    How local districts and universities responded to storms pounding Southern California

    As severe weather conditions continue to pound the state, some school districts and university campuses throughout Southern California closed or made adjustments to instruction Monday — while others have opted to remain open.

    On Sunday, Gov. Gavin Newsom declared a state of emergency in eight counties: Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Luis Obispo, Santa Barbara and Ventura. 

    “California: this is a serious storm with dangerous and potentially life-threatening impacts. Please pay attention to any emergency orders or alerts from local officials,” the governor said in a news release. “California is ready with a record number of emergency assets on the ground to respond to the impacts of this storm.”

    As a result, several Cal State campuses moved classes online Monday, including Cal State Fullerton, Cal State Long Beach, Cal State San Bernardino, Cal Poly Pomona, Cal State Dominguez Hills, Cal State Los Angeles and Cal State Northridge. 

    Santa Barbara County Sheriff Bill Brownaid also announced that county schools will be closed Monday, including Santa Barbara Unified School District— which will announce any closures beyond Monday later today. 

    The Los Angeles Unified School District, however, announced they would keep the vast majority of their campuses open — with the exception of Vinedale College Preparatory Academy and the Topanga Elementary Charter School. 

    District maintenance teams were instructed to arrive at school sites at 5 a.m. Monday to assess their safety and accessibility, according to a district post on X, formerly known as Twitter, on Sunday. The district also said in an X post it they would closely monitor campuses that are most likely to be asffected by the storm and that guidance from the city and county would determine any additional closures. 

    “We recognize the severity this storm can cause, especially in certain communities, and urge everyone to be careful and cautious,” read a district statement released at about 6:15 a.m. Monday. 

    “Please use your best judgment based on the conditions where you live and your ability to safely travel to your school/work location.” 

    LAUSD Superintendent Alberto Carvalho also said in a letter to staff and families on Sunday that district leaders “remain confident” in their ability to provide “the necessary instructional and operational support to students,” especially those who rely on their school-provided meals.

    A statement by SEIU Local 99, the union representing classified school employees, emphasized the importance of safe working conditions and constant communication with the district. 

    “Regardless of where you work, safety is the priority. Please give yourself extra time for your commute and use extreme caution. No one should lose pay due to the unsafe conditions created by the storm,” the statement read. 

    The Santa Monica-Malibu Unified School District, however, has taken a split approach, with campuses in Santa Monica remaining open and those in Malibu closing

    Farther south, the San Diego County of Office of Education’s Project Rest has helped nearly 100 San Diego Unified School District families affected by the storms secure motel vouchers, CBS8 reported

    Kristy Drake, who works at the district’s Office of Children and Youth in Transition, told CBS8: “We are not going to leave any of our families outdoors or in their cars, so we are extending and hopeful that some more stable housing relief will show up very, very soon.”

    Most California high school seniors shut out of even applying to the state’s universities


    Christian Robinson always planned to go to college, but when she graduated from Adelanto High School in California’s High Desert, she felt aimless. Without a plan or preparation for higher education, she decided to go to work instead.

    She regrets that now.

    “I wish I would have gone straight into college because I would have had everything done, finished and over with,” said Robinson, who at 20 is now enrolling at Victor Valley College.

    Currently, Robinson juggles two jobs, working for a security company and serving fast food. She wishes she had received more guidance about attending college from her school. 

    Robinson’s story was typical for Black students at Adelanto High School, where over 8 out of 10 Black students graduated in 2020 without the college prep courses — known as A-G — required for admission to California’s public universities.

    The path has been different for her younger brother MarQuan Thornton, currently a high school senior at Adelanto. Months away from graduation, Thornton is one of a small group of students deciding not whether he will go to college, but which one.

    Thornton has worked hard but recognizes that the key difference between his trajectory and his sister’s is the support he’s getting from school that did not exist during his sister’s time there.

    Three years after his sister graduated, his high school began the Heritage Program, which is aimed at ensuring that Black students, like him, are on track to complete their A-G requirements.

    Thornton knows he’s on track to meet the requirements that will make him eligible to attend a state university. 

    “If she (Christian Robinson) had this type of chance when she was in high school, she probably would have been where I am at,” Thornton said. “I can see the difference.”

    While the vast majority of students in California — 86% of seniors in 2023 — graduate from high school, most — 56% in 2023 — do not complete their A-G requirements, according to an EdSource analysis of data from the California Department of Education. EdSource’s analysis found that Black and Latino students are the hardest hit.

    In 2023, 68% of Black students and 64% of Latino students did not meet A-G requirements, compared with 26% of Asian students and 48% of white students, according to EdSource’s analysis. 

    The highest non-completion group is foster students at 88%, followed by disabled students at 85% and English learners at 82%.

    “These kinds of numbers should be treated as a five-alarm fire,” said Melissa Valenzuela-Stookey, director of P-16 research for Ed Trust-West, a nonprofit that advocates for justice in education. 

    Valenzuela-Stookey said high school graduates are being shut out of affordable four-year public college options, because they are not getting the support they need to complete the A-G coursework. 

    “Our education systems urgently need to invest more in our students of color,” Valenzuela-Stookey said.

    As Robinson neared graduation in the early days of the pandemic, she said everyone, even teachers, seemed to lose track of how to prepare students for college and life after high school. 

    But long before the pandemic, the district was struggling to prepare Black students to meet their A-G requirements and be ready for higher education, according to Ratmony Yee, assistant superintendent of educational services for Victor Valley Union High.

    Robinson’s mother, Crystal Francisco, says that she is proud of how hard her daughter works to earn her own money. But she concurs that if Heritage had been around, Robinson might have gone straight to college.

    “She probably would have gone a different way,” said Francisco.

    Of 1,766 high schools in California, about half graduated more than 56% of students lacking the required college preparatory courses. 

    Fewer than 2 out of 10 students met A-G rates in 2023 in many northern counties, such as Lake, Del Norte, Plumas, Lassen, Nevada, Tehama, Trinity. Just 3 out of 10 students in Kern, Merced, Tulare and Kings counties met the requirements. That compares to the Bay Area in San Mateo, Santa Clara, Alameda and Marin counties where more than 5 out of 10 students met A-G requirements. 

    Improving low A-G completion rates has been a longtime goal of both educators and state policymakers, but it’s a problem that resists easy answers or quick fixes, said Sherrie Reed, executive director of the California Education Lab at UC Davis and a researcher with Policy Analysis for California Education (PACE), an independent research nonprofit affiliated with several California universities.

    The idea of simply aligning the state’s minimum high school requirements with A-G requirements hasn’t gained steam because of the concern that it would result in fewer students graduating, said Mayra Lara, the director of Southern California partnerships and engagement with Ed Trust-West.

    What are A-G requirements?

    The details of A-G requirements can be arcane, especially for students and parents who are not familiar with the college admissions process.
    The state requires students to complete a minimum of 13 courses to receive a high school diploma.

    But to attend a UC or CSU requires that a student takes 15 courses in seven areas: history, English, math, science, foreign language, arts and an elective. Each category has its own letter, A-G, which is where the requirements get their name.

    These courses overlap with high school requirements, but they are also more rigorous. For instance, three years of English are required to graduate from high school, while A-G eligibility requires four years. Only one of those years can include English as a Second Language or English Language Development — courses that English learners are often enrolled in.

    Low grades are a common way students fall off the A-G track. A “D” is considered a passing grade for a high school diploma, but A-G classes require at least a “C” to count as eligible.

    The state, instead, has offered carrots for districts working on improving poor A-G rates, especially those that have a large marginalized student population, such as those who are low-income, English learners, homeless or have a disability. In 2021-22, the state set aside over $547 million for the A-G Completion Improvement Grant Program. The state has also pushed dual enrollment and career technical education to the high school curriculum, both of which can help students meet their A-G requirements.

    Progress has been slow. The number of students who have met A-G requirements statewide has ticked up just shy of four points over the last six years. 

    Understanding why any given student may or may not meet A-G requirements requires examining what is happening in a particular region or district, as well as disparities within schools.

    “The answer is that it is all of that,” said Reed. “No one factor accounts for it.”

    Some students said that graduating without meeting A-G requirements sent them the message that they were not college material.

    Brock Wooster-Mills, 20, said he felt “doomed to fail” as a student with a disability attending Liberty High School in Bakersfield, where 49% of students do not meet A-G requirements.

    Partial hearing loss had affected Wooster-Mills’ ability to speak and follow lessons in elementary school. But even when his hearing improved, his counselors in the Kern High School District wouldn’t allow him to transfer into required A-G courses such as French and geometry. 

    He remembers one special education teacher telling his class that they likely wouldn’t even attend a community college, but Wooster-Mills said he always knew he was capable of more. He enrolled in Bakersfield College in 2021, the fall after he graduated. 

    He’s now in his sixth semester, but his lack of academic confidence and inadequate preparation continue to dog him. In high school, he had never been taught how to write an essay. He had never studied a foreign language, which made Spanish daunting. He failed the first time he took it.

    “I feel like I’m still behind,” he said. “I wasn’t taught what I was supposed to be taught.”

    College increasingly important for economy

    Researchers say that preparing students for college is increasingly important for the American economy. By 2031, 72% of jobs will require a college degree or post-secondary education such as an associate degree, according to the Georgetown University Center on Education and the Workforce

    Most high schools in the state — 91.4% of traditional district schools, according to PACE — do offer a full slate of A-G coursework that put them on track for college. But the degree of access students get to those courses or support, once they have enrolled, varies greatly, resulting in wide disparities between groups of students.

    PACE released a series of briefs and reports on the A-G completion rates in summer 2023, noting that access to rigorous coursework — whether dual enrollment, Advanced Placement or other college preparatory courses — can profoundly change the trajectory of a student’s life. These courses not only set students up for admission to college, but make it more likely that a student will pursue college in the first place.

    Researchers found that some high schools do not offer the full range of A-G courses. In 2018-19, 2.5% of schools offered no A-G courses, and another 6% only offered some A-G courses. The list also includes small and rural schools that struggle to hire teachers who are qualified to teach A-G required classes in fields such as math, science or foreign language. 

    But 84% of schools that do not offer a full range of A-G courses are charter schools focused primarily on credit recovery for students at risk of not graduating from high school. Charter schools tend to be outliers in both directions; schools with the highest and lowest A-G rates — where fewer than 40% or greater than 80% of students meet A-G requirement — tend to be charters.

    Changes in high school can help

    Adelanto High is a part of Victor Valley Union High School District, which serves communities in the High Desert, including Victorville. Cheap, abundant land attracts residents priced out of the Southern California housing market, but there is little economic opportunity. Unemployment is high, and so is the poverty rate.

    “The kids get stuck here, because there’s a cycle of poverty,” said Aleka Jackson-Jarrell, the coordinator of the Heritage program at Adelanto High.

    Educators in Victor Valley Union High say that beyond ensuring that students have all of their options open to them upon graduation, it is not their role to choose a path for students. Military or trade school are options celebrated at the school, but educators tell students that a bachelor’s degree will be key for most students who aim to earn better wages and escape the cycle of poverty.

    “Money talks,” said Yee, assistant superintendent of instructional services for Victor Valley Union High.

    District leaders say ensuring that students meet their A-G requirements opens up two key options for students: being eligible to apply for a CSU or UC school, and also having the preparation to succeed at a community college.

    Like much of inland California, the rate of students completing their A-G is low in Victor Valley Union High. In 2016-17, 13% of students in the district completed their A-G coursework, but it has been improving: that number rose to 29% last year.

    Victor Valley Union High has been making districtwide changes that administrators say are key to putting more students on track for A-G completion. 

    Scheduling is important, Yee said. Creating a master schedule that prioritizes disabled students or English learners ensures these students aren’t missing A-G coursework because of a scheduling conflict. Some schools also build tutoring into daily schedules for struggling students.

    The district studied students’ transcripts to figure out how to improve their chances of meeting A-G requirements. For instance, they found that students who took foreign language classes as freshmen or sophomores were more likely to fulfill this requirement, because they had time to retake classes to make up for any poor grades. Students are now required to begin their foreign language courses by sophomore year. 

    Victor Valley Union High also rolled out two programs aimed specifically at groups of students that were struggling the most: Black students and long-term English learners. 

    Homing in on groups who need the most help

    The Heritage program, aimed at Black students like MarQuan Thornton, was piloted in 2022-23 at Adelanto High. Beginning sophomore year, every Black student in this High Desert school is automatically enrolled in this program that ensures students are prepared for graduation as well as college and a career.

    Thornton said the program has helped him, even ensuring that he made up classes he struggled with his sophomore year. He now boasts a 3.7 GPA.

    A-G completion rates for Black students at his high school improved. In 2021-22, 6% of Black students met their A-G. The following year, when Heritage began, that number jumped to 26%.

    Because of its early success, the program is not only being rolled out at other campuses in the district, but is being used as a model for Legacy, a program aimed at long-term English learners.

    Students in both Heritage and Legacy are sorted in four groups. Level 1 students are on track to graduate from high school with A-G requirements, while Level 4 students may be in danger of not graduating from high school at all. The coordinators hold monthly sessions with each group on topics ranging from how to fill out the FAFSA form or make up failed classes to basic life skills that students approaching adulthood need. Students also visit college campuses. 

    Parents are invited for workshops to school so that they can understand the importance of A-G classes and learn how to support — and perhaps badger — their children into staying on track. 

    Heritage coordinator Jackson-Jarrell said that having a background similar to her students’ helps her connect with them. She dropped out of high school when she was younger. She tells students that earning degrees — starting with an associate degree and ultimately obtaining a doctorate — helped her go from making $4.25 an hour to making six figures.

    Her counterpart at Silverado High, Jose Velasco, teaches Spanish and runs the Legacy program. Like many of his students, Velasco is a child of immigrants whose first language was Spanish. He checks in to make sure students have access to bilingual aides so that they can understand the content in their college preparatory classes, such as geometry or history.

    When Heritage first began, Jackson-Jarrell experienced pushback from non-Black teachers, parents and students questioning the need for a program focused solely on one group of students and pointing to other programs such as AVID, that focused on college and career readiness.

    “We were hit with questions like, ‘Why is this program just for Black students? It’s not fair,’” she said. 

    Jackson-Jarrell would tell them that the data was showing that overwhelmingly, Black students need the most support meeting A-G requirements and that they have unique needs and challenges that Heritage addresses. When students visit college campuses, they try to imagine themselves fitting in. Not seeing Black students on campus can reinforce the idea that they don’t belong on a college campus.

    “They’re looking for themselves,” said Jackson-Jarrell. “They feel like they don’t belong.”

    So, Heritage will often ensure that when they visit campuses, they can meet directly with students from the Black student resource centers. This upcoming spring, Heritage students are invited on a tour through the American South, visiting historically Black colleges and universities. Legacy makes a point of visiting with Latino student groups on campus for similar purposes.

    Jackson-Jarrell said that programs like Heritage and Legacy are important for the economic development of the community and hopes to see more programs like them in other districts in the High Desert.

    Superintendent Carl Coles concurs. Increasing the rigor of students’ coursework and preparing them for higher education doesn’t just set students up for success, it improves the prospects of their families and the larger community. The district’s renewed focus on A-G requirements, he said, goes right to the core of why education is so important.

    Coles said, “It really is so that every kid can live a life of purpose.”

    Colleges and universities must step up to counteract financial aid form delays

    In any given year, planning for higher education and applying for financial aid is a complicated, overwhelming and time-consuming process for families.

    This year, amid an extensive list of changes to the Free Application for Federal Student Aid, or FAFSA, application and processing delays, and the growing list of glitches and issues with the application, submitting the FAFSA by the deadline for priority admission to California state universities may seem like an impossible task.

    Parents and families that our organization has worked with and surveyed in this application cycle are frustrated. And, with so much at stake for their students, they want to know: “Given all the delays with the FAFSA, will students have a longer time to decide which school to go to next year?”

    We think they should.

    The experiences of the families we connected with are consistent with what we are seeing nationwide. A National College Attainment Network analysis found that FAFSA submissions for the class of 2024 lag behind last year’s senior class by 42%. Even if families are able to submit an application, institutions won’t be able to create financial aid packages until early April, six weeks later than previously announced, and four months later than is typical.

    These delays are more than an inconvenience.

    Delays and technical issues with the application will have the most significant impact on the students who need financial aid the most. Students of color, students from mixed-status families, first-generation college students, students experiencing homelessness, and students in the foster care system are more likely to experience difficulty accessing financial aid, or completing their applications at all. Last week, the U.S. Department of Education announced a resolution to a problem that was halting the application process for students with parents without a social security number, giving those students less than three weeks to submit their applications.

    Policymakers and advocates across the country have offered various proposals to ensure that students and families have ample time to make an informed decision about higher education. Over 100 members of Congress urged Secretary of Education Miguel Cardona to provide clarity and “minimize the potential impact” of the issues with the FAFSA.

    California state legislators are currently debating a one-month extension for state financial aid. The State Higher Education Executive Officers Association released recommendations for states given the delay in Institutional Student Information Records. The National College Attainment Network and nine other organizations have called for the extension of university commitment and scholarship deadlines.

    The U.S. Department of Education recently announced it would relax requirements for colleges and universities in order to allow more time for getting financial aid packages to families. However, this alone is not enough to ensure that students across the country have access to the money they need to attend college.

    Institutions of higher education must be proactive and support students and families to access the financial aid they deserve. Colleges and universities should delay commitment and scholarship deadlines to June 1 to allow families enough time to compare financial aid packages and decide which university is right for them.

    The FAFSA Simplification Act was designed to make financial aid more accessible to students across the country. Let’s not penalize the students and families who are essentially beta testers this year. We must do all we can to remove as many obstacles as possible for students and keep our promise of simplifying the financial aid process for this class and every class to follow.

    Should colleges and universities bring back SATs and ACTs?

    When the Covid-19 pandemic seriously disrupted the ability of students to take SATs and ACTs, many colleges and universities, including the University of California and California State University systems, either made standardized tests optional or dropped the requirement for admissions. Now, Dartmouth is the first to say that either SATs or ACTs will be required again for fall 2024 applicants, and a few other universities, including Harvard, are following this path. 

    Even before the pandemic, equity concerns were often cited as reasons these tests should not be required; both the UC and Cal State systems have maintained that they will continue to be SAT- and ACT-free.

    To learn what university students think about the potential return of standardized testing, EdSource’s California Student Journalism Corps asked them the following questions at seven California colleges and universities:

    “While UC and Cal State have said there are no plans to change their test-free policy, in place since 2020, do you think standardized tests such as these should return? Why or why not?”

    Below are their responses.

    Alex Soriano opposes the return of standardized tests, suggesting that there should be “more holistic ways” to evaluate students equitably. However, he is unsure of what an alternative might look like.

    “In my opinion, based on evaluating different skills … I feel like (the test) doesn’t really evaluate knowledge on the same level,” he said. “I think bringing back standardized tests would bring back [equity] issues.”

     To showcase the disparity of standardized test scores, Soriano references EdGap.org. The website features a map that displays the median household income of neighborhoods and the average SAT and ACT scores in those areas. The map indicates that high-income areas exhibit well-performing test scores in comparison to those from low-income areas. 

    “Coming from the upper-middle-class area of San Diego, my area was super high (in SAT and ACT scores), and it made sense,” Soriano said. “A lot of my friends could afford to pay for the extra tutoring; they could pay for a counselor that can come in and work on standardized test prep, and not everybody is able to afford those services.”

    “I think they should (return) just because I think it’s a good (performance assessment) other than grades for colleges because some high schools inflate their GPAs,” Rodriguez said. “It’s kind of a middle ground.”

    After taking the SAT exam once, Rodriguez was satisfied with the “OK” score he received since he wasn’t planning to apply to any universities with a high SAT requirement. Instead, he opted to attend Modesto Junior College and has since transferred to San Diego State University.

    “It’s weird because I know some people are not great test-takers and some students haven’t had the luxury of being in certain classes or receiving tutoring,” he said. “Some people were spending crazy amounts of money to have a good SAT and ACT score. I wasn’t one of those guys, I was just happy with whatever I got.”

    “No, I do not believe standardized testing should be reinstated,” Kattaa said. “The SATs are a disadvantage for most college applicants.” 

    Kattaa believes that “a student’s GPA, extracurriculars, admission essays, and letters of recommendation speak more (about) a student’s academic and personal achievements. They are more than just one test.”

    Kattaa also believes that the absence of required standardized tests has increased diversity on college campuses.

    “I believe that standardized tests such as these should not return due to the amount of pressure it puts onto students and the possible disadvantage regarding admission status,” Naseer said. However, she sees the advantage of the tests being provided “for those who want to show more dedication.”

    She understands that colleges and universities are looking for “well-rounded students; academics certainly play a greater role when applying to college.” 

    But Naseer is concerned that when students don’t have high scores, “It may cause them to be looked down upon, (and) there are other factors such as general academics or volunteer service that should be prioritized as well.” 

    Naseer continued, “As a student who didn’t take these tests, I feel that doing so allowed me to focus and improve on other areas of my studies/experience.”

    “No, I don’t think these tests should be brought back,” Garcia said. “I think there should be a different type of examination process. I didn’t take the ACT or SAT and got in (to UCLA). I think they don’t really evaluate the student as a whole.”

    Garcia added that she thinks the tests don’t “give a very good evaluation of students, academically speaking.”

    “We got rid of the SAT and ACT requirements a few years ago, and I honestly think that it’s more fair for people to not have (these tests) as a requirement,” Wolin said.

    Wolin said she was able to get SAT tutoring, but it was expensive for her family, and she’s “very aware that not everyone can afford that.”

    “While I did have a leg up, I know that it wasn’t fair to everyone,” Wolin said. “I think abolishing that requirement was a step in the right direction. I wish I had a better solution for a replacement, but I don’t. At least now, I know they’re focusing on a more holistic approach, which I think is more fair.”

    “I think it depends on the college,” Bar said. “For a school like Cal Poly, where a majority of what they are going to take into account is your GPA and test scores, it is different from a private college where they are going to take a more holistic approach.”

    As a student who participated in examinations for his admission into Cal Poly, Bar said that he believed the university could benefit from reinstating test scores in exams, to add more depth to applications. 

    “Right now, Cal Poly doesn’t use essays, so all the application really consists of is biographical information and GPA,” Bar said. “I think there should be another component, like SATs or ACT scores. I think for a school that requires just such minimal information about the applicants, they should require it.”

    “They should be test-free because it makes admissions more equal, and all higher SAT scores usually come with higher preparation,” Martinez said. 

    Martinez said she hopes UCs and CSUs would not require test scores because she finds inequality when colleges use standardized test scores for admissions. The SAT takes preparation and financial resources that not all students can access, according to Martinez. 

    “I came from a low-income community and rural community,” she said. “There was no such thing as SAT prep.” 

    Martinez only realized the importance of SAT preparation when her peers began to discuss private tutoring and other resources they had access to. She hopes that remaining test-free will provide greater opportunities for students, regardless of their financial position.

    “Having it is a good idea,” Chiu said. “However, the SAT, when you take it, you can learn how to get a good score. So in a way, it’s almost rigged.” 

    She had mixed feelings when it comes to the SAT and ACT; she understands the purposes of assessing students, but also acknowledged flaws of using standardized tests for admissions. 

    “Even if you do get a good score, it doesn’t necessarily mean you’re meant to go to one of these top schools.” 

    She believes a better option would involve the UCs making their own test that is “more knowledge-based,” as opposed to the memorization involved in prepping for the SAT. 

    “Ultimately, it’s a weird in-between of whether you should have it or not,” Chiu said.

    Bernales said that he does not support standardized tests making a return because “the tests favor those that have access to more resources.” 

    He is dissatisfied with the inequity. “Families with money can get tutors to help educate their kids to do better and can afford for them to take it multiple times to improve, while some families may not be able to afford it,” Bernales said.

    “Along with that,” he continued, “the [high] school’s funding also can affect the results of the test since a better funded school tends to have higher scores.”

    “No, because I think a lot of people just aren’t good test takers, and a lot of it’s just really generalized knowledge,” Mlouk said. 

    Mlouk said she did not get a good score on the SAT, but she had a high GPA, which helped her. 

    “I consider (myself) a pretty smart person, but the test does not reflect that at all,” she said. 

    Mlouk said standardized tests like the SAT and ACT aren’t helpful for people who are not good test takers. 

    “It would limit their chances even though they could excel at that school,” Mlouk said.

    Unprecedented difficulties in students applying for federal financial aid have wreaked havoc among financial aid and admissions officers across California’s colleges and universities, who are facing longer hours and more stress, sometimes while short on staff.

    Since its initial delay last year from Oct. 1 to Dec. 31, the U.S. Department of Education’s rollout of the new Free Application for Federal Student Aid (FAFSA) form has been challenging and frustrating for students, their families and the college campuses they seek to attend. For many students, financial aid plays a significant role in deciding where and if they will go to college. 

    And the resulting delays have pushed back students’ decisions.

    Kamila Juarez, a senior at Grace Davis High in Modesto, has been accepted to all the universities she’s applied to including Cal Poly SLO, UC Davis, UCLA and UC San Diego, but she hasn’t decided where she will go because financial aid is the biggest influence on her decision. And Juarez hasn’t heard anything yet about how much she will receive, which has created a frustrating situation. 

    “It’s kind of stressful,” she said, adding that if money were not an option her first choice would be Cal Poly followed by UCLA. “When I do know how much I get, I know I’ll have to decide pretty fast.”

    Both UC and CSU systems extended the deadline for Intent to Register for fall 2024 to no earlier than May 15. A host of other Cal State campuses extended it further to June 1 because of the delays. 

    Harder hit than other states

    California, in particular, has been hard hit in the FAFSA debacle because of the large number of “mixed-status” families, or U.S. citizens who have at least one parent without a Social Security number. Many of those students have been unable to submit a FAFSA. Last week, Gov. Gavin Newsom, the California Student Aid Commission and the UC and Cal State systems agreed that students could submit a California Dream Act application in place of the FAFSA so they could at least receive priority access to state financial aid. The Dream Act is typically only available to undocumented students.

    “We do hope to get offers out (soon). It still feels like there is an equity issue between being able to send out financial aid offers that have zero problems to not being able to provide financial aid offers to students that fit in these other scenarios,” said Becki Sanchez, director of financial aid at UC Irvine. “In a sense, it makes us feel very uneasy.” 

    The situation doesn’t seem to be improving.

    “It has been very scary, to say the least, trying to keep up with all of these changes and errors and resolutions that don’t make sense from the feds,” said Sonia Jethani, director of financial aid and scholarships at California State University, East Bay. “We’re hanging in there. We have to make sure that we’re on top of it in order to answer the students and provide support to them as much as possible. But I’ve never seen this before.” 

    Financial aid and admissions officers say that in the nearly 40 years that the FAFSA has existed, this year’s problems have been unprecedented.

    Typically, as has been the process for decades, high school seniors and community college transfer students would begin completing the FAFSA in October to meet California’s March priority deadline for access to state aid like the Cal Grant. During that period, those students would submit applications to the colleges and universities that they’re seeking admission to, so they would have their offer letters by early spring. The traditional timing allowed financial aid offices to send details about grants, loans and scholarships to students around March and April, in time for them to make a decision on the college they plan to attend in the fall. 

    But this year’s repeated FAFSA disruptions means colleges haven’t been able to send out aid awards, either because students have had trouble applying, the department has miscalculated some students’ aid, or colleges haven’t received any aid information from the department. Each award letter sent by colleges to their admitted students that complete a financial aid application is customized with a combination of federal, state and institutional, grants, loans and scholarships.

    California extended deadline

    According to the National College Attainment Network’s FAFSA tracker, California is among the states that dropped the most in FAFSA completions compared to last year before the form was revised. As of April 5, completions were down 43.4%.

    California extended its priority FAFSA application deadline to May 2. 

    “We should have had our financial aid packages ready by now,” Jethani said. “We probably won’t be ready to send out aid notifications until the second half of this month.” 

    Financial aid officers at Cal Poly Pomona anticipate that they will start sending award letters to students this week. The campus added workshops, including on Saturdays, to host informational sessions and help students complete the FAFSA. Jeanette Phillips, executive director of financial aid and scholarships for the campus, said they will also do some extra tracking and target their communications to make sure their admitted students completed the FAFSA. 

    “Like many schools. we’re a little short-staffed, but we are doing our very best,” Phillips said, adding that the delays have added work to their normal spring duties like processing summer financial aid, which “is a significantly manual process. … We still have to work with our current students. We have a number of appeals that students have submitted for financial review.” 

    Phillips said normally the financial aid officers would have plenty of time to focus and prioritize, “but now we have to double up, triple up our energy and efforts to try to handle” everything. 

    Because the Pomona campus is fielding more questions and concerns from families this year, Phillips said financial aid officers are spending about an extra 15% of their time meeting with students. 

    The mistakes from the federal department also have financial aid officers adding unique disclosures to the information they give their potential students. The department notified colleges last week that they made mistakes on tax information submitted by students, amounting to about 30% to 40% of unusable files. 

    “We feel like the Department of Education has basically put it on the universities to figure this out for our students,” Sanchez said. “It’s really disappointing, their response to this.” 

    Sanchez said the Irvine campus has about 30% of financial aid offers it can’t send because they need to be reprocessed by the department. 

    Jethani said the East Bay financial aid officers are providing disclosures to students within their financial aid packages that the information they receive is based on information that could change because of the various errors and mistakes from the department. 

    Some of the mistakes are due to the new formula the department is using to determine aid. In the past, the FAFSA used “expected family contribution” to calculate students’ aid, but the new form uses the “student aid index formula.” In March, the department announced a miscalculation of the student aid index, which led to further delays.

    CSU East Bay and some other campus have partnered with third-party vendors to help with their FAFSA “backend processing” like verifying information because they are short on staff, and the East Bay campus anticipates it will also be “triaging” and fielding various questions from students even after the fall term begins, Jethani said.

    During a hearing on the FAFSA debacle on Capitol Hill on Wednesday, Justin Draeger, president of the National Association of Student Financial Aid Administrators, gave the department an F grade for its rollout.

    “This really adds up to a crisis of credibility for the Department of Education,” he said. “If there was a financial aid director or even a college president that delayed financial aid on their campus for up to six months, the professional price that would be paid for that would be pretty steep.” 

    And as for those mixed-status students that are now encouraged to fill out the Dream Act application, Sanchez said her office will still try to encourage them to complete the FAFSA. 

    “These are U.S. citizens, and they are entitled to federal student aid such as the Pell Grant and student loans, federal work-study, and all those things that they are not eligible for under the (Dream Act application),” she said. 

    Impact on enrollments

    The ripple effect of this year’s FAFSA delays is expected to significantly affect campuses’ enrollments, especially those that have faced challenges encouraging students to attend. 

    “Universities nationwide are likely seeing enrollment downturns just like East Bay right now,” Jethani said. “We are low in enrollment, and we are low in applications, and we are low on decisions because all of these students are waiting on their financial aid to be able to decide on whether they can afford to come. This is a pretty scary time for everyone.” 

    The universities are facing pressure to maintain or raise their enrollments, but Phillips said California has an additional competitor for students to contend with: an increase in the minimum wage. 

    “The decision that some students are making out of high school is, do I go get that $20 an hour job or do I go to school?” Phillips said. 

    About 70% of Cal Poly Pomona’s students receive some form of financial aid, which means that the delays have made it difficult for the campus to project what the fall enrollment will look like, said Jessica Wagoner, senior associate vice president of enrollment management and services.  

    The UC system, on the other hand, saw record applications this year because of an increase in students who want to transfer, and there are expectations that enrollment will continue to increase across its campuses. But there is still concern that the FAFSA problems will particularly affect low-income and first-generation students.  

    “We’re a very popular campus, so I’m not worried about us making our big numbers,” said Dale Leaman, executive director of undergraduate admissions for UC Irvine. “The thing that concerns me the most is the students who just get so frustrated with the situation that they just give up … especially our first-generation families, where parents have not gone through this.” 

    Sanchez said families have lost a lot of trust in the department because of the poor FAFSA rollout, so the responsibility will fall on universities to rebuild that trust. 

    “My job is to make this successful in spite of things going bad,” she said. “My plan is if the Department of Education isn’t going to pull it together, we are certainly going to make sure that our students are OK, that they’re not harmed, that they start classes on time, that they don’t have to worry about these things.”

    Rural counties far from universities struggle to recruit teachers


    Nine rural counties, located more than 60 miles from university teacher preparation programs, struggle to recruit enough teachers to fill classrooms.

    Nine rural California counties, most struggling with student achievement and teacher recruitment, are in teacher education deserts, according to a report released Tuesday from the UCLA Center for the Transformation of Schools. 

    Alpine, Del Norte, Imperial, Inyo, Lassen, Modoc, Mono, Sierra and Siskiyou counties do not have teacher preparation programs within 60 miles of their county offices of education, according to the report, “California’s Teacher Education Deserts: An Overlooked and Growing Equity Challenge.” 

    “We know that research suggests that teachers are more likely to complete their student teaching and also secure employment close to where they receive their teacher training,” said Kai Mathews, project director for the UCLA Center for the Transformation of Schools. 

    As a result, six of the nine counties have a higher percentage of underprepared teachers than the state average of 4% to 5%, according to the study. Of the nine counties, Modoc and Lassen have the highest percentage of underprepared teachers at 14% and 17% respectively.

    Underprepared teachers work on intern credentials or emergency-style permits that don’t require them to complete teacher training, or on waivers that allow them to teach a subject outside their credential. 

    Because the state requires that districts only hire underprepared teachers if fully qualified teachers are not available, high rates of underprepared teachers are an indicator that districts in that county are struggling to recruit and hire qualified teachers, said UCLA researchers.

    Rural teachers scarce

    There could be many reasons teachers are hard to find in rural areas, including fewer nearby institutions of higher education, which leads to a lower than average percentage of residents with bachelor’s degrees and therefore a smaller pool of potential teacher candidates, according to the study.

    Counties that border other states and countries also have significantly higher teacher vacancy rates compared with nonborder districts, said Hui Huang, a researcher on the project. All nine of the California counties classified as teacher education deserts are bordered by either Oregon, Nevada, Arizona or Mexico.

    “Rural school districts face significant challenges in recruiting and retaining teachers,” said Yuri Calderon, executive director of the Small School Districts’ Association. “In addition to the proximity to teacher educational programs, rural communities face challenges related to competition from higher urban compensation schedules, housing shortages and a lack of support resources commonly found in urban areas.”

    Rural counties also lose talented young residents who go to urban and suburban areas for more opportunity, Huang said. In small districts, the loss of even one teacher can impact course availability for students, according to Learning Policy Institute research.

    Teacher shortage affects students

    The geographic location of a school district plays a significant role in teacher recruitment and retention, and ultimately in the educational outcomes of the district’s students, according to the report. 

    Students in each of these counties, except Mono, fell below the state average on the English language arts portion of the California Assessment of Student Performance and Progress, also known as CAASPP, in the 2022-23 school year. All nine counties fell below the state average of students who meet standards on the math portion of the test.

    Low-performing schools may struggle to attract teachers due to negative public perceptions, Huang said. Research also indicates that highly qualified educators are substantially more likely to leave low-performing schools.

    Time for creative solutions

    School districts in Mono County have had to get creative to fill teacher positions, despite their prime location near Yosemite National Park and Mammoth Lakes, said Stacey Adler, Mono County superintendent of schools. One district with a dual-immersion program hired teachers from South America to fill open teaching positions, she said.

    The high cost of housing and a growing disinterest in the profession among young people are the biggest hurdles to hiring new teachers in Mono County, Adler said.

    “We have got to start them early because, quite frankly, there aren’t a lot of kids that say they want to be teachers these days,” she said.

    Adler taught child development at Mammoth High School for two years in an attempt to get students interested in teaching, she said. Now the school plans to use a portion of a recent grant to develop a K-12 education pathway at the school.

    “Our rural students and our rural teacher workforce, as small as it is, is suffering,”  said Annamarie Francois, associate dean of public engagement at UCLA and a member of the California Commission on Teacher Credentialing. “We have a responsibility and an obligation to our community to bring our creative solutions and innovations to bear on those parts of our state.”

    One answer may be creating teacher credentialing programs at community colleges in these counties, according to the study.  Although all nine teaching education deserts are not located near a university teacher preparation program, five are within 60 miles of a community college. 

    Early childhood education programs already in place at community colleges could be expanded to K-12 licensing programs, according to the report. The state could also work with county offices of education to develop residency programs so that teacher candidates could earn a credential without leaving the area to take classes or to student teach.

    Multiple states, like Florida, Texas and Washington, already offer similar credentialing pathways.

    “Expanding local college programs to include K-12 certification, particularly at community colleges, can be a positive solution to address the challenges faced by rural school districts,” Small School Districts’ Association director Calderon said. “By growing teachers from within these communities, rural districts can improve recruitment and retention efforts.”

    Although the study recommended that community college credentialing programs focus on residents who already hold bachelor’s degrees, Steve Bautista of the Center for Teacher Education at Santa Ana College suggested that the 39 bachelor’s degrees already being offered in community colleges be expanded to include degrees that could lead to teacher preparation programs.

    “Five of the nine TEP deserts will fall away if we were able to utilize, in some capacity, community colleges to license teachers,” UCLA’s Mathews said. 

     UCLA researchers also recommend that the state take a comprehensive approach to recruiting and retaining teachers in these counties, including financial support, mentorship programs and professional development targeted to rural teachers. County offices of education should also collaborate to develop a regional marketing campaign to recruit teachers, according to the report.

    State policy would have to change to put many of these programs in place, Francois said. Leaders from the state’s community colleges, universities and the California Commission on Teacher Credentialing could work together to produce a feasibility study on how to create a seamless bachelor’s degree and credential program at rural community colleges, she said.

    “It’s going to take collaboration among folks that maybe haven’t collaborated together in bold thinking, and some courage to think about how we might do this differently in unique spaces,” she said.

    Federal grant cuts hit California universities hard, putting research in limbo

    Noé Crespo, a professor of public health at San Diego State University, was on the verge of cracking a question he had spent years trying to answer. 

    In the midst of the Covid-19 pandemic, Crespo and his colleagues applied for a grant from the National Institutes of Health (NIH) to study ways to boost vaccination rates among Latinos. They designed a community outreach plan, paid a team to implement it, and collected results. All that remained this spring was to analyze their hard-earned data.  

    But in April, Crespo’s grant was terminated by the Trump administration as part of a controversial pullback on research funding in both the sciences and humanities nationwide.

    Crespo has all the data he could want, but no money to pay a statistician to analyze it. 

    “We invest so much — time, energy, resources — to implement a project that is meant to help the public,” he said, “and so it does feel discouraging that we’re put in a position where we can’t continue that work.”

    Around the country this spring, many faculty members who rely on federal funding for research have received similarly abrupt termination notices. The moment is particularly poignant for Crespo’s institution, San Diego State, which this year accomplished the long-awaited goal of joining a prestigious club of top-tier research universities known as R1s. 

    While a dip in federal support is unlikely to jeopardize that coveted recognition, it has disrupted research at San Diego State into subjects like mental health care and HIV/AIDS. The university’s research and development spending hit $158 million in the year ending June 2023, much of it fueled by federal dollars. 

    The cancellations are part of efforts under President Donald Trump to cut federal funding and align it more closely with the president’s political objectives. The White House has targeted grants related to a wide range of areas, from climate change to gender and sexuality. Critically for Crespo, Trump’s NIH has also axed research related to racial inequities in health, vaccine hesitancy and Covid.

    California’s colleges and universities have much at stake when it comes to federal research funding. The state’s higher education institutions notched $7.2 billion in federal research and development (R&D) spending in 2023, according to the Higher Education Research and Development (HERD) Survey

    That figure includes more than $250 million spent at California State University campuses like San Diego State and more than $4.6 billion across the University of California system. The state’s private universities, including Stanford University and the University of Southern California, spent a combined $2.3 billion in federal R&D.

    Fear of ‘losing a whole generation of scientists’

    Putting an exact figure on grant cancellations nationwide has proven elusive, in part because the federal spending databases that track such spending sometimes contradict each other. 

    One recent analysis by researchers at Harvard, Yale and associated teaching hospitals estimated that $1.8 billion in NIH grants were terminated in a one-month period. Meanwhile, as selected grants get reinstated — and as attempts to block terminations advance through the courts — the number of canceled grants has become a moving target. 

    The impact on California could be substantial, even counting terminations at NIH alone. Grant Watch, a project tracking the cancellation of federal scientific research grants since Trump returned to office in 2025, estimates that California researchers have lost $273 million in NIH grants, counting funding that was not paid out because of terminations.

    At San Diego State, Hala Madanat, the university’s vice president for research and innovation, estimates that the university typically receives about 70% of its research funding from the federal government, though that can vary from year to year. The university has so far identified 50 terminated federal grants with about $26 million remaining to be spent, she said, many of them related to climate change, LGBTQ communities and workforce pipeline programs.

    “If we halt doctoral education because there’s no funding for three to four years, you are losing a whole generation of scientists,” Madanat said.

    San Diego State has appealed virtually every grant termination, Madanat said. So far, none have been restored, though two subcontracts were reinstated outside the formal appeal process.

    With appeals still pending, two federal grant recipients reached while reporting this story declined to comment, saying they are worried speaking out could endanger their chance of having funding reinstated. That potential risk is on Crespo’s mind, too.

    “Do I have concerns? Yes,” he said. “At the same time, I was trained in public health to speak the truth, and that’s what scientists do.”

    A ‘soul-crushing’ loss of federal funding

    As Trump took office in January, San Diego State was capping off an ambitious campaign to become an R1, a distinction requiring it to spend at least $50 million on R&D and confer at least 70 doctoral research degrees. 

    The university saw research funding rise 64% in just three years. It conferred 123 doctoral degrees in 2022-23. And to cement its R1 bona fides, it plans to invest in a multiuse “innovation district” with technology and research facilities.

    But funding for some of the university’s vaunted research projects is starting to vanish as the White House slashes selected grants and contracts.

    In 2023, for example, the university celebrated the establishment of the SDSU Center for Community Energy and Environmental Justice. Equipped with $10 million in federal funding from the Environmental Protection Agency (EPA), San Diego State would guide historically underserved communities to apply for grants that could help them weather environmental threats like droughts and pollution. 

    “What we were doing was sort of the ‘teaching to fish,’” said Rebecca Lewison, a professor of biology at San Diego State who led the center, one of more than a dozen EPA Thriving Communities Technical Assistance Centers nationwide.

    But then came some bad news. In February, EPA terminated the center’s funding, citing an obligation to ensure its grants do not support diversity, equity, and inclusion initiatives. The center is likely to lose an estimated $8 million it left unspent.

    The funding reversal came as the White House has moved to roll back environmental justice-related initiatives. An EPA spokesperson said in an email that the San Diego State grant had given “radical [non-governmental organizations] millions of hard-earned taxpayer dollars” and that those groups were “forcing their agenda of wasteful DEI programs and ‘environmental justice’ preferencing on the EPA’s core mission of protecting human health and the environment.”

    For Lewison, the loss of federal support for San Diego State’s center has been “soul-crushing.” She said such technical assistance is “really a bipartisan initiative” and that the EPA statement appears to misunderstand the nature of the center’s work.

    “I appreciate that we were in the environmental justice sort of program umbrella and that that’s become a word that is associated with something negative,” Lewison said. “But honestly, ‘Thriving Communities’ is really what it sounds like: it’s wanting communities all over to thrive.”

    Lewison is now exploring options to keep the center alive. San Diego State has set aside $1 million to sunset certain projects, Madanat said, and is also turning to private philanthropy. 

    ‘I would love to know that answer’

    At the time that Crespo filed a project summary for his vaccine grant, Covid had taken a dire toll on Latinos in California. UCLA researchers would later confirm that Latinos had experienced a disproportionate rate of Covid cases and deaths during the pandemic’s first year.

    “If there’s a wildfire in a particular part of town, we would want to send the firefighters over there to put out that fire,” Crespo said. “And that’s what we do also in public health and in research: we identify where there are problems, and in some cases, there are subgroups of people that are disproportionately affected.”

    NIH awarded Crespo and his colleagues a grant of $1.8 million in 2022, as highly transmissible subvariants of the Covid virus circulated. The team finally could put in motion the study they had planned at 10 San Diego-area health clinics.

    There was still $314,690 remaining in the grant at the time it was canceled, according to data on grant terminations published by the U.S. Department of Health and Human Services. Without the ability to use those funds, the team will have to seek other ways to pay collaborators with data analysis expertise. 

    In the meantime, Crespo is left wondering: What worked and what didn’t?

    “The data are there,” he said, “so I would love to know that answer.”

    Last weekend I had the moving experience of attending one of the last of dozens of commencement ceremonies held on various campuses of California’s massive system of public higher education this academic year.

    The one I went to took place at a scenic site at the University of California, Santa Barbara next to the landmark UCSB Lagoon and the glittering Pacific Ocean beyond.

    Over 6,000 undergraduates received their bachelor’s degrees over the weekend — requiring the commencement to be staged in multiple ceremonies over two days to accommodate all of them. 

    The sight of thousands of students walking — or ambling or skipping — across the stage offered a graphic representation of what California has been able to accomplish on a scale not seen anywhere else in the United States, or perhaps the world.

    I was moved not only by the sheer numbers, but also when I reflected that almost all of them had missed out on their high school graduation because of the pandemic, and then had to start their college education by studying remotely from home.  And then this year, until just a few days earlier, even the location of the event had been in doubt against the backdrop of possible protests triggered by the Israel-Palestinian conflict.

    I was also moved because my daughter was among the graduates. 

    She was just one of the over 60,000 undergraduates who received their degrees from the 10-campus University of California system over the last few weeks — and the more than 100,000 who received similar honors at the 23-campus California State University system.

    As the graduates filed by, with names reflecting a dazzling kaleidoscope of different ethnicities and backgrounds, I thought about the great effort it took to get each one of them to the finish line — effort on the part of the students themselves, of their families and of the institutions they attended. 

    I confess that when my daughter enrolled as a freshman four years ago, I worried about the quality of the education she would receive — simply because of the huge numbers of students most UC and CSU campuses have had to take on. I had the same concerns when my son enrolled at UC Irvine a few years earlier. 

    I need not have worried.

    At a celebratory dinner a few hours after her graduation ceremony, I asked my daughter to name the worst class she had taken — and the best.  She easily remembered the worst one, but then, with equal facility, named four courses — psychopharmacology, psychopathology, population health, and the history of architecture in the U.S. — she said were outstanding ones. She enthusiastically described each of them, including the professors who taught them. It was exhilarating to see a young person, and my daughter no less, so excited about learning and scholarship.

    My son had a similar experience at UC Irvine, where he majored in data science, and then, partially as a result of the pandemic, stayed for an extra year to get his master’s degree in statistics. He now has a job at Google.

    Both of them say they got a high-quality education on their campuses. This was achieved despite the huge increases in enrollment in recent decades.

    UC Santa Barbara this year, for example, awarded about 50% more undergraduate degrees than two decades ago. 

    I could easily see the impact these increases had on my daughter and her friends. Before moving to an off-campus apartment, she lived in a three-bedroom campus apartment with six other students, with two students in each of two tiny bedrooms, and three in the small room my daughter was in.  It was tough to get into all the classes she wanted to take.

    But she made it through, pandemic and all.

    Unbeknownst to them, what she and my son benefited from were the fruits of California’s ambitious Master Plan for Higher Education, drawn up in 1960, which aimed to provide postsecondary opportunities to “anyone who could benefit.”

    At the time, only 11% of adults of prime working age had bachelor’s degrees. As researchers from the Public Policy Institute of California point out in a just-issued paper, by 2021, that number had risen to 37%.  The state has now set a goal of 40%, which according to the authors, should be much higher.

    So enrollments are likely to increase, and there obviously is still work to be done to make sure all students are able to take full advantage of what our public universities have to offer. That includes making sure they graduate not only within a reasonable amount of time, but graduate at all.

    The overall four-year graduation rate for UC is 73%, a respectable number, but California can do better — especially among low-income students and those from underrepresented groups who graduate in significantly lower numbers. At the California State University system, which serves an older student body, many of whom are working, graduation rates are even lower.

    But California is at least on the right track. Rather than simply creating degree-granting factories, the state appears to be able to offer a high-quality academic experience to its students — one that they, and California, will benefit from for many decades.

    Q&A: Big drop in enrollment of low-income undocumented students at California’s public universities

    The number of low-income undocumented students newly enrolled in the University of California and California State University plummeted 50% between 2016-17 and 2022-23, according to a study released this month.

    The study by William C. Kidder of the UCLA Civil Rights Project and Kevin R. Johnson of the UC Davis School of Law comes at a moment of heightened debate about policy proposals aimed at defraying the cost of college for undocumented students, who are not eligible for federal Pell Grants and often lack legal work permits. Gov. Gavin Newsom on Sunday vetoed Assembly Bill 2586, which would have cleared the way for undocumented students to take on-campus jobs at the state’s public colleges and universities.

    “Given the gravity of the potential consequences of this bill, which include potential criminal and civil liability for state employees, it is critical that the courts address the legality of such a policy and the novel legal theory behind this legislation before proceeding,” Newsom wrote in his veto statement. “Seeking declaratory relief in court — an option available to the University of California — would provide such clarity.”

    Johnson wrote in an email that Newsom’s veto of AB 2586, also called the Opportunity for All Act, “will make it more difficult for undocumented students to attend public universities in California.” 

    “I hope that the University of California and California State University systems will consider ways to help financially support undocumented students,” he wrote. “Scholarships, fee remissions, and the like must be considered if lawful employment, as would have been permitted by the Opportunity for All Act, is not possible.”

    Since 2012, the federal program known as Deferred Action for Childhood Arrivals, or DACA, has allowed certain undocumented immigrants to temporarily work legally in the U.S. and live without fear of immediate deportation, but the program has ceased processing new applicants due to legal challenges.

    “When we think that we’re seeing a decrease in enrollment in California, CSU and UC, with all the support provided by the university and by the legislature in terms of allowing undocumented students to pay resident fees, you have to imagine that in other states it’s much worse in terms of drop off in enrollment of undocumented students,” Johnson wrote.

    Johnson and Kidder’s study seeks to fill an important gap in California policymakers’ understanding of how undocumented student enrollment has changed over time. 

    The state’s colleges and universities historically have avoided collecting official data on undocumented students, mindful of those students’ vulnerable legal status. To solve that problem, Kidder and Johnson examined the number of students awarded a Cal Grant under the California Dream Act, a state financial aid program for which low-income undocumented students are eligible. The numbers likely represent a subset of all undocumented college students at Cal State and UC campuses, since they do not include students who applied for a Dream Act award but were not eligible or who were offered an award but didn’t accept it.

    Kidder and Johnson find that Dream Act awardees at CSU and UC appear to have peaked around the 2018-19 and 2019-20 school years.

    At CSU, they found that new and returning Dream Act awardees fell 30% between 2019-20 and 2022-23, outpacing an almost 7% decline in other Cal Grant awardees at CSU during the same period, as well as falling undergraduate enrollment within the university system.

    The story was similar at UC campuses, where Dream Act awardees dropped by roughly 31% between 2019-20 and 2022-23, a period in which other Cal Grant awardees only dipped 1%.

    Kidder and Johnson tie the decline in Dream Act awardees to the demise of the deferred action program. The Trump administration moved to rescind the program in 2017, and subsequent efforts to revive it have been stymied by court decisions that allow current DACA recipients to renew work permits but block new applicants. As a result, most current undergraduate college students are not eligible to apply for DACA and the youngest current DACA recipients are about 22 years old.

    That said, the study does not use the kind of granular data that would allow the researchers to test explicitly whether the rescission of DACA is causing the decline in Dream Act awardees. Previous research has found that the program boosted graduation rates among undocumented high school students and that harsher immigration enforcement correlated with lower academic achievement for undocumented K-12 students. Kidder and Johnson cite those studies — as well as the similar results they observed across UC and CSU — as pointing toward the likelihood that an external force is behind declining Dream Act awardees. 

    Supporters of AB 2586, the bill Newsom vetoed this weekend, argued that the UC system is not subject to a federal prohibition on hiring undocumented workers because it is part of the state of California. Johnson is among 29 scholars to sign a legal memo building that case, which was published by the UCLA Center for Immigration Law and Policy.

    Neither CSU nor UC took a formal position on the bill. But in a letter to lawmakers, the UC expressed concerns that hiring undocumented students could jeopardize “billions of dollars in existing federal contracts and grants.” The university system also said the bill could expose students, their families and UC employees to criminal or civil prosecution. In July, CSU officials similarly said the bill rested on an untested legal theory that could result in litigation against the system. 

    EdSource recently spoke with Kidder and Johnson to discuss their forthcoming article in the Journal of College & University Law. This conversation has been edited for length and clarity.

    What do we understand about the impact that DACA had on undocumented high school students, and what has happened since the Trump administration began challenging the Obama-era program?

    Johnson: The data that we were able to put together shows that, basically, the dismantling of DACA —-the refusal to accept new applications – is having an impact that one might expect. While DACA created some kind of stability, initially, in high school students and boosted college enrollments, its dismantling has had the effect of reducing undocumented enrollment and destabilizing students and, the way I’d put it, it’s making them wonder whether they have a future in this country. …

    It’s a wake-up call in all kinds of ways for colleges and universities to claim that they want to be open, be more accessible.

    What did you find when you looked at how many students at Cal State and University of California campuses received California Dream Act grants in recent years?

    Kidder: New California Dream Act awardees, both freshmen and students, had declined by half between 2017 and 2023, which is just a remarkable drop. … I was a little surprised at the scale of the decline, just given the situation in California and how it’s different from Texas or Florida or some other states where there’s greater opposition and hostility to supporting undocumented students.

    Do you see the same pattern of decline in awards among California residents who are citizens and who received Cal Grants during this period?

    Kidder: We tried to adopt what social scientists call a “difference in difference” methodology. That’s where you study the rate of change over time with one group compared to a matched comparison group. 

    So, we looked at low-income students who are not undocumented, primarily U.S. citizen residents of California — who are going to the same high schools; the same age group; similar, but not exactly the same, income levels; very similar academic profiles in terms of high school GPAs, etc. We did that to confirm that there weren’t other systemic effects on the California budget and economy that might be unaccounted for outside factors. 

    What we found is that other Cal Grant students, both within UC and within CSU, were flat at the same time that both the undocumented students at UC and CSU had this 50% decline. So it did shore up our inference that there was something uniquely challenging in the current environment for undocumented college students.

    You write that back in the 2016-17 school year, 56% of new Dream Act students attended a UC or Cal State campus, while the remainder attended a California Community College campus. By the 2022-23 school year, that dynamic had flipped: 40% of those Dream Act students attended UC and Cal State, and the rest attended community college. What do you make of that shift?

    Kidder: We did include in the data that we are capturing not just new freshmen, but also new entering transfer students. It is of concern that somehow, in recent years … it’s not translating into those (community college) students still having higher education access to a university education through the transfer pathway. There’s a blockage there, and that was clear in the data. 

    From a public policy level, that’s troubling, given that these are students, many of whom have been living in California since age 5 or age 8, and the California taxpayers and the system of California laws has invested in their future. For those students to be blocked in their pathway lowers their future life chances. 

    State university officials can’t control what happens with DACA. If educators at UC and Cal State are concerned about losing undocumented students, what could they do to encourage those students to enroll and help them to stay enrolled?

    Johnson: I think one of the assumptions in the question is that there’s limited possibilities for what the university could do. It was the University of California that brought the lawsuit that ended up in the Supreme Court stopping the rescission of DACA, and that was a controversial move in some quarters. But I do think the university– legally, politically and otherwise — is a powerful advocate for students, and can and has, at various times, pushed for reform and change. 

    I think that the university, if they’re really committed to undocumented students, can support things like the Opportunity for All Act, which has been basically briefed and set on their desk, showing that it might be legal for the University of California to allow its students, all students, to be employed by the University of California. …

    I think that the university could also think about, “How do we create more scholarships and funding for undocumented students?” If we’re really designing, or we really want to have, a university that serves all, shouldn’t we commit ourselves to enrolling all students who we admit and making it possible for them to attend? 

    Then the question is, how you raise money, how you distribute that money, how you create scholarships. The University of California often takes great pride in bringing in large chunks of money for research projects and, for example, spends years talking about and invests mounds of money in Aggie Square in Sacramento for research. … Why not work to create more funding for all students, including undocumented students? Why not think carefully about your tuition increases at various points in time, and what impacts it has on the people that you say you want to enroll in the university?

    I want to talk to you about AB 2586. The first Cal State board of trustees meeting I attended was in July, and there was some discussion about this bill. The trustees were asking staff to brief them on what they think of this bill. The gist was, ‘We see this as risky. We see this as potentially putting us on a collision course with the federal government, where we would open ourselves up to litigation. What do you think about that approach?

    Johnson: I think it’s a cowardly approach. It’d be like the university saying “We’re not going to weigh in on the civil rights movement because it’s controversial politically, and it’s risky to do so, and we’re not going to move forward because we’re afraid of getting sued.” 

    It’s funny, but (former UC President) Janet Napolitano could have taken the same position, saying “We’re not going to challenge the rescission of DACA, don’t want to alienate the federal government, which gives a large amount of money to the University of California. We’re just going to sit on our hands and let these DACA recipients be poorly treated.” …

    I’m an attorney. I was dean of the (UC Davis School of Law) for 16 years. Attorneys are always going to tell you there are risks. There are also risks driving to the grocery store, but we still go to the store. So I don’t buy that risk assessment argument, and I think that this is the time for universities that are truly committed to these issues to show their commitment to these issues.

    Why should CSU and why should the UC prioritize helping undocumented students to get a college degree?

    Kidder: Both my data analysis as well as my personal experience as a university administrator working with lots of undocumented students confirms my conviction that this is a very talented pool of young people in California. If their hopes and dreams are allowed to flourish in California, it benefits all Californians, and I mean that both in an economic sense and in a larger democratic sense.

    How universities are helping student-athletes have a ‘typical’ college experience

    College athletes are often in the news because of their achievements on fields or in arenas, or because of the fame resulting from the Supreme Court’s 2021 decision to allow amateur athletes to profit from their names, images and likenesses, or NIL.  But what is sometimes overlooked is that these athletes are also trying to get through college.

    Division I student athletes at California public universities have all the obligations of their fellow students, along with additional responsibilities to their teams that can feel like a full-time job. The student-athlete who competes at the highest level is typically taking a full load of courses while juggling practices, weight training sessions, travel and the games and competitions themselves. 

    With such a wide range of demands on student-athletes, many university sports programs provide additional resources specifically for student-athletes, with an emphasis on academics. Among the benefits are academic advising, priority class registration, mental health support and tutoring. 

    “One thing that they tell us is that you’re a student first, an athlete second, and your main priority is doing well in the classroom,” said Ebba Adinew, a UC Riverside track and field athlete. “If practice starts to affect you performing well in the classroom, then maybe we’ll have to tone down the amount of work you’re putting in for your sport and focus on the classroom instead.” 

    Adinew found that having priority registration for course selection is a major advantage that allows him to align his practice and competition schedule with his class schedule. Because of the required time for travel and practice schedules, priority registration for student athletes was made policy by the UC board of trustees in 2016. Adinew also said there is a specific academic adviser for each sport, who creates quarterly schedules for student-athletes to ensure they are meeting their academic requirements. 

    The importance of a good academic adviser for student-athletes is stressed particularly at Division I universities with nationally ranked athletics programs like UC Berkeley. The recent appointment of Tarik Glenn as UC Berkeley’s new Athletic Study Center (ASC) interim executive director reflects this; Glenn not only has been working with the ASC for the past 10 years, but is a former Cal football player and Berkeley Hall of Famer himself. 

    According to a June news release from former Chancellor Carol Christ, his personal perspective on student-athletes and “the partnerships he has built over 10 years as an ASC staff member … will help athletes succeed in academics and in becoming independent, self-reliant adults.” Glenn’s mission will be to focus on the “holistic development” of student athletes and will include character and leadership development, along with career coaching. 

    Other athletic programs have placed an emphasis on career success, as well. UC Riverside assists student-athletes through career fairs and advising. Monea Jennings, a spring 2024 graduate of the UC Riverside track and field program, said her athletic adviser helped her get an internship for her last quarter. 

    Beyond advising, some schools have programs that focus on future careers for athletes. UC Davis hosts a program called EVO, allowing student athletes to undergo core clinics to help prepare them for earning their degrees and life post-graduation, according to Danielle Shank, the senior associate athletic director for external relations at UC Davis. These clinics are required for every year of undergraduate education and hold focused sessions on career development, including preparing an elevator pitch, writing a résumé and creating a LinkedIn profile. EVO also focuses on diversity, equity and inclusion training, implementing career fairs and separate networking socials for student-athletes. 

    “It’s our goal to launch student-athletes into a career or graduate school that requires their undergrad degree,” Shank said. “We are constantly working with them so that once they graduate, they already know what’s happening in the next step.” 

    At San Diego State, Danielle Kelly, senior associate athletic director for student athlete support services, said the athletics program has developed an initiative called Aztecs Going Pro, which began in 2015. Aztecs Going Pro includes one unit pass or fail courses focusing on civic engagement, personal growth and career development. Student-athletes are required to have excellent time management skills and self-discipline, while also spending as much time on sports as one would working a full-time job, Kelly said. 

    Beyond career preparation programs, student-athletes face struggles navigating their courses and assignments. When student -athletes have exams or assignments that conflict with a competition time, they can seek accommodations from their professors to take it at an alternative time, request an extension or take the test with a proctor. When UC Davis, San Diego State and UC Riverside athletes travel or have a scheduling conflict with an athletic competition, academic advisers can proctor their exam on the road. 

    However, some athletes said they have faced professors who won’t make accommodations. Jennings said she missed a quiz because she was away competing, and a professor refused to allow her to make it up. She said her athletic adviser and the athletic director got involved, and talked to the professor, which made her feel supported and like she “wasn’t trying to fight this fight alone.” 

    Jennings said she appreciated the support system she had at Riverside but wanted to better assist her peers. This led to her position as the president of the Student Athletic Advisory Committee, where she strived to make spaces for athletes’ mental health through hosting a variety of events, passing out goodies, running de-stress initiatives and making campus resources more accessible. In addition, she was the student representative for Big West Undivided, a committee that promotes diversity, equity and inclusion among universities that belong to the NCAA Big West Conference. 

    Jennings said her access to UC Riverside’s academic and athletic resources allow her to feel supported. 

    “Being a student-athlete is the best experience in the world,” Jennings said. “But also with that, it’s really hard. Being a college student is hard in itself, but being a college student-athlete is a whole different mindset, a whole different ballgame.” 

    Adinew agreed. “A thing that people don’t know is how tiring it can be, because every day you’re putting your body through much more stress than the average person goes through. Not only do you have to do that, you have to maintain your grades, you have to go to class as well.”
