    Crowded classes, staff shortages, insufficient pay are making some California teachers rethink careers

    Insufficient school funding is hurting California teachers and their students, according to “The State of California Public Schools,” a report from the California Teachers Association released Tuesday. 

    The lack of funding has meant insufficient wages and high health insurance premiums for teachers, crowded classrooms and a lack of support staff, according to the report, which is based on a December survey of almost 2,000 TK-12 educators.

    Most of the educators surveyed said that their pay is too low to afford housing near their jobs and that their salaries aren’t keeping up with the rising costs of groceries, childcare and other necessary expenses.

    Ninety-one percent of the educators surveyed who rent reported that they can’t afford to buy a home. Only 12% of the teachers surveyed said they were able to save a comfortable amount for the future, while 31% said they are living paycheck to paycheck.

    “Many educators are spread thin and frankly aren’t able to make ends meet financially, and are working in a public school system that continues to be underfunded year after year,” said CTA President David Golberg at a press conference Tuesday.

    The California Teachers Association represents 310,000 of the state’s educators, including teachers, nurses, counselors, psychologists, librarians, education support professionals and some higher education faculty and staff. The survey was conducted for the union by GBAO Strategies, a public opinion research and political strategy firm.

    Teachers who took part in the survey, which targeted teachers throughout the state to provide a representative demographic, overwhelmingly agreed that California schools don’t pay high enough salaries to teachers or have the resources to meet the needs of the students.

    Eighty-four percent said there aren’t enough staff, resources or training to support special education students, and 76% reported that classrooms are overcrowded. Sixty-eight percent said students lack access to mental health support.

    California ranked 18th in per pupil spending in 2021-22, the most recent year nationally comparable data is available – slightly above the national average, according to a November report by the Public Policy Institute of California. When the difference in labor costs were taken into account, California dropped to 34th. In the five years between the 2018-19 school year and the 2023-24 school year, education funding increased nearly 34% in California, according to the PPIC.

    “We’re not even in the top 10 when we compare ourselves to other states,” Goldberg said. “So, that shows you the real disconnect from the wealth that exists in our state and the resources that are going to students and educators.”

    Almost a third of the teachers surveyed have taken second jobs or gig work to make ends meet, 37% have delayed or gone without medical care and 65% have skipped family vacations because of financial constraints, according to the report.

    “These are not extra frills,” Goldberg said. “These are things that we consider part of just the everyday life that us, as human beings and as workers, a dignified life would entail. And, you see that a lot of educators are living with a scarcity around even the most basic things.”

    Four out of 10 of the educators surveyed said they are considering leaving the profession in the next few years. Nearly 80% of the teachers said that finances were the primary reason they would consider the job change.

    Sacramento-area TK teacher Kristina Caswell said a recent increase in the cost of healthcare premiums at her district swallowed up the recent raise she received. She said the affordability tool on the Covered California website rates her healthcare costs for a family of five as unaffordable.

    “I will spend money on my students before I will think about going to that doctor’s appointment that I need and spending that money on maybe a prescription that I need if I get sick,” she said. “That’s something I will stop and think about. Whereas when I’m thinking about my students, I don’t (stop to) think about spending the money.”

    Despite their concerns, 77% of teachers surveyed said they still find their job rewarding, although 62% are dissatisfied with their overall working conditions.

    “I’m really thankful and grateful that I have the job that I have,” Caswell said. “I absolutely love my job. I adore my students, I adore the families that I serve.”

    How more Hispanic teachers could change the face of California education

    California has had a racial imbalance between its teacher workforce and its student population for years, with a majority Hispanic student population being taught by teachers who are mostly white. That could be changing, as more people of Hispanic heritage enroll in college teacher preparation programs in the state.

    Overall enrollment in teacher preparation programs in California has decreased in recent years, but the biggest declines have been among white teacher candidates. The result has been a higher percentage of people of color entering teacher preparation programs, according to the state’s Commission on Teacher Credentialing.

    In the 2022-23 school year — the most recent year state data is available — more than half of the new teacher candidates identified themselves as a race other than white. Nearly 40% of the 17,337 newly enrolled teacher candidates that year were Hispanic, and just over 33% were white, according to CTC data.

    That was a stark contrast to the racial makeup of the state’s teacher workforce that same year, when 55% of the state’s 312,124 teachers were white, and Hispanic teachers made up 25% of the workforce from transitional kindergarten (TK) through high school.

    “Over half of our TK-12 student population identifies, and the majority of our English language learners also are Latino,” said José Magaña, executive director of Bay Area Latinos for Education. “The research is pretty clear that not just Latino students and English language learners, but all students, benefit from having a more diverse educator.”

    Latinos for Education offers fellowships to support Latinos in the education system. The Bay Area branch of the organization also has a Latinx Teacher Fellowship program to support beginning teachers and paraprofessionals.

    Research shows that when students are taught by educators who reflect their cultural backgrounds and understand their lived experiences, it results in stronger academic outcomes, greater social-emotional growth, and a profound sense of belonging, said Kai Mathews, executive director of the Urban Ed Academy in San Francisco, which recruits and supports Black male teachers.

    “Increasing the number of Latinx educators is about more than representation — it’s about creating classrooms where every student feels seen, valued and is liberated to be their authentic self,” Mathews said.

    Changing California demographics

    The change in the racial makeup of teacher candidates coincides with the evolving population of the state, where 56% of the K-12 student population was Hispanic last school year, according to the California Department of Education. The number increases to over 60% for children younger than age 5, said Shireen Pavri, assistant vice chancellor of California State University’s educator and leadership programs.

    In the years between 2018 and 2023, the percentage of Hispanic teacher candidates has slowly increased from 31.4% to 39.7%, while the number of white teacher candidates dropped by 10 percentage points, according to CTC data. The number of Hispanic teacher candidates also has been increasing, although it dropped from 7,154 in 2021-22 to 6,934 in 2022-23, when the overall number of teacher candidates declined for a second consecutive year.

    California State University, which prepares the majority of the state’s teachers, had the largest percentage of Hispanic students in its teacher preparation programs in 2022-23 — nearly 50%, according to the CTC’s  “Annual Report Card on California teacher preparation programs.” The number is currently 55%, Pavri said.

    During that same time, the percentage of white candidates in CSU teacher preparation programs decreased, and the percentage of teacher candidates of other races remained flat.

    CSU is leading the way

    “Anecdotally, a lot of our Latinx population, who come into our teacher preparation programs, come in because they want to make a difference,” Pavri said. “They didn’t necessarily see people who looked like them when they were going through school. Many of them came in as English learners. They want to make an impact now on their communities and give back.”

    Some of the recent success at diversifying the pool of teacher candidates at California State University can be attributed to the Center for Transformational Educator Preparation Programs, which has helped to recruit, prepare and retain teachers of color, according to the university.

    Its Transformation Lab, a four-year program that recently ended, increased the retention rate of teacher candidates at some campuses and improved teacher placement numbers at others, Pavri said. At CSU Bakersfield and CSU Northridge, for example, the completion rates for Black candidates increased by 17% and 31% respectively between 2020 and 2023, and Stanislaus State doubled its student teaching placements for historically underserved teacher candidates at Modesto City Schools over a two-year period. 

    The center’s leadership is seeking additional funding to support similar programs in the future.

    The university also operates CalStateTEACH, an online multiple-subject teaching credential program that focuses on recruiting male teachers of color from throughout California.

    In University of California teacher preparation programs, 35% of the teacher candidates are Hispanic, 29% are white, 20% are Asian and 2.8% are Black. There are still slightly more white teacher candidates than Hispanic, 38% and 32.6% respectively, in teacher preparation programs at private universities and colleges.

    State programs bearing fruit

    The increase in the number of Hispanic teacher candidates in teacher preparation programs could be attributed, in part, to efforts by state lawmakers to ease the teacher shortage and diversify the teacher workforce by making earning a credential easier and more affordable. The state has offered degree and coursework alternatives to several tests, established residency and apprenticeship programs and paid for school staff to become teachers.

    District grow-your-own programs and the state’s Classified School Employee Credentialing program and apprenticeship programs are meant to diversify the educator workforce because school staff recruited from the community more closely match the demographics of the student body than traditionally trained and recruited teachers, according to research.

    “All of those state investments, particularly around affordability, have helped incredibly with bringing more Black and brown students into our teaching field,” Pavri said.

    CSU teacher residency programs outpace even the traditional teacher preparation programs in terms of the number of teachers of color enrolled, she said.

    Numbers for other ethnic groups flat

    Despite the efforts, California State University continues to struggle to attract Black teacher candidates, hovering around 3% for years, despite several initiatives to improve their numbers, Pavri said. 

    “While we celebrate this progress, we must confront the persistent underrepresentation of Black, Asian and Pacific Islander educators,” Mathews said. “Our classrooms deserve to reflect the fullness of California’s diversity. Ensuring this kind of equity in the teaching workforce isn’t just good for students—it’s essential to building the inclusive, transformative and liberating system our communities deserve.” 

    Statewide, Black teacher candidates made up 4%, and Asian teacher candidates about 9.5% of total enrollment in California teacher preparation programs between 2018 and 2023, according to CTC data.

    There are fewer Black teachers because of obstacles they encounter on the way to completing their education, including an unwelcoming school environment, disproportionate discipline and overrepresentation in special education, Pavri said. 

    Pursuing a teaching credential, where traditionally student teaching is unpaid, is not affordable for some. Teacher salaries, which are generally lower than the pay for other jobs with the same qualifications, and working conditions also are a deterrent for students from families with limited generational wealth, Pavri said.

    More needs to be done to keep teachers

    The increase in the percentage of Hispanic teacher candidates is positive, but not significant enough, Magaña said. In order to reflect student demographics, the state will need to make significant investments to recruit and retain educators.

    “The numbers are staggering around the number of educators that are leaving the profession, especially our Latino educators,” he said.

    Magaña, who was a classroom teacher for 15 years, said Latino educators often have to take on extra work on campus, whether it is supporting translations or family engagement.

    “It can be a lonely role,” he said. “Sometimes there may be just one Latino educator on campus, and without mentorship and community, and network building, it makes it easier for folks to not feel supported.”

    Fresno Unified teachers say district is slow-walking ethnic studies launch


    Last school year, Duncan High School students in Gabriel Perez’s ethnic studies class discussed how hip hop and rap music originated from young African American artists highlighting their lived experiences, which were often characterized by social issues such as poverty, gang violence and racism.

    In October 2017, Fresno Unified teacher Lauren Beal proposed an ethnic studies class at Edison High because she saw “a need for students to learn the historical truth about Black Americans,” an effort supported by the school, which serves higher percentages of Black students than the district, county or state. An ethnic studies class about Latino Americans was also proposed and adopted at the school. 

    Other teachers across the state’s third-largest district spearheaded such action in their schools. 

    By 2020, ethnic studies teachers envisioned thousands of Fresno Unified students — not just a few hundred in some schools — having the space to learn the untold stories of diverse communities. They formed the Fresno Ethnic Studies Coalition in hopes of establishing and implementing the course districtwide and increasing the district’s investment. 

    Following their efforts, in August 2020, the Fresno Unified school board passed a resolution to make ethnic studies a graduation requirement, the Fresno Bee reported at the time. Last school year, 2023-24, ahead of the state’s 2025-26 mandate for an ethnic studies course, Fresno Unified students were required to complete a two-semester course to graduate, according to the Bee

    Despite the enthusiasm that led to the creation of ethnic studies courses and the graduation requirement in Fresno, the development of the program is reportedly at a standstill, leaving some teachers to question whether it’s related to dissension in other parts of the state.  

    “In a few years, we have come a long way,” said Beal, who is teaching AP African American studies this year. 

    District leaders consider their decision to create the requirement a bold move because only a few California school systems have mandated ethnic studies classes so far. For instance, some districts have implemented ethnic studies gradually, starting with introductory classes or incorporating concepts of ethnic studies into other courses. Without state funding for implementation, other districts may opt out of the requirement altogether.

    In addition to the classes, Fresno Unified has offered its teachers professional development in ethnic studies, providing them opportunities to visit other educators across the state and to obtain graduate certifications in the subject.

    Even so, Beal and others accuse the district of being ambivalent in their decision-making, causing the program to stall. 

    “It’s not that they’ve completely dropped funding and completely dropped support,” Marisa Rodriguez, a Roosevelt High ethnic studies and Chicano studies teacher, said. “There’s no clear rationale and accountability for the decisions being made.”

    As a result, although led by educators, the implementation of ethnic studies has not been done with teachers, Fresno Teachers Association President Manuel Bonilla said. 

    Being supported 

    Ethnic studies in Fresno Unified

    Courses, some of which are offered under dual enrollment, now include comprehensive ethnic studies, Chicano studies, African American studies, Asian American studies, women and gender in ethnic studies and Advanced Placement offerings. 

    The high school ethnic studies courses meet the A-G graduation requirement to gain admission to the University of California and California State University systems. Middle school courses are an introduction to ethnic studies but do not count toward the A-G or Fresno Unified graduation requirement.

    Nine Fresno Unified high schools have at least one ethnic studies course. Ten of the district’s middle schools and Phoenix Secondary, a 7-12 grade community day school, also offer ethnic studies courses. 

    The success of ethnic studies implementation has depended, in part, on Fresno Unified’s ability to recruit, train and continually support its teachers. Over the years, the number of staff supporting the program has remained the same as the number of teachers and classes has increased.

    To this day, nearly five years after the district’s initial action to require the course, ethnic studies has one vice principal on special assignment, Kimberly Lewis, leading and a teacher on special assignment supporting the program of 28 instructors and 1,600 students currently enrolled in courses.

    To help support educators, many of whom don’t have a background in ethnic studies, Fresno Unified has developed and offered teachers a chance to learn from each other, but the educators say they desire and need more robust training and “meaningful support.” 

    Educators with teaching credentials in subjects like history aren’t necessarily experts in ethnic studies, let alone the specific topics that must be covered, said Edison High teacher Heather Miller. For newly offered classes, such as Miller’s Women and Gender in ethnic studies, teachers must gain foundational knowledge of the course and be trained on how to teach ethnic studies and create a curriculum that is relevant, engaging and accessible to high school students, even though much of the existing ethnic studies content has been developed for college. 

    So, along with district-level support, the district needs experts in the ethnic studies discipline to help in the continual professional development of current and future educators, teachers say. And they want to have input on that. 

    Having a voice

    The termination of professional development without staff or community input continues to cause angst over a year later.

    In June 2023, the school board approved an $88,000 contract with San Francisco State professor Allyson Tintiangco-Cubales and her organization, Community Responsive Education, to provide monthly professional development and learning for Fresno Unified instructors. In November 2023, Fresno Unified did not renew the agreement as planned — and still hasn’t, despite it being proposed again last October. 

    Based on Nov. 1, 2023, board documents, Community Responsive Education would have continued to provide instructional coaching for Fresno Unified middle and high schools offering ethnic studies as part of a three-year partnership. The amended contract to increase services by up to $100,000 was removed by staff from the November 2023 agenda and was not added back in the 2023-24 school year.

    According to Rodriguez, teachers learned in November 2023 that the district did not renew its contract with Community Responsive Education, without seeking input on how it would impact teachers or their curriculum development.

    Between 2015 and 2017: High school ethnic studies courses in California began gaining momentum as more school districts started offering the class, Education Week reported.

    Between 2017 and 2020: Fresno Unified teachers spearheaded the creation of ethnic studies classes, and schools across the district adopted the courses.

    May 2020: Ethnic studies instructors, along with students and families, formed the Fresno Ethnic Studies Coalition to advocate for Fresno Unified to establish, fund and staff a districtwide ethnic studies program and implement a graduation requirement.

    August 2020: As a result of the teacher-driven efforts, the Fresno Unified school board passed a resolution to make ethnic studies a graduation requirement.

    Between the 2020-21 and 2022-23 school years: The district recruited and trained educators interested in teaching ethnic studies and expanded course offerings. The initial plan to require the course for incoming freshmen starting in 2022-23 was delayed in order to recruit teachers.

    June 2023: The school board approved an $88,000 contract with the organization Community Responsive Education to provide teacher and curriculum development from July 1, 2023, to June 28, 2024.

    Summer 2023: Ethnic studies teachers started meeting with Community Responsive Education consultants to create a framework to guide the teaching method for ethnic studies. The co-developed VALLEY framework — meaning voices, ancestors, liberation, love, empathy and yearning — ensures lessons are relevant for Fresno students. The consulting contract included at least 10 two-hour sessions with teachers and community members.

    August 2023: After being delayed by one school year, Fresno Unified started requiring incoming freshmen to take a yearlong ethnic studies course to graduate. The district’s graduation requirement is ahead of the state’s mandate.

    Teachers incorporated the VALLEY framework into their classes.

    September 2023: Pajaro Valley refused to renew its 2023 contract for the ethnic studies program curriculum of Community Responsive Educaton. Pajaro Valley’s three high schools had been using the curriculum since 2021.

    Pajaro Valley Unified had accused San Francisco State University professor Allyson Tintiangco-Cubales, the program’s creator, with “unfounded allegations” of being antisemitic, according to The Pajaronian news organization. Tintiangco-Cubales was a part of a 2019 committee selected by the State Board of Education to draft a model curriculum for California. The curriculum was initially rejected amid accusations of political bias and rewritten. Many deemed the curriculum as antisemitic because it did not include the contributions of Jewish Americans as it did for Arab Americans, among other concerns. (Historically, ethnic studies has focused on African, Native, Latino and Asian Americans with the ability to include other racial-ethnic groups or marginalized communities.)

    November 2023: The services being offered through Community Responsive Education, which had been underway for nearly five months in Fresno Unified and were being utilized by teachers, needed to be increased. An amended contract to increase those services by up to $100,000, bringing the contract total to $188,000, was presented for board approval.

    Former Superintendent Bob Nelson recommended the amended contract for approval at the time.

    District staff removed the contract renewal from the school board agenda, essentially terminating the contract and ending services.

    In addition to helping create the VALLEY framework that guides the program, the organization was supposed to help develop and align the ethnic studies curriculum to the framework.

    November 2023 to September 2024: District leaders, including Instructional Superintendent Marie Williams, said Fresno Unified pulled the contract “out of an abundance of community concern.” She maintained that the district would not say what the specific concerns were.

    “We are not in a position to answer that question,” she told EdSource. “Here’s what we are in a position to do: We are in a position to get professional learning (for) the teachers; we’re in a position to contract with other vendors.”

    Over time, teachers used professional development they’d received — Community Responsive Education’s monthly 2023 sessions previously offered, other consultant training or district-provided opportunities, such as conferences — to guide their course and curriculum development. Ethnic studies teachers report that they are again “working in silos,” one reason they pushed the district to establish a districtwide program in the first place.

    October 2024: On Oct. 9 and Oct. 23, a $100,000 Community Reponsive Education contract was reintroduced for board approval. Again, as in 2023, district staff removed the contract from the agenda before it could be presented or discussed by the board.

    Interim Superintendent Misty Her recommended the contract for approval both times.

    Up until that point, Fresno Unified’s ethnic studies educators had been meeting with curriculum consultants of Community Responsive Education, including during the summer of 2023, to create the VALLEY framework – voices, ancestors, liberation, love, empathy and yearning – that intentionally centers “local, community, familial and personal experiences,” to guide ethnic studies in the district. 

    “Out of an abundance of community concern, a decision was made to not move forward with that contract,” said Marie Williams, instructional superintendent for curriculum and professional learning.  

    The district wouldn’t — and still hasn’t — named the specifics or the source of that concern, despite inquiries by ethnic studies teachers and by EdSource. As part of curriculum development, Community Responsive Education and the district would have garnered feedback from Fresno Unified’s students and community members, according to the scope of the work defined in the contract. 

    “We asked if it was due to anything in our curriculum,” Beal told EdSource. “How do we know — if you’re not naming the reason the contract was pulled — that we’re fair to teach what we’re teaching and how we’re teaching, and that you’re going to have our backs in the classroom? What is the line that we can’t cross as teachers?”

    It left them to speculate why. 

    Rodriguez said it was because of Community Responsive Education’s association with Liberated Ethnic Studies, an approach to teaching ethnic studies that centers around the liberation of marginalized and oppressed communities by dismantling racism and systems of power. 

    Ethnic studies educators and activists from across California created Liberated Ethnic Studies and formed the Liberated Ethnic Studies Model Curriculum Consortium after the State Board of Education rejected the 2019 draft curriculum that they had recommended. According to the consortium, the model curriculum that the state board eventually adopted in 2021 removed or redefined critical terms such as capitalism, “fails to depict the true causes of police brutality” and lacks the history of Palestine, among other critiques.

    Advocates describe Liberated Ethnic Studies as criticizing and challenging systems of power and oppression, such as white supremacy, imperialism and “settler colonialism,” a system of oppression caused by a settling nation displacing another nation. Critics characterize it as a left-wing ideology focused solely on the oppression of those systems.

    There have been conflicts and lawsuits in districts that have worked with the Liberated Ethnic Studies Model Curriculum Consortium. For example, in December, a federal judge rejected a lawsuit against the consortium, a Los Angeles teachers union and educators who created a “liberated” curriculum adopted by at least two dozen school districts. The judge cited a lack of evidence. 

    Even when curriculums aren’t developed through the organization, a connection to members of the committee that drafted the initial model curriculum and are leaders in the consortium, such as Tintiangco-Cubales, has seemingly led to backlash. 

    “Where does that leave us if we want to teach anything that is, in any way, connected to Liberated Ethnic Studies?” Rodriguez said.

    Lewis, the vice principal on special assignment for ethnic studies, said that the district assured teachers the curriculum was not the concern. 

    In fact, the district still uses the VALLEY framework that was formed with Community Responsive Education as it was built and co-designed by Fresno Unified educators to be the “foundation” of ethnic studies, Lewis said. 

    “It is the voices of our teachers,” she said. 

    Using that VALLEY framework, classes, such as Gabriel Perez’s at Duncan High, discuss the establishment of Fresno’s Chinatown near slaughterhouses and the tens of thousands of people from across California who attended a Ku Klux Klan Fiesta at the Fresno Fairgrounds in the 1920s. 

    “These were doctors. These were lawyers,” he said. “These were political leaders, a part of this community, who had this racist ideology.” 

    Rodriguez also incorporates the VALLEY framework into her classes at Roosevelt High. Student reflections on a comic novel about redlining in Fresno revealed their understanding of how race and class can be used to separate people. 

    The VALLEY framework is an approach to teaching the ethnic studies content, which is currently based on the state’s model curriculum meant to guide districts. In the absence of a consultant to further guide that curriculum and program development, the district has provided opportunities for teachers to attend conferences and learn from other local college professors. 

    “That doesn’t change our lack of faith or trust in them,” Rodriguez said.

    This past semester, the district reintroduced a Community Responsive Education contract, fostering hope among teachers that they’d regain ongoing support through professional learning, curriculum development and coaching from Community Responsive Education.  

    On Oct. 9 and 23, a $100,000 Community Responsive Education contract was on the agenda for board approval but was removed without discussion — just as it was in 2023. Each time it’s been pulled by staff, it’s been with the understanding, according to some board members, that district leaders will address any concerns. 

    Eliminating professional development without input or discussion — now three times — impacts educators’ confidence in teaching the course in a thoughtful, authentic way, said Bonilla, the teachers union president. 

    And it creates a culture of fear among teachers, Beal said. 

    Feeling protected

    Ethnic studies courses and curriculum are not submitted for school board approval. As long as the course and curriculum meet state guidelines, teachers have the autonomy to choose their teaching materials. 

    But teachers fear that what they teach will be brought under scrutiny. That fear, they say, could impact the district’s ability to recruit or retain ethnic studies teachers.

    “Too many times in this district, teachers have been thrown under the bus for teaching material,” Bonilla said. 

    With ethnic studies content, oftentimes, teachers are tasked with connecting material to something that’s happening in real time, he said. 

    “We don’t have safety or guidance on how they want us, as teachers, to discuss current events or real-world connections,” Beal said. “It’s a lot of autonomy, but it’s also a lot of fear.”

    The district has worked to mitigate such concerns, instructional superintendent Williams said, by building and strengthening administrators’ knowledge and understanding of ethnic studies so that administrators have confidence in the materials teachers present. 

    “If somebody has a problem with my curriculum, the only way that you can protect me is if you know what it is I’m doing,” said Amy Sepulveda, who has taught Intro to Ethnic Studies at Fort Miller Middle School for four years. “A lot of our leadership don’t know what ethnic studies is.”

    When principals and district leaders have a clear understanding of ethnic studies and the curriculum that teachers develop, they can defend and support teachers and their work. 

    The district has organized monthly meetings “to continue developing curriculum knowledge” among teachers and administrators and arranged for board members to visit ethnic studies classes. 

    Worry remains.

    Lewis, the vice principal on special assignment, attributes some worry to the idea of ethnic studies. A key concept of ethnic studies is to teach the counter narrative, stories and perspectives never documented or left untold in other classes, many advocates and educators say. 

     “I think everyone is struggling with how we work and shift mental models in a system that has been boxed in K-12 education.” Lewis said. “How do we unlearn and shift mental models on teaching the counter narrative?”

    Lewis realizes that teachers want protection of the materials that they use, including those presenting counter narratives. 

    But there is none, she said. There’s not a policy or practice.

    Without that protection, can ethnic studies thrive? 

    “We keep on moving forward without assuring the safe and sacred protection of the teachers, students and community that ethnic studies is supposed to uplift,” Sepulveda has said about ethnic studies implementation thus far. 

    To Williams, the way to assure staff of that safety and support is a consistent and continued commitment to move forward. 

    “We recognize that we are in this moment where there is concern and consternation,” she said. “To keep leaning in and to keep listening, to keep being responsive — I think that’s how you reassure them. I think it’s your actions.”

    About 100 Fresno Unified educators slammed the state’s third-largest school system for its “unilateral” decision to eliminate a decadelong initiative for underserved students during a news conference Wednesday evening. 

    The district’s decision-making is being challenged as leaders face pushback for getting rid of a student-focused program that, from the district’s perspective, isn’t consistently meeting the needs of those students. 

    The district will cut its Designated Schools program, an initiative to improve student achievement through additional daily instruction. The district announced in January that the program, affecting about 40 schools, 24,000 students and over 1,250 educators, will end after this school year.

    Fresno Teachers Association President Manuel Bonilla said educators feel devalued and disrespected because eliminating the Designated Schools program without input from the school community is not a classroom-centered decision as it takes money away from the classroom, from teachers and from much-needed resources. 

    “It is a huge cut to trust,” Bonilla said. “It is a huge cut to respect and to value in this district. And we’re here to say, ‘We’re not going to put up with it.’”

    For the superintendent and district staff, the main consideration in the decision to eliminate the program is its effectiveness: “Are we getting the return for the investment that we’re making?” asked interim Superintendent Misty Her. 

    “While we have gotten some results, they’ve not been consistent,” Her said. “We’ve not had consistent (growth) year after year.” 

    What are Designated Schools?

    At Designated Schools, which are intended to close academic gaps at a faster pace, students have 30 extra minutes of instruction each day, teachers have 10 additional work days for professional training, and campuses have a full-time teacher on special assignment to assist with reading or math intervention, costing the district $30 million annually.

    Designated Schools are typically located in neighborhoods with large numbers of students who are socioeconomically disadvantaged. They serve vulnerable student populations that often start behind other groups. The extra time and resources are meant to catch students up by focusing on foundational skills they’re missing, teachers told EdSource. 

    Those students are going to lose 30 minutes of instruction every day, Bonilla said, equating the time to 90 additional instructional hours each year. 

    For example, during that 30 minutes of intervention time, teachers divide their classes into small groups by proficiency level and target students’ weak points. Teachers have the assistance of support staff who provide enrichment activities and targeted instruction.

    “Having that 30 extra minutes makes such a difference for these students, and we can see the gains, and we can see the growth that they make,” said Kate Hooper, a first grade teacher at Wilson Elementary, a Designated School.

    What does the decision mean?

    Designated School teachers are paid for the extra time and extra days they work, so eliminating the program means less pay for them. 

    Bonilla said the decision forces teachers to take a 12% pay cut, ranging from $651 to $1,150 each month. 

    District spokesperson Nikki Henry asserts that district officials stand behind their decision to end the $30 million program, but that much of what’s been communicated by the teachers union is “blatantly false” and “fear-based rhetoric.” 

    Nearly two-thirds of Designated School teachers will not see a pay reduction because there are already pay increases planned in their salary schedules, Henry said. In 2023, when the school district and teachers union reached a “historic” contract, the district agreed to 4.5% educator raises with a 2.5% bonus next school year. The remaining one-third of impacted teachers will see about a 2% decrease over two years. 

    Rather than keeping money in classrooms, Bonilla accused the district of wanting to pad its reserves and put the money toward consultants who, teachers say, don’t help them or students. According to Bonilla, the district’s reserves currently sit at about $234 million.

    Most of the money is already tied up by the district’s financial obligations, Henry said, explaining that only about 7%, or $121 million, belongs to the unrestricted reserves that can be used. The district plans to spend the reserves to a projected 4% in the next two years, she said. 

    Fresno Unified is in its second year of budget cuts with at least two more years of “tough decisions” ahead. Though cuts were at the district level for this school year, they will likely touch the classroom next school year, including consultant contracts, Henry said. 

    Much like other California school systems, the district is facing declining enrollment, less funding due to lower average daily attendance, and lower than expected cost of living adjustments from the state — all of which contributed to the decision to end the program. Now the district must add the volatility at the federal level to that, district officials said. 

    Is funding the only reason for the decision?

    The Designated School program seemingly includes all the components necessary to better student outcomes: more time with kids, more time for teachers’ professional learning and more support staff. 

    Henry said that in evaluating student growth over time, regardless of where student proficiency started, Designated Schools perform about the same as non-designated schools. 

    “You put $30 million a year into a program, and they perform similarly to non-designated schools,” she said. “There’s not a bigger growth.”

    And there should be, Henry said. The Designated Schools initiative was meant to show that with extra investment, schools make academic gains faster. 

    An analysis of the program, conducted by Hanover Research in the 2020-21 school year, also found that evidence of the program’s effectiveness on academic outcomes is mixed.

    “It’s just, more than anything, disheartening, coming from people who haven’t been in the classroom in a very long time,” Hooper, the Wilson Elementary teacher, said. 

    She and other teachers say they see the gains students are making. Devyn Stephens, another Wilson Elementary teacher, said she had a first grader who didn’t know their letters or sounds on the first day of school and is now able to read at a kindergarten or early first grade reading level, adding that she can’t imagine that being possible “without that 30 minutes.”

    Wilson Elementary third grade teacher Jessica Avila said the time is needed to ensure her students know how to read since the third grade curriculum is to read to understand, not learn to read. 

    There are “a few bright spots” in the data, the district admits, but not enough. The district did not provide the school-specific data it used to make its decision.

    Henry said after-school programs, which include homework help and intervention, will absorb the students who will no longer have 30 extra minutes of instruction in the classroom. Fresno Unified will also look to other programs that can make a difference.

    Since eliminating the program is a superintendent and staff-level decision, district staff won’t be recommending the program’s continuation in next year’s budget. Technically, the school board has the discretion and authority to add it back. 

    To many, that process is the problem. 

    “It’s not just the teachers that are suffering in regards to this lack of leadership, a lack of direction and student-focused decisions,” Bonilla, the teachers union president, said about a decision that affects tens of thousands of students. “They have not gone to our community whatsoever to have a discussion.”

    “If the district wants to own this, they need to come out and be real leaders and talk about it with the community.”

    California teachers urgently need training in how to respond to, and cope with, trauma

    We live in stressful times. This, coupled with the high rate (80.5%) of children experiencing at least one adverse childhood experience by adolescence, necessitates that schools use trauma-informed practices in their daily routines.

    Trauma-informed practices, or TIPS, involve understanding the potential impact of trauma exposure on a child, recognizing signs and symptoms of trauma exposure and responding in a way that supports healing and may build resilience. I

    nteractive trainings help educators know how to respond to students with adverse childhood experiences, as well as what to do when a collective crisis happens, such as a natural disaster or school shooting. Educators learn and practice trauma-informed discipline, how to help regulate a stressed child, and build systemwide practices supporting student and teacher well-being.

    The California Office of the Surgeon General recognized the need for trauma-informed practices training and created an interactive online program for teachers and schools called Safe Spaces. However, it is not clear how many school districts and educators have accessed the program.

    A large majority of teachers (64%) want to learn how to better support students affected by trauma, according to a survey of nearly 15,000 educators by the American Psychological Association (APA). They also need support for coping with their own exposures to trauma. Teachers are often affected by the same events as their students — the pandemic, natural disasters, school shootings. And the APA survey shows educators must also contend with violence by students and parents.

    Although numerous online resources exist, including those from the National Center on Safe and Supportive Learning Environments and the National Child Traumatic Stress Network, there are barriers to overcome to get trained.

    Our research team asked 450 of our local educators during the pandemic about why they might not have been using these resources and found that, despite being highly motivated, teachers faced limited energy and time, some perceived a lack of administrator support, and some felt stigma about needing resources to manage their own emotions. 

    California needs to do more to equip teachers and administrators on how to cope with trauma in their students and for themselves.  

    One of the best ways to embed trauma-informed practices into our school systems is to start with the programs that train our future teachers. The National Association of State Boards of Education noted that only 16 states require some form of trauma-informed practices training, although the content and type of training varies.

    In California, this type of training is one way a future teacher can meet professional standards, but it is not required. Perhaps if it were, future teachers would begin their careers recognizing signs of possible trauma reactions in their students and know how to approach it with a mindset of “What happened to you?” instead of “What is wrong with you?” They would have tools to support their students with coping and handling emotions, and know when to refer for additional supports.

    Teachers already in the classroom also need trauma-informed training, but it’s often lost in the many competing demands districts must balance. Some districts can offer professional development days for their teachers where in-person trauma-informed practices training is available. If more districts could offer this, teachers would have dedicated time to learn the current best practices for supporting students with adverse childhood experiences or with the initial aftermath of school crises, such as psychological first aid for students and teachers.

    They would learn how to support the safety of students with disabilities in emergencies through Especially Safe, which was developed by parents and educators who lost students in the Sandy Hook school shooting. Especially Safe offers free resources to help schools better plan, prepare and teach safety in a way that is accessible to all students.

    Training teachers in trauma-informed practices is not enough if they are in a school environment that is not prioritizing this; therefore, training of administrators is essential as well. And administrators have their own questions about how to support the whole school community following crises and other events. Therefore, it is best if everyone in the school community gets this training.

    Although many organizations offer trauma-informed resources and trainings to schools, we need to scale up these programs to reach all schools and teacher education programs. Funding must cover not only program costs, but also dedicated teacher and administrator time to take these programs as part of professional development days.

    Until tragedies make the news, better training in trauma-informed practices may not make the top of the list of priorities, but we need to change this.

    California teachers recall long road back from Covid

    The last five years have not been easy for students or their teachers.

    During Covid school closures, teachers, accustomed to using overhead projectors and pencil and paper in classrooms, had to learn to use new technology so their students could learn from home.

    When students returned to campuses a year later, some had learning and socialization gaps. There were more behavior problems and chronic absenteeism.

    Thousands of California teachers, discouraged by classroom discipline problems, quit the profession. But many took on the challenge, offering students social-emotional support and individualized instruction.

    Now, teachers interviewed by EdSource are optimistic. They report that students are making academic and social-emotional progress. 

    Keith Carames: Pandemic didn’t stop James Lick thespians

    A pandemic didn’t stop Carames and his students at James Lick Middle School in San Francisco from producing a show, even if it meant doing it virtually.

    During school closures in the first year of the pandemic, Carames hired a director through the American Conservatory Theater to use digital storytelling and voiceovers to help students bring the Amanda Gorman poem “The Hill We Climb” to life in a five-minute video.

    Once school reopened, Carames was reluctant to have actors masked in live productions, something other schools were doing.

    “This is horrible,” Carames recalled. “Like it’s so disingenuous. We’re not using their full instrument. You don’t see their faces. It just made me sick.”

    So, Carames hired two playwrights to work with students to write eight original plays based on their experiences during Covid. He then collaborated with the San Francisco Opera Guild to turn two of the plays into musicals.

    “Everybody’s in the classroom with masks on,” Caramas said. “We rehearsed with masks on. I was like, OK, we’re going to do a show this year, but it’s not going to be like normal.”

    Carames’s answer was to rent a theater space where Covid-tested students could act and be filmed on stage without a mask for 10 minutes at a time. A production company filmed the eight plays.

    “We had fans blowing, and we had air filtration, and we had all the protocols in place,” Carames said. 

    The result was a one-night event titled “Unmasked: The Covid Chronicles,” complete with a red carpet.

    Much has changed since then. Last month, students in Carames’ after-school drama program performed the musical “SpongeBob” in front of a live audience. No one wore masks. Last week, the student actors gathered after school to watch a recording of the video and to eat Mediterranean food provided by their teacher.

    “Isn’t that cool?” Carames said.

    Sesar Carreño: Central Valley school gets technology boost

    Students who once shared computers now each have one provided by Earlimart School District. Students and their families also have district-provided internet access in their homes, said Sesar Carreño, an eighth-grade teacher at the school.

    Now teachers use giant smart TVs to share their computer screens during lessons, instead of using overhead projectors and pull-down screens. 

     Carreño says the increased technology in the classroom has been a plus, but the increased access to everything the internet has to offer means more effort by teachers to keep students’ attention.

    “They wander off, watch YouTube videos and things like that,” he said. “You say, ‘Hey, hey, don’t do that. Stay on task.’ “

    Plagiarism can also be a problem when students copy and paste from the internet a little too often when doing homework. But it’s easy to catch,  Carreño said.

    “They don’t change the font … or it looks better than something I wrote at Cal State Northridge or UCLA,” he said. “I’m like, ‘Wow, that’s brilliant.’ We try to catch that, and I do ding them for that.”

    Other than policing students on the internet, Carreño says he doesn’t have any more discipline problems than before the pandemic.

    “We just had a fight 30 minutes ago in the yard,” he said. “We’re a middle school, so things will happen.”

    Carly Bresee: Classrooms are getting back to normal

    Carly Bresee was optimistic about her new career when she began her first full year of teaching in 2019. She had wanted to be a special education teacher since she was 5 years old.

    But a lifetime of dreaming about teaching didn’t prepare her for teaching during Covid school closures or the increased social-emotional needs of her young students when they returned to school a year later. Bresee teaches transitional kindergarten through first-grade special education students with extensive support needs at Perkins K-8 School in San Diego Unified.

    Bresee couldn’t teach her students online like most other teachers. So, she donned a face mask and gloves and made weekly home visits during Covid school closures. 

    “You know, kids, especially at that age, and then especially again with students with disabilities, sitting in front of a computer for school just wasn’t a possibility,” she said. “It wasn’t accessible learning.”

    But returning to school was even harder, Bresee said. Students had increased social-emotional needs and unexpected behavior that left Bresee and other classroom staff exhausted.

     “We would go home and not be able to do anything else,” she said. “I would go home and fall asleep at like 4:30 in the afternoon.”

    Bresee considered leaving the profession then, but is now more optimistic.

    “I’m feeling good this year,” she said. “Things are getting back into a routine in my classroom. … It does feel like I’m getting my feet under me again. So, it does feel like I’m headed in the right direction.”

    Todd Shadbourne: Teachers became technology converts

    Foulks Ranch Elementary teacher Todd Shadbourne was a self-described “pencil-paper guy” until the Covid pandemic closed schools, including his campus in Elk Grove, in the spring of 2020.

    Suddenly, he needed to learn to use online video conferencing programs, classroom management tools and other technology to ensure his students could learn from their homes.

    “I’m almost 60, and I was surrounded by younger colleagues who totally just collaborated with me,” Shadbourne said. “I worked with my colleagues and I learned how to do it, and I’m really confident at it now.”

    When students returned to school, the computers, classroom management tools and online lessons came with them. The technology now allows students and their parents more access to teachers’ lesson plans and other classroom materials, Shadbourne said.

    “I think it has helped me to communicate with parents more,” said Shadbourne, who teaches sixth grade. “I’ve been teaching for a long time, and I remember when they were introducing emails and I remember when we were going to workshops for voicemail. And now, there are so many ways that I can communicate with parents. It’s almost too much.”

    And now, when there are technical problems in the classroom, the entire class jumps in to help solve problems, he said.

    Shadbourne says his newfound confidence in his ability to use technology has made him more self-assured in other areas as well.

    “I’m more willing to try new things, and I’m not afraid to mess up,” Shadbourne said.

    Erika Cedeno: Building connections key to student learning

    Spanish teacher Erika Cedeno believes connecting with her students is crucial to establishing good relationships with them. She thinks it is even more important since students returned to school after a year of learning in isolation.

    Cedeno says she doesn’t have any behavior problems in her classes. Mutual respect and trust are key, she said.

    She builds connections, in part, by setting aside time to have conversations with students, and by inviting them to use her classroom to heat up meals or just to hang out during lunch.

    “To say hello at the door is not enough,” said Cedeno, who was recently named Teacher of the Year at Golden Valley High School in Santa Clarita. 

    “They need to trust you, and they need to like you,” Cedeno said. “Because if they don’t like you, they’re not going to learn.”

    As chair of the world languages department at the school, Cedeno has encouraged other teachers to use project-based learning and to focus more on social-emotional support in the classroom.

    She recently applied for a grant to replace the desks in her classroom with tables, so that the students can collaborate in small groups.

    “When you collaborate in the real world, you don’t collaborate in rows,” Cedeno said. “With tables, you collaborate, you give feedback, you talk and you say your point of view. I’m creating that environment, and my principal is loving it.”

    Before even attending this training, I was looking for a new coffee mug for school that was big enough to hold my morning coffee. I came across the perfect one that read “Life does not have to be perfect to be wonderful.” Every morning as I am making my coffee, I take a second to reflect on this. My life is far from perfect. I’ve have had so many ups and downs and many times I questioned “can I have a break yet?” I have cried while making dinner, taking a shower, and into my pillow at night. Between the 20 kids that call me mom at school along with my own two boys, there is always someone to worry about. I worry about being enough for my kids, how their day is going while I am away, and if I am making the best choice going to work each day. I need to keep reminding myself to keep the balance of school and family. When I am at school, I worry about the kids being happy, if I am teaching them all they need to know, and if they are safe and happy when they leave my classroom. Then comes the struggles with a teaching job: classroom behaviors, changing curriculum, administration, standardized testing, and a school system that is constantly changing and expected more from teachers. But my life is wonderful! I have a wonderful husband and two happy and healthy kids. I love my job and I am excited for all that is to come. Life isn’t perfect but it is wonderful. Take time to focus on yourself and getting back to being positive and not fatigued. Compassion fatigue sneaks up on you quickly, having these strategies ready to go will help you combat it and make you feel more in control of your life and classroom and overall a happier and more positive person.

    Nancy Flanagan: Teachers Must Be Heard!


    Nancy Flanagan is a retired veteran teacher. Her blogs are always insightful because she sees the issues from the perspective of her long career in the classroom. In this post, she explains why some conferences work and some don’t. She wrote it after returning home from the Network for Public Education conference.

    She writes:

    I am just back from the Network for Public Education conference, held this year in Columbus, Ohio. Columbus is an eight-hour drive from my house, and we arrived at the same time as ongoing flood warnings. But—as usual—it was well worth the time and effort expended.

    For most of my career—35 years—I was a classroom teacher. Garden-variety teachers are lucky to get out of Dodge and attend a conference with their peers maybe once a year. Teachers don’t get airfare for conferences in other states and often end up sharing rides and rooms, splitting pizzas for dinner. They go with the intention of getting many new ideas for their practice toolboxes—lesson plans, subject discipline trends and tips, cool new materials—and to connect with people who do what they do. Be inspired, maybe, or just to commiserate with others who totally get it.

    In the real world (meaning: not schools), this is called networking. Also in the real world—there’s comp time for days missed at a weekend conference, and an expense form for reimbursements. Conversely, in schools, lucky teachers get a flat grant to partially compensate for registration, mileage, hotel and meals. In many other schools, nobody goes to a conference, because there’s just not enough money, period.

    When you hear teachers complaining about meaningless professional development, it’s often because of that very reason—there’s not enough money to custom-tailor professional learning, so everyone ends up in the auditorium watching a PowerPoint and wishing they were back in their classrooms.

    Back in 1993, when Richard Riley was Secretary of Education, his special assistant, Terry Dozier, a former National Teacher of the Year, established the first National Teacher Forum. (In case you’re wondering, the Forums lasted just as long as the Clinton administration, and Riley, were in the WH.) Teachers of the Year from all 50 states attended. The purpose of the conference was to engage these recognized teachers in the decision-making that impacted their practice. In other words, policy.

    It was probably the most memorable conference I ever attended. I took nothing home to use in my band classroom, but left with an imaginary soapbox and new ideas about how I could speak out on education issues, engage policymakers, and assign value to my experience as a successful teacher. The National Teacher Forum literally changed my life, over the following decades.

    But—the idea that teachers would start speaking out, having their ideas get as much traction as novice legislators’ or Gates-funded researchers, was a hard sell. Education thinkers aren’t in the habit of recognizing teacher wisdom, except on a semi-insulting surface level. In the hierarchy of public education workers, teachers are at the lowest level of the pyramid, subject to legislative whims, accrued data and faulty analyses, and malign forces of privatization.

    Which is why it was heartening to see so many teachers (most from Ohio) at the NPE conference. The vibe was big-picture: Saving public education. Debunking current myths about things like AI and silver-bullet reading programs. Discussing how churches are now part of the push to destabilize public schools. New organizations and elected leaders popping up to defend democracy, school by school and state by state.  An accurate history of how public education has been re-shaped by politics. The resurgence of unions as defenders of public education.

    Saving public education.  A phrase that has taken on new and urgent meaning, in the last three months. Every single one of the keynote speakers was somewhere between on-point and flat-out inspirational.

    Here’s the phrase that kept ringing in my head: We’re in this together.

    The last two speakers were AFT President Randi Weingarten and MN Governor Tim Walz. I’ve heard Weingarten speak a dozen times or more, and she’s always articulate and fired-up. But it was Walz, speaking to his people, who made us laugh and cry, and believe that there’s hope in these dark times.

    He remarked that his HS government teacher—class of 24 students, very rural school—would never have believed that Tim Walz would one day be a congressman, a successful governor and candidate for Vice-President. It was funny—but also another reason to believe that public schools are pumping out leaders every day, even in dark times.

    In an age where we can hear a speaker or transmit handouts digitally—we still need real-time conferences. We need motivation and personal connections. Places where true-blue believers in the power of public education can gather, have a conversation over coffee, hear some provocative ideas and exchange business cards. Network.

    Then go home–and fight.

    Yesterday — like every day last week — I had just 27 minutes to plan my lessons and grade my fourth-grade students’ work. In reality, I spent that time signing in to the office, getting my mail, setting up breakfast for my students, and calling a parent about their child who had been absent four days in a row. I had no time left to prepare for my first lesson of the day.

    This isn’t just an occasional bad day — it’s a constant reality. Survey results from recent years found that teachers nationwide identify “more planning time during the school day” as one of the most critical changes districts could make to support their teaching.

    Yet, in my district, Los Angeles Unified, the second-largest school district in the nation, elementary teachers have only 27 minutes of prep time — a staggering 20 minutes less than the national average of 47 minutes, which is still too little. This gap isn’t just a statistic; it’s a crisis that directly impacts our ability to plan, collaborate and provide the essential support our students deserve.

    As a 20-year educator and 2017 Teacher of the Year, meeting the needs of every student is my mission. However, a lack of prep time makes it nearly impossible to fulfill that commitment. Many of my students face behavioral challenges that require additional support — particularly those from our highest-needs neighborhoods. But without time to prepare, access resources or collaborate with colleagues, we are failing students before they even begin their day.

    Beyond the individual toll of teacher prep time, the schedule also isolates educators. Teacher collaboration is essential for strong schools, and while I value learning from my colleagues and offering guidance to new teachers, my district’s prep time policy leaves no space for additional collaboration, like mentoring, sharing best practices, or building a community. Burned-out, unsupported teachers cannot create thriving classrooms.

    The new reading program in LAUSD exemplifies the intense time demands on teachers. Each 90-minute lesson requires 30 to 40 minutes of planning — every day, five days a week — for just one subject I teach. This leaves little time for other critical tasks like grading, providing feedback or planning small group instruction. To keep up, I’m forced to spend hours working from home each week, sacrificing time with my family.

    Teachers should not have to choose between their families and students. Yet, a recent survey by Educators for Excellence, “Voices from the Classroom 2024“, found that the second-biggest reason teachers plan to leave the profession is that they take on too many responsibilities outside of paid hours, including lesson planning and grading at home. For teachers in high-need schools, this was the most significant reason — even more important than concerns about low pay.

    At the same time, the Nation’s Report Card (NAEP) 2024 scores show little to no improvement in learning since the pandemic, particularly for LAUSD students. Hispanic students — who make up 80% of the district’s student body — continue to lag behind, with an average 31-point gap compared with white students across all grade levels and subjects.

    Addressing the root causes — including insufficient prep time — is critical for districts to close these gaps and keep teachers in classrooms.

    The future of our students depends on a system that prioritizes educator support and adequate prep time. Without action, schools risk losing more talented teachers and leaving students further behind. By demanding more prep time, we can create a stronger, more collaborative school environment — one where teachers stay, students thrive and outcomes improve. The clock is ticking.
