    Joyce Vance: The Kids Are Alright Despite Trump’s Efforts to Kill Public Education and Academic Freedom


    Joyce Vance is a former federal prosecutor for North Alabama. She writes an important blog called Civil Discourse, where she usually explains court decisions and legal issues. Today she turns to education.

    Today I’m recovering from the graduation tour, one in Boulder and one in Boston in the last two weeks, and getting back into the groove of writing as I continue to work on my book (which I hope you’ll preorder if you haven’t already). The graduations came at a good moment. 

    Watching my kids graduate, one from college and one with a master’s in science, was an emotional experience—the culmination of their years of hard work, sacrifice, and growth, all captured in a single walk across the stage. They, like their friends, my law students, and amazing students across the county, now enter society as adults. Even beyond the individual stories of hardships overcome and perseverance, witnessing these rites of passage makes me feel profoundly hopeful. The intelligence and commitment of the students—many of whom are already tackling big problems and imagining new, bold solutions—gives me a level of confidence about what comes next for our country. In a time when it’s easy to get discouraged, their commitment and idealism stands as a powerful reminder that they are ready to take on the mess we have left them. 

    The kids are alright, even though they shouldn’t have to be. Talking with them makes me think they will find a way, even if it’s unfair to ask it of them and despite the fact that their path will be more difficult than it should be. Courage is contagious, and they seem to have caught it. Their educations have prepared them for the future we all find ourselves in now.

    As students across the country prepared to graduate this year, Trump released his so-called “skinny budget.” If that’s how they want to frame it, then education has been put on a starvation diet—at least the kind of education that develops independent thinkers who thrive in an environment where questions are asked and answered. Trump pitches the budget as “gut[ting] a weaponized deep state while providing historic increases for defense and border security.” Defense spending would increase by 13% under his proposal.

    The plan for education is titled, “Streamline K-12 Education Funding and Promote Parental Choice.”Among its provisions, the announcement focuses on the following items:

    • “The Budget continues the process of shutting down the Department of Education.” 
    • “The Budget also invests $500 million, a $60 million increase, to expand the number of high-quality charter schools, that have a proven track record of improving students’ academic achievement and giving parents more choice in the education of their children.”

    As we discussed in March, none of this is a surprise. Trump is implementing the Project 2025 plan. In December of 2024, I wrote about how essential it is to dumb down the electorate if you’re someone like Donald Trump and you want to succeed. A rich discussion in our forums followed. At the time I wrote, “Voters who lack the backbone of a solid education in civics can be manipulated. That takes us to Trump’s plans for the Department of Education.” But it’s really true for the entirety of democracy.

    Explaining the expanded funding for charter schools, a newly written section of the Department of Education website reads more like political propaganda than education information: “The U.S. Department of Education announced today that it has reigned [Ed: Note the word “”reigned” is misspelled] in the federal government’s influence over state Charter School Program (CSP) grant awards. The Department removed a requirement set by the Biden Administration that the U.S. Secretary of Education review information on how states approve select entities’ (e.g., private colleges and universities) authorization of charter schools in states where they are already lawful authorizers. This action returns educational authority to the states, reduces burdensome red tape, and expands school choice options for students and families.”

    There are already 37 lawsuits related to Trump’s changes to education. Uncertainty is no way to educate America’s children. Cutting funding for research because you want to score political points about DEI or climate change is no way to ensure we nurture future scientists and other thinkers and doers…

    I am reminded again of George Orwell’s words: “The most effective way to destroy people is to deny and obliterate their own understanding of their history.” The historians among us, and those who delve into history, will play a key role in getting us through this. Our love and understanding of history can help us stay grounded, understanding who we are, who we don’t want to become, and why the rule of law matters so damn much to all of it….

    We need to track how California’s efforts to increase teacher diversity are working

    I started my professional life as a server at the Marriott. I was looking forward to a career in the hospitality industry, but I also wanted to use my degree in biology and my love of science, so I decided to substitute teach.

    During my first week in the classroom, one of my students said, “Mr. Z, we have learned more from you in the last three days than in the previous two weeks.”

    That’s when I knew I wanted to become an educator. 

    My research into teacher preparation programs left me discouraged. Their cost was a major barrier for me, as it is for many other aspiring teachers of color. Then I found out about the Golden State Teacher Grant (GSTG) program, which provides teachers of color with the opportunity to pursue a career in education tuition-free. I would never have been able to afford my master’s degree and teaching credential had it not been for this program. 

    With this grant, I was able to receive my master’s and credential within one year, allowing me to step into the classroom and diversify the space that much faster. This is important because 20% of California’s students identified as white, while 61% of teachers identified as white. (The comparison is as of 2018-19, the last year that the California Department of Education published statewide teacher demographic data). Research shows that teachers of color have a positive effect on the pupils we serve. I have seen this in my own teaching. My high school chemistry classes are 85% students of color. One of my students, Nayleya, wrote to me, “I hated coming to school and I just felt like there was no point to it. I felt like the other teachers were just trying to control us and, in a way, treat us like robots, but you don’t. You listen to what we are having problems with and try your hardest to help.”

    The Golden State Teacher Grant came with a comprehensive level of support, ensuring my success in the program and in the classroom. When I was working on my final project, a chemistry unit plan, my professors provided ongoing mentorship. I was able to resubmit my assignments until I reached mastery in my content area. This informed my teaching practice; I now give my students multiple opportunities to resubmit their assignments until they too reach mastery of the learning target. This has motivated students like Nayleya to work harder, even if she found the lesson challenging, because she knows I am backing her up every step of the way, in the same way my professors supported me. 

    I know that the Golden State grant worked for me as it has for many of my colleagues. However, to really know how many teachers of color are entering the profession, the programs they graduate from, the districts and schools they are teaching at, we need much more information than just personal experience. This is even more pressing now as the Legislature is considering addressing current budget shortfalls by clawing back funds from some of the teacher training programs, like the Golden State Pathways Program, teacher and counselor residency grants and national board certification grants, without understanding their impact. We need comprehensive data on the effectiveness of programs like the Golden State Teacher Grant to ensure that our investments in them are working, and policymakers have the information they need to make informed budget decisions.  

    Our Legislature is now debating a bill that will do just that. Senate Bill 1391, authored by Sen. Susan Rubio, would require the state to develop a dashboard with information on teacher training pipelines, credentialing, hiring and retention. Having a comprehensive data dashboard would also help us anticipate any challenges that arise from recruiting to preparing and retaining a diverse workforce. Imagine the improvements we could make to how we prepare and support teachers if we knew what programs were effective, and what worked and what didn’t. 

    I love teaching and I love my students. I want other people of color to pursue a career in education and find the passion and rewards that come with mentoring young scholars. Let’s make sure we have the data to help sustain and diversify our workforce, for the benefit of all our students.

    Let’s learn how well California’s efforts to attract and keep teachers are working

    An important bill making its way through the Legislature could help California’s schools better recruit and retain teachers.

    Senate Bill 1391 would require the state’s new Cradle to Career (C2C) Data System to provide data that answers critical questions about California’s teacher workforce, including trends in teacher training, credentialing, hiring, retention, and the effectiveness of key programs aimed at addressing the teacher shortage.

    I think about this bill as I prepare to lead a summer science workshop for nearly two dozen new middle and high school science teachers from diverse backgrounds. We will be working through our core science curriculum before the next year starts.

    I know these teachers’ first few years in the classroom will be challenging, and their first year is the most challenging. They are often overwhelmed by time management issues: planning their lessons, grading students’ work, attending many meetings at their school site and in the district, all while trying to build relationships with their students.

    These first-year challenges show up clearly in our data. In my district last year, about 17% of our pre-K-12 teaching staff left their positions. This means that we need many new teachers, and especially teachers from diverse backgrounds, to work with our heterogeneous students. 

    The good news is that California is attempting to stem the loss of teachers through a variety of innovative programs and resources. There has been an effort to bring more people into the profession through the Golden State Teacher Grant, which pays teacher candidates a stipend while they get their credential, and a variety of teacher residency programs run in partnership with our school districts. The National Board Certification grants for teachers will also help keep many teachers in the profession through opportunities for additional professional learning and the possibility of additional funds once teachers become certified.

    In my district, like many others, we have built teacher housing in our city and have had recent wins for pay raises. We have also been using state incentives for teachers working in difficult-to-fill subjects and schools.

    All of these programs are great and are clearly part of the solution, but are they working? How can we know? Is all of this money and support actually getting to the teachers and populations that need it? Is the state doing enough to provide us with the data to help us make the right decisions? Currently, we don’t have the information to answer those questions.

    The Cradle-to-Career dashboard could provide critical data on how effective our teacher grant programs and teacher training pipelines are, but it has not yet lived up to its potential. As the governor and Legislature are debating difficult choices about our state resources, including SB 1391, we cannot back off investing in the future of our workforce — first understanding clearly which programs work and which don’t, and then doing everything we can to maintain the programs that ensure every student has access to a well-supported teacher who reflects the diversity of our state. 

    Once we know what works, we should play the long game and really focus on what our new teachers need to be well-prepared and supported. We need to be targeted in how we recruit diverse populations into the teaching profession. Our teacher education programs need to help link our newest teachers to mentoring programs and affinity groups to help them through the challenges of their first few years. We need to identify and support programs that provide mentors or provide pay for new teachers to have an extra prep period (these programs are few and far between but help keep our newest teachers from burning out quickly). Through all this, we need to remain laser focused on what helps our incredibly diverse student population to be successful. Let’s ensure that the Cradle-to-Career database informs us on how to make this future come to pass.

    So, while I don’t know how many of the teachers I work with at my summer science institute will still be in the San Francisco Unified School District (SFUSD) next year, I’m hopeful that they will be. And I hope we’ll have the data to better understand why they’ve stayed, so we can know what to do better next year and into the future.

    California wants to accelerate schools’ efforts to build 2.3 million units of housing

    Jefferson Union High School District used to lose a quarter of its staff every year, which meant that it began every school year scrambling to fill vacancies. That changed in 2022 when the Daly City-based district developed affordable housing for its staff.

    The district built 122 units on school district-owned land that is now fully occupied by 25% of the district’s staff. Board member Andy Lie said the district is beginning the new school year with zero vacancies, a transformation he calls “remarkable” and “unheard of in public education.”

    In January, legislation to ease zoning requirements for school districts interested in building affordable housing took effect. Jefferson Union High and a handful of other districts in the state are ahead of others in providing housing for both teachers and classified staff.

    Districts with success stories, as well as local and state leaders, will be at an Aug. 14 housing summit convened by the California Department of Education (CDE). During a news conference Tuesday at department headquarters, State Superintendent of Public Instruction Tony Thurmond said schools own 75,000 acres of undeveloped land that could be used to build 2.3 million units. Thurmond wants to see these units built over the next eight years as a way to address California’s teacher shortage.

    Citing overwhelming interest in this matter, the California School Boards Association’s presentation on the topic this month noted that 158 of about 1,000 school districts have expressed interest in providing affordable housing for education staff. Eight districts already provide housing or have housing under construction, while the vast majority of the rest are in the early stages of exploring it.

    Recruiting and retaining school staff

    State and local officials say that building housing goes a long way toward solving many of the problems both schools and other Californians face. Salaries of school staff are often far below the median rent in many areas, which creates difficulties finding or retaining staff. That leads to long commutes for staff whose household budgets are already stretched thin.

    Many districts dealing with declining enrollment and associated financial woes consider selling off some of their land, a valuable resource in California, for short-term gain, according to Andrew Keller, senior director of operations and strategic initiatives for CSBA.

    Developing housing on that land instead makes a dent in California’s affordability crisis and helps retain teachers, while also offering school districts a new stream of no-strings-attached funding. Schools can typically rent far below market value while still earning income that can support them long-term, Keller said.

    Jefferson Union High School District found no shortage of staff members interested in their affordable housing. The district currently has a waitlist of 30 members. Thurmond would also like to see legislation that would allow districts to open their units to the wider community because students and their families are also struggling with the affordability of California.

    In Los Angeles, LAUSD has three projects with 185 units that serve its employees — and Superintendent Alberto Carvalho said the district is surveying employees and considering opening more affordable housing on 10 sites. But the district has also launched a project aimed at helping local families in concert with Many Mansions, a local nonprofit. The Sun King Apartments is a 25-unit facility that offers permanent supportive housing to chronically homeless families with children enrolled in LAUSD schools.

    Even school districts that led the trend said it was a struggle to make the pitch to the community. Richard Barrera, a San Diego Unified School District board member, said community members would be confused about why the district would need to get into the housing business.

    “If we don’t recruit and retain educators, we can’t do our job as educators,” Barrera said.

    San Diego Unified has a goal of opening up 1,500 affordable units to house 10% of its staff, thanks to a school bond measure that passed in 2022, Barrera said.

    Thurmond would like to see legislation that creates even more financial incentives for districts to build housing, which might help those seeking bond measures to fund projects. He noted that educator housing is also eligible for the $500 million in available annual housing tax credits from the state.

    Some school districts have had trouble convincing voters that building housing for teachers and staff is worth it. In 2020, school bond measures for staff housing failed at Patterson Joint Unified School District in Stanislaus County, Soledad Unified in Monterey County and East Side Union High School District in Santa Clara County. 

    Even Jefferson Union High School District eked out a narrow win with just over the 55% requirement needed to pass.

    “The community didn’t quite understand what it was that we were doing,” Lie said, “but it passed.”

    Lie said that staff morale has improved, and the district can now rely on veterans to stick around and build on their success in Jefferson Union High School District, demonstrating why affordable housing for staff is so important to student success. 

    “We can’t give our best to our students if our educators are struggling with housing insecurity,” he said.

    Resources for districts

    CSBA has joined forces with researchers to create resources for districts interested in building housing — to help overcome one of the biggest concerns about school districts lacking expertise in building housing, Keller said. 

    Researchers want to make the process as easy as possible for schools, said Manos Proussaloglou, assistant director at UCLA’s cityLAB, including preparing guides, based on lessons learned both from both successful and unsuccessful projects. 

    “We’re really interested in learning why some educational workforce housing projects start but then stall — and see if we can learn from those,” Proussaloglou said.

    To expedite the process of building, researchers from the Center for Cities + Schools at UC Berkeley have created a map that homes in on the communities that will most benefit.

    “Ultimately, those are the districts we really want to work with and make sure they understand that it is an opportunity to address those challenges,” said Sara Hinkley, the California program manager at the Center for Cities + Schools.

    The calculations behind the map by UC Berkeley are where Thurmond got the number of 2.3 million potential units in the state. That figure assumes that every extra acre of developable land a school district owns could support 30 units.

    The map tallies the surplus property California school districts own, considering factors such as how many are on school campuses or completely undeveloped sites and whether those sites are close to amenities like public transit, while also accounting for annual teacher turnover rate, the demographics of the school, enrollment and the gap between staff salaries and median rents.

    “We know that until we can pay teachers and classified staff better — which is our priority, that building affordable housing for them is an important tool for educator recruitment and retention,” said Thurmond.
