    We need all hands on deck to ensure students get the financial aid they need for college

    California is better off when more people have education and training to power our economy and support thriving communities. Financial aid that reduces or fully covers the cost of college or job training is an investment that benefits all of us.

    About $550 million in federal and state aid goes unused annually when thousands of eligible California students miss out on financial aid. Many are unaware of financial aid, don’t know how to apply or if they qualify, or fear sharing personal information because of their immigration status.

    A new law is helping to ensure that financial aid is not left on the table. Schools must help all high school seniors complete the Free Application for Federal Student Aid or California Dream Act Application unless the student formally opts out. Students submit one of these applications, depending on their residential status, to access the grants, scholarships, work-study opportunities, student loans and other forms of aid available to help finance postsecondary education or training.

    Providing support for all students as they complete financial aid applications is an equity-driven game changer. This policy encourages students to plan for and attend college or job training programs and ensures that all students and families can make informed plans and decisions about their life after high school.

    Achieving universal participation in this student-centered systemic approach to financial aid requires planning and collaboration among K-12 school leaders, counselors, educators, student groups and community organizations. California’s All in for FAFSA/CA Dream Act campaign supports K-12 education partners as they work to achieve universal FAFSA/CADAA completion. Local progress can be tracked on the state’s Race to Submit dashboard. The data can help target assistance for students who may need extra support and encouragement to complete and submit a financial aid application. It also helps us to identify, learn from and share best practices with schools and districts across the state.

    Since universal participation was required, the number of California students applying for financial aid increased significantly. More than 60% of California’s high school seniors submitted financial aid applications by March 2, the deadline for students planning to attend a four-year college. By Sept. 5, the deadline for students heading to community college, the total FAFSA or CADAA completion rate for the class of 2023 climbed to nearly 75%. More than 24,000 financial aid applications were completed this year compared with the same time a year ago.

    The progress achieved with California’s universal financial aid requirement is due to the hard work of K-12 district leaders, high school principals, counselors and teachers, California Student Opportunity and Access Program counselors, Cash for College workshop coordinators, community-based organizations, and students and their families. They went all in to help more high school students than ever complete financial aid applications.

    In a few months, the U.S. Department of Education will release a revised federal aid application called the Better FAFSA. The good news is that the redesigned application will be easier to complete. The bad news is that the Better FAFSA application window will open two months later than in a typical year. This compressed timeline could most disadvantage students and families who need greater support to complete the aid application — and who have the most to gain from filling out the form.

    We will need all hands on deck at the state, district and high school levels to keep making progress and ensure that students don’t lose ground in this inaugural year of the Better FAFSA. The California Student Aid Commission will continue to support K-12 districts and high schools as they work to meet the universal FAFSA or CADAA requirement. We have confidence that with planning, collaboration with partners, clear communication and purpose, California can ensure that all high school seniors complete the FAFSA or CADAA, and California’s vision of increasing access to higher education for all students will become a reality.

    How my twin helped me excel in high school and college

    In my junior year of high school, I walked up to the batter’s box at Oracle Park — the same field where I’d watched the San Francisco Giants play countless times. It was the high school city championship game, and we were playing our rivals, George Washington High School. Taking a deep breath and whispering a quick prayer, I stepped in and looked at the pitcher on the mound — my twin sister.

    This was our second time facing off in the San Francisco City Championship. After losing to her the year before, I wanted nothing more than to win.

    My twin sister, Isabella, and I have been competitive for as long as I can remember. As twins, we were always grouped together, which fueled our rivalry. If we were wearing similar clothes, one of us would have to change.

    As we entered elementary school, that competitiveness followed us. Although Isabella and I went to the same school, we always had different teachers, assignments and friends. We would compare test scores and how many books we had read in a month.

    However, something changed when Isabella started playing on my Little League baseball team. Besides being the older twin, if there was one thing I was comparatively better at, it was baseball. I could hit the ball further than Isabella could, and throw the ball faster, too.

    Under normal circumstances, I’d have flaunted that.

    But this time, we were more than simply grouped together. We were on the same team. If Isabella got a hit, I was the loudest in the dugout. I’d permit banter from our teammates, but if they talked about her skills because she was a girl, I was the first one to defend her. I loved knowing that after school, we would go through the same things as teammates and share the same stories about teammates and games at dinner.

    Our competitive rivalry was put to the test when we started applying to high schools.

    In seventh and eighth grade, getting into Lowell High School in San Francisco was our primary goal. We were awed by its reputation as the only merit-based public high school in the city, which to us was the golden ticket of prestige. 

    I thought that getting into Lowell would give me gratification, but when I was accepted and Isabella wasn’t, all pride drained out of me as I realized I wasn’t going to be at the same high school as my twin sister. 

    When I walked in the front doors at Lowell, realizing how big it was and how alone I felt, I cared nothing about winning at that moment. I just wanted to be on the same team as my sister again. 

    I knew how much Isabella wanted to go to Lowell, and with Lowell’s merit-based admissions, I knew she viewed herself as less capable than I was. 

    But from what I observed, Isabella never let that stop her. 

    When she joined the baseball team at Washington as the only girl, all I wanted was to see her succeed. Because of our competitiveness throughout our childhood, I knew how hard she worked, and it was something I wanted to emulate every single day. If she was going to excel, I wanted to do the same. 

    I realized that the pride from our childhood had been replaced by an instinct to help each other when we were down.

    One night, I broke down from the stress of my work and college applications at Lowell. I remember walking down the stairs to go on a walk, crying out of frustration when Isabella walked out of her door and asked me if I was OK.

    So, when I stepped into the batter’s box against Isabella, the first girl to be the starting pitcher in a San Francisco Section championship on May 18, 2023, I couldn’t help but be proud of her. And when we talked about the game the next day, it didn’t matter that my team had won. I couldn’t get over the fact that my sister was the coolest person I knew.

    Today, Isabella and I go to college on opposite sides of the country.

    And every day, I think about how she never gave up when she was rejected, and if she can do it, then why can’t I?

    In high school, I thought that going to different schools would mean I would lose my sister, but I know that no matter what we talk about and how different our lives become, it will always feel like we are in the same uniform, watching each other in the batter’s box with smiles on our faces.

    Campus tour guides set the tone for college prospects’ first impressions

    “First impressions are everything,” according to Sonoma State University tour guide Jennifer Garcia. “For a while, I didn’t really think about how important my first impression impacts tour guests.” 

    As a first line of engagement for colleges, a campus tour can be a game-changer for a student who is deciding between schools. Everything a tour guide says can impact the school, and ultimately it makes a difference for a university trying to maintain or increase its enrollment. An enthusiastic tour guide can sway students and families to that institution, while a good tour can confirm an already positive impression.

    Garcia said she realized her first impression really mattered “when a family recognized me at Seawolf Decision Day a year after they toured the school with me. The family was super friendly, and I [imagine] my good first impression made them feel comfortable even a year later.”  

    Added Sonoma State tour guide Olivia Kalogiannis, “I think the most important part when meeting prospective students for the first time is making a true connection. As a campus tour guide, I want to make the campus feel as personable as I can.”

    Most college campus tour guides are current students themselves; their main goal while on tour is to convince prospective students to come to the school by presenting some of the same reasons that lured them.

    To become a student campus tour guide at Sonoma State, applicants need to show they have a passion for the institution and a willingness to learn. The tour script, the route and the mannerisms are all predetermined and can be taught, as long as enthusiasm and effort are evident.

    Besides giving one-hour tours, shifts for guides might include answering phones in the welcome center, greeting incoming visitors and making gift bags for tour guests. In the spring, when tour season is busiest, guides sometimes lead two or three tours during a shift.

    Tours happen rain or shine, and guides have to be able to pivot at any point during their tour, such as when there’s an obstacle blocking the traditional tour path, or noise necessitates a new route.

    “Nothing really changes for me when it comes to an obstruction with a tour. I just try to make the tour seem as normal as possible. For example, if I have to change the route because it’s too loud, I’ll just direct my group into a space that is quieter, but I make it seem like it’s just part of the tour,” said tour guide Daniel Beglin.

    The guides see a variety of visitors. There are people who come in by themselves, some bring a parent, guardian or friend, and others bring their whole families. Connecting with everyone matters.

    Kalogiannis understands that the decision on where to attend could be influenced by others on the tour. “I believe interacting with the whole family is just as important as interacting with the student. My favorite part about doing this is getting people excited about college, whether that is a younger sibling, cousin or even the grandparents.”

    The most common tour-takers are those who are excited, have many questions and can’t wait to be a part of the campus community. These types of tour-takers are some of the easiest to spot for guides because they come very eager and excited to be on tour. But plenty of tour-goers are more reserved people who may have a lot of questions but don’t ask them, at least not in front of the whole group. 

    And occasionally, guests come in with negative attitudes about the school or are loaded with difficult questions. Guides still try to convince those tourists that Sonoma State is worth considering — answering tough questions truthfully — while trying to showcase the school in a positive light. 

    “When it comes to people with negative attitudes, it automatically makes it more difficult for me. No matter how hard I try, they still can just deny or put down everything I say. Nevertheless, I try not to let it affect me. My goal is to make the tour as enjoyable as I can for everyone,” Beglin said. 

    For people with difficult questions, Beglin said, “I try to answer them to the best of my ability, but I don’t want to give anyone the wrong information. So if I can’t answer it, I direct them to where they can get the correct information.” 

    Kalogiannis assesses the personality types on her tours quickly. “I try to talk to everyone; after that first interaction, I get an idea of what their vibes are for the tour.” 

    When tour guests aren’t as interactive as she would like, she pulls back a bit. “If people still aren’t engaging with me, I will kind of just let them be, [hoping] that the small interaction with me will lead to them being more receptive and asking questions later on the tour.” 

    Sonoma State tour guide Emily Uhrich sees her role as that of a mentor. “My favorite part about being a campus tour guide is meeting and helping (the visitors). I like being a mentor, especially for those who are first-generation, like I am. I want to help them navigate college because I know it can be very confusing if you are the first in your family to go to college.”

    Former tour guide Sean Kenneally has parlayed his role, post-graduation, into a job as an outreach and recruitment counselor for Sonoma State.

    “Growing up in Southern California, people tend to lean toward ‘big brand name’ schools like Harvard, USC and NYU,” Kenneally said. “I took this job because I truly enjoy talking to prospective students and showcasing the opportunities a state education can provide. I think it’s important to show that the CSU system is a viable and accessible option for higher education.”

    To make dual enrollment more equitable, bring the college experience to high school

    College enrollment was declining even before the pandemic. According to the National Center for Education Statistics, “the overall college enrollment rate for 18- to 24-year-olds decreased from 41% in 2010 to 38% in 2021.” In 2021, the college enrollment rate for 18- to 24-year-olds was highest for Asian students (60%) compared to 37% for Black students and 33% for Hispanic students.

    One important way to increase college attendance is through dual enrollment programs in which high school students take college classes and receive college credit. According to a recent report from the Public Policy Institute of California, participation in dual enrollment programs is associated with higher high school completion, college readiness and higher academic achievement.

    While the benefits of dual enrollment are clear, not all students have the bandwidth to take college classes on top of their high school coursework. In order to reduce barriers and increase access to college-level courses, we have taken dual enrollment one step further at St. HOPE Public Schools. Our Panther Pipeline program brings the college experience to our high school campus. Through our partnership with the Los Rios Community College District, college professors come to Sacramento Charter High School and teach our juniors and seniors in person. Scholars enrolled in the Panther Pipeline program take rigorous college courses and receive both high school and college credit.

    This program is unique because our scholars do not have to leave our high school campus to take college courses. Two days a week, college professors come to Sac High to teach in person, and the other three days, scholars complete their college work in class with their Sac High instructional aide. By bringing college to our scholars and allowing them to receive both high and college credit we are making dual enrollment more accessible and an option for scholars who may not otherwise be able to take high school and college classes at the same time.

    The benefits of bringing college courses to our scholars are far-reaching. Our student population is predominantly low-income minority students, and many of our scholars are the first in their families to go to college. By exposing them to college before they need to apply in fall of their senior year, we hope to spark their interest in pursuing higher education and expand their worldview of what opportunities are available in college. Providing our upperclassmen with multiple college course offerings while they are in high school helps them home in on what major they may want to pursue in college as well as think about what career might be the best fit for them.

    Dual enrollment programs provide students with an opportunity to graduate from high school with college credits, which helps them save money on college tuition by reducing the number of college classes they need to graduate. High school juniors enrolled in our dual enrollment program could potentially take four college courses before they graduate from high school, saving them time and money while in college.

    Bringing college classes to our high school campus also helps reduce transportation barriers for students who may not be able to travel to a college campus. Many of our scholars have after-school commitments — jobs, sports, and responsibilities at home — that might prevent them from taking courses at a college campus, but when they are part of their high school day, those barriers are removed.

    An important part of our dual enrollment program is that it provides students with a multitiered system of support. We have high school teachers who help students navigate and manage their college coursework, and students have access to the Los Rios College campuses, facilities and tutoring resources. This is critical for preparing students for university-level expectations and ensuring they have the study skills to succeed in college.

    As we collectively work on increasing access to college and career pathways, I encourage high schools around the state to offer dual enrollment programs that provide students with both high school and college credit. Taking college courses in addition to high school classes can be daunting, but combining college and high school credit is much more doable for many students, especially those we are trying to get into the college pipeline.

    California’s public institutions of higher education have launched efforts — some more extensive than others — to dramatically reduce or eliminate the cost of course materials, which can sometimes rival the price of tuition. 

    Textbook costs affect academic success

    Higher education leaders and advocates, including leaders from California Community Colleges and the California State University system, discussed the biggest successes and hurdles for California colleges during a Thursday panel “Free college textbooks: Dream or reality?” hosted by EdSource.

    Cailyn Nagle, open educational resource program manager for Michelson 20MM Foundation, said that 65% of students who responded to a national survey by the Public Interest Research Group skipped out on buying textbooks or course materials because they were too expensive. That figure was 82% for students who had also skipped a meal; many students also declined to buy access codes that courses may require for quizzes or assignments.

    “This means students are being priced out of participating in classes that they’ve already paid tuition for,” Nagle said.

    According to the California Student Aid Commission, the average student spent $630 on books during the 2022-23 academic year. That doesn’t take into account other course materials, such as clickers, that are increasingly used for attendance and to answer questions in class, Nagle said. With the cost of supplies, the total rises to $1,152 per student annually.

    Aya Mikbel, a Sacramento State student, found through interviewing other students in California the various ways they have softened the high cost of textbooks, including buying used copies, shopping for cheaper copies online or renting textbooks. They also borrow textbooks from classmates or forgo textbooks altogether. 

    These alternatives can affect students’ academic performance. One student told Mikbel that borrowing a textbook often meant it was difficult to check on answers to problem sets or to review previous lessons.

    “Students should never feel like they’re focusing more on the price tag of the course rather than the content itself,” Mikbel said.

    How California institutions are reducing textbook costs

    The California Community College system has received systemwide funding from the state to create zero-textbook-cost pathways. This includes a $5 million pilot program in 2016 and an additional $115 million in 2021 to expand that effort.

    The 2016 pilot demonstrated that textbook costs affect academic performance. According to the Community College Consortium for Open Educational Rresources, grades for students in zero-textbook-cost classes were 3% higher than in the same classes taught with traditional class materials, and grades were 7.6% higher for Pell Grant recipients, who can use their grants on textbooks but may opt to use them on other college expenses.

    State funding has been key for creating zero-cost pathways at community colleges, but they may not be able to continue doing this work when the funding runs out, said Rebecca Ruan-O’Shaughnessy, vice chancellor of educational services and support at the California Community Colleges Chancellor’s Office.

    “The money is not enough; we need sustainable funding,” said Ruan-O’Shaughnessy.

    The CSU and UC systems have not yet received the same kind of statewide funding as community colleges. But there are other efforts within the systems and at individual universities to address the costs of textbooks and create four-year degree zero-cost pathways.

    Leslie Kennedy, assistant vice chancellor of academic technology services in academic and student affairs at CSU’s Office of the Chancellor, called the lack of funding “challenging.” But she noted that the system provides internal funding to the individual campuses ranging from $15,000 to $20,000 each year and is also hiring coordinators for affordable learning solutions. 

    Libraries play a key role in reducing course costs for students. The CSU system has negotiated with publishers to purchase electronic textbooks that can be offered to students for free. CSU is also ensuring that faculty puts a direct link to these resources on their syllabi. 

    Carole Goldsmith, chancellor of the State Center Community College District, added that publishers and bookstores have employed strategies to reduce costs, such as renting out copies of books or offering lower-cost digital copies.

    But Nagle is skeptical of the three big publishers, saying they still have a monopoly on most publishing and are responsible for the steep rise in textbook costs. Publishers could hike rates later, leading to the “Amazonification” of course materials, Nagle added.

    “If someone came into my home, lit my curtains on fire and then turned around and put a fire cap on and said, ‘Don’t worry, I can fix this,’ I would not trust them to save my home,” Nagle said.

    Nagle said she is particularly worried about automatic billing, the practice of automatically charging students for textbooks and access codes on their tuition bill, typically with discounted bulk rates. 

    “I know people don’t always agree with me on this,” Nagle said, “and they see this as a great way to leverage bulk purchasing to get students a great deal.” 

    Open resources hold promise

    Open educational resources are a particularly powerful and increasingly popular tool to reduce or eliminate the costs associated with courses. Opern educational resources include freely accessible textbooks, lecture notes, quizzes and other assets released under an open license and can be adapted, modified or reused as students or faculty see fit.

    There are many benefits besides being free, easily accessible resources. It’s much easier to update or correct a mistake in an open resource than it is to do in a copyrighted text by a publisher, said Ruan-O’Shaughnessy. The open nature of the resources also allows faculty to customize course materials.

    Drop rates and retention rates have improved in pilot courses that relied on open educational resources at State Center Community College, Goldsmith said. 

    What was really exciting about these courses, she said, was the increased engagement among faculty and students alike. Because they have reliable source texts, they no longer have to rely so heavily on lecture notes, and it’s easier for students to participate in class. Faculty at community colleges also are working to ensure that open-source texts better reflect student diversity. It’s been a win for everyone, she said.

    “Faculty were able to curate the coursework, so they felt more engaged,” Goldsmith said. “Students saw more reflective stories of themselves and their culture in the work that they were reading about.”

    As enrollment rates across California’s community college system took heavy losses following the Covid-19 pandemic, colleges have focused on advertising their tuition-free access in recent months. 

    Tuition-free community college has been a reality for many students for several decades under the California College Promise Grant, which waives tuition fees for California resident students and non-residents under the California Dream Act who meet the needs-based criteria spelled out in the Free Application for Federal Student Aid, better known as FAFSA.

    For students who don’t qualify for that grant, colleges have the option of using another pot of funding to waive tuition. The separate but similarly named California Promise, created under Assembly Bill 19 in 2017, set aside $46 million annually to be split among the state’s community colleges to support students. 

    Colleges get flexibility with how they spend their portion of the funds, but many are choosing to put theirs toward waiving tuition for students who don’t qualify for the Promise Grant, something administrators say is driving students back to their campuses following pandemic enrollment declines.

    As of the current semester, all 116 California community college campuses offer some form of tuition-free education.

    Thus far, it’s been well-received by students like Paige Stevens, a returning student at Folsom Lake College.

    “I didn’t even know about it. I was set up on a payment plan, paid my first payment, and then the next time I checked my balance, it said it was paid by the California College Promise Grant. I had to look it up,” Stevens said. “Now that I received this financial aid, I was super excited and enrolled in another two classes to take advantage.”

    While much of the data immediately following the pandemic focused on the massive drop in enrollment, which subsequently led to fears of funding cuts, enrollment in the state’s two-year colleges has begun to see a fresh increase, and many administrators point to the Promise Program.

    Some campuses have gone a step further and offered awards to students who may not qualify for the Promise Grant program. 

    Since the 2020-21 semester, Diablo Valley College in Contra Costa County has been offering a “full-time free tuition award” that refunds tuition to students who are California residents, enrolled in at least 12 units, maintain at least a 2.0 GPA and follow an education plan. Marisa Greenberg, marketing and communications coordinator for Diablo Valley, said that more than 8,000 students took advantage of these programs at their campuses.

    “DVC is experiencing a moderate increase in enrollment this semester, and although many factors impact enrollment, we are confident that the college’s free tuition programs have played a role,” Greenberg said in an email. “We know from conversations with students that receiving free tuition makes it possible for many students to either remain in college or to take more units, thereby accelerating their time to completing a degree or certificate.”

    In the San Mateo County Community College District, tuition has been waived for all students, regardless of income, since the fall 2022 semester. Between the fall 2021 and fall 2022 semesters, there was an increase of about 1,500 students, or a 9.5% increase within the three district campuses, according to Chancellor’s Office data.

    The enrollment increase continued in the spring 2023 semester, which saw another increase of 400 students. Spring semesters generally see a loss of enrollment, according to the data. The district’s ad campaign, as seen in mailers and online ads, has focused on pointing out that tuition is now free.

    Chabot College in Hayward also has implemented tuition-free enrollment for first-year students, regardless of income. 

    “At Chabot College, we understand that the ability to pay or offset college expenses yields a greater probability of enrollment,” President Jamal A. Cooks said in an email. “We wanted to make sure to break down the barriers to postsecondary education,” he added, noting that it’s the path toward upward social mobility.

    The strategy seems to be paying off as Chabot College’s enrollment remained steady between the 2021-22 and 2022-23 semesters, seeing only a slight drop of under 200 students.

    Given that the state in 2025 plans to end its “hold harmless” protections, which are currently keeping funding for the colleges at their 2017-18 levels even if their enrollment has declined, these campuses will need to continue reversing the trend of enrollment losses to avoid cuts. Once the temporary freeze expires, the state’s funding for community colleges will largely be reflective of enrollment numbers. The California Promise program will be one of the critical tools they continue to lean into.

    Chip Woerner, director of marketing and communications for Los Positas College, believes that remaining tuition-free keeps access to other services available.

    “A tuition-free campaign … opens a conversation with students about the many resources available to them at our college,” Woerner said in an email.

    Could collaboration between TK-12 schools, colleges and industries improve educational equity and opportunity for the most high-needs learners? California is betting that the answer is yes and is backing that belief up with a $250 million investment in the Regional K-16 Education Collaboratives Grant Program.

    The success of California’s nearly 6 million public school students, 60% of whom are low-income, depends on the ability of educators and employers to provide seamless pathways to degrees and careers. This is no small feat and requires a big investment of time, energy and resources.

    In 2020, amid the pandemic, 15 education organizations in the Central Valley, including school districts, community colleges and four-year institutions, joined forces to improve dual enrollment and skill-building opportunities and create more equitable pathways to college. The Fresno-Madera K-16 Collaborative has already launched thousands of learners on a path to and through college. Building on the initial success of this effort, the California Department of General Services has invested $250 million in the Regional K-16 Education Collaboratives Grant Program to fund career-oriented pathways and Recovery with Equity recommendations. Nine regional collaboratives received four-year funding in June 2022, and a second-round application to fund additional collaborative regions just closed on Oct. 3.

    Too often, innovations in education and workforce development occur in silos, with little support to build a community of practice or align strategy. The goal of the K-16 grant program is to break down these silos and get regional entities working together to advance educational equity and workforce resilience. However, because such regional efforts are relatively new, little research and few resources exist to support them.

    From our work supporting educational and workforce partners, here are a few lessons learned:

    1. Focus on learners and equity. Partners in a regional collaborative are drawn together for one common goal: to advance equity of opportunity for learners. As such, keep learners at the center of all discussions. One suggested principle to guide the collaborative: Consider each student, no matter their age, location, or pathway as our collective responsibility, and use this orientation as a north star in decision-making.
    1. Ensure balance. The composition of an educational collaborative matters. Representation and equity are essential in making high-stakes decisions — especially regarding dissemination of funding. To ensure the buy-in of partners, consider educational segments, geography and distribution of partners across education and industry. While postsecondary partners often have larger support structures, resources and student populations, the participation of TK-12 districts and county offices of education is crucial to the success of K-16 collaboratives. Thus, TK-12 partners may need additional financial backing to ensure equitable representation and influence.
    1. Build deep and authentic employer engagement. Strong industry partnerships will drive pathway development in high-needs areas and enhance career education and work-based learning for students. Accomplishing this in a collaborative setting can be challenging. Because the worlds of public education and private industry have historically been separate, businesses/employers must be active participants in meetings and discussions. Talent pipeline management, an approach to workforce development, which positions employers as end customers of education supply chains, may be useful in such collaborations.
    1. Dedicate staffing. A collaborative must have its own staffing to be effective and sustainable. Initiating a collaborative staffed only by volunteers presents challenges, as members, usually employed full-time, have limited availability. Dedicated staff can maintain momentum and handle daily operations, securing the collaborative’s success. Acknowledging members’ limited availability is essential. Providing support and, if feasible, incentives for participation can enhance engagement.
    1. Design the funding model to be both equitable and sustainable. How the collaborative divvies up funds is a momentous decision that influences its ability to advance its priorities. Consider where funds will have the greatest impact. For example, while most rural high schools have far smaller head counts than urban high schools, they face greater challenges competing for grant funds and building career programs because of their geographic isolation and limited resources.

      Wherever possible, leveraging existing funding toward a common purpose can remove silos and maximize sustained collaborative impact. For example the Community Economic Resilience Fund is a $600 million state grant program designed to promote sustainable, climate-friendly economic development and equitable pandemic recovery. Funds support regional communities in developing coordinated road maps for economic development, with an emphasis on the creation of high-quality jobs in sustainable industries. The CERF regions and timeline intentionally align with those of the K-16 Collaboratives grant program, and the two regional efforts should complement and support one another.

      Finally, the K-16 Collaboratives Educational Grant Program expires in 2026, so designing the funding model to be sustainable is critical. In determining how to direct funds, think not only about what pilot initiatives will be sustainable but can provide proof of concept for replication and scalability through future investments.

    An adage says, “If you want to go fast, go alone. If you want to go far, go together.”

    In a recent panel on diversifying the health care workforce, Freeman Hrabowski, a former educational adviser to President Barack Obama, argued that the single most important policy change he would make would be, “more incentives to have people at different levels of education understanding both the strengths of other levels and the challenges they face. … We need policies that will have more substantive collaboration across levels.”

    At every TK-16 school in California, there are bright spots of innovation and individual educators working tirelessly to make sure their students don’t fall through the cracks. Regional collaboration can harness and scale the impact of these individuals to advance systems change.

    Community college professors allege new diversity policies infringe on academic freedom

    Community colleges’ DEIA goals: address diversity and especially racism

    The push for new diversity, equity, inclusion and accessibility (DEIA) policies came out of a long-running effort to improve student outcomes in California Community Colleges. The systemwide plan called Vision for Success outlined goals for improving transfer rates and other outcomes for students. 

    In 2019, the board of governors for the California Community Colleges voted in favor of establishing a framework for evaluating all its employees on their competency in serving a diverse student population. More than seven out of 10 students in the California Community College system are not white, according to 2022-23 enrollment data from community college’s Data Mart site.

    But in the wake of the George Floyd protests in 2020, discussions over how to address diversity and especially racism on college campuses became more pointed. In August 2020, the Student Senate for the California Community Colleges held town halls where students could discuss the racism they had experienced on their college campuses and offer possible solutions. 

    These discussions led to Anti-Racism: A Student Plan of Action, a report which called for changes to the curriculum and for training of all college employees in areas of cultural diversity and concepts like unconscious bias.

    During the first town hall, several students spoke about being assigned texts that contained racial epithets. Students said they did not object to the texts themselves, examples of which  include “Letter from Birmingham Jail” by Martin Luther King, Jr. and John Steinbeck’s “Of Mice and Men.” The students said, however, that they objected because professors, who were not Black, read these epithets aloud. Other students said they did not take issue with being assigned white authors who held racist views, but that authors with opposing perspectives were excluded from the syllabus. 

    Some students detailed explicit racism they faced from professors.

    Joseph Merchain, a student at Pasadena City Community College from South Los Angeles, said that as a Black man, he felt singled out when his professor told him that his dreadlocks were not professional in front of the class.

    Merchain said, “So I’m taking a whole two-hour bus ride every morning and every night just to get to and from school, just to be racially profiled?”

    Blanken, along with five other tenured professors in State Center Community College District, are challenging new California Community College diversity policies that change the way employees are evaluated. A lawsuit, filed in August, describes the plaintiffs as critics of anti-racism and diversity, equity, accessibility and inclusion (DEIA) principles who are concerned that these stances could result in negative performance evaluations or even losing their jobs.

    “We need legal protection,” Blanken said in an interview with EdSource on Oct. 12. 

    Last year, the Board of Governors for the California Community Colleges adopted new regulations requiring local districts to evaluate employees, including faculty, on their competency in working with a diverse student population. Local districts were required to be in compliance last month.

    Blanken disagrees with the DEIA policy’s premise that racism is embedded in institutions, including California’s community colleges, or in disciplines such as chemistry, math and physics. He argues that these fields should be taught in a way that is race- and gender-neutral.  That is at the crux of the lawsuit by the six plaintiffs.

    Filed by free speech advocacy group Foundation for Individual Rights and Expression (FIRE), the suit names California Community College Chancellor Sonya Christian, the board of governors of the California Community Colleges as well as the chancellor and governing board of State Center Community College District.

    A related suit, filed in June on behalf of Bakersfield College history professor Daymon Johnson, targets the chancellor and board of the Kern Community College District.

    State Center Community College District, which serves Fresno and surrounding central San Joaquin Valley communities, is one of the first districts in the state to include these new diversity requirements in its latest faculty contract. The district said in a statement that it will defend its implementation of the state’s DEIA regulations and its collaborative effort with the State Center Federation of Teachers.

     “The District now and forever will be a welcoming place for a diverse population, with a commitment to access and inclusion,” wrote Jill Wagner, spokesperson for State Center Community College District. “DEIA initiatives have sparked many important conversations spanning decades, and as this issue continues to evolve, efforts to address them will continue to be at the forefront.” 

    The district’s new evaluation process requires instructional faculty to demonstrate “teaching and learning practices that reflect DEIA and anti-racist principles,” in addition to a written self-evaluation on the faculty’s “understanding” of DEIA competencies and “anti-racist principles,” with the goal of improving “equitable student outcomes and course completion.”

    How these principles will play out in the next rounds of evaluation is still uncertain. Blanken said he has not received guidance from his department. A September memo by State Center’s human resources department noted that the district and academic senate have  yet to develop uniform training guidelines for evaluations, and that meanwhile, “evaluatees should, in good faith, review the language in the contract and do their best to speak to how they have demonstrated or shown progress toward practices that embrace the DEIA principles.”

    Daniel Ortner, the FIRE attorney representing the State Center professors said, “That’s not good enough when free speech is on the line.” 

    Ortner added that broad, undefined regulations could have a “chilling effect” on speech in the classroom. Plaintiffs are particularly concerned about a framework released by the California Community College Curriculum Committee that warns professors not to “‘weaponize’ academic freedom and academic integrity in an academic discipline or inflict curricular trauma” on historically marginalized students.

    In the suit, plaintiffs said they have changed the way they teach their classes this semester because of the new DEIA policies. Loren Palsgaard, English professor at Madera Community College, said he will no longer assign texts that contain racial slurs, including Martin Luther King Jr.’s “Letter from Birmingham Jail” and works by William Faulkner and Flannery O’Connor. 

    A response filed on Oct. 2 by California Attorney General Rob Bonta, on behalf of thc chancellor and the board of governors challenges the claim the DEIA policies bar professors from using these texts, adding that this framework is not binding and only provides a reference for college districts creating their own DEIA policies.  

    The guidance “expresses competencies the Chancellor’s Office endorses, but does not require,” wrote Melissa Villarin, spokesperson for the state Chancellor’s Office. “The regulations do not impose penalties on district employees. They are intended to contribute to employee professional development.”

    Erwin Chemerinsky, dean of the UC Berkeley School of Law, said that it is well within a college’s rights to not only prescribe the curriculum for courses but to insist that faculty be sensitive to teaching a diverse student body. He added, however, that schools cannot require that faculty espouse a particular viewpoint in their teaching.

    “The question is whether this is more the former than the latter,” Chemerinsky wrote in an email to EdSource, adding that he believes the government has a strong argument that this is within its realm of prescribing a curriculum. 

    “It is hard to say on this record that the First Amendment has been violated,” Chemerisky wrote. “It would be different if a teacher was being disciplined and bringing a challenge.” None of the plaintiffs in the suits has been disciplined.

    A separate suit, filed by the Institute for Free Speech on behalf of Bakersfield College professor Daymon Johnson, points to the firing of Matthew Garrett, a professor who had been critical of DEIA initiatives. Garrett was not subject to new DEIA policies affecting faculty evaluations. However, Johnson’s suit claims that he worries that he, too, could lose his job, because he shares many of the same conservative values and anti-DEIA stances as Garrett.

    The Kern Community College District said in a statement that Garrett was not terminated because of his opinions on DEIA or other free speech issues.

    “Matthew Garrett was terminated after a lengthy and detailed examination of his disciplinary violations at Bakersfield College,” said district spokesperson Norma Rojas.

    Garrett, who was terminated by the college in April 2023, contests these alleged disciplinary violations. He filed a lawsuit against the college in May 2021, claiming that he faced retaliation for exercising his free speech. He said in a statement to EdSource, that the district has “fabricated an absurd pretext that simply does not hold up under scrutiny.”

    Plaintiffs in both suits have asked the court for a preliminary injunction that would prevent the California Community Colleges’ DEIA policy — as well as State Center Community College District’s faculty contract — from going into immediate effect. The request remains pending in federal court, and no hearing date is currently set.

    Ortner said he is not aware of any other lawsuits from California’s 116 community colleges that are targeting the new DEIA policies, but he’s keeping his eye on the issue statewide.

    “A lot of colleges have anti-discrimination protections that make students feel welcome, such as tutoring, mentoring. There are a lot of things that you can do that don’t impinge on free speech,” Ortner said. “California colleges are much more aggressive and forward in advocating for these principles.”

    First Star Academy, a college-preparation program launched at UCLA in 2011, has been working to help foster youth students graduate from high school and reach levels of higher education.

    Foster youth have the worst reported education outcomes in the nation as they lack school stability. According to the California Department of Education, only about 60% of foster youth in California complete high school, compared with 85% less than their non-foster counterparts. In addition, no more than 15% of California’s foster youth are considered college-ready, compared with 44% statewide. 

    First Star Academy is determined to bridge this gap.

    Originally piloted at UCLA, First Star Academy is designed to provide support to high school students who have experienced foster care. This support is offered through tutoring, resources and connections to other foster youth programs to guide them toward higher education. 

    First Star students have access to youth mentors who help them through college applications, academic planning and life skills. Among these youth mentors is Ariana Fernandez, a student at California State University, Sacramento. 

    Fernandez, 21, has been working with First Star Sacramento State Academy for over a year. She hosts weekly office hours for students, provides tutoring and offers knowledge on things like how to apply for a driver’s license, build a resume and develop good study habits. 

    Sacramento’s First Star chapter currently serves 25 students and has five youth mentors. Students are assigned a specific mentor and are expected to meet with them weekly.  

    Fernandez is passionate about her students and wants them to view her as a resource, but she also had doubts about returning for the 2023-24 academic year. 

    “Initially, I was hesitant about joining First Star again because I had trouble forming connections with the students. But after the summer program, they really opened up to me, and that really gave me the confidence I needed to continue serving for First Star,” Fernandez said. 

    Her hesitation stemmed from her midterm arrival to the program. Fernandez didn’t want to impose on the existing relationships with students and their mentors.

    “I came late, so most of the students had already bonded with their mentor, and I didn’t want them to feel like I was disrupting that connection,” she said.

    A senior at John F. Kennedy High School in Sacramento and a scholar at First Star Sacramento State Academy, she values the friends the program has urged her to make.  

    “First Star gave me the opportunity to make connections with people I never would have met. I always look forward to in-person events to do fun activities with my friends,” said the student.

     “I wish there were more in-person events, more Saturday sessions and more immersion programs.” 

    In the summer and Saturday sessions, students can experience life on a college campus and create bonds through numerous activities such as rock climbing, karaoke, cooking demos and kayaking. This bonding encourages the students to develop close relationships with supportive staff, mentors and peers who understand the challenges of being foster youths.

    This past summer, First Star Sacramento State Academy took students to the Academy of Sciences in San Francisco, Lake Natoma and to see Broadway shows at Music Circus. 

    Sacramento State’s First Star program coordinator is Victoria Garcia. With her background in family studies, Garcia, 25, facilitated workshops based around mental health and wellness this past summer. 

    According to the National Foster Youth Institute, it’s estimated that as many as 80% of children and adolescents entering foster care have mental health issues.

    “This is a great opportunity for the youth to be able to express their feelings and share their experiences in the foster care system with other scholars who have similar stories,” Garcia said. “This session helped bring our group closer together and break down some built-up walls.” 

    First Star Academies continue to expand nationally, with new campuses around the country regularly joining the program.

    Bill to provide descendants of slavery preference in college admissions moves forward

    A bill that would give California colleges and universities an option to provide preference in admissions to descendants of slavery has cleared the state’s Senate Education Committee with a 5-2 vote after being passed in the Assembly with overwhelming support. But as the bill moves to the Judiciary Committee, even its proponents say they are pessimistic that it will become law at a time of increasing scrutiny over measures suggesting racial preferences.

    Assembly Bill 7, authored by Assemblymember Isaac Bryan, is the first statewide measure of its kind to address the harms of slavery, said UCLA education professor Tyrone Howard, and it has been backed by nearly two dozen organizations, including the California Federation of Teachers and the University of California Student Association. 

    “Disparities in admissions persist and reflect deeply rooted structural inequalities, including the afterlives of slavery. In addition, California had a long history of legacy admissions, up until last year, that favored students who came from wealthy and well-connected family situations,” Bryan said at Wednesday’s hearing. “[AB 7] empowers universities with the option, not a mandate, to acknowledge and respond to this historical context when evaluating applicants.” 

    Lance Christensen, the vice president of Government Affairs & Education Policy at the California Policy Center, said he doesn’t see the need for such a measure in California — and felt the bill “looks to be an underhanded approach at racial preferences.” 

    “I think we’re getting close to the place where we should stop race-baiting a lot of our bills. If California truly is a terrible or bad actor in the issue of slavery, we should do everything we can to fix and address those issues,” Christensen said. “And there are places where we were really not good to a lot of Black people, Asians, Native Americans and other disparate people. This is not one of those places where I think that we should focus our time and attention.” 

    Organizations such as the Californians for Equal Rights Foundation also previously expressed concerns about AB 7 leading “to de facto racial preferences without facilitating any meaningful changes to ameliorate structural problems at the K-12 level, including declines in academic performance and the persistent achievement gaps among different demographic groups.”

    Neither state nor federal law allows a student’s race to be a factor in admissions, and affirmative action continues to be barred in California under Proposition 209, which 57.2% of voters opted to keep in place in 2020. 

    But supporters of the bill said at Wednesday’s hearing that descendants are not a “proxy for race” and “could look like anybody in this room,” noting that Indigenous people also have histories of being enslaved. Meanwhile, not all Black Americans have ancestors who were slaves. 

    The bill did not receive any formal opposition at Wednesday’s hearing. 

    “We have seen reparations for different communities, and we’ve seen the benefits,” said Senate Education Committee Chair Sasha Renée Pérez, noting reparations measures following Japanese internment during World War II. “Unfortunately, we have not seen the same type of investments placed towards those that are descendants of slavery and Black Americans across the country.” 

    Proving lineage 

    AB 7 is unique because it specifically pertains to students who are descendants of slavery, Howard said. But, even if the bill passes, qualifying for any preference in admissions could be difficult, and Christensen added that ancestral records are often “incomplete or scattered at best,” which could lead to logistical issues. 

    “Admissions reviewers have a lot to already digest when they’re going through the process of admissions as it is — when you think about transcripts and grades and coursework and extracurricular activities,” Howard said. “And so now, to add to that, you’ve got to prove lineage. That might prove to be a bit challenging.” 

    Any preference in admissions would apply to students who can show a clear lineage to someone who was subjected to American chattel slavery before 1900, according to the bill analysis

    In order to receive preference, students will also have to meet at least one other criteria, which includes having an ancestor who was emancipated, acquiring freedom through abolition measures, being a fugitive from bondage, considered contraband or “rendered military or civic service while subject to legal restrictions based on ancestry historically associated with slavery.” 

    When it comes to affirmative action, there “is this misnomer that somehow a large number of unqualified and unprepared … Black students are getting these opportunities solely because of the fact of their race or ethnicity,” Howard added. “This would be one variable that would attempt to at least give some consideration.”

    Potential challenges

    Despite its support at Wednesday’s committee hearing, many experts are wary that the bill will not become law in the first place. 

    “As progressive as we are, I don’t know that we have the appetite as a state to go so far as to say, ‘Yes, we acknowledge that there are descendants in this state who are harmed by the legacy of slavery — and therefore we’re going to try to take redress by turning when it comes to college admissions,’” Howard said. 

    Howard pointed out that even if AB 7 is successful, the language in the bill requires that colleges and universities ensure any changes in the admissions process are in compliance with federal laws. 

    Given the current political climate, “Federal guidelines are not going to allow something that gives anything that resembles an advantage or an opportunity to one group of others to fly,” Howard said. “I just think that all the attacks we’ve seen on DEI, anything that’s seen in that way, I think would be dead on arrival.” 

    Shaun Harper, a USC professor of education, public policy and business, said he supports the measure and other efforts to secure reparations. 

    But, if passed, he anticipates it would face serious legal challenges, including from those who believe it violates Prop. 209 or contradicts the 2023 U.S. Supreme Court ruling against affirmative action. 

    “At best … it does some acknowledgment of the wrongs that have been done to enslaved Africans here in the United States,” Harper said. “Ultimately, if it doesn’t happen, or it stalls, once again, Black folks have been set up to expect some amends for the wrongdoing, and we’re going to be left once again disappointed.”
