    Advice from former superintendents on retaining those still on the job

    Dedicated mentorship, training for potential superintendents, and trust-building are some of the solutions to curb the growing number of superintendents in California who are leaving the job, according to panelists at Tuesday’s EdSource roundtable discussion, “Superintendents are quitting: What can be done to keep them?”

    Some of the most cited reasons for exiting the profession include polarizing politics, division over the effects of the pandemic-related school closures, and stress.

    “No matter what we may have thought, superintendents became the public face of the pandemic and, in most instances, they were merely following public health dictates,” said panelist Carl Cohn, former superintendent of the Long Beach and San Diego school systems.

    Four out of the five panelists on the roundtable left their superintendent positions within the last four years. At least one cited the Covid-19 pandemic as his reason for leaving sooner than he planned.

    They are far from alone: Superintendent turnover in California grew by nearly 10 percentage points between the 2019-20 and 2020-21 school year, according to research by Rachel S. White of the University of Tennessee, Knoxville. After the 2021-22 school year, over 18% of superintendents across the state stepped down.

    “In many cases, it’s not just the divide, but it’s how people are treating each other,” said Chris Evans, who stepped down as superintendent of Sacramento’s Natomas Unified after 11 years. Evans left the position in 2023 after years of personal, hateful threats, some of which led the school board to agree to pay for security at his home.

    It’s evident that much of the political divide seen at a national level is mirrored in California, some panelists said.

    “Anybody who thinks that California is this special place that somehow isn’t part of this national partisan divide… it is really front and center,” said Cohn, now a professor emeritus and senior research fellow at Claremont Graduate University. “So I think we need to spend more time on these issues of who are the good people who can facilitate dialogue across interest groups.”

    Agreeing with Cohn, Gregory Franklin, who served as superintendent of Tustin Unified School District in Orange County for 10 years, added that many superintendents have good relationships with their school board. But he noted that it’s often new school board members who aren’t always well-versed in the importance of a good relationship between the two.

    “How do you bring on board these new board members so that they understand the roles that they’re stepping into, what the role of individual board members is, as well as the superintendent, so that they can try and work in service of children?” he asked, citing the Association of California School Administrators and the California School Boards Association as two potential resources for this issue.

    Public division between superintendents and school board members, panelists said, has become a significant part of why school districts statewide are finding it difficult to attract new superintendents for the positions left vacant by those stepping down.

    Particularly worrying to many of the former superintendents was the issue of potential state budget cuts.

    Some pointed out that the high turnover rate of superintendents in just the last four years has resulted in lower overall experience in the role, just as school districts might begin facing years of financial instability. Their expertise, especially from those who served as superintendents during and after the 2008 recession, could be crucial at this time, they added.

    To increase retention of current superintendents, the panelists suggested greater support for them in the form of mentorships.

    Cathy Nichols-Washer, for example, said that “from Year 1 to Year 20” of her time as superintendent of the Central Valley’s Lodi Unified, “there were times when I needed someone to be a sounding board or even to give advice as a mentor.”

    While she suggested “a veteran superintendent” or “someone in a like position that they can call on,” panelist Vivian Ekchian proposed looking beyond those in the same field.

    That might look like “building cross-sector solutions with communities and community members to solve not just academic but resource, equity, enrollment challenges,” said Ekchian, who recently retired as superintendent of the Glendale Unified School District.

    In addition to a support system, perhaps either the California School Boards Association or the state could offer “annual opportunities for members of the public who might consider running for a school board to come in and understand what the job’s really about,” said Evans of Natomas Unified.

    Given that many superintendents have a background in education, panelists agreed they are often well-versed and trained in building trust and compromising.

    “We know how to work with people, we know how to listen, we solve and come to compromises about differences in our interests, and we’re used to that,” said Franklin, the former Tustin Unified superintendent of Tustin Unified. “This new idea, though, where people are coming in with a set agenda and not interested in a conversation and not interested in reaching an understanding — it’s much more political science than it is social science.”

    In his current role as professor of education at the University of Southern California, he said they have “retooled” many courses “in preparing superintendents to talk about politics and political strategy.”

    Panelists also agreed that public support for superintendents by their school board is paramount in order to attract new talent. As Ekchian stated, public support is important both “in the best of times and also in the most politically charged elements that we see sometimes.”

    That support leads to a strong team between the superintendent and the school board, added Nichols-Washer.

    “It’s all about building a strong governance team; so, a board that is supportive, very clear with expectations, very focused on students and student outcome and student achievement as their priority, strong vision and mission, and ready to support the superintendent as they carry out the goals and directions of the board,” she said.

    The shared expertise among the former superintendents on the panel also led to considering themselves as potential mentors for those currently on the job.

    “I think it’s a great opportunity for retirees like us to get back in and help superintendents and chief business officers and cabinets and boards who haven’t gone through the budget reduction and the times they’re going to face … to be those coaches and mentors and help them manage what we all have done multiple times — and probably is why we all retired and some of us retired early, right?” said Evans.

    And complex as the job of superintendent may be, the discussion ended with panelists offering advice for current and future superintendents. The insight ranged from having a coach built into their contract and relying on county offices for building relationships to forming affinity groups specific to superintendents’ diverse identities and focusing on listening.

    “We’ve talked a lot about the challenges … but being a superintendent is the best job I’ve ever had, and I wouldn’t have traded it for anything,” said Nichols-Washer. “The most important thing, I think, in being successful in this job is the relationship with the school board. If you have a strong, trusting relationship with your school board members, they will stand by you and they will back you and they will make it a joyful job.”

    One of Kaelyn Carter’s ongoing challenges these days is working early hours as a landscaper through the cold, often rainy San Francisco Bay Area weather — a world away from the stagnation he remembers feeling when he first arrived in California less than two years ago.

    Then, Carter had just been released from prison after three years of incarceration in Virginia, where he was born. He had made his way to California, which he heard might have more job opportunities.

    He’d tried working, but he’d run into more trouble and once again had a warrant out for his arrest. So he turned himself in.

    That decision led to significant changes in his life, he said, because his probation officer connected him with his current workplace, which is part job and part rehabilitation program.

    The job is with Rubicon Landscape Group, a landscaping company in the city of Richmond that has multiple branches, including a Reentry Success Center which offers a structured 18-week vocational training program where young adults under age 30 who’ve been impacted by the justice system learn about horticulture and landscaping.

    Working at Rubicon, Carter said, offered him a community and the means to provide for himself and rebuild his life.

    “It feels comfortable to be able to provide, to buy stuff that you need, (like) hygiene products. You don’t have to go and ask someone to do it for you. You can just go and get it yourself,” he said, and “being able to go to work every day and see a check or some kind of payment at the end of the week, it’s comfortable.”

    The program is part of a larger state effort led by California Volunteers, called the #CaliforniansForAll Youth Jobs Corps, that provides employment opportunities for Californians ages 16 to 30.

    Job placements for service members range from a few months to about a year, a timeline that’s set by each participating city or county depending on the region’s needs. The idea is to create a pathway to careers that may have been previously out of reach for them.

    Priority consideration is offered to youth who are in, or transitioning from, foster care, or have been justice system-involved, or in the mental health or substance abuse system. Participants must also be low-income, unemployed and not enrolled in school. They must also not have participated in an AmeriCorps program.

    Out of over 8,000 total service members to date, about 400 were either in foster care or transitioning out of it, and 702 have identified as justice-involved.

    The #CaliforniansForAll project includes other service programs, such as College Corps, which in its first year included 3,250 students from 46 California community colleges and state universities.

    While the Youth Job Corps prioritizes young people who may not be on a college track, it encourages them to pursue higher education.

    “That’s a goal of the program, and it’s why we focused on those populations,” said Josh Fryday, chief service officer of California Volunteers. “The idea here is creating an opportunity for our young people to serve their community, to make a difference, stabilize them, and then get them on the path to a successful career, which we hope higher education is part of for many of them.”

    Service members are paid at least the state hourly minimum wage, now $16, but their city or county of residence can increase their wages.

    The corps launched in 2022 with $185 million in state funding, with $78.1 million in ongoing funding approved in the 2023-24 state budget.

    Since then, about 8,000 young people have worked in nearly 30 cities and counties that applied to join the list of participating locations, which range from Nevada County to the city of South Gate in Los Angeles County to the city of San Bernardino and more in between.

    Each location either hires the service member directly or works with local community-based organizations that provide connections to careers in city government, climate efforts such as fire mitigation, community beautification by way of landscaping, and more.

    “We really wanted to provide a lot of flexibility for local communities to decide how they were going to engage young people, depending on the needs of the community and what was appropriate for that area,” said Fryday.

    For example, most of the service members in the Los Angeles County city of Maywood were high school seniors or in their early college years, and one was a college graduate with a bachelor’s degree in political science.

    These participants were given the flexibility to choose placement in a career they were interested in pursuing. Their interests ranged from working at City Hall — which is where the college graduate was placed — to the local YMCA. Even some neighboring cities benefited from this flexibility: a service member worked at a technology center in the next-door city of Bell, which is not on the list of participating locations.

    Maywood, one of the most densely populated cities in the state, is home to a predominantly low-income and immigrant population that most often commutes to work in other regions of Los Angeles County. But at the end of their Youth Job Corps service time, many of the city’s service members were offered full-time jobs in their community.

    “The pay is helpful, the exposure they appreciate, but what I hear that, just to me, is so incredible and inspiring is when they say, ‘I just never thought I had something positive to contribute to my community. I never thought that I had something of value where I could give back, and I could lift up the community I love while also supporting my family at the same time,’” Fryday said. “I remember hearing that specifically in Maywood.”

    It’s a sentiment also shared by Carter in Richmond.

    “It might sound crazy, but Rubicon has been basically a safe haven for me because it helped me with dealing with … I want to say poverty, if that makes sense,” said Carter, now 29.
    His job also helps him address his depression. Rubicon’s wraparound services — such as mental health support, resume workshops — help with housing and transportation, and working with plants helps him feel more grounded, Carter said.

    All Youth Job Corps service members at Carter’s job with Rubicon are justice-impacted, which has given him a community of others with similar life experiences.

    “This cohort, they just really lean on each other a lot,” said Ebony Richardson, a reentry coach with Rubicon. “I feel like they look out for each other as a whole, and it shows in the work they are doing.”

    This community and support is part of what has kept Carter working at Rubicon, rather than returning to the life that led to his incarceration.

    “It helped me build structure as far as my character, as far as my work skills,” he said. “It’s really a rehabilitation program basically for those who need a second chance.”

    Stockton Unified superintendent has been on the job for a year. What’s changed?

    Stockton Unified, a mostly poverty-stricken community in San Joaquin County, has become known for its legal troubles, financial issues and superintendent turnover, which have, for years, distracted the low-performing school district from addressing student achievement. Most of the district’s nearly 40,000 students have failed to meet state standards in English and math.

    Becoming superintendent in July 2023, Michelle Rodriguez knew those facts to be true. Rodriguez, the 14th superintendent to lead the district in less than two decades, said she was determined to change SUSD’s troubled reputation by focusing on students, creating stability, restoring public trust and engaging the community “one interaction, one decision, one day at a time.” 

    But without “actually digging in to find out what is happening,” Rodriguez refused at the start to make assumptions about what the district faced, especially its barriers to student achievement. 

    “Until I get in the classroom, I probably won’t be able to answer the question about lack of student achievement here,” Rodriguez told EdSource last year. 

    “What I knew was that because I was the 14th superintendent in 19 years, and because of just the headlines that we had seen, we knew that we needed to make sure that we solidified the system,” she said in a recent sit-down. “Instead of making the assumption that I knew specifically what was happening, I identified four key areas that effective systems have”: quality assurance, high expectations, continuous improvement and community trust. 

    A little over a year since her start — aligned with those areas and guided by an initial 100-day plan, over 40 school visits and dozens of listening sessions and town halls — Rodriguez is implementing a public accountability system, 44 priority recommendations, and a district culture in which data and feedback drive change. 

    “Something that I’m trying to do is create new traditions and new systems to hear feedback, make changes and, kind of, move the work forward,” Rodriguez said. 

    A system of accountability

    At the start of her superintendency, Rodriguez hosted meet-and-greets and community listening sessions in English and Spanish to identify concerns that the district needed to address; based on the sessions, there were in-person and virtual town halls to create priority recommendations with “fingerprints” of community feedback. 

    “We want to reach the hardest-to-reach parent. We want to reach the hardest-to-reach student,” Rodriguez said a year ago about listening and collaborating with the community to develop a plan. “And within those priority recommendations, you will see your fingerprints.” 

    As a result, all 44 priority recommendations, including a goal to create student success plans for certain student groups, came from those engagements.  

    Setting those goals was merely one part of Rodriguez’ approach. 

    Under the banner of It Takes All of US (the word “us” emphasized within the letters SUSD), Stockton Unified created a public accountability dashboard available in both English and Spanish.

    The dashboard includes each goal, its complexity, which of the four areas it falls under, the department(s) responsible, actions, whether it’s completed or not, outcomes and the impact of those outcomes. 

    Simply put, the dashboard shows the district’s progress and holds the superintendent and the other officials accountable to the goals. 

    Rodriguez said she didn’t want the Stockton Unified community to feel as though “we did all this work, we did all these 21 listening sessions, and now nothing happened.” 

    44 goals is a lot. What’s been accomplished? 

    Within weeks of setting the goals, Rodriguez and the district completed “easy wins.” 

    An easy win, for example, was providing radios for special education classrooms to address student safety. Since the pandemic, dozens of teachers and staff had reported high numbers of “elopers,” mostly special education students but also young learners, running from the classroom — a recurring problem that “no one necessarily was able to solve, or chose to solve, until now,” she said.  

    For each radio purchased, a staff member felt better equipped to support students, Rodriguez said. 

    “Things like that seem insignificant, but to the system, they had a lot of impact because now those teachers feel more at ease that if they do have a student leave the classroom, there’s a way to get help to retrieve them,” she said.

    Rodriguez, also in her first few weeks, formed a student advisory group of 90 students from the district’s high schools.  

    The formation of the Superintendent’s Student Advisory, the first of its kind in Stockton Unified, allowed her to listen to students, such as Emily Gomez Valle, a Chavez High School junior, who said the advisory was a way for her to advocate for her peers

    Then, the district tackled short-term goals, accomplishing them in three months. The district, for instance, started conducting thorough exit interviews to understand why staff were leaving the district. 

    The easy wins and short-term goals were intentional, so that “people knew the superintendent was getting things done,” Rodriguez said.

    In the 2023-24 school year, under Rodriguez’ leadership, Stockton Unified’s graduation rate increased to 83.9% — the highest in the district’s history.

    Long-term goals completed in the 2023-24 school year included increased access and participation in Educators Thriving, a program that provides social-emotional support and training for teachers and other school staff. Stockton Unified is set to have two program cohorts with up to 100 educators participating this school year, according to its accountability dashboard. 

    Based on the need to “focus on our most vulnerable students and have an action plan that is linked to them,” Stockton Unified created specific student success plans for Black students, English learners, homeless youth and students with special needs. 

    Other long-term goals have addressed the district’s legal and financial woes. The San Joaquin County District Attorney’s Office, with the U.S. Attorney’s Office and the FBI, launched a criminal investigation into Stockton Unified in April 2023, after a state audit by the Fiscal Crisis and Management Assistance Team (FCMAT) found evidence that fraud, misappropriation of funds or other illegal fiscal practices may have occurred between July 2019 and April 2022.

    Millions of dollars in federal one-time Elementary and Secondary School Emergency Relief (ESSER) funding, which school districts received to address the impacts of the pandemic, was the subject of the investigation. Under Rodriguez’ leadership, the school district didn’t have to repay the federal government the $6.6 million in ESSER funding that was improperly awarded for a contract. 

    Rodriguez’ challenge was spending the ESSER funds by their timeline. 

    As of March 2023, just months before she started, Stockton Unified had spent only 1.84% (over $5 million) of the more than $156 million it received in ESSER III, which must be returned to the federal government if not budgeted this month and spent by January 2025. According to Rodriguez, the district has now used all the funding, completing over 40 projects. 

    But the allegations about the misuse of ESSER funding triggered a 2021-22 grand jury investigation into the district’s overall spending as well. Stockton Unified, Rodriguez said in 2023, relied on and spent a lot of money on consultants, which the grand jury attributed to district staff lacking the “necessary training and guidance to execute complex district business needs.”

    Stockton Unified has since identified and evaluated the consultants and increased staff expertise to take over the work, leading to a reduction in consultant costs from $886,561 last school year to an estimated $275,000 this year. 

    And as of June, the district has finalized 32 of 44 priority recommendations, including the easy wins, short-term goals and long-term priorities.  

    Still there are larger systemic and structural projects and objectives that are taking more than a year to accomplish, up until this school year or longer. 

    What’s left to do

    Three weeks after school started in the 2023-24 school year, Rodriguez said she met a homeless student who hadn’t attended school at all. She told the student about district supports, such as transportation to school and other available resources once on campus. 

    “And what she said to me is, ‘How do you expect me to come to school when I haven’t bathed in a week?’” the superintendent recalled. 

    Such encounters highlighted the need to expand family and community partnerships, increase expectations and develop equitable action plans, all of which are among the remaining priorities meant to support students and improve their experience in Stockton Unified, Rodriguez said. 

    More than 82% of Stockton Unified students are socioeconomically disadvantaged, according to EdData, with many facing challenges such as the student Rodriguez encountered. Even so, there must be increased expectations for students to perform at high levels with strong support. 

    Using her saying, “You change experiences to change beliefs to change expectations,” Rodriguez said, “I actually have to reframe your experiences so that it changes your beliefs about students, and, then, that changes your expectations for students.”

    The district will also conduct an equity audit to develop a three-year action plan. The equity audit is meant to evaluate district and school policies, practices and procedures that are inequitable and create barriers “that are getting in the way of our students,” Rodriguez said. The goal requires the district to form teams of employees from each school, which will develop a multiyear action plan. 

    Another accountability metric

    The remaining priority recommendations will also be woven into the district’s Local Control Accountability Plan (LCAP), a key accountability requirement of the state’s Local Control Funding Formula (LCFF).

    In fact, Stockton Unified’s 2024-2027 LCAP goals are to increase student academic achievement; center the whole child; provide systemic and innovative programs aligned to students’ passions, interests and talents; create meaningful partnerships; provide access and opportunities to ensure success for students with disabilities; and provide positive learning conditions and experiences for Black students to thrive. 

    Some of the other district priorities include: 

    • Investing in facilities by putting $50 million of ESSER funding into schools so that students have access to amenities such as classrooms with science labs. 
    • Equitably offering arts programs at the district’s 55 schools and for all students, specifically those who are Black, English learners, homeless, have special needs and/or are foster youth who benefit from “differentiated instruction,” Rodriguez said.
    • Launching school and district administrator classroom visits, allowing classroom staff to get feedback and administrators to gain a better knowledge of the adopted curriculum.
    • Resolving the remaining findings and corrective actions reported by the California Department of Education and the San Joaquin County Office of Education as well as the findings of grand jury, FCMAT and audit reports.

    Knowing if and when to change course

    In some areas, such as chronic absenteeism, Stockton Unified identified a systemic goal and improved that metric in a year’s time, but still must find solutions to continue addressing the problem. In this case, the goal was to identify solutions to chronic absenteeism, in which students miss 10% or more days in a school year. Stockton Unified data shows that chronic absenteeism, though still higher than prepandemic numbers, decreased by 3.1 percentage points from the 2022-23 to the 2023-24 school year. 

    Stockton Unified has a nearly 40-person child welfare team responsible for improving that rate. 

    “How can we celebrate that?” Rodriguez asked, “but at the same time say, ‘OK, well, what we’re doing is working. Is it working fast enough? Are there any shifts that we could continue to do?’”

    Chronic absenteeism, performance indicators and other data measured over time create the challenge of knowing if, when and how to pivot a district response. 

    For example, even though there isn’t a specific district goal about it, Stockton Unified has been adding an intervention teacher to each K-8 school based on district data. Seventeen of 41 such teachers have been hired so far.

    “When we’re looking at our KPI (key performance indicator) data, what we know is that our students aren’t making the growth that we need them to make,” Rodriguez said. The district is now using iReady data, which allows teachers to deliver adaptive lessons and includes data on student progress. 

    Based on fall 2023 iReady data, 35% of fourth graders were one grade level behind in English, 13% were two grade levels behind and 39% were three or more grades behind, meaning that just 12.6% were on grade level. In math, 35% of fourth graders were one grade level behind, 25% were two grade levels behind and 32% were at least three years behind, meaning only 8.4% of students were on grade level. 

    “What is our data actually telling us? Every quarter we’re looking at the data because we want to be able to pivot and shift quicker than just yearly,” she said.  

    And the district was able to do that by the end of the 2023-24 school year. In the spring 2024 semester, 24.3% of fourth graders were on grade level in English – an 11.7 percentage point increase from the previous semester. In math, fourth graders on grade level grew from 8.4% to 29% — an improvement of 20.6 percentage points. 

    Maintaining focus

    The priorities that Stockton Unified has identified are what the district has and will continue to focus on moving forward, Rodriguez said. While the equity audit will identify needed changes over the next three years, and while the district will respond to data, the district won’t shift much from the priorities it has identified. 

    “If you aren’t actually focused on what you need to do, then you can be too scattered and not really have the impact that you want,” she said, adding that, “Some of these changes will not change in one single year.”  

    Rodriguez maintains her pledge to make those changes by dedicating the last eight years of her career to Stockton Unified — a plan that became more attainable when the school board extended her contract until 2028, or year five. 

    “Why aren’t kids being successful?” she said. “That cannot happen until people even believe that I’m going to stay put. I won some people over at the six-month mark. I (won) some people over at the year mark. Some people will take the two-, three- year mark.”

    Travon Reed is currently a housing navigator in South Los Angeles who helps those who live on the street to find housing through the Homeless Outreach Program Integrated Care System (HOPICS). He credits the classes he took at East Los Angeles College for preparing him for his career in social work.

    He described his classes at East L.A. as “the gifts that keep on giving.” 

    But when he was job hunting after graduating in 2022, employers didn’t seem to value what he had learned in his college courses. He settled for an entry-level social work position, repeating most of the training he had already received in college.

    “I had to get here, and then kind of prove that I wasn’t brand-spanking new to the concept of social work,” Reed said. “I could have been given a little more recognition.”

    Career education is something that happens in school, college, in an apprenticeship, on the job, through the military or even volunteering. But this valuable experience isn’t always reflected in the records of prospective employees like Reed. 

    That’s why California is embarking on a years-long effort to build infrastructure for a new virtual platform called the Career Passport. Its goal is to bring all these experiences into a digital portfolio — somewhat like a resume — called a “learning employment record.” This record, available to every Californian, would automatically update as a person gains skills and credentials with information validated by schools and employers.

    Gov. Gavin Newsom described his vision for the Career Passport in a news conference in December.

    “They take all your life experiences, take all of those skills you developed and create a passport where those skills can be utilized in the private sector and advance your opportunities as it relates to your career and your future,” Newsom said.

    The concept of a learning employment record can sound deceptively simple, even obvious, but advocates for these records say that actually making this work isn’t easy.

    “If this was easy to do, people would’ve done it a long time ago,” said Wilson Finch, vice president of initiatives at the Council for Adult and Experiential Learning (CAEL), a national nonprofit that supports the creation of education-to-career pathways.

    The idea of learning and employment records has been embraced by employers, colleges, workforce boards and political leaders around the country to resolve deep frustration among both job seekers and employers. The idea could have powerful ramifications for local and state economies, its backers contend, as long as potential issues such as fraud and fair representation of skills are solved.

    “Any employer will tell you they’re not happy with the candidates they’re getting. They’re getting too many people, many of whom are not anywhere aligned to what they need,” Finch said. “And then you talk to the job seekers, and they’re applying for jobs all over the place and not hearing anything back.”

    California won’t have to ‘figure out the potholes’

    California’s Career Passport embodies many of the goals of the state’s Master Plan for Career Education, which aims to ease Californians’ sometimes fraught transitions between school, college, vocational training and, ultimately, a career.

    Newsom’s proposed 2025-26 budget earmarks $100 million in one-time funding to begin building the infrastructure for the Career Passport and to expand Credit for Prior Learning, which allows students to receive college credit for training they get in the workplace, military service, a hobby or even volunteering.

    The California Community Colleges system is leading the effort to build out the Career Passport. It will be a multiyear process, according to Chris Ferguson, executive vice chancellor of finance and strategic initiatives. 

    He said the effort is “focused on colleges to start, but designed in a way that allows for other entities to ultimately use it and participate as well.” 

    Finch said he’s excited to see that the Career Passport’s scope is the entire state, not just one group, like unemployed Californians. 

    “I’ve been working in this space long enough to know that when you only target a specific area, the impact is very limited,” Finch said.

    There is a big push for learning and employment records all around the country. Some are happening in metro areas, like Pittsburgh or Dallas-Fort Worth. In Colorado, community colleges have taken the lead. Alabama piloted its version, called Talent Triad, in specific industries, such as health and advanced manufacturing, where the need was particularly great. California could learn from other states’ efforts.

    “California shouldn’t have to figure out the potholes, so to speak,” said Mike Simmons, the associate executive director of business development and strategic partnerships for the American Association of Collegiate Registrars and Admissions Officers.

    What could be tricky is the sheer size and diversity of the state, whose workforce in Fresno looks really different from Silicon Valley, Simmons said.

    Over the last year, the state’s Office of Cradle to Career Data hosted wide-ranging conversations about what its Career Passport will look like through a special task force. That group included employers, the California Department of Education, teachers, all three state higher education systems and many state agencies, including the Labor & Workforce Development, Rehabilitation and California Volunteers.

    Reed represented the student perspective on the task force.

    “I was so stoked to hear that there would be some linkage between schools and employers, and that everything would be cohesive,” he said.

    The problem goes beyond technology

    To apply for a job, an applicant may need to request school transcripts, submit copies of professional licenses and put together a resume that distills their work experience and training. This requires time, fees and energy to ensure that a lot of different organizations are swiftly communicating with each other.

    “We heard from students that it’s really hard to request transcripts from different institutions,” said Mary Ann Bates, executive director for the Office of Cradle to Career Data.

    That’s why the task force is focused on a related effort to improve and expand the state’s eTranscript system, making sharing student transcripts seamless and free.

    But the problem goes beyond technology. Those promoting learning and employment records — or career education, in general — say that K-12 schools, colleges, state agencies, community organizations and employers aren’t working together the way they should. 

    It can feel like educators and employers are speaking different languages. There’s an emphasis on grades and credit for college transcripts, while employers are more interested in whether a prospective employee has certain skills, Finch said.

    One problem is that employers don’t always accept that the training and experience are authentic, because anyone can exaggerate or outright lie on their resume. Reed believes that if his colleges had vouched for classes that provided specific skills, such as trauma-informed care and motivational interviewing, it might have saved him from unnecessary training.

    The current employment system favors those who have a college degree. Some human resources departments will simply filter out applicants without a bachelor’s degree. A student who is only a few credits short of a degree looks the same on paper as someone with no college experience.

    “It’s an all-or-nothing system,” Finch said.

    Those who attended college but never received a degree — which describes roughly 1 out of 5 Californians over 25 years old — would benefit from a new system. A learning and employment record could demonstrate that an applicant has the skills needed for a job through specific college courses, job training and maybe a boot camp, Finch said.

    Ultimately, the success of the Career Passport depends on buy-in. Employers will go wherever they can find potential employees, and job seekers will go wherever they can find jobs. Making it work requires a critical mass of both.

    Reed said his biggest worry about the Career Passport is: “In the land of the free, will we get everyone to uniformly accept it?”

    Alum Rock Union Elementary District in East San Jose was out of time. By last fall, it had spent down most its savings; enrollment, more than 16,000 K-8 students in the early 2000s, had dropped to 7,300 and was headed to under 6,000.

    The state was threatening to take it over.

    With more than two-thirds of its 21 schools at less than 50% capacity, the school board faced what it had long delayed: downsizing. It turned to Manny Barbara, the closer. 

    Alum Rock would be the sixth school district in the San Jose area that Barbara had advised on closing schools in the two decades since, as superintendent, he had shuttered two schools in nearby Oak Grove. A former school psychologist, Barbara was well-respected, affable and a good listener. He also had a plan for closing schools.

    Having fired its last superintendent, the Alum Rock board hired Barbara in the summer of 2024 as interim superintendent to lay the groundwork in the community for likely closures. He switched roles to facilitator when the new superintendent, German Cerda, took over in September.

    Between 2019-20 and 2023-24, 222 elementary, middle, and high schools in California closed, according to the state. Along with the five that Alum Rock will close in the fall and additional consolidations of four schools, there will be many more statewide, with tighter budgets ahead and state enrollment projected to decline further.

    Barbara discusses his template for closing schools and how it worked in Alum Rock in an interview with EdSource. The interview was shortened and edited for clarity.

    It’s April; suppose you’re a school board planning to close some schools this fall. What would you say about the timing?

    It’s too late because you need time for the process.

    There are three phases in school closure. The first is the preparation, informing the board, making the case why it has to be done.

    Then the actual process itself: That involves engaging the community through a committee process and taking the recommendation to the board.

    And then, once the board makes a decision, the third phase, which is just as challenging, is the transition to fewer schools.

    At Oak Grove, we started a year in advance — meeting with community, explaining the rationale, presenting the information to the board. Once you begin, you need to be done around February so that you’ve got the last few months for the transition and closure.

    What are the factors to consider when deciding whether to close?

    It’s an economic decision. You don’t want to do this unless you absolutely have to. With Alum Rock, there was a potential receivership.

    It’s also a psychological experience — emotional for the people involved. Parents, staff, students do not want their school closed. I don’t blame them. They get angry. You have to be prepared for that. You can’t convince people with sheer logic.

    Finally, it’s a political process. Elected boards are vulnerable. Parents can make threats of recall.

    What are the factors to address even before you begin the process?

    Context is important. No two districts are alike. The size of the district matters, the number of schools you have to close, the political climate in the district, the stability of the board, superintendent experience. All should be taken into account.

    Employee unions have to be informed. I never expect the associations to support school closures. The associations in Alum Rock’s case weren’t thrilled about it. My expectation is that only if they say they understand the situation, then at least they don’t tell you one thing privately and then publicly say something different.

    Goal for savings: $1 million per school

    So how much would you expect to save from closing a school?

    Close to a million dollars from the savings in administration, support staff, energy costs and so forth. That does not count any revenue that might be received from leasing the school or selling a site, which could bring in tens of millions of dollars.

    When you consolidate two schools, for example, with 300 students per school, you only need one principal, not two.

    In Oak Grove, we were able to do it through retirements. That’s not always possible.

    What’s the role of the superintendent?

    It’s critical. The superintendent has to be front and center. It’s ultimately the board’s decision, but the superintendent needs to be the key communicator and take as much of the heat as possible.

    Is it wise for districts to consider a facilitator?

    I would not recommend that superintendents do it on their own. With a facilitator, a superintendent can observe.  A superintendent has to be out there communicating with behind-the-scenes meetings, listening to people, hearing their concerns, and explaining why it has to be done. You always should be focusing on what’s best for all the students in the district.

    You’re really selling hope that, at the end of the day, the district will come out better in terms of serving all the students. There’ll be more resources available for students and compensation for employee groups.

    I remember a meeting — it was close to 11 p.m. with 100 parents. I made a comment, “Look, if there’s anything I could do to avoid closing the school, I would do it.” Then I caught myself and said, “Well, no. There is something a lot worse: if I have to lay off a lot of staff that support other students in the district to keep open a small school.”

    Who should be on an advisory committee?

    Representatives from every school, all the employee groups, the administration, community groups like neighborhood associations. The one in Alum Rock was particularly challenging, with about 30 people.

    Who chooses them?

    Schools choose their own. The parents apply, and the principal selects. Unions choose their own representation.

    But no board members?

    No board members. The reason is that I don’t want the board members to get too involved because they’re going to be involved in making the final decision. It’s up to them — they can do what they want to do.  I did not encourage them to attend the committee meetings as observers, and they did not.

    As an advisory committee, their meetings were not subject to the Brown Act, the open-meetings law. Did you suggest that they not be open to the public?

    Yes, that is what I recommend. As the superintendent’s advisory committee, it is important to protect committee members. If you’re a parent and you realize “I have to vote to close my school,” it’s not fair to put them in a position where they’re taking the heat.

    Did their names appear in the vote on recommendations?

    The results, but not the names of how people voted. 

    Do you ask the committee not to discuss what is going on? With 30 people, I’m sure it was difficult to keep things in the room.

    I’m not naïve.  You tell people, please keep it in confidence, but we’re dealing with human nature, and sometimes things get out.

    However, after every meeting, a summary of everything that went on in the meeting is made public. The first part in the process is informational. They hear information on the budget, facilities, programs, enrollment, financial projections.

    What are the criteria for deciding which schools to close? Is it diversity, test scores?

    Test scores are not a factor, but it’s school enrollment, demographics; there are legal constraints you have to take into account, like the impact on a lower socioeconomic community. You take into account even political things, like how close they are to charter schools, whether they’re dual-immersion schools and special programs. You also look at the cost of improving facilities.

    Do you recommend speaking with parents?

    There’s constant communication. You need to go to the schools that are recommended for closing. As you might expect, there’s not a lot of, “Thank you for the great work.”

    What is the process before the board?

    You present in a hearing so the public can respond. Then you present again as action.

    How to handle the transition

    Then what after the decision?

    The bad news is that’s actually the easy part. Morale can be very down. And then you go through this period where people are losing their jobs.

    There needs to be a closure period. Schools are a large part of people’s lives, so you celebrate that ending. That is very hard for boards and superintendents, but they have to be there. For a district that closes many schools, it’s like a new district, and you’re now asking, “How are we going to reimagine ourselves going  forward?”

    So how do you bring two groups of parents and teachers together?

    It starts now, not in the summer, with a meeting with staff, explaining the process, meeting with PTA groups, school site councils, since they’re going to merge parent leaders. Principals have to take the lead in making this happen.

    The transition is easier for students and harder for adults. Once kids get there, and teachers welcome them, they adapt pretty quickly.

    Is there an effect on the receiving school, too?

    Depending on how many students they’re receiving, psychologically, they close, too. The teachers may still be there, but it’s a new school.

    For teachers, the transition can go smoothly if the cultures are similar. Sometimes, you need to bring in facilitators for staff to communicate.

    Do you have meetings where kids and parents meet one another before the end of school?

    I recommend that — whenever possible, not just once. Parents especially.

    In instances where things fall apart — boards rescind decisions or can’t reach agreements on closing schools — why does this happen?

    Usually, it falls apart if you rush the process. Anyone can close a school. You just make an announcement, and that’s done. Now, you have to deal with the repercussions.

    You hear about districts where parents said they didn’t believe the dire financial problems the district says existed.

    You have to have credibility with the financing, make budget numbers available to anyone who wants to see them, and explain it over and over. You have to make your case.  

    What happened in Alum Rock?

    You strive for consensus. I’ve been involved with closures in six districts. I’ve always had unanimous votes from the boards. In Alum Rock, with that many schools, we arrived at a consensus on six (four elementary and two middle schools), but the final three were very difficult, and we were under a timeline. The superintendent had to make the decision for the final three. The board responded and modified some. In the end, they got it done.

    How has the process affected you?

    Even as a facilitator, it’s emotional. People are grieving, they love their school. The superintendent and the board go through a lot of stress. Closing a school is the hardest initiative that you’re going to face as a superintendent. 

    I’ve been willing to help, although I kept saying I was never going to do it again. This time, I really mean it.

    How Alum Rock achieved its savings

    Alum Rock Superintendent German Cerda recalls sobering words from a fiscal adviser for the state last September on the plan to close or consolidate nine schools. “He said, ‘You aren’t going to be able to. This is impossible,’” Cerda recalled, with a laugh. “He told me in my face the day they’re approving my contract. And I’m like, ‘Thank you. I’m going out there to accept the contract.’” Cerda was previously assistant superintendent in nearby Campbell Union High School District.

    Cerda proved him wrong. The closure of five schools this fall, plus the expected closure of a school with 200 students in 2026-27, along with the consolidation of four schools into two, will save $8.4 million. The savings will come from reduced expenses like electricity and fewer staff positions (a single principal, secretary, custodian, counselor and community liaison instead of two of each), he said. Additionally, the district will save $7 million to $8 million through teacher layoffs and retirements, and fewer schools with undersized classes will lead to some larger class sizes within limits set by the teachers’ contract – 31 students per class in the case of middle schools, he said.

    The savings don’t include the potential income from selling or leasing closed schools; several companies and private high schools have expressed interest, Cerda said.

    District morale is low because of layoffs and school closures, Cerda acknowledged, but in meeting with principals who will remain, he sensed excitement for the future. There will be more enrichment courses, and once again, Alum Rock will offer algebra in eighth grade – essential for any middle school in San Jose.

    “They can see the light at the end of the tunnel,” he said.
