    Covid cases rise as LAUSD tries to improve attendance

    COVID-19 cases are on the rise throughout Los Angeles Unified and the county. Public health experts are urging caution while school officials are looking to keep children in the classroom for their academic progress and emotional well-being. 

    “We want kids in the classrooms learning,” said Sarah Van Orman, the University of Southern California’s vice president and chief campus health officer. “That’s what we’re all doing — whether that be in K-12 or in higher ed — balancing the need to prevent … respiratory illnesses within our communities with the need for people to … engage in the activities that they need to engage in, which includes learning at the K-12 levels.” 

    Despite the surge in cases, LAUSD has maintained a 95% attendance rate this school year as of Wednesday, according to the district’s attendance tracker. Over the past five days, that number was lower at 93%. And 94% of students went to school on Wednesday. 

    “Obviously, the unexcused absence student is going to take a higher level of priority, but in terms of impact, there’s really no difference,” LAUSD Superintendent Alberto Carvalho said. “Kids who are absent are absent.” 

    Increased rates of COVID-19 

    In a weekly update issued Wednesday, the Los Angeles County Department of Public Health reported an average of 569 daily Covid-19 infections and 559 daily hospitalizations excluding Long Beach and Pasadena — topping five weeks of steadily rising cases. 

    In schools, however, LA County has observed a 43% increase in cases and 33 new outbreaks in the past week — 23 more outbreaks than the previous week, according to an LA County Department of Public Health news release issued Thursday

    EG.5, a variant of Covid related to omicron already infecting more people than any other single strain in the country, remains dominant, accounting for nearly a third of current cases in the sector of the U.S. including California.  

    An Aug. 24 news release from the county public health department attributed the rise of Covid infections to higher rates of summer travel, the emergence of a new variant and a return to the classroom. 

    With increased Covid-19 transmission in the community, schools are another place where outbreaks are possible due to large groups of people being indoors together for extended periods of time, according to the release. And while many children may not experience severe illness associated with a Covid-19 infection, other family members and school staff may be at higher risk. 

    The county also urged parents and guardians to “keep children home if they are sick, including when they have a fever, bad cough, extreme fatigue, or a sore throat.”

    Students who are exposed to Covid or have respiratory symptoms should get tested, the department stated, noting that many districts were already distributing tests to their campus communities. 

    Positive test results, the department said, should be reported to the school, and the sick student should isolate for at least five days. 

    Keeping students healthy could also be critical in maintaining a healthier community. One study published earlier this year suggested that about 70% of U.S. cases begin with a school-age child being infected. 

    More than a year ago, the beginning of the 2022-23 school year also was associated with a surge in Covid infections. 

    For then-4-year-old Jackson Siegel and his older sister, that fall marked a return to in-person learning as both had been kept home the entire preceding year. It also marked the beginning of a wave of sickness. 

    During the first week of school, Covid made its way from Jackson’s sister’s third grade classroom to her and then to Jackson. 

    He missed 10 days of transitional kindergarten and was out again for another 10 days roughly every three weeks — sometimes sustaining a fever of over 104 degrees. 

    “To be honest, I think that I’ve been sick … more times in school than my friends,” Jackson said. “It makes me feel like I should be safer.” 

    That routine repeated itself another seven to eight times, according to his mom, Sabrina Siegel.

    “The fact that they caught it in the first week, I was devastated,” Siegel said. “To the school, [I] said, ‘Look, if you don’t care enough about my kids’ health to, you know, require masks or have kids [sent] home when they’re sick … I don’t care about the attendance.’” 

    Jackson said he looks forward to not being sick this year. 

    But as of Thursday, LAUSD alone had 828 positive tests over the past seven days, which comes amid changes to the district’s public health guidelines that contradict public health guidelines, where parents are now encouraged to send their child to school even if they are experiencing cold symptoms. 

    Current district guidelines require students to stay home if they sustain a fever of above 100.4 degrees — or if they vomit, have diarrhea, severe pain or labored breathing. 

    Keeping students in class 

    As Covid cases continue to rise, LAUSD and districts across the state have been working to recover from pandemic learning losses and keep students in school.  

    “The greatest effect from the pandemic that I have seen in children has been the emotional trauma from missing school,” LAUSD’s chief medical officer, Dr. Smita Malhotra, said in a message to the district community at the start of the academic year. 

    “Schools are foundations of resilience, and I look forward to ensuring that schools continue to be the safest places for children to be so that all students thrive academically, are engaged and are ready for the world.”

    LAUSD experienced a 40% absentee rate in the 2021-22 academic year. The following year, that number fell by 10 percentage points to roughly 30%. The district has largely attributed the decrease in chronic absenteeism to iAttend events, where school officials go door to door to encourage students, mainly with unexcused absences, to return. 

    “This new wave of Covid is coming in at such a difficult time,” said USC education professor Julie Marsh. “You know, schools have just started, and I think that’s also historically a time where you try to make up for summer learning loss.” 

    Keeping students in school is also critical because “for many kids, it’s their only place where they have access to regular food resources, health care, after school care,” Marsh said. 

    Part of LAUSD’s incentive to curb chronic absenteeism also could lie in its coffers, Marsh added, noting that school funding is linked to students’ attendance. 

    “If the financial implications are really what’s driving some of these decisions, then I think it’s calling for larger policy change,” Marsh said. “There’s been a long-standing debate about whether California should fund the schools based on enrollment versus attendance. Lots of states do it based on enrollment. But I just have to wonder, if a district felt a little less concerned about losing funding, whether … we’d be seeing different kinds of policies.” 

    A balancing act 

    Balancing students’ health with being in the classroom is critical, experts say. 

    Marsh said she and her colleagues conducted a study at the start of the pandemic that found clear communication with the community, mental health support for staff and partnerships with local organizations and public health departments were critical.

    She added that schools should continue to take advantage of technological tools popularized during the height of the pandemic, while parents should “trust [their] gut” when deciding whether to send their child to school.

    “You also don’t want to send your kid to school if they’re not well enough to learn. Is your kid impacted by the symptoms?” Marsh said. “You kind of have to understand where your child is at and whether they’re ready to learn.”

    Learning at Temecula Valley Unified suffers as censorship fears rise

    May 12 began as a typical school day for Temecula Valley High School drama teacher Greg Bailey.

    But when he opened his mailbox, he found a printed copy of an email, sent on May 7, complaining that he taught the Pulitzer Prize-winning play “Angels in America” by Tony Kushner, which deals with the AIDS epidemic in New York during the 1980s.

    Allegations mounted that Bailey was grooming students and that he forced them to perform a short, explicit scene involving a gay man who makes questionable choices while dealing with the pain of his partner who was dying of AIDS.

    Two days later, he was called to the principal’s office at Temecula Valley High School, and about 48 hours after that meeting, he was pulled out of the classroom and placed on paid leave, leaving his students in the hands of a long-term sub and the theater department that he runs in limbo.

    “Most kids who take Drama 1, that’s the only drama class they will ever take in high school, and my whole goal is to bring in the most important, most talked-about plays,” Bailey said during an August interview.

    “I tell them that it is about the AIDS crisis in the ‘80s in New York, that it contains adult language, that it has graphic situations in it. And it’s clear from the very first day of class in the fall semester that if students are uncomfortable with anything in the material or the way that anyone talks about them, that they just need to come to me, and we’ll make them comfortable because being comfortable in drama class is really, really important.”

    While Bailey has since returned to the classroom awaiting potential discipline, his three-month-plus suspension has had a chilling effect on district teachers, many of whom are having to censor course materials, compromising student learning, for the sake of keeping their jobs.

    Edgar Diaz, president of the Temecula Valley Educators Association, the district’s teachers union, said teachers sometimes feel like they have “36 eyes, 36 cameras” focused on them at any given moment — a situation some say has been challenging, especially since the school board banned critical race theory, temporarily removed the Social Studies Alive! curriculum over a mention of LGBTQ+ activist Harvey Milk and passed measures that would require school officials to notify parents if their child shows signs of being transgender.

    “You just never know what someone else takes as the main focus of what you’re trying to say in a lesson or side conversation, or take something out of context,” Diaz said, adding that teachers fear they’ll be accused of violating the state’s education laws and losing their teaching credentials. “If your credential comes under fire, then you’re no longer able to carry out work anywhere in the state. And that’s a scary thing.”

    The Temecula Valley Unified School District did not respond to EdSource’s requests for comment in response to Bailey’s story or to the allegations raised by teachers.

    In the theater 

    Bailey, who has taught in the district for five years, often incorporates a unit focused on American playwrights.

    At the start of the unit, he briefly introduces and summarizes 10 plays, and students pick one of them to study in groups. “Angels in America” was listed as one of the 10 options.

    Four years after removing district police from individual campuses, the Los Angeles Unified School District has temporarily restored officers to two schools — reviving longstanding debates and dissatisfaction over school policing. 

    Superintendent Alberto Carvalho attempted to restore officers to 20 school sites to make campuses safer, according to a May 13 memo to school board members. Those campuses were chosen based on “relevant safety data.”

    “As we near the end of the school year, we continue to refine our protocols to ensure our schools are safe and welcoming environments for students and staff,” he said in the memo. “It is critical that we are aware of the specific needs of our schools, and respond accordingly.” 

    A day later, amid a backlash, Carvalho’s plan collapsed, with the district limiting police to only two of the 20 schools until the end of the school year because of “heightened activity” in the region: Washington Preparatory High School and Northridge Middle School. At each of the campuses, police could be stationed either all day or during specific times, including dismissal, according to an LAUSD spokesperson.

    The district will decide weekly whether to keep police in place. It is unclear what the district will do next. 

    The district’s own data shows a 45% spike from 2017-18 to 2022-23 in incidents involving suicide risk, fighting/physical aggression, threats, illegal/controlled substances and weapons. And 25% in the year ending 2022-23.

    Weapons incidents rose from 994 to 1,197 in the year ending 2022-23.

    Police were restored to the two campuses after gun incidents. In one, a student died in a shooting a few blocks from Washington Prep. During that incident, a member of the Safe Passage program — which involves community members monitoring routes to and from school to keep students safe — allegedly failed to intervene. 

    Meanwhile, at Northridge Middle School, police came to arrest two students who had brought loaded semi-automatic handguns. Afterward, members of United Teachers Los Angeles rallied in support of student safety, alleging the district failed to issue a lockdown and did not communicate adequately. LAUSD did not respond to the union’s allegations.

    “The recent uptick in interest in bringing police back to schools happened because of a few incidents on campuses,” said Amir Whitaker, senior policy counsel at the American Civil Liberties Union (ACLU) of Southern California. “And, as always, the immediate response is to bring in police — when oftentimes we know the police wouldn’t have prevented the situations in the first place.” Whitaker is also the primary author of a 2021 report titled “No Police in Schools,” which concluded police in schools have “devastating and discriminatory impacts on tens of thousands of California students.”

    How LAUSD is dispatching its police is part of a continuing EdSource investigation that revealed the vast presence of police in K-12 schools in California. EdSource obtained nearly 46,000 call logs from 164 law enforcement agencies for the period January to June 2023. LAUSD’s police department refused to release its data.

    The current debate over school police is part of a longstanding tug-of-war over student safety. Some community members have advocated during board meetings for more law enforcement, while others maintain that school police should be abolished altogether. 

    “There isn’t security on campus, and that obviously affects our children,” said Efigenia Flores, a district parent and member of Our Voice/Nuestra Voz, a group of Latino parents that has consistently advocated in meetings with district officials for an increased police presence, alongside mental health and counseling supports. 

    “This is unacceptable,” she added in Spanish. “That is why we want a clear and transparent plan that incorporates our voice.” 

    According to a recent district safety and school climate presentation, a range of safety concerns have increased across the district in recent years, leaving many parents worried about their children’s well-being and eager for the district to restore a presence on individual campuses. 

    Last Tuesday, a fourth grader at Glassell Park Elementary brought a loaded handgun to school. Nobody was injured, and Principal Claudia Pelayo said in a message to the campus community that the school acted immediately and asked the Los Angeles School Police Department and Region West Operations to investigate.

    “In alignment with our commitment to comprehensive safety measures and as an ongoing practice, we continuously review relevant statistical data and implement enhanced on-campus support from a number of departments within our District as deemed necessary,” a district spokesperson said in a statement to EdSource.

    Uneven access to community-based safety 

    Several community organizations, however, have maintained that law enforcement heightens fears around racial profiling and violence against students of color — and say the district has “really failed to commit to implementing” community-based safety efforts that could help tackle “root causes” of violence, according to Joseph Williams, director of Students Deserve, a community organization focused on “making Black lives matter in schools.”

    Those community efforts include Safe Passage and restorative justice practices, which are designed to help students understand the impact of negative behavior and address underlying challenges that may have caused them to occur in the first place. 

    LAUSD spokesperson Shannon Haber maintained, however, that the district has “really leaned into our safety initiatives and restorative justice practices,” citing efforts to hire more mental health professionals and partnerships to promote safe passage, among other initiatives.

    School board member Tanya Ortiz Franklin has long supported restorative practices in the district — and said the fears Black students experience around police “is not something I want to perpetuate, personally.”  

    “Everybody’s job in the school district is to make sure kids are safe; and, some people think only officers focus on safety,” Ortiz Franklin said in an interview with EdSource.

    “Your teachers are focused on safety, your principals focus on safety, your campus aides are focused on safety — everyone understands that is our primary concern. And so, where we need to improve and grow as a system is not just with one department. It’s with everyone.”

    LAUSD’s current law enforcement landscape 

    In 2020, in the wake of George Floyd’s murder at the hands of police in Minneapolis, LAUSD’s school board voted to cut the district’s Los Angeles School Police Department by 35% and remove police officers from all campuses. 

    The district’s police department saw a $25 million reduction in the 2020-21 budget, including more than $14 million in salaries and over $10 million in overtime pay, according to a Dec. 15, 2020, report by the Board of Education.

    Since then, the district has adopted a “patrol model,” where an officer is assigned to patrol a neighborhood in a car, both before and after the school day. 

    Some officers also patrol during the evenings when there could be potential trespassing or vandalism — and they are often present during evening events, including football games, Ortiz Franklin said.

    If an incident takes place on campus, she said, a school principal or designee can call the police, and the district department has a response time that ranges from three to seven minutes. 

    The district did not disclose how many calls were made to district police over the past several years. 

    “We have public education dollars to spend on teaching kids to get ready for college, career and life; and, if we choose to spend education dollars on law enforcement, that to me feels like a disservice and a missed opportunity,” Ortiz Franklin said, while emphasizing that the district anticipates “dire budget cuts” in the coming years. 

    With incidents on the rise since 2017-18, some parents are asking for more police in schools to keep their children safe. 

    “Because there is no security, this will continue: the distribution of drugs, fights, bullying and sexual harassment,” said Maria Hernandez, a mother of four LAUSD students and a member of Our Voice/Nuestra Voz. 

    “There are many mothers who are saddened by the deaths of their children, and I don’t think they are hoping for more,” she added, speaking in Spanish. 

    Evelyn Aleman, who runs Our Voice/Nuestra Voz, added that “we, as the adults, really have to step in and take charge of the safety of the students.”

    She also questioned whom principals would call in an emergency if there aren’t district police at schools. 

    “They’re going to call LAPD. Do we want the principals doing that?” 

    ‘A visceral response’

    Venice High School senior Lindsey Weatherspoon saw a man in a blue uniform enter her classroom a couple of weeks ago. Aware of allegations that district police had targeted students of color, she panicked. 

    “I could just feel my heart literally beating out my chest — thinking it was wrong, and they’re conducting random searches or something,” Weatherspoon said.

    Fearing police violence, she wondered: “‘Is this going to happen to me? Is this going to happen to one of my friends?” 

    The uniformed person entering the school turned out to be a maintenance worker, but Weatherspoon found it “mind boggling” to have “such a visceral response.”  

    Weatherspoon is part of the ACLU of Southern California’s Youth Liberty Squad, one of many community organizations that has called for an end to school policing altogether — whether by district or municipal law enforcement agencies.

    Several students from these organizations also attend district board meetings and speak out against policing during public comment sections — claiming the district police force has disproportionately profiled and policed students of color and consistently posed a threat to their emotional safety at school.

    Despite being roughly 8% of LAUSD’s population, Black students account for roughly a quarter of arrests, citations and diversions, according to a 2022 report released by the Police Free LAUSD Coalition, a group of community organizations that oppose school policing. 

    “Rather than arresting (students) and pushing them out of our schools, we truly need to find out the root cause of what is really going on with our youth. What is it that’s going on at home? What’s going on mentally, as well?” said Steven Ortega, the director of youth organizing at the East Los Angeles-based non-profit InnerCity Struggle. 

    “We’re not saying, ‘Let’s let young people get away with anything.’ We’re saying that there still needs to be accountability, but more holistically.”

    The rise of microschools: A wake-up call for public education

    The demise of great corporations like Kodak, Sears and others serves as a stark reminder of the perils of failing to innovate and evolve with consumer demands. Kodak famously ignored the rise of digital cameras despite inventing the technology itself. Similarly, Sears, once a retail giant, failed to adapt to the changing landscape of e-commerce. These cases highlight a common theme: success breeds complacency, whereby nimble competitors can quickly exploit new technologies and consumer trends. 

    Will public education, ensconced in outdated brick-and-mortar buildings and traditions, be next? 

    The pandemic forced schools to close but did not necessarily stifle learning. New models of teaching, such as neighborhood learning pods run informally by local parents, called “microschools,” were created. These microschools, many now monetized for profit, have grown exponentially, serving over 1.5 million K-12 students, mostly unregulated and taught by noncertified, noncertificated “teachers.”  The jury is still out on this new model, but, in the meantime, microschools are gaining momentum with parents who want more choices for their children.

    Arguably, the rise of microschools poses a significant threat to the traditional public school system, challenging its long-standing dominance in the American educational landscape. While California doesn’t specifically track homeschools or microschools, the number of private schools with fewer than five students has more than doubled to nearly 30,000 from prepandemic 2018-19 to 2023-24.

    Microschools, with their aggressive marketing to adapt quickly to the evolving needs of students and families, offer a “fresh” approach to education that starkly contrasts with the bureaucratic, often stagnant nature of public schools. As microschools grow in popularity, they expose the deep-rooted issues within the public education system, particularly its resistance to change and reliance on traditions tethered to a “teach to the test” culture making schools mostly unengaging and irrelevant to students’ lives. 

    According to a recent article in Politico, startup companies backed by investors like Sam Altman, chief executive of OpenAI, the company behind ChatGPT, act as the support system for teachers running microschools by handling issues like leasing classrooms, getting state approval and recruiting students. One such startup, Primer, recruits the “top 1 percent” of teachers and pays them 25% more than they would make on a school district salary. The company also offers teachers a revenue share for bringing in more students, treating them as “entrepreneurs.” It doesn’t currently operate in California, but is planning on expanding to more states. 

    Microschools, which typically serve small groups of students in personalized learning environments, have gained traction as families seek more flexible and tailored educational options. This flexibility is particularly appealing in an era when traditional education models are increasingly seen as one-size-fits-all, leaving many students either unchallenged or overwhelmed.

    One strength of microschools is their ability to innovate rapidly. Unlike public schools, which are often bogged down by layers of bureaucracy, microschools can implement new teaching methods, curricula and integrate technologies quickly. This agility allows them to meet the needs of students who may not thrive in a traditional classroom setting, such as those with learning disabilities, gifted students or children who simply learn better outside the confines of a traditional school day.

    However, without regulation or oversight, uninformed parents and students may be shortchanged in that classes are often not taught by well-prepared certificated teachers (who are more likely to be steeped in the science of learning and development) and schools may exclude students who do not “fit” into the model, thereby leading to more segregation and “otherness” — not a good outcome for society. Unfortunately, because of a lack of accountability, it is unknown whether microschools are meeting their student learning outcomes or preparing students for college and career readiness.

    In stark contrast to the nimble nature of microschools, public schools are often viewed as educational behemoths — large, slow-moving institutions that struggle to adapt to the changing needs of students and society. This inflexibility is rooted in the very structure of the public education system, which is designed to serve large numbers of students in a standardized manner, which is seen as outdated in a world that demands more personalized and flexible approaches to education.

    Furthermore, the bureaucratic and compliance-driven nature of public schools often stifles innovation. This makes it difficult for schools to implement new ideas or respond quickly to the needs of their students. In contrast, microschools, which are often run by small teams of educators or even parents, can make decisions quickly and adapt to new challenges as they arise.

    The growing popularity of microschools represents a significant threat to the traditional public school system. As more families opt for microschools, public schools may find themselves facing declining enrollment, which could lead to reduced funding and resources. This, in turn, could exacerbate the challenges that public schools already face, such as overcrowded classrooms, insufficient funding, and a lack of access to modern educational tools and technologies.

    Moreover, the growth of microschools highlights the shortcomings of public schools and puts pressure on them to reform. As parents and policymakers become increasingly aware of microschools, they may demand more flexibility, choice, and innovation from the public education system. 

    The threat posed by microschools is not just a challenge to the public education system, but also an opportunity for redesign and reform. If public schools are to remain relevant in the face of growing competition from microschools, they must find ways to become more flexible, innovative and responsive to the needs of their students. This may involve rethinking traditional methods of instruction, reducing bureaucratic obstacles, and placing a greater emphasis on personalized learning augmented by technology. 

    There are a number of obstacles to innovation. One is the difficulty in shifting from a traditional “seat based” instruction, tethered to the old Carnegie unit of attendance, to more “work-based” instruction to support internships, mastery grading and flexible scheduling. Another requires a mind shift beyond a top-down standardized test culture to teaching to the “whole child” with a focus on relevance and engagement. 

    As microschools continue to grow in popularity, public schools must either find ways to innovate and meet the demands of today’s students or risk becoming increasingly irrelevant in the rapidly evolving educational landscape.
