    West Contra Costa Unified denies charter renewal application

    For the first time in five years, the West Contra Costa school district board of trustees has denied a renewal petition of one of its charter schools.

    By a unanimous vote on Wednesday, the board rejected the renewal application of the Richmond Charter Academy, which serves just under 300 students.

    It is part of Amethod Public Schools, or AMPS, a charter management organization that also operates two other charter schools in Richmond and three in Oakland. 

    The vote followed impassioned appeals by staff and students wearing yellow T-shirts, trying to persuade the board to allow the school to continue operating. 

    A similar hearing about the school’s fate was held at a board meeting last month.  There are 13 charter schools in the district, serving close to 4,000 students of the district’s nearly 30,000 students. 

    The charter schools are among more than 1,300 in California, by far the largest number in any state. 

    Renewal petitions are rarely denied in California.  The Legislature approved a law (Assembly Bill 1505) in 2019 governing charter school applications and renewals, but its full implementation was delayed until after the pandemic. As a result, many charters are just now coming up for renewal under the 2019 law. 

    The board’s decision was not entirely unexpected. It was based on a strong recommendation by district staff, outlined in a detailed 79-page report that the district deny the school’s charter based on concerns about its finances and its ability to guarantee that it could offer the educational programs it was promising. 

    The staff reviewers said they “found fiscal concerns that could not be remedied and the school would not likely implement the program as described in the petition.” 

    The denial came despite students showing academic results somewhat higher than the district average. 

    Beyond fiscal worries, several board members also expressed concern about the small number of Black students in the school. 

    The school has a 91% enrollment of Latino students, while Black students only make up 4%.  That’s in a district with an 11.5% Black enrollment.  

    School administrators said the school admitted students based on a lottery, and thus, the racial or ethnic makeup of the school was determined by who applied.

    The school now has a chance to appeal the denial to the county school board, and if the renewal is denied there, the school could then appeal to the State Board of Education. 

    Among the issues identified in the staff report was the very low number of teachers with a “clear” teaching credential. 

    Another concern was the considerable turnover in leadership. Some board members had high praise for the current interim CEO, Adrienne Barnes. But in light of leadership turnover in the past few years, they said they weren’t confident that the current leadership would stay much longer.  

    “Ms. Barnes, you have made a Herculean leap forward, and I appreciate your efforts,” board President Leslie Reckler told her at the meeting. “But I have deep concerns over whether you’re going to be here in a year, or even less than that.” 

    In 2020, the board voted not to renew the application of the Manzanita Elementary charter school, despite a staff recommendation that the application be approved. The school then appealed to the Alameda County Board of Education, which overruled the district board. Manzanita is still operating today.  

    None of the current district board members were on the board in 2020. Reckler and Demetrio Gonzalez-Hoy, the two most senior current members, pointed out that this was the first time they had voted against a charter renewal, and that it was a difficult vote to cast. 

    “As the people in charge of renewing the charter, I simply cannot do that,” Gonzalez-Hoy said. “I am sorry for that because I know how painful this is. And as the first charter that I have to deny, I feel the pain.”

    “The staff’s findings raise serious questions that we cannot ignore, and it would be irresponsible to move forward without addressing them fully,” added board member Guadalupe Enllana in explaining her vote. “My decision is not made lightly, but it’s made with students at the center because that is who we are here to serve.”

    The West Contra Costa Unified School District is the latest school district in California to feel the direct impact of the Trump Administration’s elimination of a range of grant programs approved by the U.S. Department of Education during the Biden administration.

    At its meeting on Wednesday night, Interim Superintendent Kim Moses told board members, who were caught unawares by the news, that she had received a letter the previous day from the department of education indicating that the five-year, $4.2 million grant awarded last fall will be cut to one year.

    The letter stated that the grant was no longer “aligned with the current goals of the administration,” she said.

    As a result of the cut, the district anticipates it will only receive about $600,000 of the funds it was expecting, all of which must be spent between August and December of this year.

    Board president Leslie Reckler summarized her reaction in two words: “Total bummer.”

    The district was one of three in California to receive a five-year grant last fall. They were among 46 grants awarded last year under the Mental Health Services Professional Grant program begun by the Biden Administration.

    The grant was supposed to enable the San Francisco Bay Area district to address the mental health needs of its students by placing graduate student counseling interns in its schools, in collaboration with San Jose State University and St. Mary’s College in Oakland.

    The goal of the program, as described in the Federal Register, is “to support and demonstrate innovative partnerships to train school-based mental health services providers.”

    Moses said she was taken aback by the news of the drastic reduction.  “Of all the things that I am worrying about being reduced or taken away, I didn’t have this grant in mind,” she said in an interview after the meeting. “The grant is to build our workforce (of mental health workers). How could building our workforce and supporting students with their mental health needs be against what the administration stands for?”

    School board member Demetrio Gonzalez-Hoy described the funding cut as “atrocious.”  “This is just another way they (the Trump administration) are going to start hurting our kids, our staff, our school district, because of what we stand for, because of what we look like.”

    The drastic grant cutback comes as a blow to the district, which has made significant progress over the past year in cutting major budget deficits and averting the prospect of a state takeover.  Especially since the pandemic, educators have realized that addressing the mental health needs of students is essential to their ultimate academic success.  A particular challenge has been to boost the number of school mental health professionals, especially those reflecting the backgrounds of students.

    The reduction appears to be part of an aggressive drive by the administration to eliminate mental health programs serving schools. On the same day West Contra Costa heard about its grant reduction,  the Associated Press reported that the U.S. Department of Education is moving to terminate $1 billion in mental health grants to schools, signed into law by President Biden after the school shooting massacre in Uvalde, Texas in 2022.

    The district applied for the funds in the spring of 2024 and was awarded them in the fall. It had been working on signing a Memorandum of Understanding to begin implementing the program this fall.

    The funds were designated to be spent in “high-need” school districts like West Contra Costa Unified, where nearly two-thirds of its almost 30,000 students qualify for free and reduced-price meals.

    Program probably targeted because of emphasis on diversity

    What almost certainly caught the Trump administration’s eye was the emphasis on diversity in the grant application guidelines, a term the current government is using as a rationale to cut federal funds to education institutions at all levels. 

    One of the goals of the program, according to the guidelines, is to “increase the number and diversity of high-quality, trained providers available to address the shortages of mental health services professionals in schools served by high-need districts.”

    The mental health professionals serving students in those districts, according to the guidelines, should reflect the communities, identities, races, ethnicities, abilities, and cultures of the students in the high-need districts, including underserved students.”

    “We considered appealing, but the reality is that they just erased this whole grant, and everybody is in the same boat,” interim Supt. Moses said. “This isn’t a case of  ‘we picked on you because you’re doing something wrong, we picked on you because the grant is going away.’”

    Looking forward, board member Gonzalez-Hoy said, “We must just continue to reassure our students that even if we have less resources, we are here to support and protect them, and we will give them what we can with what we have.”  

    Other districts that received grants under the program are Trinity Alps Unified and the Wheatland Union High School District, both in Northern California.  Also receiving grants are the Marin County Office of Education, Cal State East Bay and the University of Redlands, as well as two charter schools, Entrepreneur High School in San Bernardino and Academia Avance in Los Angeles.

    Big decisions ahead for new leaders at West Contra Costa Unified

    In a ritual similar to ones happening in school districts across California, two new board members in the West Contra Costa Unified School District along with a reelected incumbent were sworn in at the board’s final meeting of the year — as it braced itself to take on the numerous challenges that await it in 2025. 

    Not unlike its larger neighbors in Oakland and San Francisco, these challenges include declining enrollments, budget deficits, and threatened deportation of undocumented immigrants affecting an unknown number of families in the district.  

    The district, which includes Richmond, El Cerrito, San Pablo and several other East Bay communities, was able to traverse its most immediate challenge — finding school board members to fill the three seats that were on the November ballot. Only one of the seats was contested, and in the other two, the candidates had no opponent, and didn’t even have to appear on the ballot. 

    Guadalupe Enllana, a Richmond native and community advocate, was sworn in Wednesday night to represent Area 2, which covers the Richmond area, one of the nearly dozen cities in the East Bay communities within the district’s boundaries. She beat incumbent Otheree Christian, running for his second term, with nearly 55% of the vote.

    Cinthia Hernandez, who ran unopposed, replaced eight-year incumbent Mister Phillips in Area 3, which covers the San Pablo area. Incumbent Jamela Smith-Folds, who represents Pinole and Hercules in Area 1, was also sworn in for her second term, after running unopposed for the seat. 

    The pattern of unopposed school board seats is one that is occurring across the state. An EdSource analysis found that out of 1,510 school board races it analyzed, in nearly half of them a candidate’s name did not appear on last November’s ballot, either because no one was running for the seat or because a single candidate was running unopposed — making that person an instant winner. 

    One of the biggest decisions the West Contra Costa board will make is hiring a permanent superintendent. At Wednesday night’s meeting, longtime district employee Kim Moses attended her first meeting as interim superintendent, after being appointed by the board in October shortly after  Superintendent Kenneth “Chris” Hurst announced he would be retiring in December after more than three years in the job. Hurst said he was leaving to take care of his mother-law, who he said was facing “serious health challenges.”

    Moses, a West Contra Costa alumna who graduated from Kennedy High School in Richmond, worked in the district for 18 out of the more than 30 years she’s been in education, most recently as its superintendent of business services. She worked for years as a teacher in Oakland, and then as vice principal and principal in the district.

    “I welcome our new trustees. I actually really look forward to working with both of you,” said current board member Demetrio Gonzalez Hoy. “You’re coming in at a time when the board was fairly divided, as you both know. My hope is that with this change of two new board members that it would lead to us working in collaboration.” 

    One of the biggest rifts this year was during a June meeting when the board failed to pass the district’s Local Control Accountability Plan (LCAP) by the end of the fiscal year in June. The LCAP is a required document that describes how funds from the state will be spent, especially on low-income students and English learners. Because the board did not approve the LCAP, they could not vote on its annual budget as the accountability plan must pass first.

    It is believed to be the first time that a district has failed to approve its LCAP by the state-imposed deadline.  As then-Superintendent Hurst said at the time, “This is an unprecedented event in the state of California.”

    In a frenzy of activity district, county and state leaders had to work together to figure out the next steps, complicated by the fact that the state’s education code doesn’t spell out clearly what happens when a board doesn’t approve its accountability plan before June 30. After making revisions, the board was able to approve the updated plan on Aug. 28, nearly two months after the usual deadline.

    At Wednesday’s meeting, the newly constituted board was able to resolve its first split vote, this one for board president. Gonzalez Hoy and another incumbent board member, Leslie Reckler, were both nominated for the position, to replace outgoing board President Smith-Folds, whose term as president had expired. Reckler was elected to the position, voting for herself along with Enllana and Hernandez.  She will serve for one year.

    As a mother of four children, first-time board member Enllana said she had to figure out how to navigate different programs in the district and advocate especially for her child who has special needs. It is what motivated her to run a second time to be on the board after running unsuccessfully in 2020.

    “As parents, we are really left in the dark sometimes about decisions being made on the board that directly affect their children,” she said in an interview with EdSource. “I was a teen mom and at the time (and my child), having special needs, made it really difficult to navigate the (special education) department, how to advocate, and how to get the information I needed and how to ask for it.”

    Enllana said her top priority is to hire a superintendent who values transparency, communicates well with the board and community, and prioritizes data-driven solutions. 

    “We have to make sure that every decision that we’re making on the board is student-focused, because if the students aren’t here, then we have no seat at the table,” Enllana said. “We really need to learn how to communicate with parents, and it’s not going to be a one-size-fits-all approach.”

    As a daughter of Mexican immigrants, Enllana said she’s also hoping to better reach the Spanish-speaking community and engage them in what’s happening at the district level as well as their children’s schools. 

    At Wednesday’s meeting, newly inducted board member Hernandez said she grew up going to West Contra Costa schools and is focused on offering more transparency to families.

    “I’m also dedicated to creating more access to our families and creating resources and making sure our families are walking with us every step of the way,” Hernandez said.

    The defeat of Otheree Christian means there is now only one Black member on the board, in contrast to the three on the previous board. Of its approximately 30,000 students, nearly 60% are Latino, 14% are Asian, 11.5% are Black, and 9.1% are white. Two decades ago, nearly 30% of the student body was Black.

    West Contra Costa Unified School District is on the cusp of a new and uncertain era following the retirement of its superintendent, Chris Hurst, who stepped down in December after just over three years on the job. 

    Whoever is chosen to permanently replace him will face a daunting set of concerns, including ensuring that the district is not placed under state control. For now that job is in the hands of interim Superintendent Kim Moses, who until December was the district’s associate superintendent for business services.

    With an enrollment of just under 30,000 students, more than half from low-income families, the district comprises 54 schools in El Cerrito, Richmond and other East Bay communities in the San Francisco Bay Area.

    Chief among the issues the district faces are declining enrollment, persistent budget deficits, a sluggish improvement in post-Covid test scores, teacher shortages, and meeting the multiple needs of a diverse and largely low-income student body, along with a sometimes-contentious school board not always in alignment with its superintendent. 

    To a greater or lesser extent, these are problems facing many urban districts across California, including some larger neighbors around the Bay Area.  

    San Francisco Unified also got a new superintendent last month and is grappling with severe budget deficits and intense pressure to close schools. 

    While Oakland Unified’s superintendent, Kyla Johnson-Trammell, is still in her job after seven years, surviving a teacher strike, the pandemic, and other travails, the district is dealing with similar profound challenges. Both San Francisco and Oakland also face the prospect of a state takeover.

    Last Wednesday, at West Contra Costa’s first board meeting of 2025, Moses issued a blunt warning about the need to make further budget cuts to avoid insolvency. 

    After making $19 million in cuts during the current year, the district still has a “significant structural deficit,” she said, and warned that under current scenarios, its budget reserves “will be exhausted within three years.” 

    Without further reductions in the next two school years, the district would be “placed under (state) receivership, which means we’ll no longer be in charge of making financial decisions for our district,” she said.

    In 1991, the district had the unfortunate distinction of being the first in the state to go insolvent. To rescue it, the district received a $29 million bailout loan, which took 21 years to pay off. Now it is trying to head off a similar fate.

    In December, the West Contra Costa school board passed a budget that members said met the standard to receive a “positive certification,” which under state regulations means it would not spend its entire reserve over the next three years. 

    But the county office of education has refused to approve that certification without the district providing a multiyear deficit-reduction plan. That is what Moses presented to the board on Wednesday night, involving cuts of $7 million next year, and an additional $6 million the following year.   

    Declining enrollment — by 8% over the past four years alone — is perhaps West Contra Costa’s primary concern, according to Michael Fine, CEO of California’s Fiscal Crisis and Management Assistance Team, an agency created by the state to help districts resolve financial and management problems.

    Fine largely attributes the decline — which is mirrored in many other districts, and the state as a whole — to lower birth rates.

    “It’s a long-term problem” for schools, he said. “Right now, schools are feeling it most in kindergarten and elementary school. In 10 years, it will be middle school, then high school.”

    The problem translates directly into money. In California, schools have a variety of sources of funds, but they are primarily based on “average daily attendance,” that is, the number of kids in the classroom each day. In 2022-23, the district received nearly $24,000 per student from various sources, most of it from the state based on actual attendance, according to Ed-Data.  

    As enrollment declines — either through lower birth rates or families leaving the expensive Bay Area — so, too, does the district’s revenues. Another factor reducing income is the end of the federal government’s Elementary and Secondary School Emergency Relief fund, designed to help with Covid-19 recovery. The fund brought the district some $53 million by 2023.

    All of which has had an effect on West Contra Costa Unified’s budget.

    One approach the district is examining to reduce its deficit is so-called “purpose-based budgeting.” The method, designed to more tightly control expenses, is to evaluate how well specific funds match the district’s priorities.

    But that may not be enough.

    “Look, I understand. No one joins a school board to lay off people,” Fine says. “But your revenue is going away, and they’re overstaffed compared to their enrollment.” 

    But Francisco Ortiz, president of United Teachers of Richmond, the union representing teachers, says there are already too many unfilled positions in West Contra Costa, and the district cannot afford to save more by further reducing staff. 

    “In secondary schools alone, we have 27 vacant FTEs — full-time equivalent (positions),” he says. “And in elementary, it’s 30.8 vacancies and 22 in special ed. The majority of these folks are teachers, some counselors, in elementary, but the majority are classroom teachers.” Most schools, he said, have to use substitutes on a daily basis.

    At the board meeting this week, interim Superintendent Moses argued that increasing student attendance and enrollment is the only realistic way to reduce the district’s deficits without making further cuts. For every 1% increase in attendance, the district would generate $2.75 million in additional state funding. To that end, the district is launching what it calls its “Why We Show Up” campaign.  “It’s really cut and dried,” Moses said. “We only get revenue based upon the number of children we have in a seat.”  

    At last week’s board meeting, many parents and teachers expressed concerns that there would be cuts in district offerings like its International Baccalaureate and bilingual and dual immersion programs. 

    But Moses tried to reassure the school community that no programs would be cut. A big chunk of reductions she is proposing would come from central office reductions, moving teachers out of classrooms with small numbers of students, and so on. 

    Part of the problem, union leader Ortiz says, is that the district has done a poor job of budgeting for how many teachers it will need each year. As for covering the district’s deficit — to pay for more teachers — he says the district should draw further on its reserve. “The reserve is for a rainy day, and right now it’s flooding. Our most vulnerable students are the ones receiving the blunt end of this. Cutting classroom teachers is not the answer.” 

    But FCMAT’s Fine argues that has to be part of the equation. “Lots of school boards say cut as far away from the classroom as you can, but when you have declining enrollment, you cut at the classroom level. But it’s really tough. It’s difficult as heck. It is horrendous.”

    Fine argues that the issue of teacher vacancies is a nuanced one, and that there may be possible solutions. There may, for example, may be too many English teachers and not enough math teachers, or too many PE teachers and not enough special education teachers. He suggests that districts consider offering programs to re-credential teachers, even though this is not a short-term strategy. 

    “The solution doesn’t work for everyone, but why don’t we pay, say English teachers, to get credentialed to teach the sixth grade? Or invest in someone to get a special ed credential?”

    Before his departure, outgoing superintendent Hurst outlined several of the district’s recent accomplishments in his State of Our District report — a reminder that putting all the attention on finances can obscure progress in other areas.  

    Among those is the return to 100% in-person learning in the district after the pandemic. Another is “improved staff recruitment, development and retention,” with teacher vacancies declining from 143 two years ago to 64 in the current school year.

    Test scores have also improved somewhat in the district, according to results of the Smarter Balanced assessments students took last spring, though they still lag statewide averages, and, like almost all districts in the state, are not yet up to pre-pandemic levels. 

    The board recently hired David Hart as chief business manager, at least through the remainder of the school year. He’s the highly regarded former chief financial officer of the massive Los Angeles Unified, a district 20 times the size of West Contra Costa. Fine is hopeful Hart’s experience with a vastly more complex district will accelerate the district’s path to recovery. 

    “They are hiring a very skilled interim CBO,” he said. “I hope they listen to him.”

    West Contra Costa Unified School District students Jorge Espinoza Jr. and Luke Wilson have a seat and voice at a table that most students don’t have regular access to. 

    For the last five months, they’ve been sitting next to school board trustees at the dais, asking top administrators accountability questions and making recommendations on what could improve student experiences in the classroom. 

    On top of that, they are the first two students in the district to be paid for this work. 

    “It definitely has been an experience,” Espinoza said. “It’s been a journey – one that I would never want to change.” 

    “I believe I’ve learned so much, not only just being a board member, especially as a student, but also getting to engage with my community, engaging with the cabinet and what they do and seeing and learning all these things that go on within the board.” 

    Although many districts in California have student board member positions, it’s rare for them to be paid, said Troy Flint, spokesperson for the California School Boards Association. This school year, West Contra Costa Unified became one of the few in the state that pays its student board members. 

    School districts, including West Contra Costa, moved to pay board members after the 2023 passage of Assembly Bill 275, a state law that allows districts to pay or offer course credits to student board members. The West Contra Costa school board passed the resolution last July and updated and reapproved it last month to comply with the law. 

    Flint said that “the concept of involving student board members more fully, including compensating them in some very rare cases, is gaining momentum … (and) breaks from traditional practices where student board members were not supported to the same degree we’ve seen become more common with this recent generation.” 

    Historically, it’s been difficult to recruit students to be student board members, said West Contra Costa board member Demetrio Gonzalez-Hoy. Various West Contra Costa Unified school board members had said publicly that they believed including compensation and course credits would motivate a more diverse population of students to apply. They pointed to the time commitment the students must make. Typically, board meetings start at 6:30 p.m. and last between three and five hours — time that students could use to work for pay, study or participate in an internship.

    “It’s a commitment, and many students in our high schools have to not just take care of their own family, but they have to work,” Gonzalez-Hoy said. “Having to do a volunteer position for our students is a big ask.”

    In West Contra Costa, at least one of the two student board members must be from a school with 60% of students receiving free or reduced lunch, which was an effort to ensure representation from schools in less affluent areas of the district, Gonzalez-Hoy said. Students are paid $150 for every board meeting they attend and $100 for each agenda review meeting and board study session. Students also receive elective course credits. 

    There are typically two board meetings and an agenda review meeting per month, Gonzalez-Hoy said. The number of study sessions varies based on the business of the district. 

    “They won’t have to choose between a paycheck and being in this (student board member) position, but also they won’t have to choose between their studies and working,” Gonzalez-Hoy said.

    Espinoza and Wilson just wrapped up their one-semester term, and the new student board members will be announced and sworn in at the Feb. 12 board meeting. 

    Wilson, who attends El Cerrito High School, is also a student board member of the Contra Costa County Office of Education, a term that lasts the whole school year. He suggested West Contra Costa should do the same.

    “I believe that having two student board members elected for one whole year would actually be a better benefit for all students because of that momentum not being lost,” Wilson said. “One semester really doesn’t make sense in terms of that momentum and actually picking up a grasp on how the meetings run. But then you’re out when you get that grasp.”

    Gonzalez-Hoy said the board is considering all student feedback to make the student board member experience as beneficial as possible. 

    Last year, San Diego and Palm Springs school districts passed resolutions similar to West Contra Costa’s. San Diego students receive elective course credit and are paid $1,736 per month, the amount paid to other board members in the district.  Student board members in Palm Springs are paid about $296 monthly, according to the Palm Springs Desert Sun

    Board members historically receive low wages 

    Paying student trustees is not very popular, especially now with many school districts dealing with declines in enrollment, school closures and budget cuts, resulting in a lack of available funds. Most board members serving on school boards around the state are paid low wages.

    The amount of money board members receive in California depends on the average daily attendance in the district. Average daily attendance — which is different from overall student enrollment — is calculated by taking the total number of student attendance days and dividing by the number of school days in the year.

    In a district like West Contra Costa, where average daily attendance was about 23,400 in the 2023-24 school year, regular board members make up to $400 a month.

    Board members in districts with 25,000 to 60,000 students receive up to $750 monthly. In districts with 1,000 to 10,000 students, board members receive up to $240 monthly. In the smaller districts with 1,000 or fewer students but more than 150, trustees receive up to $120 a month. Those in districts with less than 150 students only make up to $60 a month. 

    There’s a stark difference in pay for board members in larger districts with more than 250,000 students. According to the state education code, compensation in those districts is set by municipalities.

    For example, board members in the Los Angeles Unified School District, serving more than 500,000 students, receive $125,000 annually if they don’t have another job and $50,000 if they do.

    Some states, like Idaho, Montana and Wyoming, do not allow compensation for board members, and the elected board members are volunteers. 

    Empowering students

    Espinoza and Wilson’s top priority this year is to create a student bill of rights that will eventually be posted in every classroom. 

    “The reason for this is to empower students to not only know their rights but to also have respect and accountability, not just within students but all of our staff as well,” said Espinoza, who attends Middle College High School. 

    Incoming student board members will take over the process of finalizing the bill of rights through outreach and surveys. 

    Another change Espinoza and Wilson spearheaded was to include the All Student Congress — a group of middle and high students, nominated by their schools — in discussions about the Local Control Accountability Plan, a document that outlines how the district should be spending money. Student feedback will then go to an advisory committee made up of parents and community members.

    Students need to be part of the All Student Congress to qualify for the student board member position. The student congress also elects both student board members. 

    Espinoza Jr. and Wilson also helped draft “Educational Response to the Climate Emergency,” a resolution to help implement climate literacy in West Contra Costa schools and to help students graduate with a deeper understanding of the impacts of climate change and possible solutions. The resolution could include a climate literacy curriculum and professional development for educators.

    Other goals Espinoza and Wilson have that will be passed on to the incoming student trustees are to implement a Student Advisory Panel, have more student trustee engagement, and have career technical education programs for students in grades K-8. 

    Wilson’s advice to would-be student board members is to “go into it with an open mind in terms of when you’re listening to the adults and frequently  … you’ll hear debates, you’ll hear people not agreeing with each other. And before you just immediately pick a side, try and hear both sides.” 

    Espinoza said future student board members shouldn’t be shy or let the complex jargon and policies hinder them from applying. 

    “You’re there for a reason,” Espinoza said. “These adults, they’re here to serve us, and as students, we’re here to represent the students’ voices directly as well.”

    The West Contra Costa Unified School District is joining about a dozen other California school districts in search of its next leader. The superintendent position is the district’s highest-paid job, and filling it is one of the most crucial decisions a school board can make. 

    School board members approved a $45,000 contract with Leadership Associates during last week’s special board meeting to recruit the East Bay district’s new leader. The firm has conducted superintendent and other school leadership searches for 28 years and is currently also searching for superintendents for Las Lomitas Elementary School District, Tamalpais Union High School District, San Pasqual Valley Unified School District and the Santa Clara Office of Education.  

    At West Contr Costa, interim Superintendent Kim Moses replaced Chris Hurst in December after he announced his retirement. Hurst led the district for more than three years and stepped down to care for a family member with health challenges. 

    The new leader will face daunting challenges, including making sure the district doesn’t run out of cash and is placed under state control. Also, like other California districts, the district is dealing with teacher shortages, low test scores and meeting the needs of its diverse and large low-income student population. 

    “One thing that would be very crucial, given our current circumstances as a district, would be crisis management,” said student board member Jorge Espinoza Jr. during the special meeting. “That would include not only advocacy for our students as well as our staff and teachers and principals, but transparency when communicating.” 

    Students and families deserve a leader who will drive academic gains and “have the courage to disrupt the status quo,” said a Go Public Schools West Contra Costa official, a nonprofit advocating for quality education, in a statement.

    “This is a chance for the district to either repair or deepen the wounds caused by years of broken trust and stagnant progress,” said Natalie Walchuk, Go Public Schools’ vice president of local impact. “The next superintendent must be someone who can restore transparency, rebuild accountability and deliver real results for all our students.”

    Board member Cinthia Hernandez said the next superintendent should be someone who commits to equity and is culturally competent. Nearly 59% of the student population was Hispanic or Latino in the 2023-24 school year; about 12% of students were Black or African American, while 10% were Asian and 9% white.

    About 63% of West Contra Costa students qualified for free or reduced lunch in 2023-24 and 32% were English learners, according to state data. Nearly 26,000 students are enrolled in the district’s 54 schools across Richmond, San Pablo, Pinole, Hercules and El Cerrito. 

    “They (the next superintendent) have to be innovative, inclusive and bilingual in whatever language —the more languages the better,” said board member Guadalupe Enllana. “They have to know how to listen, not just hear.”

    For board member Jamela Smith-Folds, however, understanding diversity, equity and inclusion is not enough. 

    “I want an anti-racist leader,” she said during the special meeting. “Understanding our district is not just knowing the data of our district. Understanding our district is really understanding who we are and what we need. I want someone who chooses us.”

    Smith-Folds said the district needs someone who understands the budget and has proven to improve academic outcomes and school culture. She urged those who haven’t attended a West Contra Costa board meeting or other committee meetings to not apply. 

    “There is a difference between transparency and honesty,” she added. “Transparency is, ‘If you ask me I’m going to tell you.’ Honesty is, “I’m going to tell you before you ask.’ I want an honest leader.” 

    Many districts are also searching for leaders

    The goal for West Contra Costa is to hire a superintendent by June — about two months before the 2025-26 school year begins. It’s typical for districts to want superintendents to start before the start of the school year. Community engagement with stakeholders, surveys of communities, and listening sessions will ramp up in the coming months. 

    Hiring leaders is difficult at a time when many superintendents have retired or left because of heightened political climates at board meetings, stress and threats. Districts across the state are also dealing with dwindling enrollment, school closures, budget cuts, and leftover effects of the pandemic, including lower test scores and the need for more social-emotional support. 

    These challenges have caused veteran superintendents to retire early and be replaced with less experienced educators. Newly elected board members have also pushed out superintendents. And districts are willing to pay top dollar to find a fit for the high-stress job. 

    At least six open superintendent positions in California are posted through the Association of California School Administrators Career Center. More than a dozen open positions are posted on EdJoin.

    Superintendent search timeline 

    Prior superintendent searches show that the West Costa Unified School District community wants to be involved. 

    Last time Leadership Associates searched for the superintendent, about 5,000 survey responses were submitted — the most the firm has received from a district, said Jim Brown, a partner with the firm. 

    “One of the reasons is the communication office and the principals and the teacher leaders did a really good job at making sure at almost every meeting that was held, there were copies of the survey and computers available, so people can fill out the survey,” Brown told the board during the special meeting. “We’re hoping for repetition of that.”

    Typically, 1,000 survey responses is a good sign of community engagement, said Sandra Sánchez-Thorstenson, partner at Leadership Associates. 

    Board member Smith-Folds reiterated the importance of surveys being representative of different areas of the community.

    Leadership Associates will begin engaging the West Contra Costa community, staff, educators and students in the middle of February. A survey will be sent out to the various communities from Feb. 17 to March 3.

    Leadership Associates will identify potential candidates in February and March. The deadline for applications is March 24. Applications will be reviewed in April, and interviews will be conducted in May. 

    The district’s next superintendent is slated to be hired at the end of May or the beginning of June with a start date of July 1.

    West Contra Costa Unified School District’s school board approved a plan Wednesday night that will cut educator and administrative positions, and reduce funds for programs and supplies in order to stay fiscally solvent and avoid a state takeover. 

    District officials have been grappling with how to cut $32.7 million in costs between 2024 and 2027; cuts for the current school year total $19.7 million.

    Cuts for the rest of the deficit, $13 million, will be spread out over the next two school years: $7 million in 2025-26 and $6 million in 2026-27. District officials warned it’s likely more reductions will occur after 2027.

    Board members Leslie Reckler, Cinthia Hernandez and Guadalupe Enllana voted for the plan. Reckler, board president, said she voted for the solvency plan to “literally save the district.”

    “No one wants to do this; no one runs for office to do this; no one works here to do this,” Reckler said. “This is an absolute necessity. We are staring down a dire fiscal situation.”

    Trustee Demetrio Gonzalez-Hoy was absent while trustee Jamela Smith-Folds abstained from voting. 

    “I want us to start coming together, and I think the way to say that is to abstain,” Smith-Folds said. “This is part of the board’s job that is the hardest because these numbers (budget cuts) are attached to people.”

    According to district officials, declining enrollment, expiration of Covid-19 relief funds, increased costs for special education programs, and underfunded mandates from state and federal governments are reasons West Contra Costa is strapped for cash. Districts across the state have been dealing with the same issues, including San Francisco and Oakland.

    It’s not the first time West Contra Costa has faced challenging budget deficits. In 1991, the district became the first in the state to go insolvent and received a $29 million bailout loan, which took 21 years to pay off. 

    District officials presented a detailed list of staffing cuts — including teachers, social workers, speech therapists, assistant principals, and administrators — spanning from the 2025 school year through 2027.  Over the next two school years, about 1.6% of staff in the teachers’ union will be let go for a total savings of about $3.7 million. 

    Cuts to educator positions are also coming during a time when West Contra Costa schools are struggling to fill vacant positions. Dozens of educators have, at various board meetings, expressed the hardships of not having fully staffed schools. Francisco Ortiz, president of United Teachers of Richmond, said last month that most schools have to use substitutes on a daily basis.

    The majority of school budgets are used to pay staff salaries and benefits, district officials said. In West Contra Costa, that amounts to nearly 84%. This is the reason it wasn’t possible to avoid cutting staffing positions, district officials say. 

    Recent salary increases have also affected spending, district officials said. Salaries have increased 19.5% over the past five years, and benefits have increased by about 26%.

    For the next school year, about $100,000 will be cut from the International Baccalaureate (IB) program; the high school theater budget will be reduced by $20,000, and art supplies by $14,000.

    District officials said they are exploring other ways to save money that don’t impact the classroom, including increasing annual daily attendance, which is how the district receives revenue. For every 1% increase in attendance, the district would generate $2.75 million in additional state funding.

    San Pablo mom Gabriella Garcia said her fourth-grade son sometimes comes home in tears after being bullied about his speech impediment.

    Her son receives help through Zoom calls with a speech specialist. 

    “Unfortunately, I don’t think this virtual format is effective for him,” Garcia said. “He continued to struggle with pronunciation, and it’s been tough for him.”

    Garcia pleaded with the West Contra Costa Unified school board on Wednesday night to stop cutting staff, including speech specialists, so her son and others like him can continue getting the hands-on support they need. 

    Her son’s teacher at Lake Elementary School, Christina Baronian, said she and the other students often have difficulty understanding him and that the only support available is online and through a contractor. 

    “It’s awful,” Baronian said during public comments. “It’s not giving him the support he needs; he needs an in-person speech therapist. Then I found out (the district) just cut some of the very few in-person (speech therapists) we have. This is his right. This is his future.”

    The United Teachers of Richmond also gathered at Wednesday night’s board meeting to protest the $13 million in budget cuts the board approved one week ago, saying the cuts are “unnecessary,” “harmful” and “devastating” to students. The $13 million in cuts will be spread over the next two school years.

    “We greatly appreciate the dedicated staff who continually serve our students and community,” interim Superintendent Kim Moses said in a statement to EdSource. “Although reductions are necessary, we are taking great care to address these reductions with minimal impact on staff and students.”

    More than 60 West Contra Costa Unified School District (WCCUSD) educators showed up in person and virtually to urge the board to reconsider the fiscal solvency plan it passed. For nearly two hours, almost every speaker asked the board to reconsider the cuts. Union members wore matching red shirts, held up signs, and cheered after every public comment.

    “We are urging the board to keep our schools stable,” said United Teachers of Richmond President Francisco Ortiz. “This is going to have a destabilizing effect, and they (the board) have the authority to (avoid cutting staff).”

    West Contra Costa Unified School District officials have said that to stay afloat, they need to cut a total of $32.7 million in funds between 2024 and 2027. The bulk of those cuts, $19.7 million, were slashed from the current school year’s budget. 

    Declining enrollment, expiration of Covid-19 relief funds, increased costs for special education programs, and underfunded mandates from state and federal governments left West Contra Costa strapped for cash, according to district officials. These struggles are being felt across the state, including nearby districts in San Francisco and Oakland which are grappling with budget cuts, school closures and consolidations.

    Meanwhile, the California Teachers Association last week launched a statewide campaign called We Can’t Wait, uniting teachers in 32 school districts to leverage their administrations for higher pay and benefits, smaller class sizes, and mental health support. As part of the campaign, more than 100 San Francisco, Oakland, Berkeley and Richmond educators rallied in a downpour in front of Oakland City Hall.

    Will the board revote?

    No board member has indicated any plan to call for another vote on the budget.

    Board members Leslie Reckler, Cinthia Hernandez, and Guadalupe Enllana voted for the plan. Jamela Smith-Folds abstained, and Demetrio Gonzalez-Hoy was absent. 

    “These reductions are not secret,” board President Reckler wrote in an email to EdSource. “They are part of a years-long public fiscal solvency plan that was approved by the Contra Costa County Office of Education. Further, Labor has worked alongside board members and staff to identify reductions. These reductions are necessary to align adults to declining student counts.”

    West Contra Costa has faced challenging budget deficits before. In 1991, the district became the first in the state to go insolvent and received a $29 million bailout loan, which took 21 years to pay off. 

    Board member Gonzalez-Hoy said in a statement that the district needs to stop concentrating on what to cut and begin focusing on where it needs to invest and how to bring in more revenue. He added that resources should be put into increasing enrollment, daily attendance and growing programs. He said he will ask the board president to form a task force to address these issues.

    “We as a whole spend more time getting rid of what is broken instead of trying to fix it,” Gonzalez-Hoy said. “If we just keep concentrating on cuts and reduction, eventually we will disappear. We are deeply divided as a community, and it is time for us to come together for the future of our students.”

    West Contra Costa is not currently considering school closures or consolidations, trustee Hernandez said in an emailed statement. 

    “As a board member, I deeply understand the profound impact these financial challenges have on our school community and the urgent need for essential services that may no longer be available,” Hernandez said. “These are difficult choices, and none were made lightly. However, our priority remains securing a fiscally responsible path forward that allows us to continue serving our students effectively.”

    Vacancies and staffing cuts 

    Emilia Calderón teaches math at Richmond High School, and she said she constantly has to sub for other classes during her free period because of the high number of vacancies.

    “Every year they cut teachers, and even though we are lacking teachers, they (the district) still cut teachers,” she said. “And so I’m subbing for classes with vacant positions, and then it feels ridiculous to have them turn around and say, ‘We’re going to cut more teachers.’ How does that make sense?”

    Over the next two school years, about 1.6% of the United Teachers of Richmond staff will be let go for a total savings of about $3.7 million, including teachers, social workers, speech therapists and assistant principals.

    But with looming cuts, students and staff have also felt the weight of having longtime vacancies. How do these exist at the same time? It’s a question the teachers union and community has been grappling with, Ortiz said.

    West Contra Costa’s fiscal solvency plan uses multiyear projections based on fully-staffed schools, Ortiz said, which is about 1,600 educators. Currently, there are about 130 vacant positions, which is equivalent to nearly $19 million, he said.

    “It creates this crisis that we have to reduce but we don’t have fully staffed people,” Ortiz said. “If we had a fully staffed school district, then that could potentially make sense, but we don’t have a fully staffed school district.” 

    But Moses said that when there are vacant positions, the district still needs to pay for substitutes, overtime or contractors to cover services. 

    “These replacement costs offset the salaries that have been set aside for the vacant positions,” Moses said. “Due to current vacancy levels, we expect that there will be a certificated job available for all current WCCUSD educators for the 2025-26 school year.”

    The deadline for the district to send layoff notices is March 15.

    “A lot of the folks we have in our district, they’re either homegrown or they choose to come here,” Ortiz said, referring to district educators. “We want to provide them with an incentive to stay in our district, and we’re currently not doing that with these haphazard or ill-conceived moves.”

    But in the meantime, the educators who are choosing to stay in West Contra Costa are trying to help students in ways they weren’t trained to.

    “We not only provide curriculum and teaching, but we’re literally like their parents sometimes and emotional support,” Calderón said. “Since they’re cutting all these social workers, guess who gets the brunt of that emotional support? I try my best, but I’m not a therapist, and it’s quite honestly dangerous to try and have a math teacher be a kid’s therapist.”

    Many in the West Contra Costa Unified School District community say they want their next superintendent to be a leader who is accountable, transparent, accessible, innovative, and understands diverse communities.

    “The No. 1 priority we should be looking for in the next superintendent should be someone rooted in the community … and (who) can take our weaknesses and turn them into strengths,” said West Contra Costa parent Nivette Moore. “Someone who can melt into all these cultures and understand how to maneuver in our community.”

    Moore had attended one of the various town halls hosted by Leadership Associates, the search firm conducting the superintendent search. Sandy Sanchez Thorstenson, an associate at Leadership Associates, said the firm is listening to the district’s various communities for the qualities they want in their next leader, and meeting dozens of other groups and committees the district works with. Typically the outreach period lasts two weeks, but the firm is spending double the time listening to the West Contra Costa community.

    “This is the most level of engagement I have experienced,” said Sanchez Thorstenson, who has been a recruiter for nine years.

    Although participation in the town halls has ranged from a handful to about 20 people, the small group conversations are valuable and give the firm a deeper understanding of what the community needs and wants, said Jim Brown, senior adviser at Leadership Associates. 

    However, multiple town hall goers on Tuesday night said the small turnout is another example of how the district’s communication team often doesn’t reach the entire community. Just in the past five months, dozens of community members have complained about a lack of transparency and communication during board meetings. 

    Moore has two children who graduated from the district and a 10-year-old daughter who currently attends Nystrom Elementary School, said the disconnect and lack of consistent communication between parents, teachers, administrators and board members is an issue that persists.

    “If we have that, we are never going to be able to have a functioning district and get out of the deficit we are in,” Moore said. “The superintendent should be able to figure out the issue and fix it. We want somebody to come in and who’s not going to be afraid to push the envelope.” 

    West Contra Costa’s next superintendent will also inherit the district’s struggles of the last five years, including low test scores, declining enrollment, teacher vacancies, chronic absenteeism and financial instability.

    West Contra Costa has 54 schools in the Richmond, San Pablo and Pinole areas, with just under 30,000 students. The student population is majority students of color, and more than half of the students are low-income.

    The district deserves a leader who will end the cycles of instability, said Francisco Ortiz, president of United Teachers of Richmond. The union is ready to partner with a leader who wants to collaborate, he said.

    “Students can’t wait for fully staffed schools,” Ortiz said in an emailed statement to EdSource. “They can’t wait for a district that prioritizes retaining and attracting high-quality educators. And they can’t wait for a superintendent who will invest in the workforce that shapes their future.”

    Sheryl Lane, a parent and executive director of Fierce Advocates, a Richmond organization focused on working with parents of color, said the district needs someone who has experience recruiting teachers, someone who wants to invest and stay in the district, and someone who is a strong advocate and eager to work with community partners. 

    Lane’s son, Ashton Desmangles, said the next superintendent should be invested in being accessible and in creating relationships with students. He’s an eighth-grade student at Korematsu Middle School and the only student on the district’s anti-racism team, an opportunity provided by Chris Hurst, the former superintendent, who retired in December after being on the job for three years. He was replaced by interim Superintendent Kim Moses.

    Why it’s harder to recruit superintendents now

    West Contra Costa is one of at least half a dozen districts in California trying to find a new superintendent during a time when many superintendents have retired or left because of heightened political climates at board meetings, stress and threats. 

    Finding superintendent candidates who meet the unique needs of school districts and their populations is always difficult, Brown said. Recently, politics surrounding education have been making it harder to recruit, the most intense he’s seen in his 20 years at Leadership Associates and 37 years as a superintendent, he said. 

    “Just the whole scene right now — there’s a note of uncertainty to it,” Brown said. “I’m referring to changes in school board around political issues, changes nationally now with the Department of Education under fire.” 

    Dwindling enrollment, school closures, budget cuts and the lingering effects of the pandemic have caused veteran superintendents to retire early and be replaced with less experienced educators.     “Sometimes there are funding crises going on that make it more difficult for people to move (for the job),” Brown said. “But people who want a challenge in education, this is the kind of district you want to work in, because you can make a difference.” 

    The recent budget cuts have also put the district at odds with the United Teachers of Richmond. In the next two school years, $13 million in cuts will be made, which will deplete 1.6% of staff in the teachers’ union, including teachers, social workers, and speech therapists. 

    Union leadership has called the staffing cuts unnecessary because West Contra Costa’s fiscal solvency plan uses multiyear projections based on fully-staffed schools, which is about 1,600 educators. Currently, there are about 130 vacant positions, which is equivalent to nearly $19 million. 

    “The educators of United Teachers of Richmond are calling for a superintendent who brings proven leadership experience in urban districts and a commitment to collaboration, not exclusion,” Ortiz said. “We need a leader who partners with labor, values educators, and prioritizes stability — not one who deepens the vacancy crisis.”

    Leadership Associates will identify potential candidates in February and March. The deadline for applications is March 24. Applications will be reviewed in April, and interviews will be conducted in May. 

    The district’s next superintendent is slated to be hired at the end of May or the beginning of June with a start date of July 1.

    The next two meetings are Feb. 26 at Richmond High School from 6 p.m. to 7 p.m. and 7:30 p.m. to 8:30 p.m. People can also join through Zoom; there’s also an online survey open until March 3.

    In a move consistent with dozens of California school districts, West Contra Costa Unified board members have had to choose between eliminating staff and services for students or exploding its budget deficit.   

    At the start of the debate at Wednesday night’s school board meeting, the district had proposed cutting about 177 staffing positions and, after nearly three hours of debate, the board voted 3-1 to cut all but eight. But saving those eight positions jeopardizes funding for services for at-risk students.

    “Ultimately, with these decisions, our students will suffer the most without the staff that is needed to provide them with an excellent education that they deserve and which is necessary to decrease the longstanding education gaps for the district’s Black and brown students,” said Sheryl Lane, executive director of Fierce Advocates, a Richmond organization focused on working with parents of color.

    Out of the positions that are being eliminated, 122 are already vacant, according to district officials. And so far, the district has also received 27 resignations and 47 retirement notices. 

    It’s unclear if there will be layoffs, but on Feb. 6, interim Superintendent Kim Moses said that because of vacancy levels, the district administrators “expect that there will be a certificated job available for all current WCCUSD (West Contra Costa Unified School District) educators for the 2025-26 school year.”

    Throughout this month, educators, parents, students and community members showed up in large numbers to speak, as they have in all board meetings since the budget talks started, urging the board to reconsider cutting staff positions. 

    “We saw today the dysfunction,” United Teachers of Richmond President Francisco Ortiz said during the meeting. “We need collaboration. Every single cabinet member has my direct phone number. Every board member has my phone number. We have been excluded from the decision-making process and in the collaboration since the new administration took over. This situation has been imposed on us, but we’re ready to fight.” 

    A split board

    It took nine amended resolutions for a vote to pass on Wednesday night. Trustee Demetrio Gonzalez-Hoy attempted to save high school teachers, school counselors, social workers, psychologists, speech therapists, and career technical education educators. 

    But the board was split.

    Board President Leslie Reckler and trustee Guadalupe Enllana voted down the motions while Gonzalez-Hoy and trustee Cinthia Hernandez were determined to save some staffing positions. 

    The successful resolution saved one part-time psychologist position, one part-time and seven full-time high school teachers. Reckler voted down the resolution and trustee Jamela Smith-Folds was absent. 

    In an email to EdSource, Reckler argued the board had already approved the fiscal solvency plan and if the cuts weren’t passed, “it shows the board to be an unreliable steward of public funds, and I will not be lumped into that category.”

    “My prime responsibility is to ensure the long-term fiscal solvency of the school district and ensure continued local control in decision-making,” Reckler said. “Last night’s vote will make it more difficult for the school district.”

    The top priority for Gonzalez-Hoy was to save the high school teacher positions because cutting them would have caused some schools to go from a seven-period day to six, he said. English learners, students with disabilities and students who need more academic support would be most affected because they often need to take on extra courses and benefit from having more class periods. 

    “I could not in good conscience make those reductions, knowing the unintended impact they would have,” he said. “Even though it was a very difficult conversation and decision, I did vote to cut the majority of the positions, in part due to our ability to possibly retain some of those positions through grants, but also due to our financial situation.”

    In an emailed statement, Enllana said the board and district can no longer continue to be “driven by individual interests but must prioritize the needs of all students.” 

    “There is a clear distinction between needs and wants. Our first responsibility is to secure what our students need, and then work towards fulfilling the wants under our current budget.”

    California schools are in a budget crisis

    This week, other Bay Area school boards also made the difficult decision to lay off employees for the coming school year. Oakland’s school board voted to cut 100 positions, the San Francisco Chronicle reported. According to KQED, San Francisco Unified will also send pink slips to more than 500 employees. 

    West Contra Costa Unified has to balance between the need for fiscal solvency and keeping the schools adequately staffed with teachers, social workers, psychologists and other support staff. 

    “These decisions by the school board are tough ones and speak to the structural changes needed at the state level to change the revenue it receives that can go towards funding local school districts, like WCCUSD,” Lane said.

    The district has been under financial stress since last year and could risk insolvency if its fiscal plan isn’t followed. 

    When districts can’t get out of deficits, they risk being taken over by the state and losing local control over budget decisions. Twenty-six years ago, West Contra Costa became the first district in the state to go insolvent and received a $29 million bailout loan, which took 21 years to pay off. 

    To stay out of a deficit, West Contra Costa has to cut $32.7 million in costs between 2024 and 2027. District officials have said about 84% of the budget is used to pay salaries and benefits — the reason staffing cuts would be unavoidable. 

    The district needs to put forth a fiscal solvency plan approved by the Contra Costa County Office of Education to avoid going insolvent and risking a takeover, Moses said. The staffing cuts are tied to the plan and must happen for the district to stay on track. The board approved the plan earlier this month. 

    “It would be multiple millions of dollars of impact to the general fund if we don’t take action,” Moses said during the meeting. “The response to the county, if that is the case, I think we would be sending a strong message that we are not addressing our fiscal stability, and that would not be advisable as they are oversight agents.”

    The price of compromise

    Saving the high school teacher and psychologist positions will add $1.5 million to $1.75 million to the deficit, Moses said. The district doesn’t have a choice but to use funds that are meant for student services and will likely have to dip into the $4 million set aside for math curriculum. 

    “We value all staff and their dedication to our community; however, the fiscal health of our district has to be prioritized as the foundation for our ability to continue normal district operations,” Moses said in a news release Thursday. “I am concerned about the added fiscal uncertainty we face after last night’s board meeting.”

    Cutting the money for teacher and math support is a step backward for the district, which makes it more difficult for educators to help students improve, said Natalie Walchuk, vice president of local impact at GO Public Schools, an organization advocating for equitable public education. In West Contra Costa, only 1 in 4 students are performing at grade level in math and just 6.1% of seniors are ready for college-level math.

    “Teachers need the right tools and resources to support their students, yet the district has lagged for years in adopting a new math curriculum,” Walchuk said. “While we recognize the difficult financial decisions the board had to make, it is critical that the district prioritizes student learning.” 

    The positions on the chopping block came from two pots of money — the general fund, which accounts for 40 positions, and grants, which cover 137 positions. Money for grant-funded positions is either expiring or has been used faster than projected, said Camille Johnson, associate superintendent of human resources.

    Trying to save the grant-funded positions would add to the deficit, Moses said. Although the district staff is working to secure more grants, the funds districts receive from the federal government are uncertain. 

    “We were not in a position to consult the (teachers) union because we do not have money to pay for these positions,” Moses said during the meeting. “Negotiations in terms of what stays and what goes was not possible in this scenario because it’s strictly driven by money that is expiring or money we aren’t responsible for assigning.”

    The district doesn’t have a choice but to eliminate some positions because they are dependent on school sites approving the positions in their budgets, Moses said. If approved, about 78 positions could be reinstated. 

    The deadline to give layoff notices is March 15.
