    California faces big challenges to implement new math guidelines

    After a contentious road to approve a new set of statewide guidelines on teaching students math, California officials must still figure out how to support school districts with implementation.

    The 2023 Math Framework, which the State Board of Education passed in July, is a 1,000-page document that details what many state and education officials accept as the best practices to teach mathematics. Although not everyone agreed and controversies arose during the four years of work it took to reach approval, math experts and organizations across the state are beginning to have conversations about what a statewide rollout could look like.

    The state hasn’t provided funding for implementation, which is typical, said Mike Torres, director of curriculum frameworks and instructional resources for the Department of Education. Historically, any framework rollout isn’t funded and is implemented with outside collaborators who are experts in the topic. For the most part, district officials must find ways to fund professional development on their own.

    “This situation with the mathematics framework is not different,” Torres said. “There isn’t any specific funding where we can pay experts to help us participate in webinars … or put on events.”

    It’s unclear why California historically hasn’t set aside money to help districts with implementation once new guidelines are passed. But that could change. 

    During a press conference last month, State Superintendent Tony Thurmond said he intends to introduce legislation for funding for professional development for those teaching math and reading. The funds could be up to $500 million, he said. 

    Torres said the California Department of Education would need to find other ways to offset costs if events will be held. It’s too early to know what kind of rollout could or will happen. Torres and his team have had three meetings with groups they work with to talk about a framework rollout, he said. 

    There are many organizations collaborating with the California Department of Education on implementing the math framework, including the California Mathematics Project, California County Superintendents Curricular and Improvement Support Community (CISC), California Math Council, California Teachers Association, and County Offices of Education. 

    During other framework rollouts, districts have sent teams of teachers and administrators to training and then had them relay information to the rest of the staff, said Kyndall Brown, one of the framework authors and executive director of the California Mathematics Project – one of the state’s partners. It’s something that could be replicated during a math framework rollout. 

    Even if there are conferences teachers can attend, one professor says she isn’t a huge fan. 

    “One day of hearing these ideas doesn’t necessarily translate into having a balanced curriculum – at all,” said Karajean Hyde, co-director of the UC Irvine Math Project. “It doesn’t necessarily create change in the classroom.”

    To create changes that will increase students’ proficiency in math, teachers need trainers who will work with them in and outside of classrooms on a consistent basis, Hyde said, which is work she does with her colleguues. 

    School districts do have pots of funding that could be used toward professional development, Brown said, such as special education funds or funds from the Local Control Funding Formula.

    However, a $50 million math, science, and computer science professional learning grant the governor allocated in the 2022 budget could help to fund professional development. Some allocations have been given to the County Offices of Education, Torres said, and the offices handle how the money is used.

    The timing of the grant worked out perfectly with the beginning of a math framework rollout, said Ellen Barger, an associate superintendent of curriculum and instruction at the Santa Barbara County Office of Education. Other grant funds are being used to support rural school districts in particular and the most recent grant will help to continue building coherence across all counties and to fill gaps. 

    “The framework is one of the tools that’s helping us achieve a vision of high-quality 

    mathematics for every California student, and we are building structures to bring people together to build knowledge and skills to operationalize that vision in every county, district, and community,” Barger said.

    Equity in implementation

    As of this school year, there will be 939 school districts in the state that will have to find resources to support educators in teaching under the new guidelines, which align with the California Common Core State Standards for Mathematics that were passed a decade ago. 

    How to make that equitable will be a difficult task. 

    Each school district has different needs, unique populations, and different levels of resources. For example, a district with more than 50,000 students will typically have more resources and staff to support professional development. A district with less than 50 kids might just have one staffer who is taking on multiple roles.

    There are some school districts that haven’t yet finished implementing the common core standards, Brown said. The common core standards detail what students in each grade level need to master.

    “There was no rollout of the 2013 framework (common core standards),” Brown said. “You had county offices and math project sites doing what we could, but we’re running into teachers who still don’t know about the elements of the common core standards.”

    There are also always new teachers coming into schools who will need to be trained, Brown said. “We have years and years worth of content.”

    But at least some colleges of education at California universities have had many aspects of the math framework already embedded in their curricula for the last decade. Professors at UC Davis, UC Irvine, and UC Riverside all spoke about how ideas in the framework have been used in their classrooms and the long history of controversy over how to teach math.

    Karajean Hyde, co-director of the UC Irvine Math Project, works with districts to train teachers on how to teach math and students in the credential program. For years, she said, the focus has been on student engagement, understanding motivation, including student identities in lessons, and building healthy classrooms – all included in the math framework. 

    Most teachers teach the way they were taught, Hyde said, and learned shortcuts to solving math problems. It results in current and future teachers not understanding the mathematics behind what they’re teaching. 

    During professional development training, Hyde and other Irvine professors make sure educators begin to understand the concepts behind what they are teaching, she said. They spend time co-planning lessons, observing lessons being taught, and relating what they are teaching back to the common core standards.

    “We need to make sure teachers understand the math and how to teach the math first and then it’s easier to help them consider – ‘How do I make this more engaging? How do I connect this back to the kid’s prior experience?’” Hyde said. 

    If teachers don’t understand the content “I fear they will just have a series of super fun, engaging lessons that kids feel super good about but they’re not actually mastering mathematics,” Hyde said. “I feel in turn is going to really increase the achievement gaps that we already have that are horrible in California.”

    The professional development work UC Irvine is doing has helped the two dozen districts they work with, but there are still many districts that don’t have this kind of support in place. 

    It will take years until every student in California is exposed to a way of learning math that follows the guidelines in the framework and Brown says, “Something needs to change.”

    met or exceeded math standards in 2023, which was only about a 1% increase from the prior year. Brown called the results “horrendous.” 

    “It’s more than obvious the current system is failing too many people,” Brown said. “It’s long overdue – time to make some changes so we can see some different outcomes.”

    A Long Way to Go

    The final version of the framework was posted last month on the California Department of Education website. Officials are still working on a professionally edited version of the framework, which can take about a year, Torres said.

    Although school districts have access to the final version of the framework, it will still take up to two more years to have math materials that are vetted and approved by the state board that align with the framework, Torres said. Some publishers have likely started to write new materials. 

    The earliest the State Board of Education will kick off an adoption of math instructional materials is January – when the board approves a schedule of hearings. Districts aren’t required to use the materials approved by the state board, Torres said, but it’s helpful for implementation. 

    School districts also don’t have deadlines for when the framework needs to be implemented, Brown said. Every district is on its own timeline.

    Barger said a rollout isn’t an event, but an ongoing process of continuous improvement that could take the next six or seven years.

    New California teaching standards are welcome, but state must implement them consistently


    On Feb. 8, the California Commission on Teacher Credentialing will be considering significant revisions to the California Standards for the Teaching Profession, the framework that helps define common expectations for what all teachers should know and be able to do. As veteran teachers with over 40 years of teaching between us, we know how important it will be for students and teachers that the state adopts these revisions and that it allocates funding to support their implementation. 

    Wendy was evaluated this year by her principal. When they reviewed the standards Wendy was expected to know during observations, she realized that she’s seen this document many times before in her career; the same standards have been in place since 2009. These antiquated standards don’t reflect the strategies Wendy uses, the needs of her students, or even the technology integration embedded in the instruction. However, this is the tool her principal must use to determine Wendy’s effectiveness, and to highlight any areas in need of support. It is long past time for the state to revise these important guides. 

    For Juan, who is a mentor and instructor for student teachers and new educators, these standards matter because they serve as a guide for the Teaching Performance Expectations, which are used by teacher preparation programs and the commission to train and credential all new teachers. New teacher induction programs center the support they provide for new teachers around the standards as well. Because of this, every developing educator Juan has worked with has had to align their instruction and most importantly, the reflective practice that drives their continuous improvement, around the content of the standards. New educators who come closest to mastering these standards have the highest probability of being hired, being retained and ultimately having long successful careers.

    In 2020, the commission formed a committee of educators to rewrite the standards. Equity-minded education stakeholders across the state were hopeful, excited even, when the draft of new standards was completed in February 2021. These new standards have the power to change what teaching and learning looks like in California. They promise improved guidelines that support social-emotional learning and build school communities that emphasize cultural responsiveness. The standards expect teachers like us to create learning environments that are inclusive, respectful and supportive, while also using evidence-based best practices to guide rigorous instruction. They give us a “north star” we can use to effectively orient our ongoing practice and a lens through which we can reflect on it and grow as educators.  

    We are thrilled that after more than three years since the commission began this review process, the commission is moving forward with standards that better reflect what our students need. But new standards alone will not get the job done. The commission must also have a robust and thoughtful implementation plan. To support this effort and provide clearer guidance on implementing new standards, we and our colleagues in the Teach Plus Policy Fellowship conducted a series of interviews with teacher preparation and induction leaders.

    To ensure that the standards are implemented with the fidelity our students deserve, California is going to need to support their implementation with funding necessary for schools and districts to meet the unique needs of their respective educational communities. In addition, colleges of education and induction programs will need adequate funding to create and implement new coursework and professional development for not only new teachers, but teachers currently in the classrooms who have never used the new standards as a tool for growth and development. Without standards that are implemented consistently, students are the victims of a terrible educational lottery. Students whose teachers have been supported with meaningful professional development will have the opportunity to thrive, while the rest of the students will be deprived and potentially disadvantaged in their life in and beyond school. 

    President Joe Biden has said, “Don’t tell me what you value, show me your budget, and I’ll tell you what you value.” The new standards underscore that we value culturally responsive teaching, social-emotional learning, and asset-based pedagogy among other instructional approaches. However, if the state does not commit to providing financial support to local educational agencies to do this work well, then the standards are merely empty platitudes. If we are really serious about raising the academic achievement level of all our students, then there is no better investment than that of ensuring that our educators have the tools necessary to help students reach their full learning potential.

    What will it take to implement the English Learner Roadmap in all California schools?

    California published a guide for how districts should serve English learners seven years ago. It’s called the English Learner Roadmap Policy, and it’s largely seen as groundbreaking.

    But many districts still haven’t used that road map to change their practices, advocates say.

    “It’s not systemic across the state,” said Shelly Spiegel-Coleman, strategic adviser to Californians Together, a coalition of organizations that advocates for English learners. “You can go to school districts and ask teachers, ‘Have you ever heard of the road map?’ And they look at you like you’re from Mars. They’ve never heard of it.”

    Lawmakers are now pushing to fully implement the road map, by passing Assembly Bill 2074, introduced by Assemblymembers Al Muratsuchi, D-Torrance, and David Alvarez, D-Chula Vista. If signed by Gov. Gavin Newsom, the bill will require the California Department of Education to create a state implementation plan for the English Learner Roadmap with goals and a system to monitor whether those goals are met. 

    The department will have to first convene an advisory committee, made up of district and county offices of education, teachers, parents of English learners and nonprofit organizations with experience implementing the English Learner Roadmap Policy. The department will have to submit the final implementation plan to the Legislature by Nov. 1, 2026, and begin reporting on which districts, county offices of education and charter schools are implementing the plan by Jan. 1, 2027.

    A lack of funding changed the scope of the bill. An earlier version would have also created three positions in the state Department of Education to develop, plan and then support districts to implement the English Learner Roadmap Policy. However, those positions were cut from the bill by the Senate Appropriations Committee due to costs. A separate bill that would have created a grant program to implement the road map, Assembly Bill 2071, failed to pass the Senate Appropriations Committee, because there was no money allocated in the budget.

    The California English Learner Roadmap Policy was first approved by the California State Board of Education in 2017 as a guide for school districts, county offices of education and charter schools to better support English learners. 

    For many, the road map represented a pivotal change in the state’s approach to teaching English learners. It was adopted just months after voters passed Proposition 58 in 2016, which eliminated restrictions on bilingual education put in place by Proposition 227 in 1998. In stark contrast to the English-only policies in place under Proposition 227, the road map emphasizes the importance of bilingual education and bilingualism and of recognizing the assets of students who speak other languages, in addition to emphasizing teaching that “fosters high levels of English proficiency.”

    Anya Hurwitz, executive director of SEAL, a nonprofit organization that trains teachers and district leaders and promotes bilingual education, called the English Learner Roadmap a “comprehensive, visionary, research-based policy.”

    “It’s aspirational. It’s very much written for a future state, when California can center the student population that is so much at the core of who we are as a state and yet has this history of being treated as an afterthought or a box at the end of a curriculum,” said Hurwitz. “And nonetheless the state needs an implementation plan. Things don’t get done unless we have methodical plans.”

    The Legislature has twice created grant programs for districts to get help implementing the English Learner Roadmap Policy. In 2020, the California Department of Education (CDE) awarded $10 million to two grantees, Californians Together and the California Association for Bilingual Education, each of which worked with other organizations, county offices of education and school districts. In 2023, the department awarded another $10 million to four county offices of education, in Sacramento, Los Angeles, San Bernardino and Orange counties.

    These programs, however, were optional, and not all districts participated in the training or assistance.

    “We feel it’s really necessary for CDE to be very vocal and in the center of stating how important the English Learner Roadmap is, and how important it is to implement,” said Martha Hernandez, executive director of Californians Together. “When CDE says the road map is a priority, it begins to filter down to the districts. But we’re not really hearing that it’s that important from CDE.”

    Graciela García-Torres, director of multilingual education for the Sacramento County Office of Education, said the English Learner Roadmap brings her hope, as a former English learner herself and as a parent.

    “As a parent, I also see that it supports me in my endeavor to have children that grow up bilingually, knowing their culture and language is just as beautiful and important as English,” García-Torres said.

    García-Torres said the Sacramento County Office of Education has worked hard to help districts implement the road map, but a state implementation plan and more funding are needed.

    “I’m afraid that without another grant or an implementation plan, it may go back to being pretty words on the page,” García-Torres said. 

    Debra Duardo, Los Angeles County superintendent of schools, said the English Learner Roadmap has made a big difference in some districts.

    “Some of the things I’ve seen changing is the philosophy around English language learners and really moving from this deficit mentality, of ‘these are children who can’t speak English,’ to really celebrating the fact that they’re speaking multiple languages,” said Duardo.

    She said having clear goals and requiring districts to report how they’re implementing the plan will be crucial, so that the state can see where districts are struggling and how CDE can help them.

    “There are always going to people who feel like this is one more thing that you’re placing on us and it doesn’t come with funding attached to it,” said Duardo. “Districts are struggling. They don’t have their extra pandemic dollars, they didn’t have a very big COLA, and just finding the resources to implement anything can be a challenge.”

    Megan Hopkins, professor and chair of UC San Diego’s department of education studies, said many states struggle with implementation of guidance around English learners. She said a statewide plan for implementing the road map is needed, in part because many teachers and administrators don’t think English learner education applies to them.

    “English learners are often sort of viewed as separate from, or an add-on, to core instructional programs. I think what happens is people are like, ‘Oh, that’s nice, but it’s not related to what I do over here in math education,’ when in fact it is,” said Hopkins.

    Aleyda Barrera-Cruz, executive director for multilingual learner services at the San Mateo-Foster City School District, south of San Francisco, said she has attended professional development sessions on the English Learner Roadmap Policy with EL RISE!, the coalition led by Californians Together, and read through every guidance document they’ve written about the road map.

    “Where it gets tricky is sometimes things are written in a way that are not very implementation friendly. They’re written in a very theoretical way like, ‘These are the recommendations,’ so we as districts have to decide what that would look like in our district. There’s a lot of room for interpretation,” Barrera-Cruz said.

    She said principals and teachers sometimes interpret the guidelines in different ways at different schools. She would like to see CDE make it very clear how to do things like teaching English language development (teaching English to children who do not know the language), including examples of lesson plans and videos of best practices in the classroom.

    “I’m working with a very diverse group of educators. Some have learned this in their teaching credential program; some have not,” Barrera-Cruz said.

    Elodia Ortega-Lampkin, superintendent of Woodland Joint Unified School District, near Sacramento, said superintendents and school board members need training to understand why the English Learner Roadmap is needed.

    “People watch what you value and the message you send,” Ortega-Lampkin said. “It’s very hard for a principal to do this on their own without the district support. It’s got to come down from the top, including the board.”

    She said Woodland Joint Unified required all administrators and teachers to attend training about the English Learner Roadmap. They also have to use the road map when writing their mandatory annual school plans for student achievement.

    “It was not an option. It was an expectation. If we have English learners in Woodland and we’re serious about helping them succeed, we need to use a framework that is research-based and provides support for districts. Instead of piecemealing, it’s all in one to help guide those conversations in our schools,” Ortega-Lampkin said.

    Before training with the English Learner Roadmap, Ortega-Lampkin said not everyone understood how to teach English language development, often referred to as ELD. 

     “It was hard to get everyone to buy in and teach ELD. We don’t have that anymore. It’s not a discussion. People just know that ELD needs to happen. I think it’s helped change the mindset and build a better understanding,” Ortega-Lampkin said.
