    Hanford program supports teen parents while they finish high school

    Pregnant in high school, 14-year-old first-year high school student Giselle Meza said she feared she’d be judged by her peers. She was one of only two pregnant teens at her school and felt isolated. She missed a lot of classes, falling behind. 

    Statistically, Meza has about a 50% chance of dropping out of school altogether. She hasn’t; instead, she withdrew from Hanford High to participate in Helping Our Parenting Students Excel at Kings Valley Academy, a Learn4Life campus — a network of dozens of public charter high schools across the state and nation. 

    The HOPE program and Learn4Life structure empowered her to walk onto the campus without feeling alone. The program provided her with peer support from other pregnant and teen parents, a personalized learning plan, and the ability to bring her daughter to school. 

    In a designated HOPE room at Kings Valley Academy, shelves stocked with children’s books line the walls. Educational toys, playpens and swings cover the floor. 

    The room is a home away from home, where Meza could nurse, tend to or play with her daughter, Desirae, while continuing her high school education and gaining skills to better herself. 

    Teen parents have thrived in that environment, including Nevaeh D. who earned a full scholarship to UCLA after graduating from Learn4Life. “While I did my lessons, she was sleeping or playing alongside me,” Nevaeh said in an April media release announcing her graduation from Learn4Life. For student privacy, the school did not disclose Nevaeh’s last name.

    “So many of them think they’re the only ones in this position,” HOPE founder Staci Roth said. HOPE, however, creates an environment where pregnant and parenting teens feel seen, safe and supported, Roth told EdSource. 

    After more than a year in the program, Meza, now 16, no longer feels isolated, and is comforted by “being surrounded by people going through the same thing.” 

    “We take away the shame and the stigma,” said Christianna Percell, assistant principal at Kings Valley Academy. 

    How HOPE started 

    Seven years ago in 2016, while working at Learn4Life Panorama City in Los Angeles, Roth noticed that pregnant and teen parents struggled to attend class. She started a group with teen moms to learn what obstacles were preventing them from coming to and staying in school. 

    Schools needed to do more to support them, she said. She designated one classroom for the group of teen parents and brought in swings and bouncers, diapers and wipes. 

    “Just made it their safe space,” she said. 

    By 2018, HOPE had grown from eight to 63 students in the Learn4Life schools, as word spread that parenting students could bring their kids to campus. 

    At varying levels, HOPE is now a part of 48 Learn4Life centers in California. Some schools only provide baby supplies and access to support groups, while larger schools have separate classrooms for its HOPE students, which, to Roth, has been the best way to achieve the organization’s goal of creating a safe space for parenting students to feel supported. 

    Learn4Life’s Hanford location adopted the program three years ago with about a dozen parenting teens. Today, the program serves almost 60 teen parents, said Lindsey Hoskins, the supervising teacher who oversees the HOPE program in Hanford. 

    “I was a teen parent,” Hoskins said. “There was no place I could take my baby.” She said she remembers having the choice of dropping off her child while she was at school or staying home to nurse the baby.

    As a result of HOPE, Hoskins said student parents aren’t dropping out like they were before the program’s implementation. 

    Being supported 

    The HOPE program allows students with children to bring their kids to school, so they can work toward a high school diploma at their own pace while receiving mentorship, supplies and peer support. Students have access to essentials such as diapers, car seats, strollers, cribs, clothes and toys, so the teens don’t feel pressured to work as much or to spend their earnings on baby supplies.

    Instead, the student parents can focus on their education and their children, Roth said. 

    The program provides resources by connecting the teens to community partners, providing transportation when needed or simply offering encouragement. 

    “We may be providing diapers and formula now while they’re at school,” Roth said, “but at the same time, connecting them to where they can get that in the future if they need it.” 

    The peer support ensures the parenting teens don’t feel alone and allows them to learn from each other, Roth said. 

    In the HOPE room, parenting teens often step in and help with a crying baby that has colic, Roth said. Or during a support group meeting, they’ll bounce ideas off of one another to treat a rash. “They’re their best teachers to each other.”

    Students also learn life skills, such as financial planning, lessons about child development, health and nutrition, as well as job readiness and career skills.

    Over time, HOPE programs have added elective classes to teach parenting skills; Roth said students can learn to be better parents while gaining needed credits to graduate.

    Created based on student input, skills classes range from preparing for childbirth and breastfeeding to building healthy relationships and co-parenting. Hoskins said students can pick a topic that’s specific to their life or situation. Some of Hoskins’ students have completed classes for potty training and teething — which has allowed them to gain confidence and address the challenges they currently face as a parents. 

    “They feel so empowered to take care of their little ones,” Roth said.

    According to a 2010 study of women in their early 20s, 53% of women who became moms as teenagers graduated with a high school diploma, in contrast to 90% of women who did not become teen parents. 

    Such statistics, Roth said, were the driving force behind HOPE’s goals: teaching teens how to parent and to support their family while encouraging and equipping them to go to college or find a career after high school. 

    Students supported by the HOPE program graduate at a 6% higher rate, according to Learn4Life and HOPE statistics. 

    Addressing the whole child

    Several parenting students said they joined HOPE because they no longer felt comfortable at their traditional schools after becoming pregnant, the Learn4Life staff said. 

    “We’ve heard the stories from our students (about) how they felt at their school when they found out they were pregnant,” Roth said. 

    To break that cycle, HOPE staff builds supportive relationships, Roth said. 

    “We say we’re going to be here, and we are here,” she said. “We say we’re going to support them, and we do support them. It’s life-changing for them to have someone who asks about their day (and) to call your teacher in emergencies.” 

    HOPE students can be teen mothers or fathers as well as students who help care for their siblings. Kristen Cooper, 17, nearing the completion of her sophomore year, brings her one-year-old brother to the program while her parents work. She said she gained trusting relationships with adults because of the program. 

    The HOPE and the Learn4Life school model allows staff to build lasting, meaningful relationships with students by addressing all their needs. 

    The school’s model focuses on one-on-one instruction, flexible scheduling and personalized learning, said Ann Abajian, a spokesperson for Learn4Life. Students, including those in HOPE, have the option to work virtually or spend minimal hours at school. 

    A “team of teachers” manages students’ action plans and goals as they get “layers of support” through tutoring; one-on-one, small group and traditional class instruction; three school counselors and an onsite therapist; resiliency programs, such as yoga, meditation and classes that teach organizational skills and coping mechanisms; and an alumni support group. 

    That support helps students navigate their challenges, including not being able to attend a traditional school because they’re dealing with social-emotional trauma, working every day, helping care for a sibling or raising a child. 

    Staff members are trained to be trauma-resilient education professionals who provide tools to build the resilience to face their past, present and future, said Roth, who is also the school’s coordinator of trauma-resilient education. 

    Students who take part in the HOPE program, Roth said, come to the Hanford campus for one-on-one instruction with their teachers. The difference for HOPE students is the designated space to bring their children. 

    Meza, the student who joined HOPE to avoid judgment at her traditional school, spends a lot of time on campus because she feels more comfortable there than in her own home, she said. There’s more room for her one-year-old daughter to play, and she gets the help she needs from staff. 

    “I’ve been doing better than ever, honestly,” Meza said about now being nearly finished with her first year of high school. 

    HOPE is ‘different’ from other youth parenting programs

    Schools in California have operated youth parenting programs for decades. Currently, programs are under the umbrella of Cal-Learn, a state program designed to encourage pregnant and parenting teens to graduate from high school or gain the equivalent, become independent and form healthy families. 

    Sixty percent of teenage parents who are currently receiving welfare will depend on government aid for 10 or more years, according to research noted in the legislation that established Cal-Learn to address the “unique educational, vocational, training, health, and other social service needs” of teen parents. 

    The Youth Parent Program in Clovis Unified, for example, serves parenting teens who are trying to graduate. 

    With a 91% graduation rate, the parenting program supports students on their journey to finishing high school and helps them gain basic parenting skills, district spokesperson Kelly Avants said. 

    The program is meant to “come alongside” students who are teen parents, ensuring they have access to transportation, nursing, counseling, academic support, encouragement to “stay in school, pass their classes and ultimately graduate,” and the skills to “parent well,” Avants said.

    Through the program, teen parents can learn areas such as basic infant CPR, lessons on childhood development and ways to be engaged parents.

    But HOPE is different, Hoskins said, because it’s on Learn4Life campuses, where educators can give students what they need with specific programming, such as personalized learning and the elective classes picked by students.

    “We meet them where they are,” Hoskins said. 

    ‘Impacting generations’

    The percentage of teen parents who do not finish school contributes to high incidences of their own children not graduating.

    The federal Centers for Disease Control and Prevention found that the children of teenage mothers are more likely to drop out of high school, give birth as a teenager and face unemployment as a young adult, among other findings.

    Generational impact on kids

    A child who comes to campus sees their parent studying — something HOPE staff believe will foster a child’s love for school and can break the cycle of dropping out.

    Mayra Hernandez, 18, said her 2-year-old son Sebastian loves his preschool and isn’t shy like some of the other kids because he attended HOPE with his mom for the first two years of his life. She said Sebastian eagerly plays with and communicates with his peers.

    Parenting teens, Hoskins said, are “bringing their child who is exposed to books (and) exposed to mom reading,” Hoskins said. “They’re exposed to literature, structure, education, other peers and social behavior and norms.”

    “(Teen pregnancy) has such a generational impact,” Roth said. “This population has its own obstacles and trauma that go along with (being a teen parent).”

    Acknowledging those “high statistics,” Roth and Hoskins said the aspects of the HOPE program — bringing kids to campus, graduating from high school, gaining life and parenting skills and learning about careers — are “impacting generations.” 

    “I would be struggling still,” 18-year-old Mayra Hernandez said in hindsight. Her mom, also a teenage mother, didn’t graduate from high school. Hernandez, considered an 11th grader, said she is better able to manage her time as a mother and student because of HOPE’s and Learn4Life’s model. She is dual enrolled in high school and the West Hills Community College District and works two jobs to pay her bills. 

    She considers herself on track to graduate and pursue a career. Hernandez gained nearly 60 credits in just a month at Learn4Life,  has completed a semester of college through dual enrollment and plans to either become a traveling nurse, ultrasound technician or a medical professional in the Navy. 

    Hernandez said it will be “inspiring” for her son to see her graduate.

    Meza said she once viewed the military as her only option after graduation, but now after high school, her goal is to become an ultrasound technician — all because HOPE expanded what she viewed as her choices. 

    “A lot of our students will tell you, ‘I would not graduate high school if it wasn’t for Learn4Life and the HOPE program,’” Hoskins said. “Things that are deemed not possible are happening.”

    Gov. Gavin Newsom would protect schools and community colleges from the brunt of an $11.3 billion projected drop in state revenue for education, under a proposed 2024-25 state budget he released on Wednesday. The budget calls for covering all current levels of funding and existing commitments for new and expanded programs, plus a less than 1% cost-of-living increase for next year.

    The three-year decline in revenue, both for schools and the overall $38.7 billion in the state general fund, is $30 billion less than the Legislative Analyst’s Office had projected a month ago, easing the burden of balancing the budget and avoiding the possibility of drastic budget cuts or late payments — at least for community colleges and TK-12.

    However, Newsom is proposing to defer the promised 5% increases in revenue to both the University of California and California State University systems. UC and CSU would borrow that funding this year and get reimbursed in next year’s budget.

    “We are deferring but not delaying, and there’s a distinction in the law that will allow UC and CSU just for one year to be able to borrow against that commitment,” Newsom said.

    Newsom would protect schools and community colleges by withdrawing about $7 billion from the $10.8 billion TK-14 rainy day fund to cover the current year’s shortfall and meet the minimum obligation in 2024-25. The state would not seek reimbursement for what turned out to be funding above the minimum Proposition 98 statutory obligation for the prior two years.

    Proposition 98 is the funding formula determining the portion of the state’s general fund that must be spent on TK-12 and community colleges. With the addition of transitional kindergarten, that share will rise about one percentage point to 39.5% of the general fund. In 2024-25, Proposition 98 funds will be $109.1 billion. That would be about $3.5 billion more than the revised projection for 2023-24, reflecting expectations of improved state revenues in the next fiscal year.

    The Legislature was handicapped when it passed the 2023-24 budget last June. There were indications but no hard numbers that economic conditions were worsening, because the deadline for paying state and federal income taxes had been extended from April 15 to Oct. 16 in response to massive flooding last winter. As it turned out, state revenues had fallen sharply from slower home sales, a drop in new startups in Silicon Valley, and declining income of the top 1% of earners, who contribute 50% of the personal income tax receipts.

    But with the stock market rebounding since then, Newsom said more optimistic revenue projections for next year and savings in state government operations would account for two-thirds of the difference between the state Department of Finance revenue projections and the legislative analyst’s forecast. A remedy for dealing with a two-year, $10-plus billion drop in Proposition 98 funding would account for the rest of the disparity. In a news conference, Newsom chided the “ready, fire, aim” projections of the news media and others for assuming a more dire financial outlook without the latest data.

    Many districts, nonetheless, will face financial stress. More than two-thirds are facing declining enrollment, which will lower their share of state funding. And the 1% inflation adjustment for 2024-25 will not cover cost increases and, for some districts, negotiated staff raises. Districts are receiving an 8% cost-of-living adjustment this year, down from a 13% bump in 2022-23.

    Newsom’s January budget will now undergo six months of negotiations with the Legislature over their priorities. Revenue updates by June will reveal whether his optimism will hold up, and what the Legislature must do if it doesn’t.

    Newsom reiterated that the state would uphold its education commitments to schools using record post-Covid revenues. These include the addition of transitional kindergarten and appropriating $8 billion combined to create community schools and add summer programs and after-school hours for low-income students.  These would continue to be funded at promised levels.

    Also surviving is an additional $300 million for the state’s poorest schools. The governor said that this proposal, known as an “equity multiplier,” is also a high priority by the California Legislative Black Caucus. Another priority that Newsom mentioned is funding for the UCLA Ralph J. Bunche Center for African American Studies.

    “In the face of a large deficit, it’s reassuring that the governor committed to maintaining his transformative investments in education, including community schools, universal TK, and the equity multiplier,” said John Affeldt, managing attorney for the student advocacy nonprofit Public Advocates. “That the governor particularly called them out with a ‘don’t touch’ message to the Legislature indicates he’ll fight hard to maintain them.”

    New ideas for mitigating student absences

    Despite $6 billion in one-time state funding for post-pandemic learning recovery, chronic absences soared to 30% in 2022-23 and remained high last year. Statewide post-pandemic test scores also plummeted in math and English language arts in 2022-23 statewide and almost remained flat last year.

    Recognizing that students can’t learn when they aren’t in school, Newsom is proposing changes in the law that will allow school districts to provide attendance recovery programs in response to chronic absences and loss in learning because of floods, wildfires and other climate conditions. Districts, in turn, would benefit from offsetting revenues lost from student absences. The new law would specify that districts could fund Saturday programs and intercessions to respond to students with many absences.

    Districts would be required to offer students access to remote instruction, including enabling families to enroll in neighboring districts “for emergencies” lasting five or more days. A budget trailer bill will spell out details, including whether students could seek tutoring under this option.

    The budget calls for $6 million to research hybrid and remote learning and develop new models.

    “We have to use the experiences of recent years to think forward for ensuring that kids can gain access to the learning and instructional opportunities that they deserve,” said Hedy Chang, founder and executive director of Attendance Works, a group that tracks chronic absenteeism.

    Addressing a teacher shortage

    Newsom also proposes to relax some requirements to become a teacher, due to a persistent teacher shortage. Teacher candidates will no longer have to take a test or coursework to prove they have the basic skills to earn a credential, according to the state summary of the budget. The state will now recognize completion of a bachelor’s degree as satisfying the basic-skills requirement.

    Currently, teacher candidates must pass the California Basic Educational Skills Test, a combination of other tests, or complete specific coursework to prove they have the basic skills to teach. The CBEST tests reading, math and writing skills and is usually taken before a student is accepted into a teacher preparation program.

    The governor’s budget calls for streamlining the process of credentialing aspiring arts teachers in response to the passage of Proposition 28, the groundbreaking arts education initiative. It directs the Commission on Teacher Credentialing to create a new Elementary Arts and Music Education authorization for career technical education teachers. This pathway currently only exists for secondary education, and many arts education advocates have pressed to expand it to elementary school classrooms.

    “Governor Newsom’s proposal is an important step in the right direction,” said Austin Beutner, the former superintendent of Los Angeles Unified School District, who authored Proposition 28. “The money from Prop 28 is the enabler, but students will only benefit when schools use it to hire great arts teachers in all grade levels.”

    The budget summary also refers to several other proposals that will make it easier to become a teacher, although it offered no additional details about those proposals.

    The budget proposal also includes:

    • $20 million as the first step toward implementing the long-debated math framework that the State Board of Education adopted last July. A county office of education would be chosen to work with math experts and nonprofits to train math coaches and leaders, who in turn would teach high-quality instruction. State law would spell out that existing state learning loss funding should focus on teacher training in math.
    • $5 million to increase support for the California Cradle-to-Career Data System.
    • $122 million to increase funding for universal school meals.

    The budget contains good and bad news for districts seeking immediate funding for facilities. Newsom would reduce the General Fund by delaying $550 million for new and retrofitted facilities for adding transitional kindergarten. And he proposes to cut $500 million he committed to the state School Facilities Program, which has run out of state funding. However, Newsom committed to negotiate a multibillion-dollar school facilities bond with the Legislature for the November 2024 ballot.

    Questions on the size of the bond needed to win voter support and whether it should include higher education must be answered, Newsom said. “All that’s being worked on, but a real issue to address is that we’ve exhausted the previous bond, and it’s important to advance a new one.”

    Higher education

    In 2022, Newsom made agreements with both UC and CSU to give annual 5% base funding increases over five years in exchange for increasing enrollment and improving graduation rates.

    Under his latest proposal, UC and CSU would borrow a combined $499 million this year — $258.8 million for UC and $240.2 million for CSU. That includes this year’s 5% increase for the systems as well as $31 million for UC to increase enrollment of resident undergraduate students.

    If lawmakers agree to Newsom’s plan, the two systems would receive two years’ worth of 5% budget increases in next year’s state budget to make up for this year’s deferrals.

    “These decisions will position our state and its students for a prosperous future once budgetary challenges subside,” Michael Drake, UC’s systemwide president, said in a statement Wednesday. “During economic downturns, the University of California’s role in California’s economic development is even more important, and we are grateful to state leaders for their visionary leadership and commitment to maintaining the funding compact.”

    Cal State Chancellor Mildred Garcia said that given the state’s financial challenges, the governor’s plan acknowledges his financial commitment to CSU students while also attempting to address the state’s budget situation. But the proposal also puts the system in a precarious position. 

    “This proposal would deliver the same level of funding per fiscal year as originally outlined in the compact, although with additional risk to the CSU if the state’s budget condition further erodes and the state cannot fulfill this restructured commitment,” Garcia said. “We will explore our funding options to advance compact-related goals during the one-year delay and will proceed with financial prudence as we review the impacts and implications of this budget proposal.” 

    Newsom’s spending plan would not fund a significant expansion of the Cal Grant, the state’s main financial aid program. He and lawmakers agreed in 2022 to overhaul the Cal Grant beginning in 2024-25 by simplifying the awards and extending eligibility to more students, but only if state revenues were sufficient to do so. With the state facing a shortfall, the governor is not committing funding to that expansion, though negotiations on the issue are expected to continue through the spring. A spokesperson for Newsom’s Department of Finance said Wednesday that the department will wait until May to make a final determination.

    Newsom also proposed doing away with a program that would provide interest-free loans to colleges and universities to build affordable student housing. In total, that would save $494 million for the state’s 2024-25 budget: $194 million that was appropriated last year plus $300 million this and every year through 2028-29.

    Mike Fong, chair of the Assembly’s higher education committee, said in a statement that he’s disappointed that Newsom proposed eliminating the Student Housing Revolving Loan Fund and didn’t include funding to reform the Cal Grant. 

    “We must continue to find new ways to increase accessibility to higher education, especially for our most vulnerable communities who need these vital resources to complete higher education,” Fong said.

    Early education   

    The budget largely holds steady for early education and child care. It maintains ongoing funding for the newly expanded transitional kindergarten program for 4-year-olds and earmarks $1.7 billion toward long-awaited increased pay for child care providers. It also continues to gradually add subsidized child care slots, with about $2 billion going to fund about 146,000 new slots to be filled by 2024-25, toward an ultimate goal of 200,000 new slots.

    “Overall, the proposed budget stays true to the historic investments California has made in pre-K and child care,” said Scott Moore, head of Kidango, a nonprofit organization that runs many Bay Area child care and preschool centers. “Yet schools and child care providers are struggling to expand due to a lack of staff, facilities funding, and post-pandemic challenges. We must do more now to support this growth, otherwise low-income babies and preschoolers will be left out.”

    The crowds were larger and more animated at the No Kings rallies than on Constitution Avenue, where Trump summoned up a parade in honor of his 79th birthday.

    Yesterday evening, I saw tweets comparing the demeanor of the American service members to their parade counterparts in Russia, North Korea, and China. The soldiers in other countries marched in perfect symmetry, with not an eye or a boot out of place. The Americans seemed to be strolling. The tweets were meant to mock us. Some were posted by someone in another country. I responded, “Those Russian troops in perfect formation have not been able to beat Ukraine in three years. If they engaged American troops, our army would kick them all the way back to Moscow.”

    Anand Girihadaras wrote a wonderful reflection on the same videos:

    The country that invented jazz was never going to be good at putting on a military parade. It was never going to be us.

    In the wake of Donald Trump’s flaccid, chaotic, lightly attended, and generally awkward military parade, a meme began doing the rounds. Its basic format was the juxtaposition of images of the kinds of parades Trump presumably wanted with the parade he actually got.

    Over here, thousands of Chinese soldiers marching in perfectly synchronized lockstep; over there, a lone U.S. soldier holding up a drone. Over here, North Korean legs kicking up and coming back down with astounding precision; over there, a dozen U.S. soldiers walking somewhat purposelessly through Washington.

    Trump’s biggest mistake was wanting a military parade in the first place. The United States military is not a birthday party rental company. Any therapist will tell you that no number of green tanks on the street is enough to heal the deep void left by a father’s withheld love.

    But, setting aside the wisdom of wanting a military parade, there is the issue of execution. Even if you’re going to do the wrong thing, do it well. Do it with flair. With the most powerful military in history at his disposal, Trump couldn’t even pull off a decent parade.

    But I’m here to say it’s not his fault alone. It’s hard to wring a military parade of the kind he dreamed of from a people free in their bones.

    You see, it is a good thing not to be good at some things. The great beauty of his terrible parade is the reminder that Trump is waging a war against the American spirit, and this fight he is struggling to win.

    No matter how much money and effort you throw at the parade, you cannot escape the fact that America is not the country of North Korean unity. We’re the country of Korean tacos.

    The Korean-American comedian Margaret Cho once described those tacos, as made famous by the chef Roy Choi, of similar heritage, thus: “There were so many things happening: The familiarity of the iconic L.A. taco, the Korean tradition of wrapping food, the falling-apart short rib that almost tastes like barbacoa, the complementing sweetness of the corn tortilla.” Korea running into Mexico, running into North Carolina, and beyond. Today on the website of the Kogi food empire that Choi built, these are some of the recipes: a Korean barbecue pizza, a Korean Philly cheesesteak, a kimchi fried chicken sandwich, a Korean gyro, and Korean pulled pork nachos. I may be wrong, but here is my hypothesis: the kinds of places good at putting on parades like North Korea’s will never come up with food like this; and the kinds of places good at making food like this will never rival the give-me-synchronicity-or-give-me-death parades of places like North Korea.

    America is not the country of perfectly synced swinging arms. It’s the country of “It Don’t Mean a Thing (If It Ain’t Got That Swing).” That song, by the legendary Duke Ellington, belongs to a genre of music that could only have been invented in America — jazz. As the documentarian Ken Burns explained, jazz was born in New Orleans when and because people from so many heritages were jammed together — the sounds of Africa and the sounds of Appalachia and the sounds of Germany and the sounds of indigenous people colliding to make something new. It was never scripted, always improvisational. Ellington himself made the connection to democracy:

    Put it this way: Jazz is a good barometer of freedom…In its beginnings, the United States of America spawned certain ideals of freedom and independence through which, eventually, jazz was evolved, and the music is so free that many people say it is the only unhampered, unhindered expression of complete freedom yet produced in this country.

    I may be wrong, but it seems to me societies that have the thing Trump wanted in his parade don’t got that swing, and societies that got that swing don’t have the thing he craved.

    America is not a country of uniformity, even in its uniforms. It’s a big multicolored mess.

    What is striking in the images of Chinese and North Korean and Iranian parades is the uniformity, right down to the uniforms themselves. The soldiers are often seen wearing the same thing. It gives the kind of picture Trump likes. But the images this weekend were not like that at all. In America, different units wear different uniforms. Images from the parade this weekend showed one uniform after another. The military is not a monolith. It is made up of units with their own histories and traditions and identities and loyalties. There are rivalries and competing slogans.

    I may be wrong, but I would wager that societies that have first-rate matchy-matchy uniform aesthetics may look good but fight wars mediocrely, and societies that allow for variety and diversity may give less pleasant aerial shots during parades but fight wars better.

    Today is ten years to the day since Trump came down the escalator and changed the course of the country and, in so many ways, changed us. It is a moment to think back and think of how much coarser, uglier, crueler the nation has become in the hands of an unwell man. The daily drumbeat of abductions and cuts and eviscerations and illegal actions and sadistic policy ideas slowly corrodes the heart. We are being remade in Trump’s sickness.

    And yet. And yet what the parade reminded me is that Trump, in one regard, at least, faces steep odds. His project depends on turning Americans into something we are deeply not: uniform, cohesive, disciplined, in lockstep.

    But we are more hotsteppers than locksteppers. We are more improvised solo than phalanx. We are more unruly than rule-following. Trump has a lot working in his favor as he seeks to build a dictatorship for his self-enrichment. But what will always push against him is this deep inner nature that has stood through time: the chaotic, colorful spontaneity of the American soul. We don’t march shoulder to shoulder. We shimmy.

    Advocates, education leaders speak out on Newsom’s initial plan for state budget

    This week, Gov. Gavin Newsom presented the first pass on the 2024-25 state budget.

    It includes his ideas for addressing an $11 billion drop in funding for TK-12 and community colleges and a larger projected general fund deficit affecting child care and higher education.

    We asked a cross-section of education leaders and advocates for their initial impressions of the governor’s proposals.

    Their contributions reflect diverse perspectives on education, from preschool through CSU and UC.

    What follows are excerpts of conversations and public statements. We will seek other voices as budget negotiations between Newsom and the Legislature, tempered by revenue updates, continue through the budget’s passage in June.

    “We are deeply concerned about the governor’s proposal to lower teacher requirements to address teacher shortages. Parents want, and their children deserve, highly qualified educators, especially in the face of pandemic-related learning loss and alarming literacy rates among third graders. 

    Lowering standards would be inconceivable in addressing shortages in the nursing and medical professions. Instead of lowering standards, parents would support better incentives for teachers, improved working conditions, and investments in teacher training programs so that “lowering requirements” stops being the go-to measure. 

    We urge the governor to prioritize the long-term well-being of our students by maintaining rigorous qualifications for educators.”

    “The governor’s budget presented a $38 billion deficit over a three-year span, and he has staved off steep cuts. Not saying that there aren’t some cuts to education, but steep cuts to education didn’t happen, demonstrating that public education is a priority for him, which we appreciate.

    The budget doesn’t address some of the issues that we need to address in education — the staffing crisis, as well as student services that we need to increase in support of all of our education system. And when I talk about public education, I’m talking early childhood through the university system. So we have housing issues for our students at the higher ed level as well as other student support services at the K-12 level.

    We’re the fifth-largest economy in the world. We should have an equivalent education system that matches being the fifth largest economy in the world. We don’t have that. And so we believe that legislators and the leaders and the governor need to be bold and take action. Taxes or revenue should not be taken off the table. That’s the only way to achieve what we think is a fully funded education in California.”

    “We see housing investments, especially affordable student housing investment programs, as the different side of the same coin on college affordability. On one side, you have those direct drivers of cost — housing, books, supplies. On the other side, there is financial aid: how to get dollars into the pockets of students to pay for the drivers of cost.

    If we can’t guarantee investments to help students with housing now or into the future because of the budget situation, and we’re not investing in financial aid, it will be harder for students to afford the continually rising cost of attending college.”

    “Overall, the proposed budget stays true to the historic investments California has made in pre-K and child care. Yet schools and child care providers are struggling to expand due to a lack of staff, facilities funding, and post-pandemic challenges.  We must do more now to support this growth, otherwise, low income babies and preschoolers will be left out.”

     “Although still somewhat skeptical, many in the education world must be sighing in relief with the governor’s budget. We had been expecting the worst since the (Legislative Analyst’s Office’s) economic forecast. The governor’s budget would benefit from historic rainy day funds to address spending levels exceeding revenues generated in 2022-23.

    While they won’t experience mid-year cuts, deferrals, or unfunded COLAs, many districts will nonetheless face the combination of a COLA below 1% and significant declining enrollment. Their reprieve may be short-lived.”

    “The governor presented a budget that is delusional, because he calls for a budget emergency to be declared without declaring the budget emergency. It will require the Legislature to do a bunch of things he’s not willing to do himself. The budget will require further, deeper cuts in Proposition 98 funding, and I don’t believe that when the April personal income tax revenues come out, the state situation’s going to be any better. 

    It will be fascinating to watch what will happen in the Legislature, where nearly one-quarter of the legislators have not had to deal with a budget problem yet. We have a new speaker and new Senate president pro tem, too. We will see what their priorities are. Unfortunately, I think legislators will leave a lot of the hard choices to the local school boards, especially if they have to go back to temporary revenue anticipation notes and other borrowing while the state defers payments.”

    Sara Noguchi, superintendent of Modesto City Schools

    “As California faces a deep revenue shortfall, I’m encouraged that the proposal continues to prioritize the investments that we’ve made over the last five years. Maintaining the Local Control Funding Formula is also encouraging.

    I am interested in the career education master plan and am encouraged by what might come out of that as we expand opportunities for our students to learn about and prepare for the jobs of the future that will fuel our economy in California and beyond. I am pleased that the governor promised to continue the commitment to work with the Legislature for a facilities bond. It is greatly needed, especially as we add another grade with transitional kindergarten.”

    Anya Hurwitz, executive director, SEAL (Sobrato Early Academic Language)

    “Everybody is pleasantly surprised that, at least at this stage, education overall seems to be at less of a dark and awful cliff than what was predicted. I’m appreciative for the governor and his commitment to education and particularly the focus on equity.

    We want to continue to underscore the need to invest in and recognize that multilingual education requires specific attention and focus, and so will continue to beat the drum around the need to prioritize multilingual education and understand that it requires commitment and investment. If we’re ever going to get to the vision of the English Learner Roadmap or certainly the Global California 2030 Initiative, that’s going to require a concerted effort. There’s a lot more work to be done.”

    Josh Hagen, policy director, Campaign for College Opportunity

    “The governor has largely protected higher education from funding cuts. The bottom line is that the funding will be there. It may be through a deferral, it may be coming next year, but that work can ultimately continue, and we’re really grateful for that.” 

    The theme for us (in negotiating with the Legislature) is going to be promoting stability and maintaining those investments.”

    Martha Hernandez, executive director, Californians Together

    “We’re applauding the governor’s commitment to education. We did see a commitment to universal TK, before- and after-school programs and, of course, the equity multiplier.

    There’s a commitment to expanding the teacher pipeline, and we’re hopeful that this also includes the Bilingual Teacher Professional Development grant. We got funding, but we know that with the budget deficit, things can get scooped up, so we’re hoping that it remains in the budget.

    We’re very focused on the math framework. We want to make sure that materials and professional development related to the math framework include access and equity to the math content.”

    Alberto Carlvaho, superintendent, Los Angeles Unified

    “We thank Governor Gavin Newsom for proposing a state budget that protects school funding and continues the course of implementing recent initiatives such as Universal Transitional Kindergarten and universal school meals.

    The revised 2024-25 cost-of-living-adjustment is significantly lower than currently reflected in Los Angeles Unified’s multiyear projection, which will make it more challenging as school districts transition away from the one-time Covid-relief federal funding.  We look forward to working with Governor Newsom and the Legislature to implement fiscal solutions that recognize varying economic realities across the state such as cost of living and inflation, and minimize the impact and disruption to our school communities.”

    “While we recognize the deficit affecting the governor’s budget proposal, we can’t continue the decades-long trend of de-prioritizing California’s kids that has led to alarmingly poor outcomes. Education and early care, from preschool to post-secondary, should be first in line for any increases and last for any decreases. 

    We applaud the governor’s prioritization of child care rate reform, youth mental health, and educational equity through continued investment in LCFF, TK, and higher education compacts. We are, however, concerned with eliminating the 24/7 hotline for youth in foster care, taking back dollars from state preschool, and a low COLA triggering possible teacher layoffs. We look forward to working with the governor and Legislature to restore these cuts and secure California’s investment in its future.”

    “We serve some of the state’s most vulnerable students and always favor bringing an equity lens to funding. We are pleased funding for community schools and expanded learning opportunities, especially following the height of the Covid pandemic, are preserved.  

    There’s a lot of public facilities funding that we’re not eligible for. It would be really helpful to see that SB 740 in particular (establishing annual grants to offset facility costs for charter schools that service a high percentage of low-income students) remains intact.  Not having access to many of the public facilities, bond offerings and various funding streams makes that a critical funding stream for us.”

    “I’d call the governor’s budget proposal “blessedly boring.” We would like to see more on the teacher supply front, especially to streamline California’s Byzantine teacher credentialing mandates in lieu of nickel-and-dime programs that don’t address the needless complexity. 

    We also look forward to seeing the details of his instructional-time proposals. California is stuck in the Stone Age regarding attendance accounting and punishes schools for making efforts to provide more instruction. There are a number of things in current law that make it really hard to provide extra instruction for students. 

    The state is spending a tremendous amount of money funding what we call phantom kids for declaring enrollment protection. In our view, money is increasingly being used to delay inevitable cuts rather than to prepare for action and make the changes needed to adjust to a smaller student population. That money should be redirected into providing additional instruction.”

    “We understand that this is just the beginning of the budget process, but we are pleased and appreciate the governor’s ongoing commitment to our students and transforming TK-12. As the conversation continues and the understanding of resources may change, we hope that that commitment continues. It becomes harder and harder to ensure that we’re protecting and serving our students, in particular our most marginalized students, when it comes to making cuts or deferrals or belt-tightening.

    Our teachers are pleased about the ongoing commitment to invest in a sustainable and diverse educational workforce. And in particular, we are pleased there is a pot of funds for professional development around the new math frameworks. The transformational potential of some of these policy changes requires ongoing investment in the training of support of teachers and educators to implement that change.”

    “We are relieved that Governor Newsom isn’t addressing the state budget deficit by mortgaging the futures of our students of color and multilingual learners. Instead, we appreciate that he has chosen to protect and, in some cases, expand recent leaps forward in educational justice. 

    We appreciate that the governor has chosen to shield and even accelerate several promising TK-12 programs that are on the cusp of benefiting students of color. We are especially glad to see that his budget proposal would rightfully protect the rollout of key TK-12 initiatives (e.g. transitional kindergarten, expanded learning opportunities, and the Golden State Pathways Program) and expand the implementation of the new math framework. We will continue to work with lawmakers to ensure that these equity-centered programs are prioritized. “

    “I am grateful to Governor Newsom that there are no major reductions or pullbacks in vital education programs. By preserving our Educator Workforce Investments, Community Schools Investments, and Learning Recovery Investments, we ensure that our students, families, and educators have what they need to improve literacy, math proficiency, and social–emotional wellness. We are pleased to see the Proposition 98 guarantee slightly up from its projected value but disappointed in the Average Daily Attendance decline, with COLA at .76 percent when it was projected to be at 3.5 percent.

    Even as we tighten our belts in a tough budget year, we refuse to return to the days when children went hungry at school simply due to missing paperwork or a lack of lunch money. We must show moral clarity about the resources our children need to learn, grow, and thrive, and this budget reflects that clarity.”

    “The governor reinforced his commitment to education by funding schools above the Proposition 98 Minimum Guarantee, maintaining the Local Control Funding Formula at existing levels, providing for the full rollout of universal transitional kindergarten, preserving resources for student mental health, safeguarding previous gains in special education funding and signaling support for a potential school facilities bond on the November 2024 ballot. 

    The budget proposal isn’t perfect — we’re concerned to see a cost-of-living adjustment below 1%, reduced school facilities funding, the continued use of unfunded mandates, and a lack of consideration for the unique challenges faced by small, rural and basic aid school districts. Yet, overall, the governor’s decision to tap into the Proposition 98 Reserve and avoid cuts to critical funding for TK-12 schools and early education demonstrates a fairly prudent approach during a difficult budget year.”

    Deficit déjà vu: Revenue whiplash jeopardizes ambitious new programs

    One year ago, we wrote in this space that it was time for an honest conversation about California’s structural budget problems. We noted that despite the record level of education spending the state was planning, the highly volatile nature of state tax revenues could change that good news into bad nearly overnight. Nobody cared.

    That our cries about a falling sky were ignored last year wasn’t surprising. We were writing only a few months after Gov. Gavin Newsom had reported a surplus of nearly $100 billion in the May 2022 revision. And, his January 2023 budget still projected a “nothing to see here” vibe, despite shifting into a modest deficit. Things were looking pretty OK twelve months ago. Now they aren’t, and despite the governor’s optimism, the fiscal situation may be bad for some time to come, which is why we are picking up this conversation again. If you care about the future of California’s schools and students as we do, you’ll agree we need to have a serious discussion about supporting our education investments with stable revenue.

    The Legislative Analyst’s Office identified a $68 billion “budget problem” in its latest fiscal outlook. The even more dire news, however, came earlier, when its revenue forecasters declared that the state had entered an economic downturn in 2022, resulting in a significant revenue shortfall for budget promises made during 2023-24, and persistent deficits anticipated through 2027-28. On a national level, there is talk of a “soft landing” for the economy. In California, the ride looks to be a bit bumpier.

    And predictably, talk of cutting K-12 funding has already started to emerge. We know from the Great Recession that lawmakers quickly cut per-pupil funding, delayed payments to schools, and swapped funding with local governments. We have the Proposition 98 reserve to draw on this time, but the LAO notes that those funds may dry up to get us out of the 2023-24 and 2024-25 budget hole, leaving school districts in a precarious funding situation if the economy worsens.

    But, as they say in the infomercials, “Wait, there’s more.” There has been a significant push from state leaders to develop a “continuous improvement” model for California schools. This has meant a significant financial investment — in the realm of billions of dollars — in the recruitment and retention of teachers, new programs that address students’ social and emotional learning needs, and experiments with “whole child” approaches to schooling by funding programs like community schools. The issue is that funding for many of these programs was one-time only. Ignoring the issue of school funding stability means that the state’s strategy to shift learning paradigms is at risk of losing resources in the coming years.

    The governor just released his draft budget for the 2024-25 fiscal year with the deficit and education funding featuring prominently. It means that while there will be belt-tightening for schools, much of the gap will be closed by delaying funding to a variety of programs, including preschool, transitional kindergarten and full-day facilities grants, and funding for the UC and CSU systems. The strategy appears to be to fund the status quo this year. Draw upon reserves. Delay some funds here, shift a few billion there. And, generally avoid, where possible, cutting back on special projects funded with one-time funds. Then, hope it doesn’t get any worse.

    Notably, the governor’s Department of Finance is projecting a deficit of $38 billion or $30 billion less than the LAO’s figure from five weeks earlier. That isn’t trivial. Part of the explanation is that recent stock market gains contributed to a more positive revenue picture. Major shifts in tax revenue are, as the governor essentially stated, “normal” in California. That is the problem.

    Fixing the state’s structural fiscal problems will be difficult, and all pieces need to be part of the discussion. This includes reforming Proposition 13, accounting for long-term liabilities such as pensions, and broadening the sales tax base to include services. The conversation must include incentives for the state and local governments to save. It could include unconventional elements such as a sovereign wealth fund, or unpopular ones such as a broadly based consumption tax or resurrecting the state’s inheritance tax.

    Taking a hard look at how the state funds education needs to happen. Uneven funding means that strategic investments like continuous improvement become two steps forward and a step or two back, then repeat. If we are serious about transforming California’s schools and supporting students with adequate and equitable funding, we need to start talking —and acting — to secure stable funding.

    California needs to do more to ensure teachers can teach kids to read, national study says

    Despite a newfound national focus on the science of reading, states, including California, aren’t doing enough to support and train teachers to effectively teach literacy, according to a report released Tuesday by the National Council on Teacher Quality

    Thirty-two states have passed laws or implemented policies related to evidence-based reading instruction in the last decade. Despite that, nearly every state could do more to support literacy instruction, according to the report, “Five Policy Actions to Strengthen Implementation of the Science of Reading.

    “While states are rightly prioritizing literacy, they are not focusing enough attention on teacher effectiveness and teacher capacity to teach reading aligned to the science,” council President Heather Peske told EdSource. “If these efforts are to succeed … the state needs to ensure that teachers are prepared and supported from the time that they are in teacher preparation programs to the time that they enter classrooms.”

    The report rated states as strong, moderate, weak or unacceptable, based on whether they have policies to ensure students receive science-based reading instruction that includes teaching them to sound out words, a process known as phonics. Only 12 states, Arkansas, Colorado, Florida, Louisiana, Minnesota, Mississippi, Ohio, Rhode Island, Tennessee, Texas, Utah and Virginia, were rated as strong.

    California received a moderate rating.

    The state gets high marks for setting reading standards for teacher preparation programs, adopting a strong reading licensure test for teachers, and requiring districts to select high-quality reading curricula. California scored lower on whether it requires ongoing literacy training for teachers and on its oversight of teacher preparation programs to ensure they are teaching the science of reading.

    Not all teachers are trained in the science of reading

    While California provides funds to school districts to offer literacy training to teachers, it does not require all elementary school teachers to be trained in the science of reading, as other states do, Peske said, adding that without proper training, teachers often flounder when teaching literacy, despite having access to high-quality instructional materials.

    Effective teaching is critical to improving students’ reading skills. More than 90% of students would learn to read with effective reading instruction, according to the report.

    About 40% of students entering fourth grade in the United States can read at a basic level, according to the research. The latest California test scores show fewer than half of the students who were tested were proficient in reading. These results have not changed much in the past decade. 

    “Why do we see staggering numbers of children, especially children of color and from low-income backgrounds, without fundamental literacy skills? said Denise Forte, president and CEO of The Education Trust. “Because in many districts and schools nationwide, outdated teaching methods and curricula that have been proven ineffective, and even harmful, are still being used.” 

    The report comes as California and other states are renewing their focus on the science of reading, which is based on over 50 years of research that provides a clear picture of how effective literacy instruction can produce a skilled reader, Peske said. 

    Only two of the 41 teacher preparation programs reviewed in California adequately cover all five components of the science of reading, according to the report. The five components include phonics, phonemic awareness, fluency, vocabulary and comprehension.

    California puts renewed emphasis on reading

    But that could change soon. By July 1, California will require teacher preparation programs to provide literacy training based on the science of reading and the state’s new literacy standards. The new standards include support for struggling readers, English learners and pupils with exceptional needs, incorporating dyslexia guidelines for the first time.

    The state is also eliminating the unpopular Reading Instruction Competence Assessment in 2025. It will be replaced with a performance assessment based on literacy standards and a new set of Teaching Performance Expectations.

    “This latest set of standards and TPEs are probably the strongest statements we’ve had about reading and literacy in teacher preparation,” said Mary Vixie Sandy, executive director of the California Commission on Teacher Credentialing. “We are going gangbusters to get them in the field.”

    More than half of the states use outside accreditors to review teacher preparation programs, which researchers say is not ideal. The report includes California as one of those states, but Sandy says that is not the case. Teacher preparation programs in California must be reviewed every seven years by a commission-approved institutional review board made up of university faculty and practitioners across all credential areas, Sandy said. Members are trained on the standards, or have a background or credential in the subject being reviewed, she said.

    Teacher preparation programs that want a national accreditation can choose to use an outside accreditor, but it is not required for state accreditation, Sandy said.

    California should also include data it collects on teacher pass rates on the state reading licensure test as part of the review of teacher preparation programs, Peske said.

    California’s changes to teacher preparation and emphasis on the science of reading were taken into consideration by National Council on Teacher Quality’s researchers when evaluating the state, Peske said. The research was also sent to the California Department of Education at least twice for review. No one at the department said the research was in error, according to the council.

    The council has provided a guide to help states implement and sustain strong reading instruction.

    “Helping all children learn to read is possible when you have teachers who’ve been prepared in the science of reading,” Peske said. “Much like an orchestra needs each section of instruments to come together to successfully create music, states need to implement multiple teacher-focused reading policies that work together to improve student outcomes.”

    One form of cybercrime that businesses encounter on a regular basis that has the capability of crippling critical systems and applications is ransomware. These cyberattacks are highly sophisticated in both their design and their orchestration. The simple act of visiting a webpage or opening an infected file can quickly bring a business to a standstill.

    To mitigate the impact of ransomware threats, proactive security planning is essential. Below are some important best practices you can follow to reduce your attack surface and lower your chances of becoming a target.

    Minimizing Vulnerabilities at the User Level

    Every device used to access your company’s systems or networks is known as an “endpoint.” While every organization has several endpoints that require management, companies with remote employees tend to have a much higher volume that requires regular monitoring and protection.

    With fully remote and hybrid working arrangements increasing the average number of endpoints businesses have to manage, the potential for bad actors to exploit these connections also increases. 

    To mitigate these risks, the organization’s perimeter security needs to be thoroughly evaluated to identify and protect any potential entry points. After this is accomplished, companies can use a combination of Endpoint Detection and Response (EDR) systems and access control measures to reduce the chances of unauthorized individuals posing as legitimate users.

    Additionally, enforcing personal device usage policies is also essential to improving cybersecurity posture. These policies outline specific measures that employees should follow while using personal devices to conduct company business. This may include avoiding open public internet connections, locking devices when unattended, and updating software and firmware regularly.

    Educating Your Team on Password Best Practices

    Your employees are key assets to preventing ransomware attacks, even if they don’t realize it. Using weak login credentials, coupled with limited password management practices, leads to a high probability of organizational security becoming compromised.

    As convenient as using easy-to-remember passwords may be for a user, businesses need to educate employees and enforce certain best practices when maintaining company credentials. Establishing strong password protocols is essential to maintaining security. Employees should be required to update their credentials periodically throughout the year and avoid reusing passwords across multiple platforms to reduce the risk of compromise.

    Building a Reliable Recovery System

    Creating regular copies of databases and infrastructure configurations is a critical step to increasing the digital resilience of any organization. In the event that your operations face a malicious attack and assets become encrypted, reliable backups help you to bring your systems back online more efficiently. While system restoration may still take some time, it is a much more reliable solution than trying to pay a ransom demand.

    A widely recognized guideline for structuring your backup strategy is the 3-2-1 rule. This recommends:

    • Always keep three up-to-date backup files of critical data
    • Use two different storage formats (internal and/or external)
    • Keep at least one copy of the data stored outside your business infrastructure

    Following this advice reduces your chances of all backups being compromised during an attack and improves your chances of successful recovery.

    Creating Secure Zones Within Your Infrastructure

    Decentralizing your network into smaller segments helps when containing the rapid spreading of ransomware. This ensures that a compromised system doesn’t automatically allow a bad actor to freely navigate the entire system. Creating secure network zones helps to limit potential damage and gives response teams more time to address the issue.

    Strict user access management is also important for reducing your risk exposure. These measures restrict the amount of open access a person has to a system at any given time. This makes it easier to track access levels if employees leave the company and minimize the amount of data exposure with all employees.

    Improving Security Through Proactive Testing

    As your organization grows, there becomes a need for additional security protections as your digital footprint expands. Still, it’s important to remember that the measures you put in place won’t necessarily stay as effective over the long term. This is why proactive security testing is so important.

    However, for many companies, trying to find security weaknesses across a larger underlying infrastructure can be very resource-intensive. Penetration testing services are a great way to help address this challenge.

    Pentesting can help organizations identify where various security mechanisms may be failing. By conducting simulated attack scenarios, these ethical hacking teams isolate critical weaknesses that can lead to a data breach. Once receiving a report back from the team, organizations can then prioritize filling high-priority security gaps that could lead to increased attack susceptibility or costly data security and compliance issues.

    Maintaining Compliance and Building Customer Trust

    Aside from operational disruptions, ransomware can lead to compromised client and customer data security, which can cause serious legal and reputational harm.

    Using strong encryption on all of your critical company data is imperative for reducing this risk. This process makes it difficult for any unauthorized person to access information without the necessary encryption keys. While this step may not eliminate all chances of data being accessed, it will go a long way in preventing the illegal trading of this information on dark web markets. 

    When trying to maintain customer trust, it’s also important to remember that although there is a greater reliance on AI-powered security systems, certain regulatory and ethical considerations need to be taken into consideration. This includes being transparent with customers regarding how these solutions may use their data and how their information will stay protected.

    Build a Stronger Defense Against Ransomware

    It’s important to maintain a proactive approach when protecting your business from ransomware threats. By following the provided guidelines, you’ll ensure that your organization is less susceptible to these attacks moving forward and that you have effective response plans in place to help you recover if necessary.

    Little-known academic renewal policy offers students a second chance

    The most stressful time in most people’s academic careers is their first year of college. The transition from the routine of high school is suddenly over.

    An entirely new level of freedom is afforded to us, and quite frankly, even that can be overwhelming. You might suddenly miss a class or two and no one will phone your home, and it’s enticing to view college as a chance to catch up on socializing. All this can cause students — especially those in community colleges where material isn’t always as rigorous — to make the mistake of not putting adequate effort into education the way they should. 

    So, what happens when students hit a snag in the road during their collegiate start?

    For myself, there was something else that affected my ability to put my best foot forward in classes. I was diagnosed with ulcerative colitis just as I began my next chapter in my educational journey. I couldn’t help but feel like my world was crashing down.

    This illness can create frustrating pain at times we cannot predict. Attending classes, much less focusing on the material, sometimes felt impossible. My grades faltered as I tried to manage my social life, treat my illness and balance a full load of classes.

    My first few semesters in community college featured the dreaded W, or withdrawal, and even a pair of F’s. I immediately knew transferring was unlikely, so I decided to take some time off. Maybe college wasn’t for me. I was forced to put dreams aside and try to find work; and given the price of medication and doctor visits, it wasn’t a bad idea. So I dropped out, and for a time I thought I’d never have a chance to earn a degree.

    Then came the Covid pandemic, and with it, work and school from home.

    The opportunity to take online courses was enticing, even though I assumed transferring was out of the question given my academic record.

    I decided to email an adviser at my local community college, just to see what could be done to transfer despite my less-than-stellar transcripts. 

    To my surprise, I learned about the little-known academic renewal policy. It allows community college students who have taken two years off to apply to have a limited number of units cleared from their GPA. It will remain on their records to give potential four-year universities a fuller picture of their efforts, but if you can return to classes and start hitting the ball out of the park, there is a chance to rebuild your academic career.

    According to the California Community Colleges, academic renewal was first introduced in 2008.

    It gives students a chance to petition to have D’s and F’s removed from their GPAs, but they must first earn a certain level of passing grades to start the process.

    Ultimately, the work still must be done by the student. You are not guaranteed success by wiping a few W’s and F’s from your GPA, but the opportunity to have a second chance in education can uplift those who face illnesses, economic hardships or other unforeseen circumstances.

    Your first semester in college should not follow you forever. And thankfully, the state’s community college system understands this.

    When I filled out the academic renewal application with my adviser, I didn’t expect much. But to my surprise, they were very helpful in ensuring that my plan to take the appropriate courses to transfer to colleges of my choice was possible. 

    What followed were four semesters of the hardest work I have ever put in. I came back as a student on a mission to attend class as often as possible, ask questions to professors, get involved in study groups and even be a teaching assistant. My illness had thankfully gone into remission, and for once I felt like I could be a student.

    Thanks to my advisers, professors and fellow students, I transferred to my dream university.

    However, I do wish this renewal process were more widely advertised because not all students who have initial struggles in their academic careers will reach out to advisers. Community colleges can and should find better ways to ensure students understand there are second chances through what appears to be a little-known process.

    Students across the state should know about academic renewal. It can be the difference between giving up on getting a degree or achieving your goals.

    White and male college leadership fails to reflect California’s racial, ethnic diversity

    With some of the most racially and ethnically diverse student bodies in the country, California’s public community colleges and universities fail to mirror its students in teaching and leadership positions.

    White men dominate the leadership positions within the University of California, California State University and California Community College systems, even as two-thirds of undergraduates across the state identify as Latino, Black, Asian or Native Hawaiian and Pacific Islanders, according to a new report released Tuesday by the Campaign for College Opportunity. 

    Notably, the three systems are each led by a person of color: a Black man at UC, an Afro-Latina at Cal State and an Indian-American woman at the community colleges, but the report highlights that those leading academic senates, tenured positions, departments and senior administrative positions are disproportionately white and male. 

    Seeing instructors, staff members, administrators and presidents from diverse backgrounds on college campuses has been shown to help all students perform better academically, the campaign’s research shows.

    “I have often found a disheartening lack of representation while going to school, particularly as a STEM major,” said Casey Chang, an environmental science major at Mission College in Santa Clara. “I’ve had a few professors who are Asian American men, but navigating higher education as a woman of color has been difficult. I have yet to take a class with a female Asian American professor, and it feels like my identity has been left out.”

    Chang spoke at an event Tuesday evening hosted by the campaign about the report.

    Autumn Alaniz-Wiggins, a student at Chico State University, said she was excited to study nutrition, access and food justice at the school. But when she started her classes, she found that instead of learning about the intersection of systemic racism and food swamps, her instructors focused on the benefits of kale and quinoa.

    “It became clear to me that the absence of diverse identities in faculty and leadership positions hindered us from equitable student access,” she said. And for a year, Alaniz-Wiggins dropped out of college. That is, until she met her first Black faculty member at Chico State.

    “He taught culturally relevant courses and even hired me as a research assistant where I became published through a study on nutritional knowledge and (low-income) students,” she said. “For the first time, I was getting the support that I needed from the start.”

    For the Campaign for College Opportunity, improvement is too slow.

    “California’s public colleges and universities as well as our governor and Legislature have prioritized and invested in efforts to increase the representation of faculty and college leaders, but the work is, at best, happening at a pace that is far too slow or at worst, only paying lip service to the values of diversity, equity and inclusion,” said Michele Siqueiros, president of the Campaign for College Opportunity. Despite small increases in the racial and ethnic diversity of faculty and college leadership, “troubling gaps” remain, she added.

    The report found that while there have been improvements in gender and racial representations since the campaign’s first report in 2018, the state’s public universities still need to improve diversifying their leadership positions. For example, Latino, Black, Asian, Native Hawaiian and American Indian professors are underrepresented among the tenured and tenure-track faculty groups across the community colleges, UC and CSU systems. 

    The UC system

    There are few Latino faculty members in the UC system, and only 8% of them are tenured or on the tenure track. Among Black faculty, only 3% are tenured or on the tenure track. 

    Only eight of 117 campus leaders in the UC system are Latino, compared with 25% of UC students who identify as Latino, 39% of all Californians and 49% of Californians aged 18 to 24.

    When it comes to women in leadership, only two of the nine undergraduate campuses are led by women, despite 54% of undergraduate UC students identifying as women.

    The Cal State system

    Only 10% of Latino faculty across the 23 CSU campuses are tenured or on the tenure track. 

    The report also found that the CSU’s academic senate is also overwhelmingly white. Seventy percent of the Academic Senate and 64% of the campus-wide academic senate members are white, despite white students comprising 21% of the undergraduate student body.

    California’s community colleges 

    Only 18% of Latino faculty across the state’s 116 community colleges are tenured or on the tenure track. Among Black faculty, only 4% are tenured or on the tenure track. 

    Asian and Native Hawaiian-Pacific Islander students comprise 14% of the state’s community college students, but only 8% of campus or district leaders are Asian or Native Hawaiian. 

    California Community Colleges Chancellor Sonya Christian said she’s optimistic that in five years students will see an increase in diverse leadership across the 116 campuses.

    “Tenure happens at the discipline level, not only at the college level,” she said. “As system leaders, we need to set the expectations and shift the mindset.”

    Unfortunately, too often during the hiring process, people give arguments about not diminishing standards in the pursuit of diversity and equity, but “those are all false arguments,” Christian said. “We need to focus on what the data shows like the (report).”

    UC President Drake said one way to improve the diversity of leadership positions is to encourage the diverse students within the three higher education systems to pursue careers in academia “through graduate school, to the junior faculty, to tenured faculty and to our leaders,” he said. “Those things are evolutionary and they take time. But all the energy’s moving in the right direction.”

    Cal State Chancellor Mildred Garcia, hired at the end of last year, said she’s already starting to hold the 23 campus presidents accountable when it comes to making diversity, equity and inclusion a priority.

    “We have to remember belonging because students do not understand our campuses,” she said. “What are you doing about your staff? And your senior team?”

    But Garcia said campuses should also address the unconscious bias that happens on search committees. The UC system, for example, uses equity advisers in its hiring searches to guarantee a diverse and equitable pool of candidates, Drake said.

    There have been some pockets of improvement in closing racial and gender disparities across the three systems. For example, Black Californians are represented in both tenured and non-tenured faculty positions in the community colleges at 6% for both groups, according to the report, which reflects the state’s Black population. 

    The share of tenured and tenure-track professors who are women has increased from 33% to 40% in the UC system and from 47% to 49% in the CSU. About half of CSU presidents are women and more than half of the CSU board of trustees identify as women. CSU presidents are also racially diverse, with 12 of 23 campuses led by Latino, Black, Asian and Native Hawaiian or Pacific Islander leaders. 

    Women also lead 52 of the 116 community college campuses, and 49% of presidents in the two-year system come from diverse backgrounds.

    The campaign also recommended requiring all three public college systems to submit a bi-annual analysis of their leadership, faculty and academic senate diversity, and encouraged the Legislature to build a statewide fund that would help the colleges in recruitment, hiring and retention. The campaign also recommended that college presidents be willing to restart searches if their applicant pools don’t have an adequate number of competitive candidates from diverse backgrounds.

    Fresno Unified searches for ways to improve student, pedestrian safety

    As students waited for a bus in front of Roosevelt High School last September, a vehicle crashed into the bus stop, injuring 11 of them. The next day, a mom was walking her four children to school when a driver ran a traffic light, hitting the mom and dragging one of her children. They were using the crosswalk.

    These incidents represent a few of the many accidents involving students or pedestrians being hit by vehicles on or near Fresno Unified campuses between August and December. 

    “Those are the ones that made the news,” said Amy Idsvoog, executive officer for health services, safety and emergency response for Fresno Unified School District. 

    Many more incidents never made the news but can still be traumatizing for students and families, causing them to live in fear over their safety when getting to or leaving school. 

    “We saw a need even last year to try and do something,” Idsvoog said. 

    Fresno Unified district leaders, Idsvoog said, first noticed an uptick in the number of students being hit by cars in the 2022-23 school year when there were 17 incidents, including a death in October 2022. In the aftermath of the student’s death, board member Andy Levine acknowledged “the reality that our students are not safe when they step right off of campus,” and that the district needed to “make sure that never happens ever again.”

    Despite the district’s efforts to improve pedestrian safety, Fresno Unified is recording double-digit numbers of incidents for the second consecutive school year — nearing 20 incidents this school year with about six months of school remaining.  

    Fresno Unified, the state’s third-largest school district, with about 70,000 students, is trying to curb the frequency of accidents involving students being hit by vehicles by teaching students about pedestrian safety, displaying banners and materials on campuses and educating the wider community on the importance of the topic. 

    “It just seems to be something that is not stopping,” Fresno Unified Superintendent Bob Nelson said in late September after a student on her way to school was hit by a vehicle. “It just can’t continue to happen to our kids. Our kids deserve to be safe as they travel to and from school.” 

    Now the school district is working to implement the Safe Routes to School initiative to address pedestrian safety. 

    Fresno-area districts, organizations launched a campaign last school year

    Fresno Unified’s 17 vehicles vs. student/pedestrian incidents in the 2022-23 school year was up from seven in 2018-19, nine in 2019-20 and four in 2020-21. The district had zero reported incidents in 2021-22, when all students returned to in-person learning following the pandemic. 

    But there’s not a sole explanation for the increased number of incidents, Idsvoog said. 

    She explained that among many factors, possible causes include pedestrians not using crosswalks or doing so incorrectly, drivers not paying attention to a stop sign or traffic light in a school zone, as well as parents dropping students off in the middle of the street, rather than in a drop-off zone. The district has also seen a rising number of cases involving student drivers, including four this school year. 

    “No one can exactly come up with why yet,” she said. 

    Idsvoog said she learned from the Council of the Great City Schools, a coalition of 78 of the nation’s largest urban public school systems, that school districts across the nation have not found the answer either. 

    Nationally, some school districts have tried different methods to address pedestrian safety, including buying $20,000 speed monitoring displays, Idsvoog said. (Fresno Unified has at least two dozen schools with speed monitors requiring a battery replacement.) As of Jan. 1, thanks to new legislation across the state, six California cities will install automated speed cameras in school zones

    “I think everyone is trying to address the same problem,” Idsvoog said. “I don’t think there’s this magic ticket yet that says, ‘This is what you do.’”

     In April 2023, Fresno Unified, the Fresno County superintendent of schools, Central Unified, Clovis Unified, Sanger Unified, the Fresno Police Department and the city of Fresno launched Street Smart, a joint pedestrian safety campaign. 

    “They all wanted to get the message out and, hopefully, have a stronger impact on the community,” Idsvoog said. “But we know there’s more that has to be done.” 

    ‘It’s not enough’ 

    Despite the multi-agency campaign and other efforts, the number of incidents involving students or pedestrians being hit by vehicles on or near campus has remained stagnant in some districts.

    Central Unified, a district in Fresno that participated in the Street Smart campaign, reported one incident this school year of someone being hit while crossing the street near a school — a number that has not changed from the previous school year.

    The district has continually invested in crossing guards, monitored signage and crosswalk painting needs and advocated for infrastructure improvements, including a High-intensity Activated crossWalK (HAWK) grant near Herndon-Barstow Elementary, a four-way stop near Teague Elementary and additional sidewalks, according to a district spokesperson. 

    So far this school year, between August and Jan. 9, Clovis Unified has recorded 18 incidents of a vehicle striking a pedestrian or bicyclist in contrast to eight incidents last school year. No injuries were reported either year, said district spokesperson Kelly Avants.

    Still, the district continues to focus on pedestrian safety, Avants said, citing crossing guards at busy intersections, reminders to families to follow traffic laws and education of students and the community. 

    Fresno Unified also “isn’t there yet,” Idsvoog said about numbers continuing to rise year after year. As of Friday, the number of students hit as they traveled to or from school stood at 17 — already matching the total at the end of the last school year. 

    In the spring 2023 semester, Fresno Unified launched an age-appropriate pedestrian safety curriculum, which is available again this school year. The school district even sought additional volunteer crossing guards and conducted community outreach about pedestrian safety. 

    Idsvoog said that Fresno Unified’s education and outreach efforts to address pedestrian safety are not “enough to resolve the problem.” 

    “Everything we’re intending to do is still not enough,” she said. “It’s not enough because we’re not seeing a decrease in incidents.” 

    Safe Routes to School initiative

    The Safe Routes to School initiative pilot is assessing 15 schools in Fresno Unified, representing the seven high school regions: 

    • Bullard High 
    • Hoover High 
    • McLane High 
    • Roosevelt High 
    • Duncan High 
    • Cooper Middle
    • Computech Middle 
    • Kings Canyon Middle
    • Scandinavian Middle 
    • Tioga Middle 
    • Wawona K-8
    • Herrera Elementary 
    • Lincoln Elementary 
    • Roeding Elementary 
    • Vang Pao Elementary 

    Also a part of the Safe Routes to School initiative are community meetings.

    The next meetings will be at the Roosevelt High School cafeteria on Jan. 18 and at the Bullard High cafeteria on Jan. 22. The meetings run from 5:30 to 6:30 pm. 

    That’s why the district started the Safe Routes to School initiative this school year. 

    Through a pilot at some of the district’s schools, Toole Design — a company that assesses city infrastructure, develops pedestrian safety programs and improves school arrival and dismissal —  is assessing students’ routes to school.

    The assessments will help Fresno Unified find school and district practices to create safe routes to school for all students, whether they are using a scooter, walking, biking or being dropped off, Idsvoog said.

    Identifying the routes that students use to travel to and from school each day will allow the district to evaluate whether changes should be made. 

    In choosing the piloted campuses, the district considered whether students had been hit there, whether bus accidents had occurred and the proximity to another school. Idsvoog said the district hopes to assess 15 more schools next year through grant funding.

    The assessments will also determine how the city might be able to help the district. 

    For example, Herrera Elementary, Fresno Unified’s newest school, between Storey Elementary and Terronez Middle, has no curbs or sidewalks on one side of the school. 

    Besides creating safe routes for students, the assessments can lead to district events continuing the community’s education on the importance of pedestrian safety. 

    Such events, Idsvoog said, could help reduce incidents and extend dialogue and awareness. 

    What FUSD can learn from other districts that implemented initiative

    San Juan Unified, a 40,000-student district with 64 K-12 schools, implemented the Safe Routes to School initiative to address pedestrian safety. Located in Sacramento County, San Juan Unified comprises incorporated cities as well as communities such as Citrus Heights and Orangevale.

    In partnership with the nonprofit organization Civic Thread, the district developed classroom presentations, demonstrations and other activities on pedestrian safety, according to Natalee Dyudyuk, community safety specialist and Safe Routes to School coordinator in San Juan Unified. 

    The demonstrations encompass a pretend intersection with stop signs, traffic lights and crosswalks; student volunteers act out what happens when “safe crossing skills” learned in the presentation are used or not, Dyudyuk said. 

    Following the demonstration, groups visit a crosswalk near the school to practice their skills, she said. 

    “As I always like to mention to the students, the drivers on the street are not paid actors,” Dyudyuk said about the effectiveness of the real-world scenario. “They are folks who are driving throughout the community, trying to get from point A to point B. It’s a great way to practice because you don’t ever quite know how those drivers are going to react to our presence there.” 

    For its educational activities, the school district hosts bicycle rodeos, helmet giveaways and walk- or bike-to-school days, with students forming a “walking bus” or a “bike train,” Dyudyuk said. 

    “Parents get really excited about that,” she said. 

    According to Raj Rai, San Juan Unified district communication director, pedestrian safety efforts date back to at least 2010. District investments have grown from one liaison working with law enforcement to a safe schools department with eight community safety specialists. 

    In her role since 2021, Dyudyuk works with schools to evaluate student pickup and dropoff and to create checklists and visuals for families to use — education and outreach that continues beyond the initial Safe Routes to School assessments.

    Universities implement education, enforcement 

    Just as K-12 school districts locally and nationally have worked to address pedestrian safety, so have higher education institutions. 

    Each semester, Cal Poly Humboldt in Arcata displays signs “warning and reminding” pedestrians and bicyclists to stop at intersections and others to obey traffic laws, said Peter Cress, a lieutenant with the university’s police department.

    When education and warnings don’t work, the university’s police can turn to enforcement: ticketing drivers. Crediting the college’s approach of using education and enforcement, Cress said that the 5,700-student Cal Poly Humboldt averages one vehicle-pedestrian incident causing significant injury annually. In September, a student was hit while crossing the street.

    Enforcement — or the threat of enforcement — is the only proven way to change motorists’ behavior, Cress said. So, even though education is imperative to what schools do to address pedestrian safety, Cress encourages K-12 districts to implement enforcement through citations, possibly by partnering with local law enforcement. 

    That kind of enforcement isn’t an easy feat for K-12 school systems. 

    Idsvoog said that while the Fresno Police Department has worked to place more patrol officers at schools during student arrival and dismissal, police cannot be at Fresno Unified’s 107 schools every day at the same time while patrolling other parts of the city. 

    One way to fill the void and help with enforcement, Idsvoog said, is using volunteer crossing guards. With more crossing guards, Fresno Unified can strengthen pedestrian safety, she said. 

    But there’s never enough crossing guards, Idsvoog said, and the district usually relies on teachers for that role at schools’ multiple crosswalks used by students. 

    Kimberly Armstrong, second grade teacher at Kirk Elementary, became a volunteer crossing guard out of concern for her students. As a crossing guard, she said she still witnesses people disregarding traffic laws. 

    “There’s really no consequences for them to do any better,” Armstrong said during the Dec. 12 Safe Routes to School community meeting at Computech Middle School. She implored district leaders to find a way to add police at school arrival and dismissal, even if they have to rotate between schools or regions. 

    Fresno Unified school officials can report areas where high numbers of pedestrian safety concerns are occurring to police, Idsvoog said, but problems exist at each of the district’s more than 100 campuses. 

    “Having a police officer there is not just the answer,” Idsvoog said. “There is no quick resolution. There’s got to be a bigger plan: more education, more messaging to parents, yes, consequences.”

    ‘Everyone’s responsibility’

    While law enforcement can define social expectations and attitudes toward pedestrian safety on a higher ed campus, the school community of parents, school staff and community members can set the standard in a K-12 environment, Lt. Cress said. 

    When parents and community members witness or learn about pedestrian safety concerns, Cress said, they must have difficult conversations with each other, which will lead to “conversation after conversation after conversation.” 

    “Those types of informal conversations generate a community attitude,” he said. 

    Ensuring pedestrian safety

    “There’s so many things that we all can do,” Idsvoog said, including: 

    • Adhering to speed limits, crosswalks and traffics signs, including the stop signs that are deployed from school buses
    • Being aware of  one’s surroundings
    • Having conversations with students 

    District leaders and school staff in the Fresno, Clovis, Central and San Juan districts agreed that student and pedestrian safety is a community effort that requires everyone’s effort — not just parents and students. 

    “Pedestrian safety is everyone’s responsibility,” Idsvoog said. “And it’s going to take parents, community members and even students to really make a difference.” 

    Armstrong, the teacher and volunteer crossing guard, said she is optimistic about the district’s efforts, but “time is of the essence” to improve pedestrian safety. The importance of students arriving at and leaving campus safely is often overlooked and missing from the conversation about school safety, she said. 

    “We can’t just worry about kids and their safety once they’re inside of our school buildings,” Armstrong said. “We have to ensure their safety getting to and from. It’s just as important.”
