations based at schools that help organize volunteers for classrooms or for school events, raise funds for school supplies, field trips and extracurricular activities, and even help with communication between schools and families. PTAs and PTSAs are affiliated with the state and national PTA. PTOs are the same type of group but not affiliated with the larger organization.
