    Effective support is key to keeping new teachers in the profession

    Beginning teachers are most susceptible to leaving the profession. With upwards of 10,000 teacher vacancies and a decline in teacher credentials with California, it is urgent for the state — alongside much of the U.S. — to identify ways to mitigate attrition.

    But recent research from the California-based Center for Teacher Innovation suggests three effective strategies for supporting new teachers that should be incorporated into all teacher prep and support programs:

    Provide dedicated and well-matched coaches. Quality coaches should be at the forefront of beginning teacher support. Numerous studies have indicated that coaching can improve teacher outcomes, including feelings of preparedness and retention. While California requires induction and coaching for all new teachers, many states do not.

    When coaching is offered, there are several important considerations. First, there needs to be an intentional match between a coach and the new teacher. Default pairings often rely on aligning teachers and coaches by grade level or subject area. But depending on program size, that may not be possible, so programs could consider additional strategies to strengthen the coaching relationships, like matching similar personality traits or professional skills.

    Programs should also invest in activities that promote interaction, such as allowing coaches and teachers time to get to know one another, coaches sharing about their qualifications and experiences, and using time to discuss goals for the new teacher. These opportunities build trust between the teacher and coach; but caution, coaching time does not equate to counseling sessions, and priority should remain on professional growth. This can be done through classroom observations, feedback or a host of other effective coaching strategies. Finally, coaches should meet with their teachers frequently — ideally, weekly — to provide consistent check-ins on progress early in the year, when things are most challenging.

    Pay attention to curriculum and technology. There are two design structures of induction often overlooked but vital to the beginning teacher experience. Centrally, programs need to carefully craft what they want their new teachers to learn. New teacher curriculum may reiterate central components of pedagogy (e.g., lesson planning, classroom management), but often more specifically, it includes how to adjust what they learned in their teacher preparation program into their specific classroom context. Whether it is considering creative activities to engage students or being culturally responsive, new teachers need to think about how their training applies to their current environment.

    Relatedly, programs should consider how new teachers learn this professional content. While it can be conveyed through coaches, programs should think about how technology, in particular, can enhance or detract from teacher development. Learning management systems such as Canvas, Blackboard and Google can be utilized to distribute what new teachers should learn, but must be user-friendly to reliably provide information.

    Connect teacher learning. New teachers need to understand how the scope of their professional learning interactions and activities build upon each another. Teacher preparation programs, the district, professional development workshops, their campus and peers are among just some sources that can provide different, sometimes contrary, professional information. It can be challenging for newcomers to understand whom to listen to and how to balance a variety of information. Thus, induction programs should consider how their work complements other programs. Induction program personnel, teacher educators and district administrators need to work together to ensure that each training successively builds upon one another. Otherwise, persistent separation causes inevitable overlap in learning or, worse, contradictory learning.

    Along with the three strategies outlined above, induction programs must be accessible and affordable and enhance beginning teachers’ learning, rather than waste time that they don’t have to spare on activities that generally are not beneficial for them.

    Beginning teachers need consistent help and a professional village of people to grow and thrive in the profession. School districts, induction programs and others who assist new teachers must incorporate all three of these evidence-based strategies in their programs to ensure that new teachers can develop and ultimately stay in the profession.

    Central Valley struggles to produce college grads; key programs are turning that around

    A new report delivers bad and good news for the Central Valley.

    The bad news: The vast majority of parents, 79%, want their children to get a bachelor’s degree, but just 26% of students in the region are on pace to achieve that.

    The good news: Central Valley educators in both K-12 and higher education are pioneering strategies that could transform the region’s low college attainment rates. That includes broadly expanding dual enrollment opportunities; increasing the number of students meeting requirements to graduate from high school; and creating regional partnerships to smooth key transitions between high school, community college and four-year universities.

    A sweeping new report, “Pathways to College Completion in the San Joaquin Valley,” by the Public Policy Institute of California (PPIC) found a multitude of factors contributing to lower college attainment rate in the region, compared to the rest of the state, including a lack of preparation in high school, low university application rates (especially to the UC system), financial constraints, campus proximity, and a perception of less access. That’s a problem for the state, as well as the region.

    “When we look to the state’s future, the San Joaquin Valley is especially important,” said Hans Johnson, one of the report’s authors.

    That’s because the Central Valley is populous, young and growing rapidly — 4 million and counting — compared with other parts of the state. But it is also a region that requires attention, because, over the last 50 years, it has fallen behind the rest of the state economically. In 1974, residents in the Central Valley made 90% of the state’s per capita income. In 2020, that number had fallen to 68%.

    “When you increase the educational attainment rate here in the Central Valley, it lifts the entire region socioeconomically and culturally as well,” said Benjamin Duran, executive director of the Central Valley Higher Education Consortium.

    He said that too few students obtaining any kind of degree — associate, bachelor’s or advanced — means the valley will continue to have too few people in critical professions, such as nursing, medicine and teaching.

    “It’s way below what our economy in general demands,” said Johnson, a senior fellow with PPIC. “We know the value of a college degree statewide is incredibly strong — and in the Valley as well. So, not everybody has to go (to college), but more people and more students should be going than are going right now.”

    The report finds that students in the Central Valley tend to graduate from high school at nearly the same rate as other students in the state, but show a sharp decline during the critical juncture of transitioning from high school to college and, for students who register at community colleges, which a majority of Valley college students do, transferring to a four-year university or college.

    High school students lack preparation

    According to the PPIC report, students in the Valley have wildly different experiences based simply on which school districts they attend. 

    “That’s both encouraging and kind of discouraging that we have such a wide variation that where you go to school, to not a small extent, is going to determine what kind of possibilities you have for going on to college,” Johnson said.

    School districts that do a good job preparing socioeconomically disadvantaged students tend to also prepare their wealthier peers well, the report shows.

    Two of the Valley’s largest districts, for example, demonstrate this. The college-going rate for Fresno Unified’s socioeconomically disadvantaged students is 64%, compared with 67% of their more advantaged peers. Those same rates for the Kern High School District are 48% and 53% respectively.

    The problem is that many Central Valley students are not graduating from high school with the preparation that they need to succeed in college, according to Olga Rodriguez, one of the report’s authors. 

    One important metric is how many students have taken the full college preparatory sequence — known as A-G — required for admission to California’s public universities. In the Central Valley, 4 out of 10 high school graduates met the A-G requirements, compared with 6 out of 10 for Los Angeles and Bay Area students. 

    “If you want to increase the number of college graduates, that’s where we have so much potential,” said Rodriguez, director of the PPIC Higher Education Center.

    Students who do not meet A-G requirements are not able to begin their college career at a CSU or UC school. Additionally, this lack of preparation makes it more challenging for students at community colleges to successfully transfer to a four-year university, Rodriguez said.

    To improve their rates, some school districts have shifted to mandating that students graduate with A-G requirements; others have simply dropped classes that are not A-G eligible. However, many other districts are not prioritizing A-G classes.

    “A-G policies often seemed centered on politics and local industry needs — as opposed to being focused on students’ needs and aspirations,” the report states.

    An analysis by EdSource found that 56% of high school seniors do not complete the A-G requirements. EdSource found that the problem is particularly dire among Black and Latino students, as well as in certain regions, such as Northern California and the Central Valley.

    For many communities in the Central Valley, higher education is considered more “aspirational” than realistic, Duran said, adding that it’s the job of all educators across the spectrum to educate both students and parents about how to make college a reality.

    The default choice for many Central Valley students is to stay at home and attend a local community college, rather than attend a CSU or UC — even for students who have the grades. The perception is that it ends up being cheaper and maybe a safer option, but that’s not always the case.

    “When you look at the net price, it’s actually more affordable to go to a CSU than it is to stay at a community college,” said Rodriguez. “Especially when you think about the likelihood of completion and how long it’s going to take you.”

    Partnerships make the difference

    Because the transitions between institutions is where students tend to fail, the report says that partnerships between high schools, community colleges, CSU campuses and the region’s only UC campus, in Merced, are important for Central Valley students.

    In this area, the region is “ahead of the game,” said Rodriguez.

    The Associate Degree for Transfer (ADT) is a program that guarantees community college students who meet certain requirements a spot at a CSU campus, but the UC system has not joined in. However, UC Merced — the only UC in the Central Valley — is unique in having its own version of an ADT guarantee for regional community colleges, Johnson notes. The university also has a similar guarantee program aimed at high school students in regional districts. 

    There are similar partnerships throughout the Valley that are trying to ease those transitions. For instance, Fresno State has a new Bulldog Bound Program that guarantees admission to high school students in over 40 school districts who meet requirements — and also gives them support during their high school career.

    The region has three K-16 collaboratives that focus on making sure that schools are able to prepare students for college at a young age — whether that is through educating parents or helping high school teachers, particularly in English and math, get master’s degrees so they can teach dual enrollment courses.

    Dual enrollment has thrived in the Central Valley, thanks to partnerships largely between community colleges and K-12 schools in the region. Dual enrollment allows students to take college credit courses during high school, which makes them more likely to continue on to college after high school.

    The work being done in the Central Valley serves as an incubator for what can happen in the rest of the state, said Duran.

    “The work we do is collaborative,” said Duran. “We try to bring projects and initiatives that can not only be replicated here, but in the rest of the state.”

    If these changes lead to a swell of enrollment, the report notes that there is plenty of higher education infrastructure in the region. Few colleges or universities have programs that are impacted — unlike in other parts of the state. Both CSU and UC are banking on growth in this region.

    Students who are missing too much school might be facing mental health issues, poverty and housing insecurity — issues that might seem daunting if not impossible for the school system to tackle by itself.

    But relatively simple strategies, such as improved communication with parents via phone calls, emails or postcards, can be effective while costing little, according to a panel convened by EdSource on Wednesday called “Getting students back to school: Addressing chronic absenteeism.” Communication alone can motivate parents to improve their children’s attendance — and it can also help schools understand the causes of chronic absenteeism. 

    “Engagement is mostly free,” said Jessica Hull, executive director of communication and community engagement for Roseville City School District in Placer County. “It doesn’t take any money to sit and listen to the barriers that exist for our families.”

    Researchers and educators know what a serious problem chronic absenteeism is, but parents don’t, according to Amie Rapaport, co-director of the Center for Applied Research in Education at University of Southern California (USC). Rapaport calls this the “parent/expert disconnect.”

    “If parents don’t know that their children are struggling in school, then they’re not going to be seeking intervention or support for their child,” Rapaport said.

    That appears to be what is happening. Rapaport’s research as part of a new USC report on school absenteeism found that fewer than half of the parents of chronically absent students were worried or concerned about it. But research has found that chronic absenteeism can cause a cascade of academic problems for students throughout their schooling.

    The pandemic played a role in diminishing parents’ belief that school attendance is valuable, according to Thomas S. Dee, professor of education at Stanford University Graduate School of Education. He said this “norm erosion” has been a national phenomenon.

    “Over the past few years, we’ve seen nearly 20 years of test score gains evaporate,” Dee said. “We’ve seen an accelerating youth mental health crisis that’s attested by a declaration from the American Academy of Pediatrics, (and) a rare public health advisory from the U.S. Surgeon General.”

    Schools are still seeing the effects of the pandemic on their students, even as federal funding to address those problems is drying up, Dee noted. For schools to address this crisis, they need interventions that are easy to scale and don’t cost a lot of money — and have research to back it.

    “I think if I were to encourage people to leave today’s webinar with one piece of information, it’s that most promising (intervention) is low cost, scalable parent engagement through outreach, through texting, through postcards,” Dee said.

    The way that educators frame the problem to parents is important, according to Hull. That can mean celebrating when a student who has been absent returns to school. But it can also mean explaining why missing a couple of days each month can take a toll on a student. Avoiding jargon or confusing language is also key.

    When confronted with a chronic absenteeism rate that soared to 26% from a prepandemic level of 6%, Roseville City School District began a campaign to educate parents about the importance of attendance. One piece of that was designing an infographic, in parents’ home language, that explained what chronic absenteeism is and the consequences of too many unexcused or even excused absences.

    Dee said that the state could also play a role by integrating data about attendance with a text messaging system, for instance, alerting parents that their student is missing too much school.

    “But California’s a place that’s put a heavy emphasis on local control, and so it’s down to our many districts and schools to navigate those challenges,” Dee said.

    Some schools might see that certain issues — such as school safety, transportation or economic or health barriers — are especially prevalent in their communities, Dee said. Understanding what those issues are from the community is important. That, too, requires parent engagement.

    Communication needs to be a two-way street, according to Jennifer Hwang, a Los Angeles Unified parent. LAUSD educators initially brushed Hwang’s concerns aside when she told them her son was struggling with attendance, due to anxiety and neurodivergence. Hwang wishes that her school had simply listened to her concerns when she first raised them.

    “It took a while for me to just go in constantly, reach out to the teacher and reach out to the school. If that initial reaction would have been much more helpful, then I don’t think that he would have been as absent as he was,” Hwang said. 

    Zaia Vera, an education consultant with Sown To Grown, credits conversations with students for inspiring a novel way of addressing attendance. Students said they were struggling with money and that they needed adults who cared about them. So Oakland Unified conducted an experiment while Vera was the head of social-emotional learning. 

    For 10 weeks, the district provided mentors and $50 a week to encourage students to improve their attendance. It paid off with improved attendance that continued well beyond the experiment.

    “The key finding here was that the money incentivized the students to come to school, but it was the relationships that they built that kept them there, and coming back,” Vera said. 

    Research demonstrates that good relationships with teachers are key for encouraging students to come to school — and so are factors such as the school environment and the quality of instruction, Dee said. 

    But Dee cautions schools to not get too overwhelmed trying to tackle all the problems that can exacerbate chronic absenteeism, especially at a time when school finances are tight.

    “The notion that (schools) should do all the things seems really problematic,” he said. “I’m seeing things like, ‘Well, maybe to promote attendance, you should fix housing and security or solve the American health/healthare system.’ I think that’s great advice for a state legislator or federal legislator, but not appropriate for districts and schools.”

    Understanding California’s test scores could hold the key to student improvement

    As states across the nation release their annual data from tests administered to students in the 2023-24 school year, we’re beginning to get a clearer picture of how far along we are in our post-pandemic recovery. The release of California test data today shows our public schools are continuing to turn the corner on pandemic recovery, with gains on most assessments, while highlighting areas where we have more work to do.

    Overall, the percentages of California students meeting or exceeding the proficiency standards for English language arts (ELA), mathematics, and science increased. This is encouraging given that the population of socioeconomically disadvantaged students tested increased again over the past year — as it has for each of the last three years — this time from 63% to 65% — an increase of more than 60,000 students. The number of students experiencing homelessness also rose once again. Despite the challenges they face, achievement levels for socioeconomically disadvantaged students increased more than the statewide average in all three subjects at every grade level. 

    Furthermore, Black and Latino students showed positive score trends in mathematics across all grades, and the stubborn achievement gaps long experienced by Black students began to close with gains larger than the statewide averages in math and ELA at several grade levels. The same was true for foster youth.

    These gains for California’s most vulnerable students are likely due in large part to the investments made by Gov. Gavin Newsom’s administration and efforts to target inequities in life circumstances and educational opportunities. These include programs like the California community schools initiative that provides wraparound whole child supports, the expanded learning opportunities program (ELO-P) that provides academic support and enrichment after school and over the summer, the literacy coaching initiative, and the equity multiplier — all targeted to high-poverty schools. Attracting and keeping better prepared teachers in these schools has also been enabled by the Golden State Teacher Grants for new teachers and incentives for accomplished veterans who are National Board certified. 

    It is encouraging that overall scores are up, but there is more work needed. And an accurate understanding of what’s being measured and what the scores mean is critically important for diagnosing and improving student learning.

    Smarter Balanced assessments are administered in California and 11 other states and territories that helped develop the tests. California’s Smarter Balanced assessments are more rigorous than those in most other states as they focus on higher-order skills and critical thinking, and measure more standards.

    For example, whereas most states’ English language arts assessments test only reading and use only multiple-choice questions, California’s tests include reading, writing, listening, and even research, as well as open-ended questions and performance tasks that require students to analyze multiple sources of evidence and explain their conclusions.

    Each Smarter Balanced assessment measures grade-level content along a continuum. Higher test score performance represents a student’s ability to handle greater complexity as they use evidence, analyze and solve real-world problems, and communicate their thinking.

    Smarter Balanced defines benchmarks at levels 2, 3 and 4 respectively as foundational, proficient, or advanced levels of grade-level skills, while a “1” shows “inconsistent” demonstrations of grade-level skills. In the case of English language arts, students as early as grade three who achieve levels 2 or above are reading, writing and demonstrating research skills.

    As an example, a sixth-grade writing prompt asks students to research and explain the impact of the 1893 World’s Fair, and different levels of performance show different levels of sophistication, from communicating a few facts to elaborating on how the activities of the fair led to other human accomplishments with long-term impact:

    To understand where improvements are most needed, educators can look at “claim scores” on the assessment — measures of what students have shown they know and can do on specific topics. These show, for example, that 25% of students statewide score below the standard in reading, but 31% score below the standard in writing — an area for greater focus. Since research shows that writing improves reading, ensuring that students are receiving regular writing instruction and practice will improve performance in both areas of literacy.  

    Similarly, in mathematics, California assessments are more sophisticated than those in many other states, as they measure math concepts and procedures (where many state tests begin and end), plus data analysis, problem-solving, and how well students communicate their reasoning through additional performance tasks in which students must solve a complex real-world problem and communicate their reasoning.  

    The states that created and use these assessments believe that when students are asked to learn and show higher-order skills, they are better prepared for later schooling and life than if they were only prepared to bubble in answers on a multiple-choice test.

    A recent study from Washington state provided evidence for this belief. The study found that over half of students who scored a “Level 2 / Nearly Meets” on the Smarter Balanced high school mathematics test (and more than one-third of those who scored a 1) successfully enrolled in post-secondary learning without additional remedial courses, and the large majority succeeded. Among those who scored a 3 or 4, 70% and 82% respectively attended college, and nearly all were successful.

    We hope that educators, parents and policymakers will not only understand and act on what they learn from these assessments, but also use the evidence productively for improving teaching and learning. Smarter Balanced assessments include lesson plans and interim assessments teachers can choose to examine student learning and adjust their teaching throughout the year. The score reports also provide information about the levels at which students are reading and computing, linked to resources parents can access directly to support their children — supplemented by what they know authentically about what their children are learning and doing at home and school. 

    Students’ engagement, parents’ observations, teachers’ reports and classroom-based assignments will always provide more detailed, timely and useful information about individual students’ interests, needs and progress. Hopefully, these assessments can provide a useful adjunct if we know what they mean and how to use them productively.

    The Trump administration has taken aim at a key assumption of federal civil rights enforcers and California’s school discipline strategy: that large racial disparities are a red flag for discrimination.

    Trump’s executive order, released Wednesday, attacks the concept of disparate impact — the idea that a policy that may seem neutral actually harms a racial or ethnic group. The order calls this approach to discipline, championed by both the Biden and Obama administrations, a “risk to children’s safety and well-being in the classroom.”

    “Their policies placed racial equity quotas over student safety — encouraging schools to turn a blind eye to poor or violent behavior in the name of inclusion,” U.S. Department of Education Secretary Linda McMahon said in a statement.

    The previous Trump administration rescinded Obama-era guidance from the Department of Education, which warned it would initiate investigations based on reports of racial disparities in discipline. 

    The executive order takes this a step further by threatening state agencies and districts that fail to comply with the Trump administration’s “colorblind” interpretation of Title VI of the Civil Rights Act, which protects against racial discrimination.

    The introduction of the California School Dashboard, the state’s school accountability website, raised public awareness of suspension rates and other indicators of school performance. The dashboard designates the performance of every district and every school as well as their student groups — including racial groups — in one of five colors. No statewide student group’s suspension rate was red, designating the worst performance, but 674 schools — 7% of 9,671 schools — had that designation. They may have been designated for state assistance to determine the cause of high suspension rates. They would also have to commit to lowering suspensions as part of their district’s annual accountability plan.

    Suspensions in California have dropped dramatically over the last decade, but disparities remain: 8.6% of Black students were suspended in 2023-24, compared with 2.7% of white students.

    California has also taken action and banned schools from suspending students solely for “defiance.” Many advocates claimed it was a “catch-all” justification to punish students, particularly students of color, for smaller infractions, like refusing to take their hat off. The state banned the practice for K-3 students in 2013, expanded it to K-8 in 2019 and, this school year, expanded it to high school students.

    Los Angeles Unified School District pioneered this policy to reduce suspensions. In 2013, its school board passed the School Climate Bill of Rights. A district spokesperson said in a statement to EdSource that the district follows state law and district policy regarding student discipline.

    “Race is not a consideration in the application of student discipline policies at the district,” the statement said. 

    Carolyn Gorman, an analyst with the Manhattan Institute, a conservative think tank, says California is at risk of losing funding for schools with its policies on willful defiance that reference disparate impact.

    But other experts disagree.

    Michael Petrilli, president of the Thomas B. Fordham Institute, said the executive order is no surprise. “I expected them to write about it, but it’s so vague, it’s important to wait for the guidance to see, really, what they are trying to say.”

    “It’s one of those threats that I would advise districts to ignore,” said John Affeldt, managing attorney at Public Advocates.

    Affeldt points to recent court rulings that blocked Trump from enforcing an executive order he signed in January that promised to withhold funds from schools that have diversity, equity and inclusion (DEI) policies.

    It is not illegal to simply have a racial disparity in discipline statistics, Affeldt notes. Instead, disparities serve as a red flag that triggers an investigation to examine whether certain policies or practices are discriminatory and violate civil rights.

    Daniel Losen, a civil rights attorney, education researcher and former director of the Center for Civil Rights Remedies at UCLA’s Civil Rights Project, called the executive order “fear-mongering — making up unproven harms to discourage folks from considering the possibility that maybe their school policies are inequitable.”

    “They are hoping that people think that looking at racial differences is unlawful, even though the law requires that we address disparate impacts” of education policies, he said.  “And those regulations, which have been in effect since the ’60s, have not been rescinded.”

    Losen explored nationwide data on suspensions in his 2020 report “Lost Opportunities: How Disparate School Discipline Continues to Drive Differences in the Opportunity to Learn.” He concluded that the lack of instruction time from suspensions, combined with lost access to mental health services and the stigma of punishment “for breaking a rule, no matter how minor their misconduct,” causes racially disparate harm.

    Those sharp disparities, he wrote, “also raise the question of how we can close the achievement gap if we do not close the discipline gap.”

    Sixth grade teacher Thomas Courtney said he is concerned about the message that an order from the country’s highest office sends to teachers about addressing racism. He worries that it may reinforce a perception among a largely white workforce of teachers that students of color are to blame for the rise of misbehavior in classrooms.

    “The scapegoat is brown and Black children and the fact that they’ve been getting away with murder in your classroom — that’s how this is going to be interpreted,” said Courtney, who teaches humanities and English at Millennial Tech Middle School in San Diego.

    He worries some teachers will read the order and say, “I can finally write suspensions on all those Black kids causing all these problems in my class.”

    Looking at discipline through the lens of disparate impact tends to highlight one glaring fact: Black students — boys in particular — are far more likely to be disciplined. 

    “It’s historically egregious that it is Black males in particular who get referred much more often, suspended much more often, expelled much more often,” Affeldt said.

    Order is an ‘opening salvo’

    This executive order may have little immediate legal effect, but experts expect to see much more from the administration on the topic of discipline.

    “If they say, do not treat kids differently based on race, that should be fine. But they could go further to say that the Office of Civil Rights can investigate only individual circumstances, and cannot assume a disparate impact based on suspension data,” said Petrilli, of the Thomas B. Fordham Institute.

    “They could go looking for principals who would say they did not discipline students because of mandates to reduce the number of suspensions,” he said.

    Or they could find teachers who say that restorative justice in lieu of suspensions, without staff training and administrative support, doesn’t work. As Brian Foster, a retired California teacher, wrote in a comment to EdSource, “When there are no real consequences to bad behavior, it spreads. Behavior is excused and pushed right back into the classroom unresolved, degrading the real learning of all other students.”

    Courtney, who wrote a commentary for EdSource on the topic, worries that this executive order could represent an “opening salvo” in an effort to turn the practice of restorative justice into a politically toxic concept, as critical race theory was. Restorative justice focuses less on punishment and more on strengthening a school’s culture through righting wrongs, solving disputes and building relationships.

    Trump’s executive order doesn’t mention restorative justice practices, but it does refer to a joint letter in 2014 by the U.S. Department of Education and U.S. Department of Justice. That letter notes that strategies such as conflict resolution, restorative practices, counseling and positive interventions may be used.

    Affeldt also expects to see more from the administration on the topic of disparate impact — both inside and outside of schools. He says conservatives have been pushing for a case that would outlaw disparate impact theory. He calls it a “moonshot” for the movement to get a case that would invalidate California’s take on racial discrimination.

    “That’s a real stretch,” Affeldt said, “but that’s their game plan, and they’re trying to tee it up.”
