    Community college bachelor’s degrees stall for years amid Cal State objections

    Rudy Garcia was excited when he learned that his local community college, Moorpark in Ventura County, planned to offer a bachelor’s degree in cybersecurity and network operations.

    A father of four and the only source of income for his family, Garcia believed getting the degree would help him advance in his career in IT support. He had come to realize that more senior jobs typically required a bachelor’s degree. 

    Getting that degree at nearby Moorpark was appealing, especially because he had already finished an associate degree in cybersecurity at the college.

    “Being able to add that to my resume, it would help me get a better job, better benefits and everything,” he said.

    But in the two years since Moorpark first proposed the degree, the college has still not received final approval. It’s one of seven degrees across California that received provisional approval from the state community college chancellor’s office in 2023 but remain in limbo because California State University has flagged them as duplicative of its own programs. The two sides have yet to come to a compromise.

    A 2021 law allows the state’s community college system to approve up to 30 new bachelor’s degrees annually, so long as the degrees support a local labor need and don’t duplicate what any of CSU’s 23 campuses or the University of California’s nine undergraduate campuses offer. 

    Since the passage of that law, many community colleges have successfully launched new degrees: Thirty-two new degrees are now fully approved across the state, joining 15 that already existed as part of a pilot. Some of the most recently-approved degrees include drone and autonomous systems at Fullerton College, emergency services administration at Mission College in Santa Clara and water resource management at San Bernardino Community College.

    But due to disagreements over what constitutes duplication, some degree proposals have stalled.

    Resolution, however, could be coming soon. The seven degrees delayed since 2023 are currently being reviewed by WestEd, a nonprofit research organization that was selected to serve as a neutral, third-party evaluator.

    Some local community colleges have been under the impression that WestEd would render final decisions on the programs, but that is not the case, a spokesperson clarified. Instead, WestEd will evaluate the programs and share an analysis with the community college system’s board of governors that will “help inform the review process,” the spokesperson said. 

    The spokesperson shared the additional details about WestEd’s role on Tuesday morning. WestEd had previously declined an interview request prior to publication of this story. 

    Colleges have been told to expect the reviews from WestEd as early as this month, though it could take longer.

    Officials with the systemwide chancellor’s offices for both the community colleges and CSU also declined interview requests.

    For the community colleges, getting a verdict will be welcomed as they have grown increasingly annoyed that their degrees are being delayed. 

    “My frustration is on behalf of the students that are missing out on this opportunity,” said Jeannie Kim, president of Santiago Canyon College in Orange County, which got preliminary approval for a degree in digital infrastructure and location services. “We talk a really loud game about student success and being student centered. But right now, preventing these kinds of degrees from going forward is not student centered.”

    Although officials from CSU campuses declined to be interviewed, memos obtained by EdSource through a Public Records Act request show that those campuses cited a number of reasons for objecting to proposed degrees. 

    In some cases, CSU campuses objected only to a few courses where they believed there was overlap. For example, CSU San Bernardino’s objection to San Diego Mesa’s proposed physical therapy assistant degree came down to three upper-division courses focused on biomechanics, nutrition and exercise physiology that would be part of the Mesa program. San Bernardino staff argued those courses duplicate classes that they offer as part of a bachelor’s degree program in kinesiology. 

    San Diego Mesa officials believe they may have been able to find common ground if they had more time to negotiate. Their only live interaction with San Bernardino staff was a 30-minute Zoom meeting last year, according to Cassandra Storey, dean for health sciences at Mesa. “We never really had the discussion on those three courses,” Storey said. “I would like to think that we could have a conversation and negotiate this.”

    Other proposals faced stronger objections. Moorpark faces duplication claims from seven CSU campuses over its proposed cybersecurity program. One campus, CSU San Marcos in San Diego County, wrote in a memo that the proposal “substantially overlaps” with its own cybersecurity degree. “Almost all cybersecurity issues are directly or indirectly related to network operation. The proposed program description is a typical cybersecurity degree,” San Marcos staff wrote.

    In the view of Moorpark officials, however, there are fundamental differences between its degree and what San Marcos offers. Whereas degrees like the one offered at San Marcos prepare students for engineering and computer science careers, Moorpark would train students to be technicians and work in cybersecurity support, said John Forbes, the college’s vice president of academic affairs.

    “We understand we need more engineers in this world across every type of engineering, and we need good computer scientists that understand coding,” Forbes said. “But our labor force also needs the people that aren’t authoring and designing and engineering. They need the technicians that are using this stuff.”

    Moorpark’s program would not be a calculus-based STEM degree, he added. The San Marcos degree does require a calculus course and other math classes as prerequisites. 

    That itself is a positive for students like Garcia. If he were to attempt a CSU bachelor’s degree, he would essentially have to start over and take several lower-division courses to be eligible to transfer to a CSU campus and potentially pay more in tuition. At Moorpark, he would need only upper-division credits to get his bachelor’s degree and have to pay $130 per credit. On average, community college bachelor’s degrees in California cost $10,560 in tuition and fees over all four years, much less than attending a CSU or UC campus. Much of Garcia’s tuition would also get covered by financial aid, he said. 

    “So that’s a big plus for me,” he said.

    The other major selling point for Garcia is that the Moorpark campus is just a short drive from his house. He’s hoping it will get approved soon and he can start taking classes in the fall. 

    “The college is like four exits from my house,” he said. “I would totally jump on that.”

    Some students are place bound and can’t attend colleges outside their hometown, the community colleges emphasize. But the law does not mention location, allowing CSU campuses to bring objections even if they aren’t located in the same region as the college proposing the degree. 

    Moorpark, for example, has faced objections from CSU campuses other than San Marcos, including Sacramento State and three San Francisco Bay Area campuses: Cal State East Bay, Sonoma State and San Jose State. 

    Those campuses may be worried about losing potential students to community colleges. Sonoma State in particular has seen its enrollment plummet in recent years. Staff at San Jose State, where enrollment has flattened, wrote in a memo that they are concerned the Moorpark program would “draw from the same pool of students” as their bachelor’s degree in engineering technology. 

    Forbes said he understands those worries but believes they may be misguided. “We are big fans of the CSU system, and we want our students to be successful there, and we’re doing everything we can to help them on the transfer end. But for this program, these are not students who would be going to CSU,” he said. 

    Forbes and other community college officials around the state are eager for resolution. “We’re hopeful, with the smart people we have in California, that rational minds can come to the table and figure out a better path forward,” Forbes said.

This journey has deepened my appreciation for the distinct contributions and lasting impact of these diverse institutions. Collectively, these colleges have further strengthened my belief in the diversity, resilience, and enduring importance of American higher education — and reaffirmed the vital role that small colleges continue to play in communities across the country.

    Background

    Founded in 1837 by Presbyterian leaders, Davidson College is a private liberal arts college located in Davidson, North Carolina, just north of Charlotte. Named after Revolutionary War hero General William Lee Davidson, the college embraces a strong tradition of academic excellence and service. Although it maintains historical ties to the Presbyterian Church (USA), Davidson welcomes students of all faiths and backgrounds. A hallmark of Davidson’s culture is its student-run Honor Code, fostering a climate of trust and integrity. With about 2,000 undergraduates, Davidson remains committed to developing “humane instincts and disciplined, creative minds” through a personalized liberal arts education steeped in tradition, yet responsive to the challenges of a changing world.

    Curricula

    Davidson College offers a broad and rigorous liberal arts education, exclusively focused on undergraduate learning. Students choose from 37 majors and 39 minors, ranging from traditional fields like English, History, and Biology to interdisciplinary studies like Data Science and Environmental Studies. Through the Center for Interdisciplinary Studies, students can even create personalized majors. All students must complete a comprehensive general education program, emphasizing writing, critical thinking, and exposure to diverse disciplines.

     Davidson has an 8:1 student-faculty ratio, which promotes mentorship and in-depth discussion. Faculty, all holding terminal degrees, foster an environment that encourages original research and creative work. Davidson emphasizes experiential learning, with over 70% of students studying abroad and many engaging in faculty-mentored research or community-based projects.  Signature programs include the Center for Civic Engagement and Humanities Seminars. The college’s academic culture, shaped by its Honor Code, blends classic liberal arts education with forward-looking innovation, producing graduates who are both intellectually agile and socially responsible.

    Strengths

    • Academic Achievements: Davidson students and alumni excel in prestigious awards. The college has produced 23 Rhodes Scholars (one of the highest totals per capita for an undergraduate institution) and is a top producer of Fulbright Scholars​. Students are also competitive for Goldwater, Watson, and Marshall scholarships, reflecting the quality of preparation.
    • Employment and graduate school placement rates: In the class of 2024, 92% were employed or enrolled in postgraduate education 6 months after graduation. This has been consistent for a number of years.
    • Selective Admissions: Admission to Davidson is highly competitive (“most selective” according to Princeton Review and U.S. News). For the Class of 2027 entering fall 2023, Davidson’s acceptance rate was ~14.5% (1,068 accepted out of 7,363 applicants) ​and has a yield rate of nearly 50%​. Davidson practices need-blind admissions for U.S. students and meets 100% of demonstrated financial need.
    • Notable Faculty and Resources: Davidson’s faculty are dedicated teachers and active scholars. Small class sizes and an emphasis on undergraduate research allow students to work closely with faculty on original research or creative works. The college has modern facilities for science and art. Davidson’s NCAA Division I athletics (unusual for a school of its size) also provides school spirit and national visibility, particularly the men’s basketball program.
    • Financial Strength and Aid: Davidson’s financial position is robust, with an endowment of approximately $1.3 billion as of 2023​. This substantial endowment (which has more than doubled in the past decade) underwrites the college’s Davidson Trust, a landmark financial aid program.

    Weaknesses

    • High Cost and Financial Accessibility:
      The high sticker price of attending Davidson—now over $80,000 annually and rising—remains a barrier for many middle-income families. Students without demonstrated financial need receive little or no merit aid, limiting socioeconomic diversity compared to peer institutions with larger endowments.
    • Student Diversity Challenges:
      Davidson College has made significant efforts to diversify its student body, but challenges remain. Black and Hispanic/Latino enrollment continues to lag behind national averages for selective liberal arts colleges. Although Davidson has invested in scholarships, outreach programs, and DEI initiatives, progress has been gradual. Some students and alumni express concern that the pace of change has not fully kept up with the college’s aspirations for a more inclusive campus community.
    • Faculty Retention Challenges Among Early-Career and Diverse Faculty:
      While Davidson College enjoys strong overall faculty stability, recent strategic plan updates and DEI committee reports acknowledge challenges in retaining early-career and underrepresented faculty members. Factors such as limited research resources, heavier service burdens for faculty of color, and opportunities at larger institutions have contributed to higher attrition rates within these groups.

    Economic Impact

    According to the Davidson College Economic Impact Report 2023, produced by Appleseed Inc. (an economic consulting firm specializing in higher education and nonprofit sectors), Davidson College generates nearly $500 million annually for the North Carolina economy, including $430 million for the Charlotte metro region. The college supports approximately 2,300 jobs statewide and contributes around $22 million in annual state tax revenue. Student and visitor spending adds another $18 million annually to local businesses. Beyond economics, Davidson students contribute over 73,000 hours of community service each year, benefiting local schools, nonprofits, and civic organizations. The town-gown relationship is exemplary, with Davidson serving as a cultural, social, and educational hub for the region. Davidson’s strategic proximity to Charlotte opens further opportunities for collaboration, internships, and regional engagement, ensuring that its impact extends well beyond its picturesque campus.

    Enrollment Trends

    According to the Davidson College FactFile, enrollment has remained steady with a gender balance and a national/international student body.

    The college student body represents all states and 57 nations. The domestic student of color population is 28%, and  53% of the students are women.

    Degrees Awarded by Major

    In the 2023–24 academic year, Davidson College conferred degrees to 504 graduates, of whom 108 had double majors.

    Alumni

    Davidson College’s alumni impact spans politics, literature, sports, and public service:

    The college’s financial management has earned high marks. The 2023 Forbes Financial Grades give Davison a 3.9 GPA and an A letter grade.

    Return on Investment (ROI)

    According to Georgetown University’s Center on Education and the Workforce, Davidson’s 40-year ROI for bachelor’s degrees is $2,689,000—well above the national average of $1,744,000 for private institutions. This places Davidson in the top 75 private college institutions.

    Federal judge dismisses case claiming community college diversity policies infringe on academic freedom

    A federal judge has dismissed a case filed on behalf of professors claiming that California Community Colleges diversity and equity policies infringe on their academic freedom.

    Professors at State Center Community College District, based in Fresno, had, in a suit filed in August 2023, sought to block the California Community Colleges from enforcing diversity, equity, accessibility and inclusion (DEIA) principles. 

    But U.S. District Judge Kirk E. Sherriff, a Biden appointee who joined the U.S. District Court for the Eastern District of California in 2024, wrote in an order Tuesday that the plaintiffs “failed to allege that there exists a credible threat of enforcement of the regulations against them.”

    The plaintiff’s attorney, Daniel Ortner, with the free-speech advocacy group Foundation for Individual Rights and Expression (FIRE), said he was reviewing the decision and discussing it with his clients.

    In 2022, the board of governors for the California Community Colleges adopted regulations requiring all 73 of its local districts to evaluate employees, including faculty, on their competency in working with a diverse student population. More than 7 out of 10 of California’s 2.1 million community students are not white, according to enrollment data from the California Community Colleges Chancellor’s Office.

    State Center Community College District complied with these regulations with a faculty union contract approved in March 2023. The district declined through a spokesperson to comment on the case.

    The push for new diversity, equity, inclusion and accessibility policies came out of a long-running effort to improve student outcomes in the community colleges, but it picked up steam in the wake of the George Floyd protests in 2020. 

    The original complaint described the professors as critics of anti-racism, who instead support “race-neutral policies and perspectives that treat all students equally.” The complaint stated that requiring faculty to be evaluated on their commitment to diversity, equity, inclusion and accessibility principles is unconstitutional and has a chilling effect on their free speech rights. The professors said they feared receiving disciplinary action or being fired under these new regulations.

    Lead plaintiff Loren Palsgaard, an English professor at Madera Community College, said in the complaint that he no longer assigned Martin Luther King Jr.’s “Letter from Birmingham Jail” because it “offer[s] perspectives that are different from the ‘anti-racism’ and ‘intersectionality’ perspective mandated by the DEIA Rules.” Reedley College chemistry professor Bill Blanken said he feared that not mentioning the races of Marie Curie or Robert Boyle means that “he will be accused of failing to adopt a ‘culturally responsive practices and a social justice lens.’”

    Judge Sherriff wrote that many of the professors’ concerns arose from documents from the Chancellor’s Office, such as guidance, recommendations, model principles and a glossary of terms. He added that none of these recommendations were formally adopted or legally binding, and that what the professors largely objected to was not in their faculty contract.

    Sherriff also noted that the Chancellor’s Office confirmed in court documents that it could not take any action against professors concerning their speech, because decisions regarding employees, such as hiring, performance evaluations and terminations, are the responsibility of the district. The Office also stated that they do not believe that the examples cited by the professors would be precluded by the diversity regulations.

    In September, Sherriff dismissed a related suit on behalf of Bakersfield College history professor Daymon Johnson. Sherriff wrote in his order that Johnson lacked standing because the Kern Community College District that employed him had not yet imposed local policies implementing diversity, equity, inclusion and accessibility regulations.

    In October, Johnson’s case was filed in the 9th U.S. Circuit Court of Appeals. The State Center Community College professors filed an amicus brief in November in support of Johnson, urging the court to “protect academic freedom across the state by vacating the district court’s decision.”

    For former foster care students, college help exists long after exiting the system

    When Faylen Bush returned to college in 2023 after being laid off from work, he planned to pursue construction management to build on the skill set he had acquired over several years in that field as a concrete carpenter and protect himself from future layoffs.

    He was married and had three young children, and he had little time to spare as he pursued a more stable future for his family. He knew that to succeed in college, he needed to remain more focused on his career goals than he was when he had been in college about a decade earlier, when he was first entering adulthood after leaving the foster system amid a cycle of housing instability and juvenile detention.

    And so, when a program at his school, Rio Hondo College in Los Angeles County, reached out to Bush with resources for students with experience in the foster system, he paid little attention. He was unsure that the resources would apply to him at all because he was in his early thirties.

    But the program, Guardian Scholars, was persistent. They tried to reach him multiple times until he finally decided to go to their office and learn more. He learned that Guardian Scholars is a chapter-based organization across California’s college campuses that supports students who have foster care experience. It is an organization that, since its inception in 1998 at Cal State Fullerton, has sought to increase college enrollment, retention, and graduation rates among former foster youth as a pathway toward overall stability in their lives.

    “I can honestly say that stepping into the office, sitting with Deborah, and having that conversation opened up a whole world of opportunities for me,” said Bush of his first meeting with Guardian Scholars staff.

    “Deborah” is Deborah Lopez, a Guardian Scholars program manager. She and her team connect students with access to counselors who are trained to support former foster youth, grants to purchase textbooks, meal vouchers, on-campus jobs, access to conferences to further students’ professional networks, and more.

    “Our students experience a tremendous amount of trauma even if it was one day or 15 years of their life” in foster care, Lopez said. This thinking serves as the foundation for their program: They extend support to every single Rio Hondo College student with experience in the foster system, no matter when or how long their experience was.

    Bush said he is aware of the statistics he is up against given his upbringing. According to a national 2020 report from the U.S. Department of Health and Human Services, far fewer students with experience in foster care have a bachelor’s degree — nearly 5% for men and about 9% for women, than students without foster experience, about 31% for men and close to 36% for women.

    These rates persist despite several studies showing that the majority of current and former foster youth report an interest in attending and graduating from college.

    But Lopez knows the statistics of the students who have received support targeted to their foster care background. For example, across the California community colleges, students are more likely to enroll in credit-bearing courses and to remain enrolled in school if they are enrolled in foster-specific support programs, according to a 2021 report from John Burton Advocates for Youth, an influential nonprofit that advocates for California’s homeless and foster youth.

    “One of the things that has worked for us as a program is consistency,” said Lopez, who has worked with the program for nearly a decade.

    While many of their students have graduated and transferred from Rio Hondo, some have needed to cut back on classes or drop out altogether. “But eventually, they come back, and we’re here,” said Lopez.

    With the support he has received, Bush has not only remained on track to transfer to a four-year university later this year — he has applied to several Cal State and University of California schools, though he is particularly interested in UCLA. His career goal has also changed in the year-and-a-half since he returned to school. He is now pursuing psychology and a career in counseling, and, while the career change might seem abrupt, it’s a return to the goals he had about a decade ago.

    Foster youth also need a blueprint

    As Bush tells it, the consistent instability throughout his childhood played a critical role in how his life unfolded as he entered adulthood.

    “The system is trying to help … and it’s providing homes, but I still feel like a necessary component is to provide that blueprint for success after you age out,” said Bush of the foster system.

    He went on to describe the blueprint that a teenager without foster experience might have: If their parents went to college, they might also attend college; if their parents were part of the workforce, they might decide to pursue a similar path after high school.

    “Someone who has experienced the foster system, they don’t have that blueprint and, sadly, the statistics show there’s a small percentage of success stories,” he added.

    He was around 10 years old when both of his parents died, leaving him and his sister in the foster system. Their maternal grandmother was near them in Lancaster, a city in northern Los Angeles County, but she was caring for her own young children plus some of her grandchildren and couldn’t take them in.

    They remained in foster placement for two years until an aunt in Louisiana reached out and requested they be placed with her.

    Thus began Bush’s experience with kinship in which a child in foster care is placed with a family member. He was living with family once again, but his life was no more stable than before.

    “I can honestly say she tried her best, but she didn’t really have the resources to fully cater to our needs. To her it was more like, OK, you guys live with me now,’ and that’s it,” Bush said. “But there was trauma that needed to be addressed. There was, for both of us, abandonment issues that needed to be addressed.”

    By the time he was 14, Bush was regularly suspended from school, eventually missing enough days to become truant and land in juvenile detention.

    “That set a course for me, going in and out of juvenile corrections,” he said. He continued getting into trouble, eventually spending over a year inside.

    Once released at 16, he returned to his aunt’s home, but he had developed resentment toward her because she had not visited him during his time inside. He learned that she continued receiving payment as he was still officially under her care, and so began a cycle of housing instability as he began to stay at friends’ homes and hotel rooms rather than sleep at his aunt’s home.

    To route the payment to himself and pay for housing, Bush figured out how to emancipate himself at 17. It’s a process that Lopez noted few of their students go through given its difficulty.

    Bush knew he had a path forward: football. After his time in juvenile detention, his football coach continued to invest in him, sending him to university training camps. But his behavior landed him in trouble again, and he was in a fight so bad during the summer going into his senior year of high school that the coach ended the relationship.

    “I would always wind up in situations where I’m in trouble. I always used to ask myself when I was in front of the principal, when I was in front of the judge, ‘Why am I here?’ said Bush, reflecting on his youth. “And then I learned over time, it’s the decisions that I’m making.”

    “Before, there were a lot of things that were happening that were out of my control,” he continued. He slowly learned there were things he had control over, such as his path toward emancipation, but without the proper, stable guidance of an adult through his upbringing, he was often unclear on how to properly use that newfound power.

    Unable to play football after the fight, he reached out to a former foster parent in California who agreed to take him in so he could start fresh in his home state.

    With his high school requirements complete, he attended Southwest College in Los Angeles, playing football for the team and eventually landing a scholarship to continue playing the sport in Oklahoma.

    He had dreams of continuing his studies in psychology, eventually earning a doctorate in the field and becoming a school counselor.

    But the pressure of supporting his family took center stage once he and his now-wife had their first child, so he declined his university scholarship. “It was such a big transition at that time, and I felt the need to support my family,” said Bush.

    From then through the fall of 2023, Bush worked odd jobs and eventually secured stable work in the construction industry as he and his wife had two more children. His return to school was prompted by his layoff, but he was also keenly aware of the harsh reality of working in such a physically demanding field.

    “The longevity for a Black carpenter isn’t that long. I have to figure out how I’m going to maneuver within this industry so that I can make it for at least 15 years,” he said of his thinking at the time.

    It wasn’t long after landing in the Guardian Scholars office that he began thinking more deeply about his goals. What began as a return to school to secure job stability in a field he’d entered solely to provide for his family has since become a path back to the goals Bush had long before he had the level of support he has found with Lopez and her team at Guardian Scholars.

    “My daughters and my son,” he said. “I feel they are the best thing out of my whole life. I’m trying to put myself in a position where I can be the best example and the best provider for them. I know now, at 33, with all my life experiences, this is what seems clearest to me.”

    “I transferred as a political science student but added a double major for social welfare with the impending changes of the administration, because I wanted to protect the same welfare programs that raised me,” Ghotra said.

    She transferred to UC Berkeley from community college as a political science major after investing two years to prepare for completing the major. Following the shift in the federal government’s priorities, she wanted to protect welfare programs, and bridge the knowledge gap between those who would benefit from welfare programs and the programs themselves.

    “I learn about welfare programs at the federal and the California level,” Ghotra said. “So I look at CalFresh, for example, and EBT. That’s actually a project I’m working on, is: How do we make that more accessible, more understandable for immigrant communities that may not be more familiar with English or hide away from bureaucratic processes?”

    Sky Celine Page was not so sure that school was for her. She had spent the end of middle school ditching class and high school catching up on assignments as she moved between foster homes, and she was ready to quit college after performing poorly her first two semesters.

    “There was so much going on in my mind, and I was always so stressed out that I couldn’t just sit there and focus on schoolwork,” Page said.

    Nearly three years ago, she was couch surfing after leaving a foster home, and with nowhere to sleep consistently, school was placed on the back burner.

    Page is one of Los Angeles County’s transition-age youth — a term used to describe young adults aging out of the foster system. About 1,000 young people, 18 to 24 years old, age out in L.A. County each year, according to a 2024 report from the California Policy Lab. The same report also found that, in Los Angeles County, about 500 housing slots, including 206 housing vouchers, are available at any given time for youth who are no longer in care and have a closed case with the Department of Family and Child Services. This availability is likely insufficient to meet housing needs, and it doesn’t account for the challenges with accessing such resources, such as the difficulty of navigating complex public agencies.

    Studies have shown that transition-age foster youth have a higher risk of homelessness, but there is no reliable count of how many currently are. Housing instability, which at times includes changing schools often, disrupts relationships that students may form with classmates and educators, all of which has been linked to negative impacts on test scores and high school graduation rates, according to multiple studies, including a 2015 brief from the National Education Policy Center.

    A collaboration between Pasadena City College, Pasadena Community Foundation and First Place for Youth, an organization that supports successful transition of foster youth to adulthood, is providing housing to transition-age foster youth like Page, 20, who now lives in one of their units.

    A six-unit rent-subsidized apartment complex near Pasadena City College, where Page is now a student, opened last August. Ten additional units are being built next door.

    “Many of our students were going from group home to group home, carrying their stuff in a trash bag,” said David Sigala Gomez, educational adviser at the college’s program for students with experience in foster care, who provides case management to Page and her neighbors. “A lot of our students didn’t have much because they were moving around so much. So having the means to now buy new clothes, wear new shoes, it just brings a whole different perspective.”

    Page’s new, fully-furnished studio apartment is decorated in various shades of pink, with books and school supplies spilling out of her desk that doubles as the dining table where she enjoys journaling. She lives a short drive from her college campus, where she will soon earn an associate degree in health sciences as she pursues nursing.

    Page is finally stable and, as she put it, she is healing. Her life now is a paradigm shift from her life just a few years ago, when she was 18 and couch surfing. It is even further from her life at 14 when she first entered the foster system.

    ‘If I wasn’t here … I probably wouldn’t be in school’

    Page was 6 when her mother died. She and her brother were sent to Palmdale in northern Los Angeles County to live with their father and stepmother, whom Page described as “a horrific person.”

    Page tried to ignore both how her stepmother would lash out and make inappropriate comments about her and the silence from her father, who most often “turned the other cheek” during arguments, she said.

    At 14, Page hit a breaking point. She was in school, but would ditch class often and walk the hallways “trying to make sense of everything that was going on” at home. She made the decision to open up about her disruptive home life to a teacher, who called the Department of Family and Child Services.

    “After that, I never went back home,” Page said.

    A series of short-term placements later, she was living in a foster home in the Pasadena area, the city where she still lives. She struggled with the transition into foster care and with every move from one placement to another.

    “I look at that time and my heart was so broken … because I didn’t understand. I felt like I was being punished; I was trying to get help and now I’m around all these people I don’t know,” Page said. “I just didn’t realize at that time that it would be for the better, but it was hard. It was definitely a hard transition.”

    The constant moves also weighed on her academically.

    It’s an experience that Sigala Gomez, the educational adviser at Pasadena City College, noted is common among foster students. “I have really high-functioning students; their goal is a master’s degree, I have students who struggle just because of instabilities, moving from different schools,” he said, referring to the students he supports through the Next Up and STARS programs, both for foster youth. “For them, we really have to break it down: ‘Hey, you went to class two weeks in a row. That’s success. That’s a goal.’”

    Page enrolled in high school but felt self-conscious about how often she moved and because she “didn’t have the nicest things,” she said. So, she opted to enroll in Pasadena Unified School District’s virtual academy.

    It was there that she developed an interest in the sciences after completing an internship with the Huntington Medical Research Institute. When she fell behind on assignments in school, her teachers allowed her to catch up by turning in items late.

    Despite the disruptions to her education, Page knew she wanted to graduate from high school. She was aware of the stigma that some foster youth feel when they are unable to complete high school, and she was determined to avoid giving “anybody more of a reason to make them think that I was uneducated,” she said.

    It was around this time that she could no longer stay at the foster home where she had been living, so she put her items into a storage unit, and for the next half-year, couch surfed and worked two jobs.

    The social worker she was assigned to didn’t appear to understand that she needed help urgently, Page said, so Page reported her — the first time she had taken such an action.

    The next social worker quickly connected Page with First Place for Youth, an organization that seeks to break cycles of poverty among young adults aging out of foster care by providing housing.

    Page was housed in Alhambra within weeks of making that connection. By this time, it was the fall of 2022. She decided to continue her studies, leaning on her love of learning that she couldn’t tap into for so many years. She struggled, but still enjoyed learning. The commute to Pasadena City College wasn’t helping, especially using public transportation.

    She was unaware at the time that the same organization that had housed her was working on a collaboration to convert existing structures into housing near her campus.

    The effort included an initial $2 million housing loan agreement with Heritage Housing Partners, the project developer, approved by the City Council’s finance committee in 2022, upped to nearly $2.4 million in 2023, plus $200,000 from the Pasadena Community Foundation and $10,000 from California Community Foundation.

    The conversion was completed in August 2024, with First Place for Youth and Pasadena City College providing case management. The college also subsidizes the rent cost via Lancer Care, which is their basic-needs department, in conjunction with Extended Opportunity Programs & Services’ foster programs. The amount subsidized is $1,000 per unit, per month, said Sigala Gomez, and students must be transition-age nonminor dependents to qualify for a unit.

    Since moving into her new apartment, Page is feeling more confident, her grades have improved, and she now has the freedom to reflect on her childhood.

    “I’ve lived double the life experience,” said Page, contrasting herself with the average 20-year-old. “I’m figuring out, ‘OK, this is what 20-year-olds do. This is normal … this was not normal … this is part of my trauma.”

    Page has spent the past two years adjusting to life on her terms. She sees her current housing as her chance at being able to focus solely on school without the burden of unstable housing or the high cost of living in her neighborhood. And that was precisely the point of these housing units, Sigala Gomez said.

    With rent, utilities and most school costs covered, Page and her new neighbors have just one primary task: focusing on themselves as they enter adulthood.

    “It allows me to go to school without having to worry and stress about cost,” said Page of her housing. “If I wasn’t here, and I didn’t have the opportunity to not pay rent, I probably wouldn’t be in school.”

Conway is among the nation’s top 20 percent of fastest growing cities with populations over 50,000.

    As of Fall 2023, Hendrix College has enrolled 1,120 students from 39 states and 17 countries. The college is a major employer in the region and attracts students, faculty, and visitors, bolstering local businesses and services. Additionally, cultural and academic events hosted by the college enrich the community’s cultural landscape. According to LeadIQ, approximately 1,200 people are employed by the college, and its annual operating expenses are over $88 million.

    LinkedIn data shows that the college has nearly 17,000 alums, 4,700 of whom reside in Ohio and 1,120 in the Wooster, Ohio, area.

    Enrollment Trends

    Over the past decade, Wooster’s enrollment has slightly declined, from 2,100 to 1875 over a 10-year period. The student base is 35% in-state and 65% out-of-state and international. The college consistently attracts a diverse student body from across the United States and around the world. 98% of the student population lives in campus housing, and the age range is 18-24. Wooster does not have any graduate degree programs.

    Employment and or attending graduate school is very high. In the class of 2023, 97% of Wooster graduates secured employment or enrolled in graduate programs within six months post-graduation. 78% entered the workforce, 15% are attending graduate or professional school, 4% were applying for graduate school, and only 3% are seeking employment.     California college leaders anxious, uncertain as Trump administration orders end to diversity programs

    California college leaders are responding with a mix of uncertainty, resistance and worry over a U.S. Department of Education order to eliminate any race-based programs by the end of the month.

    The “dear colleague” letter, published Friday by the department’s Office for Civil Rights, goes far beyond telling colleges they can’t consider race as a factor in admissions. It says colleges that factor race into “admissions, hiring, promotion, compensation, financial aid, scholarships, prizes, administrative support, discipline, housing, graduation ceremonies, and all other aspects of student, academic, and campus life” are in violation of federal law. 

    The letter gives colleges until the end of the month to get rid of such programs or risk losing federal funds, though it doesn’t specify which funding would be held back. 

    Some officials at California’s colleges and universities said Tuesday that they have no plans to abolish those types of programs in dorms, graduation ceremonies, resource centers and other areas. However, others were still determining their next steps amid great uncertainty. Many are concerned about how possible funding losses might hurt campuses and how students might be harmed if there are cuts to programs.

    Greg Smith, chancellor of the San Diego Community College District, said he has “no concern about our compliance in anything that we’re currently doing.” He noted that the district already complies with Proposition 209, the 1996 ballot measure that banned public universities in California from considering race in admissions and giving other race-based preferential treatment.

    He added, however, that it would be demoralizing for students if colleges were forced to get rid of programs designed to “create inclusivity and belonging based on culture and identity.”

    “I think it creates a sense of fear that the progress that’s been made in the civil rights going back to the mid-’60s is starting to be undermined,” he added. 

    The district, one of the largest in the state, is home to San Diego City, San Diego Mesa and San Diego Miramar colleges. Each year, the colleges hold a Rite of Passage Ceremony, a celebration meant to honor the achievements of Black students graduating or transferring. 

    San Diego Mesa also holds a Raza Grad Ceremony to honor Latino, Hispanic and Indigenous students, while San Diego City holds a similar event and also has a UMOJA Community offering counseling and tutoring to Black students hoping to transfer to a four-year university.

    Those programs and other cultural initiatives will continue, Smith said, though he acknowledged that he is concerned about possibly losing federal funding. 

    The college is currently planning how it would “backfill those funds” if it loses any federal dollars, such as by using reserves in the short term. “We’re really committed to ensuring those programs continue,” Smith said.

    The University of California similarly suggested in a statement that the order would not immediately impact its 10 campuses, which have a number of racially themed programs. The letter serves as “guidance on the Department’s interpretation of existing anti-discrimination laws and does not name any specific institution,” UC said in its statement. 

    “It indicates how OCR intends to enforce these legal requirements. Given the UC’s compliance with Prop. 209, we do not use race-based preferences in our practices,” UC added. 

    UC could be especially vulnerable because it receives nearly $6 billion annually in federal funds for research and other program support and at least $1.7 billion in student financial aid, including Pell grants and work study programs. That does not include federal funds for medical care across UC’s hospitals. 

    UC Riverside, which has prided itself on being one of the nation’s most diverse universities, says on its website that it was the first campus to have a professionally staffed Black student resource center and the first UC campus to have an office serving Native American students. 

    Many campuses across UC and the 23-campus California State University (CSU) also have racially themed dormitory floors, such as the African Black Diaspora Living Learning Community at UC San Diego. The mission of the community is to “establish an environment of personal and academic excellence through the affirmation and celebration of Blackness in its various expressions,” according to the campus website.

    CSU was still uncertain of potential impacts as of Tuesday. The system faces its own vulnerabilities if federal funding were to be cut: It estimates that more than $511 million in research expenditures were funded by federal agencies during the 2022-23 academic year.

    “As this type of action is unprecedented, we are consulting with the California Attorney General and higher education partners across the country to better understand the statewide impact of this letter,” said Amy Bentley-Smith, a CSU spokesperson.

    A spokesperson for the chancellor’s office overseeing California’s 116 community colleges said the office is “in conversations with state and federal partners and providing colleges as much clarity, guidance and support as we can.” Colleges are encouraged to “continue their critical work in alignment with state and federal laws,” the spokesperson added.

    Some campuses and college districts declined to comment altogether as they were still assessing the potential impacts of the order. That includes Sacramento State University, which has been a vocal leader in programming aimed at helping Black students, and the Los Angeles Community College District, the state’s largest district.
