    Bring the California spirit of innovation to math classrooms

    The state of California is at the global forefront of technological innovation and artistic inspiration. It’s also a powerhouse economy in its own right, currently the fifth largest in the world. We might expect — we should expect — such a place to deliver a world-class education to the 6 million public school students in its charge.

    This is not the picture that emerges from the most recent National Assessment of Educational Progress. These assessments found fewer than a quarter of California eighth graders performing at or above the “proficient” level in math. This represents both a decline from the state’s previous NAEP performance and a significant undershooting of the national average performance for eighth grade math.

    But the good news is that California is on the verge of a major education opportunity: The State Board of Education is scheduled to adopt new math curriculum in 2025, and high-quality instructional materials are a powerful, proven lever for improving student outcomes in math.

    The magnitude of this opportunity was made clear in a recent, California-focused report from the Center for Education Market Dynamics. My partners and I co-founded this nonprofit in 2020 to investigate, illuminate and help improve the murky national curriculum landscape. Our research indicates that 62% of California districts in our sample have in place a math curriculum from the state’s 2014 adoption list for elementary school, and 76% for middle school.

    The continued dominance of these curricula in California is not, on its face, a happy finding. It suggests that millions of the state’s most vulnerable students are saddled with past-generation math textbooks that do not reflect the important curriculum innovations and improvements of recent years. But it also means that state influence is real in California, and it’s big: many, many districts today, 10 years after the last adoption, are still waiting for that state signal to select new math curriculum — even though they don’t have to, as state adoption is nonbinding. California districts are ripe, ready, and hungry for state leadership on this front.

    State education leaders must leverage this upcoming adoption to vigorously encourage publishers to develop high-quality, innovative math curriculum for California’s public schools — and to relentlessly support its uptake and implementation in districts. In the decade since the last adoption, several big demographic shifts have accelerated in the state’s public schools, including an upsurge of English learners (students who are Hispanic/Latino now make up an outright majority, or 56%, of California public school students) and students experiencing poverty (60% of California public school students receive free and reduced-price meals). These students are not exceptional cases, but the mainstay and the heart of the California public school system. And they need the absolute best that the contemporary education market can deliver regarding math curriculum.

    What would that look like? We might see, for example, math curriculum that’s aligned to research-based quality criteria; that intentionally incorporates the best instructional practices for students learning English; that builds systematically underserved students’ executive functioning skills alongside their math skills; and that leverages leading-edge digital technology to engage students and provide just-in-time support to those who are struggling (disclosure: I’m on the boards of both AERDF and Zearn). There’s no shortage of brilliant research and development efforts happening in the world of math curriculum. And state education leaders in California are, right now, in the unique position to bring this innovation to bear in real ways on their students’ math experience.

    California must get this adoption right. Because when it comes to curriculum, what happens in California ultimately ripples across the country. The need is acute, nationwide, for more effective teaching and learning in math — for this generation of students to grow up without giving up on it. Better math curriculum will help us get there, and the state of California can help lead the way.

    Berkeley schools use a discredited reading curriculum. Why is it still in classrooms?

    How kids are taught to read in Berkeley is slowly starting to shift.

    Teachers are studying the science of reading. More students are learning phonics, sounding out words by letters and syllables. And the school district is screening every student to flag those who may have dyslexia, a learning disorder that causes difficulty with reading, writing and spelling.

    But these changes didn’t come easily. They are the result of a federal class-action lawsuit, filed in 2017, by four families of Berkeley students with dyslexia who claimed the district failed to teach them how to read. 

    And though the suit settled in 2021, the district’s method of teaching reading, a balanced literacy curriculum developed by Columbia University Teachers College professor Lucy Calkins called Units of Study, remains in place. 

    Rather than teaching students to sound out letters, the curriculum relies on a method called three-cueing — where students use context clues like pictures to figure out words — that has now been discredited and banned in several states. Some Berkeley teachers still use cueing, while others have dropped the practice.

    Berkeley’s reckoning with how it teaches reading comes as California faces dismal reading scores and amid a push for the state to do more to ensure children are taught to read using evidence-based approaches. Last year, over half of California students and 33% of Berkeley students could not read at grade level

    Now, the wheels are just beginning to turn in a district long devoted to Calkins. Advocates hope that aligning with the science of reading will help close one of the largest achievement gaps in the country — last year, 26% of Black students in Berkeley schools met state standards in reading, compared with 83% of white students. 

    “Historically, Berkeley has been — and is — widely known for being a balanced literacy district,” Superintendent Enikia Ford Morthel said during a November panel discussion referring to the Calkins teaching method.

    “What we want to be known for is being a district that is disrupting the narrative, disrupting persistent trends and data and really responding to our students,” she said. “This is not just another initiative. This truly is an imperative.”

    Some students and parents aren’t yet convinced. Without a firm commitment to adopt a curriculum rooted in the science of reading, they are skeptical that they will see all the changes they believe are long overdue.

    “At some point, you have to take responsibility,” said Rebecca Levenson, a parent of two children with dyslexia. Levenson wasn’t part of the lawsuit against the district, but she believes “it’s important for parents who see their children suffer to use their voice and power to make a difference for other families that are in that same situation.”

    The Berkeley lawsuit was the second filed in California in 2017 over literacy instruction. In the other suit, the public-interest law firm Public Counsel charged on behalf of students in the lowest-performing schools that California had failed to meet their constitutional right to read. Under a $50 million settlement in 2020, 75 schools received funding and assistance to improve reading instruction. They were encouraged, but not mandated, to select instruction based on the science of reading.

    While a district review of its elementary school literacy curriculum found that Units of Study failed to teach foundational literacy skills like phonics and vocabulary, Ford Morthel has stopped short of calling on the district to drop Lucy Calkins. The district is now beginning the process of adopting a new curriculum for the fall of 2025.

    At a recent school board meeting, George Ellis, the court-appointed monitor, hammered home the importance of changing the Calkins curriculum. Without a “sound, comprehensive” core curriculum, he said, “it doesn’t matter what interventions we’re really providing, because we’re just filling up holes all over the place, and we’re never going to get caught up here.”

    Attorneys and advocates hope the Berkeley lawsuit will spur other school districts to act faster to avoid legal action, accelerating the adoption of the science of reading in California and across the country. But Berkeley’s experience also demonstrates just how many barriers stand in the way of changing reading instruction.

    Berkeley’s reading guru

    When Lucy Calkins developed her approach in the 1990s, the balanced literacy teaching method was heralded as a new philosophy of education. Rather than teaching from rigid phonics textbooks, teachers introduced students to an entire library of independent books with the goal of teaching kids to love reading.

    Calkins was the “guru of reading for people in Berkeley,” said Maggie Riddle, a former teacher and principal at Berkeley’s Jefferson Elementary, now called Ruth Acty. Once Calkins’ approach came to Berkeley, phonics came to be seen as a rote, old-school way of teaching, “dumbing down” instruction. “Berkeley was anti-phonics. One hundred percent,” Riddle said.

    Berkeley wasn’t alone in this. Balanced literacy once enjoyed nearly universal popularity. “It was being used in every single Bay Area district,” said Deborah Jacobson, a special education attorney who brought the suit, a federal class action, against the Berkeley district seven years ago.

    But the approach has fallen under fire amid a national reckoning over reading instruction, with a consensus growing that balanced literacy goes against what we know about how the brain works when learning to read.

    This understanding anchors the science of reading, an approach backed by decades of exhaustive scientific research that suggests most children need systematic lessons in phonics, or how to sound out words, as well as other fundamentals, such as building knowledge and vocabulary, to learn to read. Teaching foundational reading skills especially benefits English learners. Advocates say reading is a civil right and phonics helps bring social justice to Black students.

    More than half of states have passed laws requiring schools to align with research-based methods or favoring phonics. In September, Columbia University cut ties with the Reading and Writing Project that Calkins led for decades, citing the need to seek out new perspectives. Calkins herself has revised her curriculum to incorporate more explicit instruction in phonics and phonemic awareness.

    A decade ago, California adopted a framework for K-12 literacy that encouraged districts to use evidence-based reading instruction, now commonly called the science of reading. But it wasn’t required, and the state didn’t push districts to adopt it. 

    Over the past two years, the state has taken steps toward a literacy plan but continues to leave to districts what curriculum and textbooks to use under a policy of local control. A new law passed in the summer will require that all children be screened for dyslexia and other reading disorders beginning in 2025. And by July 1, California will require teacher preparation programs to provide literacy training based on the science of reading.

    Still, advocates say these changes don’t go far enough. The California Early Literacy Coalition plans to sponsor legislation that would create a comprehensive state literacy plan, mandating training in the science of reading for all teachers, not just new ones, and requiring the use of textbooks rooted in the approach.

    In Berkeley, lawsuit cast a light

    When Berkeley Unified was sued in 2017, Riddle said she saw it as an opportunity. She had moved up through the ranks to become head of K-8 schools and led legal negotiations for the district for two years. “Nobody ever wants the district to be sued, but it cast a light on the needs of kids in reading, especially kids with dyslexia,” Riddle said.

    Not everyone saw it that way. It took five years to reach a settlement agreement, and the district’s core curriculum was a sticking point in negotiations. “The resistance was serious, but the lawsuit was serious, too,” recalled Riddle. During negotiations, the district implemented Fast Track Phonics to get phonics instruction into classrooms, but advocates criticized the decision as putting a Band-Aid on a broken system, leaving the core Calkins curriculum intact.

    Berkeley signed the settlement agreement in 2021, but due to the pandemic, didn’t start working on implementation until the following year, extending the three-year plan until 2025. Initially, Ellis, the court monitor, criticized the school district and its board for failing to embrace the settlement. And in February, Jacobson said the district had breached the settlement agreement by moving too slowly, but decided not to file a notice in court after district leaders promised action.

    In the last year and a half, the district has started taking steps toward the science of reading. 

    Elementary teachers did a book study of “Shifting the Balance,” an introduction to science of reading practices. The district implemented a universal screening system to flag students who might have dyslexia and started training literacy coaches to implement phonics-based intervention programs like Orton-Gillingham and Heggerty. The district also established a new department of curriculum and instruction, hired a districtwide literacy specialist, and began developing a multi-tiered system of support for struggling readers.

    The district’s new focus has made a huge difference for some teachers, even those with decades of experience.

    Angélica Pérez, a reading specialist at Thousand Oaks Elementary, said though she has known about phonics for years and even taught it, only recently has she received the systematic training she needed to implement it well with struggling readers.

    In my 26 years in education and 15 years in the classroom, I wasn’t so aware of the importance of phonemic awareness.

    The changes have won over some of the district’s critics, including Jacobson. “There is a new sense of urgency with the new administration and a new level of commitment,” Jacobson said. “Every year the light bulb seems to go on, more and more.”

    They have also earned the praise of the teachers union president. “There is a systematic plan to make sure our teachers are getting what they need so they can do their jobs best,” said Matt Meyer, president of the Berkeley Federation of Teachers.

    Cost to students of the lengthy legal fight

    For families whose children struggle with reading, Berkeley’s decades-long commitment to balanced literacy came at a price. Many students with dyslexia have either missed out on learning, or their parents have paid thousands of dollars in private tutoring to catch them up.

    “After a certain point, the research shows that it becomes unrecoverable,” said Eliza Noh, a Berkeley parent who has a child with dyslexia. “The early years for teaching people how to read are critical.”

    Levenson’s two children, Eva Levenson and Wen Dolphin, both have dyslexia and attended Berkeley schools 18 years apart. But Eva received private reading intervention, while Wen did not. The family says their experience shows the difference phonics-based intervention can make.

    Dolphin dropped out of school at 15, while Eva, now a sophomore at Berkeley High, is taking the same challenging classes as her peers. She began writing for The Jacket, Berkeley High’s student newspaper, and in October, penned an article about the Calkins curriculum.

    “I know that my life trajectory could have been very different if I would have had the support that I needed in those really formative years,” Dolphin told a crowd at a Berkeley school board meeting last year.

    When Lindsay Nofelt’s son was diagnosed with dyslexia, she shelled out thousands of dollars on a phonics-based intensive reading intervention program. Her son’s reading ability improved quickly, but what took Nofelt longer to piece together was Berkeley’s role in her son’s story. 

    Even after listening to Emily Hanford’s podcast “Sold a Story,” which thrust Calkins’ curriculum into the spotlight, she didn’t connect the literacy debate to Berkeley schools.

    “I thought, if Emily Hanford is writing about this and sounds like it’s not serving the needs of the students, then there’s no way that Berkeley Unified school system would use such a discredited curriculum,” Nofelt said.

    But over time, Nofelt realized her son wasn’t the only one in Berkeley struggling with reading. As she learned more about the science of reading and the class-action lawsuit, she realized that the kind of reading instruction Hanford was describing in her podcast was happening in Berkeley. “When I found out they were one and the same, all of the pieces fell into place,” she said.

    Two years ago, Nofelt formed Reading for Berkeley to educate parents about early literacy and give them resources to advocate for their children. It’s now a resource that Nofelt wishes she had when she was trying to help her son — digestible content designed to help families ask questions about their children’s literacy education and support their reading abilities.

    Today, students with dyslexia and their parents are watching Berkeley closely, their hope resting on the district’s commitment to the science of reading.

    At a recent school board meeting in January, Eva Levenson told the Berkeley school board directors and superintendent that she is still waiting to see a plan that addresses the failure of the district’s core curriculum.

    “I don’t understand what’s in the way of making a shift when, both in other states and locally, districts are able to help kids now. How is it possible we aren’t doing it in Berkeley right now?”

    Bill to mandate ‘science of reading’ in California classrooms dies

    A bill that would have required California teachers to use the “science of reading,” which spotlights phonics, to teach children to read has died without a hearing. 

    Assembly Bill 2222, authored by Assemblymember Blanca Rubio, D-Baldwin Park, will not advance in the Legislature this year, according to Assembly Speaker Robert Rivas, who described the state’s student reading and literacy rates as “a serious problem,” adding that the bill should receive a “methodical” review by all key groups before there is a “costly overhaul” of how reading is taught in California. 

    “I want the Legislature to study this problem closely, so we can be sure stakeholders are engaged and, most importantly, that all students benefit, especially our diverse learners,” Rivas said in a statement to EdSource, referring to English learners.

    The bill, which had the support of the California State PTA, state NAACP and more than 50 other organizations, hit a snag two weeks ago, when the California Teachers Association — the state’s largest teachers union — sent a letter stating its opposition to the bill to Assembly Education Committee Chairman Al Muratsuchi.

    The union claimed that the proposed legislation would duplicate and potentially undermine current literacy initiatives, would not meet the needs of English learner students and would cut teachers out of decisions, especially on curriculum. 

    Rubio, who could not be reached late Thursday, told EdSource last week that Muratsuchi asked her to work with the teachers union on a compromise. 

    Marshall Tuck, CEO of EdVoice, an advocacy nonprofit co-sponsoring the bill, said he was surprised the bill didn’t get a hearing considering the importance of the issue.

     “We understand it’s a tough budget year, but we also believe that the most important priority for the education budget is helping our kids learn how to read,” he said.

    But he called the move to table the bill a “bump in the road.”

    “When we launched with Assemblymember Rubio and the sponsors behind this, we knew it might be a multi-year effort,” he said. “So you get up tomorrow and keep it moving forward.”

    Advocates say that it is imperative that California mandates this change in reading instruction. In 2023, just 43% of California third-graders met the academic standards on the state’s standardized test in 2023. Only 27.2% of Black students, 32% of Latino students and 35% of low-income children were reading at grade level, compared with 57.5% of white, 69% of Asian and 66% of non-low-income students. 

    “The California NAACP was right, this is a civil rights issue,” said Kareem Weaver, a member of the Oakland NAACP Education Committee and co-founder of the literacy advocacy group FULCRUM. “And you don’t play politics with civil rights. The misinformation and ideological posturing on AB 2222 effectively leveraged the politics of fear.  We have to do better, for kids’ sake, and can’t give up.”

    What is the science of reading?

    Science of reading refers to research-based teaching strategies that reflect how the brain learns how to read. While it includes phonics-based instruction that teaches children to decode words by sounding them out, it also includes four other pillars of literacy instruction: phonemic awareness, identifying distinct units of sounds; vocabulary; comprehension; and fluency. It is based on research on how the brain connects letters with sounds when learning to read.

    The legislation would have gone against the state policy of local control that gives school districts authority to select curriculum and teaching methods as long as they meet state academic standards. Currently, the state encourages, but does not mandate, districts to incorporate instruction in the science of reading in the early grades.

    Along with mandating the science of reading approach to instruction, AB 2222 would have required that all TK to fifth-grade teachers, literacy coaches and specialists take a 30-hour-minimum course in reading instruction by 2028. School districts and charter schools would purchase textbooks from an approved list endorsed by the State Board of Education. 

    English learner advocates opposed bill

    It appears lawmakers heard the pleas of advocates for English learners who opposed the bill. 

    “We know that addressing equity and literacy outcomes is a high priority for California and that our state is not yet where it needs to be with literacy outcomes for all students,” said Martha Hernandez, executive director of Californians Together, one of the organizations that opposed the bill. “AB 2222 is not the prescription that is needed for our multilingual, diverse state.”

    She said she is willing to work with lawmakers for a literacy plan that is based on reading research, but that “centrally addresses” the needs of English learners.

    California’s proposed legislation to adopt the science of reading approach to early literacy would have been in sync with other states that have passed similar legislation. States nationwide are rejecting balanced literacy as failing to effectively teach children how to read, since it de-emphasizes explicit instruction in phonics and instead trains children to use pictures to identify words on sight, also known as three-cueing. 

    Muratsuchi had until the end of the day Thursday to put the bill on the calendar for the April 17 meeting of the Assembly Education Committee. It would then have had to be heard by the Assembly Higher Education Committee before the April 26 deadline for legislators to get bills with notable fiscal impacts to the Appropriations Committee. Now, the bill will have to be reintroduced next year to get a hearing.

    “It’s really too bad. Lots of kids are not being well-served now. But on the other hand, I hope this will be an opportunity to regroup and present a more robust version of the bill,” said Claude Goldenberg, a Stanford University professor emeritus of education, who supported the bill.

    Goldenberg said a future version of the bill should include a “more comprehensive definition” of the “science of reading” and should make clear that this includes research on teaching reading to all students, including English learners.

    “English learners, for example, would benefit if teachers knew and used research that is part of the science of reading and applies whether they’re learning in their home language or in English. Same for children with limited literacy opportunities outside of school and children having difficulty learning to read,” Goldenberg said.

    ‘Backroom politics’

    Lori DePole, co-state director of Decoding Dyslexia CA, one of the supporters of the bill, expressed frustration Thursday evening over the decision to table it. 

    “It is shameful that when more than half of CA kids aren’t reading at grade level that our legislators are okay with the status quo, and they have killed this literacy legislation without even allowing it to be heard,” she said in a statement. 

    “… CA kids’ futures are too important to allow backroom politics to silence this issue. We will no longer accept lip service in addressing our literacy crisis.  It is time for action, and we aren’t going away.”

    Advocates for students with dyslexia support the phonics-based teaching methods as especially effective for children with the learning disability. 

    Muratsuchi said he supports the science of reading. “However, we need to make sure that we do this right, by serving the needs of all California students, including our English learners,” he said in a statement to EdSource. “California is the most language-diverse state in the country, and we need to develop a literacy instruction strategy that works for all of our students.

    “I thank Speaker Robert Rivas for his decision to pursue a more deliberative process involving all education stakeholders before enacting a costly overhaul of how reading is taught statewide,” he said.

    This is the fourth in a series of stories on the challenges impacting California’s efforts to offer high-quality instruction to all 4-year-olds by 2025.

    Transitional kindergarten for all 4-year-olds has been touted as a way to boost declining enrollment and offer universal preschool. One major roadblock: Some districts just don’t have the space.

    Some districts do not have room to accommodate additional transitional kindergarten, or TK, classes at all schools. Others, especially those in less affluent areas, lack the resources to add toilets and playground equipment made for 4-year-olds. A lack of state funding makes the problem worse.

    “We’re going to see inequitable outcomes as a result of the inequitable access to appropriate facilities for transitional kindergarten,” said Jessica Sawko, education director at Children Now, an advocacy organization. “The state needs to continue to invest in the facilities that it has asked school districts to create.”

    Some districts, such as Oakland Unified, are losing potential TK students because they don’t have space at all schools. Some elementary schools in Oakland don’t have any TK classrooms, and many have only one. As a result, some children end up on waitlists for their preferred school, and families are opting to wait until kindergarten to enroll their children.

    Oakland district spokesperson John Sasaki acknowledged in an email that “there is a general capacity issue as we build out TK-appropriate classroom spaces,” noting that demand also varies between schools.

    “School A may have 100 applications for 24 seats and school B may have 15 applications for 24 seats. Those families for school A may not go to school B because it’s far away, etc. and so it’s less that we weren’t able to accommodate, and more about family choice and preference,” Sasaki wrote.

    Emily Privot McNamara applied for her 4-year-old son to attend transitional kindergarten in Oakland as soon as the district opened enrollment in 2023.

    She was hoping for her son to attend his neighborhood school, Montclair Elementary, less than a two-minute drive from their house. Her neighbors told her getting into Montclair for kindergarten was easy for their children, since the district gives priority to students who live in the neighborhood.

    But getting into TK there was different. Montclair has far fewer TK classrooms than kindergarten classrooms; in 2023-24 the school enrolled 28 students in TK, compared to 90 in kindergarten. McNamara’s son didn’t get into Montclair or Thornhill Elementary, another nearby school. Instead, the district offered him a seat at Emerson Elementary, more than 3 miles from their house and a 10-minute drive each way.

    The McNamaras considered sending their son to Emerson for TK and then moving him to Montclair for kindergarten, but felt that would be too many transitions.

    “We’d had several years of shifts and changes. We wanted to start consistency. The idea was once we got into TK, we could stay there a number of years,” McNamara said.

    So the McNamaras declined the spot at Emerson and kept their son in private preschool, paying $1,900 a month for tuition. They stayed on the waitlist for Montclair but were never admitted. 

    McNamara’s son is one of 143 children who applied to transitional kindergarten in Oakland Unified in 2023-24 but ultimately chose not to enroll, according to Sasaki. That number is equivalent to about 12% of the district’s total transitional kindergarten enrollment that year.

    TK enrollment has been lower than expected statewide. According to the California Department of Education, 151,491 students were enrolled in TK in the 2023-24 school year, far below projections. The Learning Policy Institute had estimated that between 159,500 and 199,400 would enroll.

    Oakland Unified and Alum Rock Unified in San Jose are both trying to use empty space creatively, revamping previously closed elementary school campuses and converting them into early childhood centers to serve both TK and younger students in preschool. Oakland gives priority at this center and another early childhood center to students who come from neighborhoods with schools that don’t have a single transitional kindergarten classroom. Yet the situation in Oakland, where some schools are under-enrolled, while others have waitlists, shows that expanding TK is more complicated than simply filling empty classrooms with 4-year-olds, said Jeff Vincent, who co-directs the Center for Cities + Schools at UC Berkeley and has done extensive research on school facilities.

    “A lot of districts, on paper, they’re under-enrolled,” said Vincent. “However, the devil’s in the details on that, right? Is there potential extra space where it’s actually needed? And what’s the condition and quality of those spaces, and what would it take to turn them into TK-appropriate classrooms?”

    A problem statewide

    According to a February 2023 Legislative Analyst’s Office (LAO) budget brief, 25% of districts said they did not have adequate classroom space to meet projected transitional kindergarten enrollment. Similarly, a survey conducted by the California Department of Education and analyzed by the Learning Policy Institute found that 18% of school districts did not have enough classroom space for transitional kindergarten expansion, and more than a third cited facilities as the biggest challenge.

    That report found that school districts will need 946 additional classrooms to enroll all projected transitional kindergarten students in 2025-26. TK has been gradually expanding since 2022 to reach all the state’s 4-year-olds by the 2025-26 school year.

    One of the challenges for districts is the requirement for transitional kindergarten classrooms.

    State guidelines for TK and kindergarten classrooms are more stringent than for classrooms for older children. New classrooms must include bathrooms with toilets sized for young children, and be at least 1,350 square feet. Renovated classrooms must be at least 1,250 square feet. In contrast, classrooms for grades 1-12 must be at least 960 square feet.

    Victoria Wang, one of the authors of the report, said some districts told the Learning Policy Institute that the lack of classrooms has made it difficult to offer full-day TK and that they are instead offering half-day morning and afternoon TK sessions in the same classrooms, in order to accommodate more students. Parents who need a longer program to meet their child care needs are unlikely to enroll in half-day TK.

    Many districts cited not being able to provide bathrooms connected to classrooms as a challenge.

    “If they don’t have a bathroom that’s in the actual classroom space, a staff member will need to walk with the child to go to the bathroom,” Wang said. “That’s just an additional layer of challenge staffing-wise.”

    In San Juan Unified, near Sacramento, lack of classrooms “has been a concern,” said spokesperson Raj Rai. In 2023-24, 16 of the district’s 28 transitional kindergarten classrooms had waitlists, and about 249 students who applied eventually declined to enroll in TK at the schools where they were assigned, she said. The district has been offering spots in state-subsidized preschool to some families on the waitlist.

    San Diego Unified and San Francisco Unified also had waitlists at some schools, but they would not share how many of the children who applied did not enroll.

    Some districts that wanted to expand to more 4-year-olds faster than the state’s phased timeline for TK expansion could not because of facilities constraints, Wang said. The state required schools to offer TK to all 4-year-olds who would turn 5 before April 2 in 2023-24, and to all 4-year-olds who would turn 5 before June 2 in 2024-25, but districts could enroll younger children if they had room and met stricter rules: a 1:10 adult-child ratio and a maximum class size of 20. 

    A spokesperson for Garden Grove Unified in Orange County said the district had to place 84 children who were younger than the TK birthday cutoff on a waitlist this year; 25 had been pulled from the list as of mid-September.

    Inequitable access to funding

    Districts are often forced to choose between renovating current classrooms, demolishing, then reconstructing new transitional kindergarten classrooms, or purchasing portables, said John Rodriguez, facilities planning director for Central Unified, a 16,000-student district in Fresno County. 

    “What do you do when there’s growth?” he said. “And where’s the money going to come from?”

    This year, overall facilities funding was cut by $500 million to address the budget shortfall, and funding set aside for transitional kindergarten facilities has run out. The state had provided $490 million in grants to construct or retrofit early education facilities, including for TK, in 2021-22 and $100 million in 2022-23, but that funding was “oversubscribed,” the LAO budget brief found. Additional promised funding of $550 million for TK facilities was first delayed to 2024-25, then to 2025-26, and ultimately was eliminated from the budget altogether.

    “It puts at risk the ability for school districts who do not currently have the right facilities to provide those proper learning environments,” Sawko, from Children Now, said.

    California voters will be able to vote in November on $40 billion in local construction bonds and on a $10 billion statewide bond to put toward facilities, but none of those funds would be exclusively for transitional kindergarten. Because districts are also struggling to meet facilities needs such as outdated or deteriorating buildings, TK may not take priority.

    The ability to build new classrooms or renovate old ones is often tied to a district’s property wealth, said Sara Hinkley, California program manager for the Center for Cities + Schools at UC Berkeley.

    “The only way for districts to do real facility upgrades, like adding bathrooms and reconfiguring a number of classrooms, is by getting capital funding, which means going to their voters or tapping into an existing bond measure, and districts have really different capacities to do that,” said Hinkley. “If they have less property wealth, they just have less ability to tap their voters to pay for those kinds of things.”

    Julie Boesch, the administrator for small school district support in Kern County, said some of the county’s small districts don’t have the classrooms to serve transitional kindergartners at all sites, so they bus them all to one school, sometimes far from home. Other superintendents have said they may not offer transitional kindergarten at all, she said.

    She said one small school district north of Bakersfield is constructing a new building for transitional kindergarten but could not afford a new playground. Another district was approved for some state funding for a new TK building but had to put it off because it could not afford its portion. The district did not qualify for the state to pay the full share because its total assessed property value was just over the current $5 million limit. That limit for a district to qualify for full financial help would be increased to $15 million in assessed property value if voters pass Proposition 2, the state construction bond.

    “People are really struggling with figuring out what to do and having enough money when they do get funding,” Boesch said. “The frustrations are real.”

    Winters Joint Unified School District, a small district serving about 1,500 students in Yolo County in the Central Valley, had to divert funds planned for other facilities to meet the urgent demand for TK classroom space. According to Superintendent Rody Boonchouy, voters passed a bond measure in 2020 to address major maintenance issues, including adding a multipurpose room to an elementary school. But then, Gov. Gavin Newsom signed legislation to expand TK to all 4-year-olds.

    “It was a big, ‘Uh oh, what do we do?’ Everything came to a halt and everything shifted toward, ‘How do we ensure we have capacity for TK as it expands?’” Boonchouy said.

    After a long process that included a demographic study and analysis of all facilities needs, the district is using some of the bond money to build four transitional kindergarten classrooms in a dedicated wing of the elementary school, with its own playground. The district was also able to do some maintenance at other schools, but it no longer has funds for the planned multipurpose room.

    Without that bond money, the district wouldn’t be able to build new TK classrooms at all, a situation Boonchouy knows many other districts face.

    “Ideally, in a perfect world,” Boonchouy said, “that legislation (expanding transitional kindergarten) would have come with money to build facilities for it.”

    Shortage of teachers and classrooms slows expansion of arts education in Los Angeles and beyond

    Raising the curtain on California’s landmark arts education initiative, funded by voter approval of Proposition 28 two years ago, has been a highly complex endeavor marked by a lack of arts educators, classroom space and free time in school schedules, according to a new report.

    These challenges are among the key issues schools must address to make Proposition 28’s ambitious vision of arts education a reality, according to a new report studying the impact of the groundbreaking statewide initiative on schools in the Los Angeles area. Passed by voters in 2022 by a wide margin, the measure sets aside roughly $1 billion a year toward TK-12 arts education programs statewide.

    “Given the historic nature of this investment in arts education, all eyes are on California and our schools, and so we want to make sure that we get it right,” said Ricky Abilez, director of policy and advocacy at Arts for LA, the arts advocacy organization that commissioned the report. “I also know that there are a lot of really tough challenges that schools are facing on the ground.”

    Accountability is among the most critical issues in building trust with families, according to this analysis, which focuses on 10 Los Angeles school districts. The report recommends creating a statewide oversight and advisory committee of administrators, teachers, families and community partners to make sure that arts education funds are properly spent. It also calls for subsidizing teacher credential programs to combat the teacher shortage.

    “We hear these resounding calls for transparency from our community members, but many district arts leaders also share those same interests and concerns,” said Lindsey Kunisaki, the Laura Zucker fellow for policy and research, who wrote the report. “They wanted to make sure that they’re putting their best foot forward with Prop 28 implementation, but they also had questions about their peers and neighboring districts and wanted to make sure that ultimately everyone is doing their best work and using these funds responsibly.”

    The need to build bridges between schools, communities and families is part of what drives that recommendation. Roughly 66% of respondents to the survey were uncertain whether Proposition 28 was being implemented in their school, according to the report.

    “One of the central insights of the report is the link between confidence in Prop 28’s success and public involvement,” said Kunisaki, a research and evaluation specialist at the UCLA School of the Arts and Architecture’s visual and performing arts education program. “Respondents expressed less skepticism when they believed their communities were actively involved.”

    Arts education in schools can help foster a sense of social connection that has frayed in the wake of the pandemic, many experts suggest. The rub is that many community members express passion for arts education (89%) but have not yet gotten involved with their schools for a variety of reasons. Only 20% of respondents have been actively involved. 

    Districts with vibrant arts advisory councils make it easy to participate, Kunisaki notes, but other paths also exist.

    “If it isn’t clear how to get involved,” said Kunisaki, “then even just showing up at a school board meeting, getting to know the school site leaders, principals, that could be a great way to start the conversation.”

    Proposition 28 represents an attempt to bring arts education back into California schools after many decades of budget cuts eliminated many such programs. Before this influx of funding, only 11% of California schools offered comprehensive arts education, research suggests. Wealthier schools were far more likely to be able to fundraise enough to foot the bill for arts education.

    Spearheaded by former Los Angeles Unified School District (LAUSD) Superintendent Austin Beutner, the measure is an attempt to give all students access to the arts, which has long been associated with everything from higher test scores to greater social-emotional learning.

    All the money must go to arts education, but that is very broadly defined. The disciplines include, but are not limited to, dance, media arts, music, theater and such visual arts as folk art, painting, sculpture, photography and animation. Film and video pursuits are also encouraged, from script writing to costume design. Each school community is invited to design the program to meet the needs of its students.

    The report also notes that some districts are falling behind others. While some districts quickly launched new arts ed programs, from music to dance, others are still in the planning phase, according to the report. Districts with preexisting arts councils and strategic arts plans have the upper hand. Proposition 28 funds are allocated based on enrollment, so larger schools get more money. Also, schools with more low-income students receive extra money.

    Uncertainty and confusion about the rules, heightened by a lack of clarity from the California Department of Education (CDE) on spending, have significantly complicated this process, the report suggests. 

    “One of the recommendations that I heard was basically for CDE to take more of a central leadership role,” said Kunisaki, “especially when it comes to oversight and accountability.”

    The long-standing teacher shortage also remains a critical obstacle. In 2022-23, California schools employed about 11,113 full-time arts teachers, primarily teaching music and visual arts. Another new Proposition 28 report, commissioned by the Hewlett Foundation’s Performing Arts Program and conducted by SRI Education, concluded that California must increase the arts teacher workforce by roughly 5,457 teachers to meet the new demand. Many experts estimate a much higher number.

    The need for greater transparency in the rollout of Proposition 28 is another key concern. At the core of Proposition 28 is the rule that funds are designed to supplement, and not supplant, existing funding, which means that you can’t use the new money to pay for old programs. Nevertheless, there have been reports of districts using the funds to pay for existing programs. Amid these allegations, State Superintendent Tony Thurmond issued a letter reminding superintendents of the law’s requirements.

    One potential fix, the study suggests, would be a statewide oversight committee charged with monitoring the rollout and settling disputes on key issues. 

    “There’s a real need for CDE to step in here, to create a more formal advisory and oversight committee, and most importantly, to include practitioners,” said Kunisaki.

    “That’s administrators at the district level, at the school site level, teachers, parents and guardians, families, students and community partners, because we know how important community involvement is.” 

    CDE has provided guidance in FAQs and webinars to help districts navigate the rules. Thurmond has also established a new task force to clarify the issues facing the field. It remains unclear whether the task force will provide the depth of oversight that many experts suggest is needed.

    “The California Department of Education commends the districts represented in this report who have approached Prop 28 implementation with urgency, care, and a commitment to expanding all students’ access to arts education,” said Elizabeth Sanders, spokesperson for the department. “Especially as California’s local educational agencies are still in the beginning of this implementation process, CDE will continue to provide guidance and technical assistance to support effective and robust implementation.”

    Beutner, the former LAUSD Superintendent who authored Proposition 28, is also calling on the department to hold districts accountable for how they spend the money. 

    “CDE needs to provide more leadership on the proper implementation of Prop 28,” said Beutner. “They’re understaffed to handle the implementation of a new law like this, but some of the confusion and misinterpretation that is happening is because CDE hasn’t been on top of this. CDE should be pursuing public enforcement action now against school districts that are alleged to have violated the law.”
