    Building sustainable STEM pathways requires trust, collaboration

    In sunny San Diego, opportunities in science, technology, engineering and mathematics (STEM) fields are steering the city’s economic growth more than ever before — presenting a future bright with possibilities.

    Yet too many students are missing out on opportunities to access the STEM careers that advance the region’s prosperity. 

    According to San Diego’s 2030 Inclusive Growth Framework, 65% of low-income jobs in San Diego are “predominantly held by people of color.” In the technology, biotech and clean tech sectors, Hispanic and Latino communities are underrepresented, despite the projection that they will constitute nearly half of San Diego County’s future workforce. At the same time, talent scarcity has become a new normal in San Diego.

    But we can reverse those trends by investing in cross-sector partnerships and community-driven collaborations to help students access more opportunities in STEM fields.

    That’s why we launched the San Diego STEM Pathways initiative, which involves a wide range of community partners working to guide more than 100,000 students toward well-paying STEM careers in San Diegos high-impact industries. This bold ambition reflects a statewide opportunity to align local innovation with California’s broader economic and impact goals.

    To bring everyone together, we engaged different industries through a collaborative design process that ultimately laid the groundwork for our efforts in the region. A 14-member committee of regional leaders representing early childhood education, K-12, postsecondary, workforce development, community-based organizations, and philanthropy reflected on why prior collaborations failed and identified some key factors missing. 

    To achieve our shared vision of building STEM pathways rooted in community co-design and shaped by the innovation and talent already present in the region, connection, trust and co-creation are essential. Our goal is to build upon existing efforts by fostering alignment across systems, thereby expanding access to opportunities for all students. Achieving meaningful collaboration also requires creating an environment where participants can openly address challenges.

    The cross-sector team devoted months to listening, learning and documenting insights. Key emerging themes included the need for: 

    • Clear communication and a deep understanding of partners’ motivations and aspirations.
    • Aligning efforts through early and ongoing conversations with community members, students, industry leaders and local partners to co-design well-rounded STEM pathways. 

    With support from Digital Promise through dedicated staff to help facilitate the advisory committee and track progress, we have created space to foster relationships and trust. (Digital Promise is a global nonprofit that works with educators, researchers, technology leaders, and communities to design, investigate, and scale up innovations that empower learners.)

    Building trust involves planning, consistency and taking actions that contribute to a larger goal. Demonstrating a long-term vision through smaller, incremental actions helps maintain momentum. Given that our advisers are high-level executives, flexibility and a collaborative space where their contributions are valued and not burdensome are crucial for their input to flourish. This requires ongoing nurturing, especially as we move toward a collective regional collaboration. 

    When communities feel seen, heard and valued, they become co-architects of change. They readily contribute when we engage with them on their terms and at their capacity, rather than expecting them to adapt to our requirements. By accommodating their needs and meeting them where they are — whether they are ready to collaborate, learn, stay informed, or actively participate — we uplift collaborators to become co-creators of change and engage at their desired level. 

    That’s how we’re building durable systems that truly reflect and serve the needs of all learners across the state of California. 

    Advisory members began developing their solution concept ideas earlier this year and are now moving toward launching a mini-pilot. Their innovative, community-driven concepts include: 

    • An effort to support preschool and elementary educators with real-world training that inspires young students in math and science and sets them on a path toward future success through partnerships with local colleges, experts and community partners.
    • A program that will work closely with students and families — especially those experiencing housing insecurity — to expand access to STEM through after-school activities, college visits and campus stays that build excitement and readiness for higher education.
    • A South Bay initiative that helps students grow their interest and confidence in STEM from middle school through college by combining hands-on learning, career exploration and local partnerships to prepare them for real-world success.
    • An easy-to-use online hub where families, educators and partners can find local STEM programs, support services, and ways to work together to create opportunities for all students.

    Building Bridges: Cultivating Interconnectedness for STEM Pathways in San Diego,” a new report produced by the initiative, provides additional information about each of the concept ideas. 

    As this work continues to gain momentum, the path forward demands deeper engagement with those most impacted — parents, community members and local leaders. But authentic collaboration doesn’t begin with action plans; it begins with trust. As we continue to deepen our partnership, we are constantly reminded that investing in trust-building isn’t a detour from progress; it is progress.

    The rollout of Proposition 28, which gives $1 billion for arts education every year, has caused confusion among districts throughout California as many look to expand opportunities available to students. 

    Despite the hurdles, bringing arts education into schools in an equitable way is possible with the right team, according to panelists at EdSource’s March 21 Roundtable discussion, “Raising the curtain on Prop 28: Can arts education help transform California schools?” 

    “We have the funding to do great things,” said Marcos Hernandez, the principal of the International Studies Learning Center at Legacy High School in Los Angeles Unified. “But we all have to be committed, and we have to listen to the students.” 

    ‘The glue that holds a good education together’ 

    When University of California Irvine student and panelist Matthew Garcia-Ramirez was in middle school, his 30-minute art classes changed everything. 

    As a high school student grappling with personal losses during the height of the Covid-19 pandemic, Garcia-Ramirez got into the California State Summer School for the Arts, where he received a piece of advice that stuck with him: “You can remember you can learn all the fancy words you need for poetry, but what you have is something special. It’s your voice.” 

    That opportunity led Garcia-Ramirez to receiving a scholarship for college — and he isn’t alone in experiencing the transformative impacts of an arts education. 

    Several panelists discussed the importance of arts education — particularly in a post-pandemic world — and its ability to keep students engaged. 

    According to Letty Kraus, director of the California County Superintendents Statewide Arts Initiative, chronic absenteeism throughout the state, which has surged by 30% since 2018, can be improved when students have access to arts education. The exposure is associated with improved attendance. 

    “It’s a 21st century learning skill. It’s so necessary, and I just think that a lot of people think in an old-fashioned way about arts education,” said Malissa Feruzzi Shriver, co-founder of Turnaround Arts: California, a nonprofit that works in elementary and middle schools across the state, who emphasized the importance of seeing arts as “applied creativity.” 

    “It’s a child with a crayon or a paintbrush, or what if my child doesn’t want to be a musician? It’s much broader and more impactful than that.” 

    Implementing Proposition 28

    While Proposition 28 was designed to give twice as much money to kids who are in lower income communities, the law’s implementation so far deserves a C-minus, said former LAUSD Superintendent Austin Beutner. 

    Under the law, Proposition 28 funds are specifically designed to supplement, and not supplant, existing funding, Beutner said.

    “Some school districts either don’t wish to recognize the plain language of the law or are willfully violating the law,” Beutner said. “And they’re using money to backfill existing programs.” 

    Beutner said that the California Department of Education, which has been tasked with overseeing Proposition 28 funds, has been “relatively circumspect on this.” He called for the state auditor to get more involved. 

    “This is the first full year, and it’s going to set a precedent,” Beutner said. “If school districts are allowed to willfully just flat out violate the law, what’s going to happen next year or the year after?” 

    Supporting arts programs 

    While some districts are confused about how to implement Proposition 28, others are working to build arts programs from the ground up. 

    Schools that have “disinvested in the arts over the years don’t have that expertise in-house, and they need help,” said Jessica Mele, the interim executive director of Create CA, which advocates for high quality arts education for all students. “They’re struggling to know what kind of decisions to make when it comes to building an arts education program from scratch. That’s where we see some inequities.”

    From developing strategic plans to incorporating professional development opportunities for teaching artists seeking more stability, panelists emphasized that partnerships are critical — as is the need to cultivate a demand from students and families.

    “Education is here for us, the students. It’s here to serve us, and we have a voice at the table. So please use that voice because that is very important,” Garcia-Ramirez said. 

    “Use the public comment at your school district’s meetings; ask your principal questions; there is a seat for you at the table, and if there isn’t, please make one for yourself.”

    New law requires Cal State to overhaul response to Title IX complaints

    What began as reports detailing the failure of the California State University to deal with Title IX complaints has led to a new state law requiring that the system take action. Gov. Gavin Newsom on Monday signed the first two bills in a legislative package addressing sexual harassment and violence on college campuses.

    Of the bills Newsom signed, the first, Assembly Bill 1790, requires Cal State to implement recommendations in a July 2023 report from the California State Auditor. The audit found the system had “not adequately or consistently addressed some allegations of sexual harassment.” Universities are required to resolve sexual harassment complaints under Title IX, the federal law prohibiting discrimination on the basis of sex in schools.

    The second, AB 2608, calls for campuses to update their annual sexual violence and harassment training to include a discussion on “how to recognize if someone is at risk of alcohol- and drug-facilitated sexual assault” beginning in September 2026. The bill applies to Cal State (CSU), the California Community Colleges, the University of California (UC) and higher education institutions that receive state funding. Both CSU and UC registered their support along with the Faculty Association of California Community Colleges.

    There are 11 other Title IX-related bills in the legislative pipeline. Cal State leadership is supporting three and has not taken a position on the rest, a spokesperson said.

    “The CSU is already working to meet all of the audit requirements,” Cal State spokesperson Amy Bentley-Smith wrote in an email. “AB 1790 adds a requirement of reporting to the legislature on our progress. In terms of an additional workload, this bill will require the CSU (to) share the report we have already agreed to prepare for the State Auditor with the Education Committee.”

    Assemblymember Mike Fong, D-Alhambra, was a lead author on both bills signed this week. 

    The raft of Title IX bills was released following a California Assembly Higher Education Committee report finding that students and faculty at each of California’s three public higher education segments do not trust the way campuses respond to instances of sexual harassment and discrimination.

    It was the latest in a series of investigations into how the system handles such misconduct. A 2023 state audit found the CSU system routinely failed to address allegations of sexual assault, including instances in which universities closed cases improperly. In addition, a 232-page systemwide report by the Cozen O’Connor law firm found that the system did not adequately respond to complaints because it was understaffed and lacked enough resources. It also found that CSU did not have a way to handle misconduct that was “disruptive to the learning, living, and working environment” but does not rise to the level of discrimination or harassment.

    A spokesperson for Fong wrote in an email to EdSource that each bill was “modified in consultation with stakeholders to address the fiscal implication of the bills” and that the cost of most of the bills in the package should be “minor and absorbable.”

    Assemblymember Laura Friedman, D-Burbank, authored AB 810, another bill in the package, which would require job applicants, as part of the hiring process, to disclose decisions determining that they committed sexual harassment.

    “We are hopeful the Governor will sign the bill. He has been very proactive when it comes to signing bills to address sexual assault and harassment,” a spokesperson for Friedman wrote. “We haven’t yet spoken to his office regarding 810, but we feel confident that this bill aligns with his previous support in this area.”

    In addition to AB 2608, the three Title IX-related bills that have received Cal State’s support are:

    • AB 2047, which calls for a systemwide Office of Civil Rights to oversee campus Title IX offices. The Cal State system has already implemented such an office, according to Bentley-Smith, and committed “a large fiscal and personnel impact” to back the office prior to the bill.
    • AB 2407, which requires triennial audits of how Cal State and the UC handle sexual harassment complaints. Bentley-Smith said the system does not anticipate needing to add personnel or new processes to implement the bill.
    • AB 2492, which would create confidential positions to help students, staff and faculty navigate the sexual harassment complaint process. Bentley-Smith said some of the positions already exist and that additional training will be necessary.

    A recent CSU news release said the system is restructuring its civil rights services and seeking to “increase staffing at the system and university levels, establish uniform standards and training programs, and develop more robust data collection and tracking systems.”

    California’s chronic literacy crisis requires solutions drawn from research

    A few years ago, I met a first-grade English learner in a bilingual program who was learning to read in Spanish. The student, who I’ll call Elena, and her mother were from Guatemala. Elena’s mother only had a second-grade education, but she knew that one facet of Elena’s education was the gateway to all future opportunities: learning to read. 

    Elena had started school late, and her mother was taking no chances. She worked with Elena to teach her some basics — how letters formed syllables and syllables formed words. Elena was able to read by the end of first grade, but the outcome could have been very different without her mother’s efforts. Whether she knew it or not, what Elena’s mother taught Elena aligns with decades of reading research on how the brain learns to read — regardless of native language.  

    Unfortunately, most children from low-income communities like Elena’s do not share her story. Millions of California students fail to make adequate progress in reading. Today, only one-third of economically disadvantaged Latino students and one-fourth of economically disadvantaged African American students meet or exceed grade-level standards in English language arts. This is not because they are incapable of learning, but largely because they are not taught using effective practices supported by a broad consensus of reading researchers and experts.

    These practices include a strong emphasis on foundational literacy skills, typically known as phonics and decoding, and an emphasis on developing language, comprehension and knowledge.

    But foundational literacy skills are not given enough attention in California, leaving too many students with a weak or nonexistent foundation for literacy development and academic success.

    Literacy achievement in California is alarming. Fewer than half of California students meet or exceed grade-level standards in English language arts. For decades, California students have been either smack in the middle or, more often, trailing national reading achievement. In the most recent national assessments, California’s fourth-grade students’ scores were below 36 other states in reading proficiency. And, according to research from the Stanford Education Data Archive, California has one of the largest gaps in fourth-grade reading proficiency between low-income and non-low-income students in the nation.

    The real-world consequences of poor literacy skills are devastating for both individuals and society as a whole:

    Our state has invested millions of dollars in literacy over the past decade, but we are still not seeing an adequate return. This is, in part, because much of the policy to date has consisted of mixed and confusing recommendations from the state. We have failed to put into practice the best knowledge we have about promoting literacy development. 

    Meanwhile, states like Mississippi have gone from significantly below average in reading proficiency and among the worst in the nation to significantly above the national average and one of the most improved, after passing comprehensive early literacy policies that align with reading research. The average low-income California fourth grader is a full year behind their counterpart in Mississippi

    California now has the potential to make similar progress and take a positive step forward if elected leaders in Sacramento choose to vote for Assembly Bill 1121. The bill could help align decades of interdisciplinary reading research with reading instruction by providing paid professional development for elementary school educators in more effective literacy practices and requiring school districts and charter schools to adopt English language instructional materials from a new State Board of Education list aligned with evidence-based means of teaching literacy (identified in current law). 

    For too long, we’ve debated whether reading should be taught as decoding, emphasizing phonics (letters, sounds), or as meaning-based, emphasizing “whole language” or so-called “balanced literacy.” In reality, decoding, language comprehension skills, and knowledge development are all necessary to achieve reading success

    Even with advanced language skills and vast knowledge, you can’t be a successful reader if you can’t pull words off a page quickly, effortlessly and accurately. Similarly, you can’t be a successful reader if you lack the language and knowledge to make sense of words. 

    AB 1121 will help move us toward a more comprehensive approach to reading instruction, emphasizing the importance of developing the neural pathways between sounds, letters, and meaning that are necessary for the brain to learn to read. 

    Building these pathways is essential for those learning in any language. Research around the world demonstrates there are many commonalities in learning and teaching to read in any language, whether it’s a language one already knows or is simultaneously learning. English learners have much to gain from implementing known effective approaches to teaching reading, which include what Elena’s mother did instinctively to help her build a strong foundation of literacy.

    In the Information Age, reading is the gateway to all future opportunities. Our students don’t have time to waste while we, the adults they’ve entrusted with their education, continue to fight fruitless “reading wars.” If we care about our children’s futures, and our state’s, we must push for effective reading instruction in all classrooms by passing AB 1121.
